The scope of services shall include:The Broward County Aviation Department (BCAD) requires a Photographic Documentation firm to provide comprehensive documentation of construction progress, milestones, pre and post inspection, ongoing through completion, for Fort Lauderdale - Hollywood International Airport (FLL); airfield, landside and building projects. The initial contract term is three (3) years with two (2) – one (1) year renewals, for a potential term of five (5) years.

The Photographic Documentation firm must: provide an onsite project representative to attend construction meetings as

necessary provide stationary and mobile cameras for optimal, overlapping digital photographs provide web hosting provide (Autodesk AutoCAD) computer drafted drawing integration. provide manual or automated integration to the BCAD Geographic Information

System (GIS) mapping provide copies of the documentation on CD, DVD ROM or external hard-drive. Work with BCAD to determine document indexing, storage, access, and security

protocol per BCAD requirements.

IT IS IMPORTANT THAT EACH CD BE LABELED WITH THE COMPANY NAME, RFP NUMBER AND TITLE, AND THEN PLACED IN AN INDIVIDUAL DISC ENVELOPE.

1. A single PDF file that contains your entire response with each page of the response in the order as presented in the RFP/RLI document, including any attachments.

Submit six (6) total printed copies (hard copies) of your response. It is the responsibility of each firm to assure that the information submitted in both its written response and CDs are consistent and accurate. If there is a discrepancy, the information provided in the written response shall govern.

This is of particular importance in the implementation of the County's tiebreaker criteria. As set forth in Section 21.31.d of the Procurement Code, the tiebreaker criteria shall be applied based upon the information provided in the firm's response to the solicitation. Therefore, in order to receive credit for any tiebreaker criterion, complete and accurate information must be contained in the written submittal.

Evaluation ProcessA Evaluation Committee (EC) will be responsible for recommending the most qualified firms and rating them. The process for this procurement may proceed in the following manner:

Review ResponsesThe Office of Economic and Small Business Development staff evaluates submittals to determine compliance with the Office of Economic and Small Business Development Program requirements, if applicable. Agency staff will prepare an analysis report which includes a matrix of responses submitted by the firms.

Staff will also identify any incomplete responses. The Director of Purchasing will review the information provided and will make a recommendation to the Evaluation Committee as to each firm’s responsiveness to the requirements of the RFP. The final determination of responsiveness rests solely on the decision of the Evaluation Committee.

Cone of SilenceAt the time of the Evaluation Committee appointment (which is typically prior to the advertisement of the solicitation document) in this RFP process, a Cone of Silence will be imposed. Section 1-266, Broward County Code of Ordinances as revised, provides that after Evaluation Committee appointment, potential vendors and their representatives are substantially restricted from communicating regarding this RFP with the County Administrator, Deputy and Assistants to the County Administrator and their respective support staff, or any person appointed to evaluate or recommend selection in this RFP process. For communication with County Commissioners and Commission staff, the Cone of Silence allows communication until the Shortlist Meeting of the Evaluation Committee. After the application of the Cone of Silence, inquiries regarding this RFP should be directed to the Director of Purchasing or the contract person named in this solicitation.

The Cone of Silence terminates when the County Commission or other awarding authority takes action which ends the solicitation.

Demonstrations If this box is checked, then this project may lend itself to an additional step where firms

demonstrate the nature of their offered solution. In those cases, staff, and sometimes members of the EC, may request a representative display or demonstration. If the EC decides that demonstrations are necessary, firms will receive a description of, and arrangements for, the desired demonstration.

Price may be considered in the final evaluation and numerical rating of the firms. If the EC will consider price, staff will provide each firm with a pricing submittal instrument and instructions for its preparation and delivery.

Price will not be a factor in evaluating or ranking the interested firms.

County staff and the top ranked firm will negotiate fees for pre-construction services during the Negotiation Phase of this process. Generally, the Parties negotiate a Guaranteed Maximum Price (GMP) for construction services during the course of pre-construction services.

Evaluation and Posting of Recommendation Each of the firms will be evaluated based on the firm’s approach to this project and the firm’s ability to

perform. The EC may provide a list of subject matter for the discussion and answer time may vary. The EC will rank the firms and post its recommendation for three days as a “Proposed Recommendation of Ranking”. Following this three-day period, if no objections to the proposed ranking have been received in writing by the Director of Purchasing, a Final Recommendation of Ranking will be posted and presented to the Board for approval.

Section 1-88, as amended, of the Broward County Code (of Ordinances) contains the requirements for the Broward County’s Public Art and Design Program.  It is the intent of Broward County to functionally integrate art, when applicable, into capital projects and integrate artists’ design concepts into this improvement project.  The bidder may be required to collaborate with the artist(s) on design development within the scope of this request.  Artist(s) shall be selected by Broward County through an independent process.  (For additional information contact Mary Becht at (954) 357-7456).

Vendor Protest

Sections 21.118 and 21.119 of the Broward County Procurement Code set forth procedural requirements that apply if a vendor intends to protest a solicitation or proposed award of a contract and state in part the following:

(a) Any protest concerning the bid or other solicitation specifications or requirements must be made and received by the County within seven (7) business days from the posting of the solicitation or addendum on the Purchasing Division’s website. Such protest must be made in writing to the Director of Purchasing. Failure to timely protest bid specifications or requirements is a waiver of the ability to protest the specifications or requirements.

(b) Any protest concerning a solicitation or proposed award above the award authority of the Director of Purchasing, after the bid opening, shall be submitted in writing and received by the County within five (5) business days from the posting of the recommendation of award on the Purchasing Division's website.

(c) Any actual or prospective bidder or offeror who has a substantial interest in and is aggrieved in connection with the proposed award of a contract which does not exceed the amount of the award authority of the Director of Purchasing, may protest to the Director of Purchasing. The protest shall be submitted in writing and received within three (3) business days from the posting of the recommendation of award on the Purchasing Division's website.

(d) For purposes of this section, a business day is defined as Monday through Friday between 8:30 a.m. and 5:00 p.m. Failure to timely file a protest within the time prescribed for a solicitation or proposed contract award shall be a waiver of the vendor's right to protest.

(e) Protests arising from the decisions and votes of a Evaluation Committee or Evaluation Committee shall be limited to protests based upon the alleged deviations from established Committee procedures set forth in the Broward County Procurement Code and existing written Guidelines. Any allegations of misconduct or misrepresentation on the part of a competing vendor shall not be considered a protest.

(f) As a condition of initiating any RFP protest, the protestor shall present the Director of Purchasing a nonrefundable filing fee in accordance with the table below.

Rejection of ResponsesThe Evaluation Committee may recommend to the Director of Purchasing the rejection of all responses to this solicitation.

Public Records and ExemptionsUpon receipt, all response submittals become "public records" and shall be subject to public disclosure consistent with Chapter 119, Florida Statutes. Any firm that intends to assert any materials to be exempted from public disclosure under Chapter 119, Florida Statutes must submit the document(s) in a separate bound document labeled "Name of Firm, Attachment to Proposal Package, RFP# - Confidential Matter". The firm must identify the specific statute that authorizes the exemption from the Public Records Law.

Failure to provide this information at the time of submittal may result in a recommendation by the Director of Purchasing that the response is non-responsive.

Any claim of confidentiality on materials that the firm asserts to be exempt and placed elsewhere in the submittal will be considered waived by the firm upon submission, effective after opening.Please be aware that submitting confidential material may impact full discussion of your submittal by the Selection/Evaluation Committee because the Selection/Evaluation Committee will be unable to talk about the details of the confidential material(s) at the public Selection/Evaluation Committee meeting. Please note that the financial statement exemption provided for in Section 119.071(1) c, Florida Statutes only applies to submittals in response to a solicitation for a “public works” project.

Domestic Partner This solicitation may include preference for county contractors providing for nondiscrimination of benefits for domestic partners. (Reference Ordinance No. 1999-18, as amended)

In accordance with Broward County Code, Chapter 16 ½ , section 16 ½ -157 and the Broward County Administrative Code, Subsections 21.31.a.,6.,7.,8., the Broward County Board of County Commissioners reserves the right to apply a preference in the award of a contract to those Contractors providing for nondiscrimination of benefits for domestic partners.

This preference may be applied to all awards of $250,000 per annum or more. The determination to apply this preference shall be made by the Board of County Commissioners.

To be eligible for the domestic partnership preference, a contractor’s program eligibility criteria must be substantially equivalent to those established in Section 16 ½ -153 (b), Broward County Code. A contractor will be deemed ineligible for the domestic partnership preference if its benefits program discriminates against employees in violation of the Broward County Human Rights Act.

Local PreferenceIn accordance with Broward County Ordinance No. 2004-29, the Broward County Board of County Commissioners provides a local preference. This preference includes any county with which the Broward County Board of County Commissioners has entered into an inter-local agreement of reciprocity. Except where otherwise provided by federal or state law or other funding source restrictions, a local proposer whose submittal is within 5% of the highest total ranked proposer outside of the preference area will become the firm with whom the County will proceed with negotiations for a final contract.

Local business means the vendor has a valid occupational license issued by the county within which the vendor conducts their business at least one year prior to bid or proposal opening, that authorizes the business to provide the goods, services or construction to be purchased and a physical address located within the limits of said county, in an area zoned for the conduct of such business, from which the vendor operates or performs business on a day-to-day basis that is a substantial component of the goods or services being offered. The County will evaluate the weight of the evidence to determine if the Responder’s effort was made in good faith. A pro-forma submittal will be considered non-responsive. Financial Information - Although the review of a vendor's financial information is an issue of responsibility, the failure to either provide the financial documentation or correctly assert a confidentiality claim pursuant the Florida Public Records Law and the solicitation requirements as stated in the Evaluation Criteria and Public Record and Exemptions sections may result in a recommendation of non-responsive by the Director of Purchasing.

3. Litigation History - Although the review of a vendor's litigation history is an issue of responsibility, the failure to provide litigation history as required in the Evaluation Criteria may result in a recommendation of non-responsive by the Director of Purchasing.

B. Definition of Responsible Bidder:In accordance with Broward County Procurement Code Section 21.8.b.65, a Responsible Bidder or Offeror means an offeror who has the capability in all respects to perform the contract requirements, and the integrity and reliability which will assure good faith performance.

Responsibility Criteria

The Evaluation Committee will recommend to the awarding authority a determination of a firm’s responsibility. At any time prior to award, the awarding authority may find that an offeror is not responsible to receive a particular award. Airport Security Program and Aviation RegulationsContractor agrees to observe all security requirements and other requirements of the Federal Aviation Regulations applicable to Contractor, including without limitation, all regulations of the United States Department of Transportation, the Federal Aviation Administration and the Transportation Security Administration, and the Contractor agrees to comply with the County’s Airport Security Program and the Air Operations area (AOA) Vehicle Access Program, and amendments thereto, and to comply with such other rules and regulations as may be reasonably prescribed by the County, and to take such steps as may be necessary or directed by the County to insure that subleases, employees, invitees and guests observe these requirements. If required by the Aviation Department, Contractor shall conduct background checks of its employees in

accordance with applicable Federal Regulations. If as a result of the acts or omissions of Contractor, its subleases, employees, invitees or guests, the County incurs any fines and/or penalties imposed by any governmental agency, including without limitation, the United States Department of Transportation, the Federal Aviation Administration or the Transportation Security Administration, or any expense in enforcing any federal regulations, including without limitation, airport security regulations, or the rules or regulations of the County, and/or any expense in enforcing the County’s Airport Security Program, then Contractor agrees to pay and/or reimburse the County all such costs and expenses, including all costs of administrative proceedings, court costs, and attorneys’ fees and all costs incurred by County in enforcing this provision. Contractor further agrees to rectify any security deficiency or other deficiency as may be determined as such by the County or the United States Department of Transportation, Federal Aviation Administration, the Transportation Security Administration, or any other federal agency. In the event Contractor fails to remedy any such deficiency, the County may do so at the cost and expense of Contractor. The County reserves the right to take whatever action is necessary to rectify any security deficiency or other deficiency.

(a) Operation of Vehicles on the AOA: Before the Contractor shall permit any employee of Contractor or any subcontractor to operate a motor vehicle of any kind or type on the AOA (and unless escorted by an Aviation Department approved escort), the Contractor shall ensure that all such vehicle operators possess current, valid, and appropriate Florida driver’s licenses. In addition, any motor vehicles and equipment of Contractor or of any subcontractor operating on the AOA must have an appropriate vehicle identification permit issued by the Aviation Department, which identification must be displayed as required by the Aviation Department.

(b) Consent to Search/Inspection: The Contractor agrees that its vehicles, cargo, goods and other personal property are subject to being inspected and searched when attempting to enter or leave and while on the AOA. The Contractor further agrees on behalf of itself and its subcontractor that it shall not authorize any employee or other person to enter the AOA unless and until such employee other person has executed a written consent-to-search/inspection form acceptable to the Aviation Department. Contractor acknowledges and understands that the forgoing requirements are for the protection of users of the Airport and are intended to reduce incidents of cargo tampering, aircraft sabotage, thefts and other unlawful activities at the Airport. For this reason, Contractor agrees that persons not executing such consent-to-search/inspection form shall not be employed by the Contractor or by any subcontractor at the Airport in any position requiring access to the AOA or allowed entry to the AOA by the Contractor or by any subcontractors.

(c) The provisions hereof shall survive the expiration or any other termination of thisAgreement. (This Sensitive Security Information Non-Disclosure Agreement of pages 20-22 of this document are required to be completed and returned).

Security Background verification, fingerprinting and identification badging is required for all work conducted in Security Identification Display Areas (SIDA). The prime contractor is responsible for managing, obtaining and complying with all requirements of the above for their own firm as well as all of their subcontractors on their team. The prime contractor and all sub-contractors are responsible for all costs associated with complying with the terms and conditions of this security requirement including but not limited to any fines levied (including against BCAD)due to its non compliance with SIDA or Airport Security rules.

SENSITIVE SECURITY INFORMATIONNON-DISCLOSURE AGREEMENT

I, _____________ hereby consent to the terms in this Agreement in consideration of my being granted access to certain documents or materials containing Sensitive Security Information (“SSI”) for Fort Lauderdale-Hollywood International Airport in Broward County, Florida (“Airport”).

I understand and agree to the following terms and conditions:

1. SSI is part of the Airport security program, is exempt from Florida Sunshine and Public Records Laws pursuant to Sections 119.071 and 286.0113, Florida Statutes, and unauthorized disclosure of SSI could compromise the security of the Airport.

2. I must therefore handle SSI in accordance with the terms of this Agreement and all applicable federal and state laws, including but not limited to, 49 Code of Federal Regulations Parts 15 and 1520 and Section 119.071, Florida Statutes.

3. By being granted access to SSI, I am a covered person as defined in 49 Code of Federal Regulations Parts 15 and 1520, and therefore have an affirmative duty to protect SSI by: taking reasonable steps to safeguard SSI in my possession or control from unauthorized disclosure; disclosing or otherwise providing access to SSI only to covered persons who have a need to know, unless otherwise authorized in writing by the Transportation Security Administration (“TSA”), the Coast Guard, or the Secretary of the Department of Transportation (“DOT”); referring request by other persons for SSI to TSA or the applicable component or agency within DOT or Department of Homeland Security (“DHS”); properly marking and disposing of SSI as specified in 49 Code of Federal Regulations Parts 15 and 1520; properly marking records containing SSI that are not marked in compliance with 49 Code of Federal Regulations Parts 15 and 1520 and inform the sender of the record that the record contains SSI and should be properly marked; and promptly reporting unauthorized disclosure of SSI to the Airport and TSA or applicable DOT or DHS component or agency.

4. If I violate the terms and conditions of this Agreement, such violation may result in the cancellation of my access to SSI for the Airport. Unauthorized release of SSI may result in civil penalty or other action.

5. Each provision of this Agreement is severable. If a court of competent jurisdiction should find any provision of this Agreement unenforceable, all other provisions shall remain in full force and effect.

6. I understand that Broward County may seek any remedy available to it to enforce this Agreement, including but not limited to, application for a court order prohibiting disclosure of SSI in breach of this Agreement.

7. By granting me access to SSI, Broward County does not waive any statutory or common law evidentiary privileges or protections that it may assert in any administrative or court proceeding to protect any SSI to which I have been given access under the terms of this Agreement.

8. I shall indemnify and hold harmless County, its officers and employees, from liabilities, damages, losses, and costs, including, but not limited to, reasonable attorneys' fees, to the extent caused by my negligence, recklessness or intentionally wrongful conduct as well as negligent, reckless or intentionally wrongful conduct of other persons employed or utilized by me in the performance of any and all Projects which require access to SSI as contemplated by this Agreement. In the event that any action or proceeding is brought against County by reason of any such claim or demand, I shall, upon written notice from County, resist and defend such action or proceeding by counsel satisfactory to County. The provisions of this Section shall survive the expiration or earlier termination of this Agreement.

9. I make this Agreement in good faith and acknowledge that I will be bound by each and every term and provision contained herein, including but not limited to civil penalty or other action pursuant to federal and state law.

Right of AppealPursuant to Section 21.83 of the Broward County Procurement Code, any vendor that has a substantial interest in the matter and is dissatisfied or aggrieved in connection with the Evaluation Committee's determination of responsiveness may appeal the determination pursuant to Section 21.120 of the Code. The appeal must be in writing and sent to the Director of Purchasing within ten (10) calendar days of the determination by the Evaluation Committee to be deemed timely. The Photographic Documentation firm will provide comprehensive photographic documentation of existing conditions, construction progress, and pre and post-inspection milestones on a weekly or as needed basis at critical milestones. Prior to commencement of any work activities on any phase of work, the Photographic Documentation firm will provide photographic documentation for the existing conditions of the surrounding work site and staging area. Photographic documentation shall be sectioned or chaptered in time and locations (georeferenced) to the project for future reference. BCAD will supply base map as-built drawings, airfield planimetrics, and ortho aerial photography upon which locations of documentation will be based.

3. The Photographic Documentation firm will combine the indexing and navigation system with digital photography designed to capture actual conditions throughout construction. The indexing and navigation system will be linked to the BCAD: Geographical Information Systems (GIS) database. All documentation, indexing, and navigation must be organized by both time (date-stamped) and location (georeferenced) throughout the Project. Web interfaces will use BCAD supplied base drawings, as-builts, maps, and ortho aerial photography.

4. The Photographic Documentation will be accessible online through use of an internet website connection and will allow for simultaneous, multiple-user access. BCAD access shall be secure and accomplished through individual passwords.

5. The Photographic Documentation will show construction progress for all trades and will be tracked at weekly intervals, at a minimum, unless otherwise specified by BCAD. Weekly documentation will comprehensively track both the exterior and interior construction of a building. Building photographs will track all building improvements beginning with preconstruction site conditions and continuing until completion of the structure.

6. The Photographic Documentation firm will provide airfield site photographs which will track 360 degrees around the site and include ground level, oblique angle and aerial photographs.

7. The Photographic Documentation firm will provide that all exterior photographs include date, time and weather conditions at the time of the photograph.

Web Camera Requirements

1. The Photographic Documentation firm will provide fixed position cameras at specific stationary locations around the exterior and interior construction areas to capture site conditions at 15 minute intervals at a minimum of 12-megapixel resolution. Cameras will have remotely controlled pan, zoom and tilt capabilities for Broward County Aviation Department (BCAD) use.

2. The Photographic Documentation firm will provide web cameras which must be a proven technology that has been successfully implemented in transportation related construction projects. Bidder should submit manufacturer cut sheets of equipment to be used with the bid submittal for approval by BCAD.

3. BCAD will supply construction and existing condition as-built drawings in an AutoCAD format for notation and management of camera placement and usage. BCAD will also supply an airfield planimetric map in AutoCAD format for notation of camera placement and usage. These will act as the graphic base for interactive web documentation access. Camera mounting locations to be approved by BCAD prior to installation.

4. If there are electrical power requirements to the site, costs will be on a pass thru allowance basis including all wiring in conduit, connections, materials, labor, trenching and permitting, utilizing an approved BCAD licensed electrician that has airport security clearance.These costs are reconciled by the BCAD project manager with proper documentation supplied by the Photographic Documentation firm.

5. All camera installation and monitoring will be done by the Photographic Documentation firm. Website configuration will occur within 24 hours of camera installations. Non operational cameras will be returned to service in 24 hours. Liquidated damages of $150 per day will be assessed per non operational camera.

6. All images, associated documentation and equipment are the property of BCAD and will be provided to BCAD upon request. Photographic Documentation firm will remove the web cameras from installation upon project completion (unless otherwise directed by BCAD) and will clean the installation area and restore to its original condition. Upon removal of the camera equipment and mount, the Photographic Documentation firm will turn over the equipment and mount to BCAD.

7. All images are the copyright of BCAD and will be protected on secure servers owned and operated by the Photographic Documentation firm.

8. The Photographic Documentation firm will provide high resolution construction web cameras as a “turnkey” package which includes: high resolution (minimum 8 mega pixel ) auto focus camera and self cleaning lens, mounting hardware including any required poles, weatherproof equipment enclosures, all cables, all connectors, all interface devices, integrated wireless modem, all software, all back up image storage devices, all power converters and all surge suppression.

9. The Photographic Documentation firm will provide time-lapse construction cameras that will have video compression motion, JPEG at 640x480 minimum resolution and automatic photo archiving.

10.The Photographic Documentation firm will capture 1920 x 1080 pixels, JPEG format, time lapse roject photos on a daily basis at 15 minute intervals with date and time stamp.

11.The Photographic Documentation firm will provide project photos uploaded to, and stored on, a secure redundant server. Project photos will be viewable online, have password protected access, be searchable by date and time, have 500% zoom magnification, be downloadable, and have print and email capability.

12.The Photographic Documentation firm will provide project photos on an image archived CD or DVD on a monthly basis. The Photographic Documentation firm will provide one copy of each 1080p high definition time-lapse movie on a monthly basis and at the end of the project on CD or DVD, in a protective sleeve or case, labeled with the following information: name of project, name of architect, name of contractor, dates of time-lapse sequence, description of vantage point, indicating location and direction, by compass point.

13.The Photographic Documentation firm will provide system software as a managed service which displays a project log, is capable of viewing live video, has calendar based navigation for selecting specific images, has image browsing capability, has pan, tilt and zoom capability within a high definition image, has a multiview screen to view all cameras on the project at the same time, has graphical mark-up tools for detailing and creating overlays on images, displays local weather data at time of photo, provides photo history report in PDF format, has time-lapse features including play back by day, week, month or year, has user login, password and other protected access features meeting BCAD requirements and has email alert notification is system goes off-line.

Required Documentation Elements

1. Indexing and navigation system will utilize actual Autodesk AutoCAD construction/planimetric drawings, making such drawings interactive on an online interface. For all documentation referenced herein, indexing and navigation must be organized by both time (date-stamped) and location throughout the project.

2. All files provided to the firm will be georeference and must be maintained as follows:

North American Datum (NAD) 83, HARN, FeetState Plane Florida EastNorth American Vertical Datum (NAVD) 88

3. Indexing and navigation system will utilize actual AUTOCAD construction drawings, making such drawings interactive on an online interface. For all documentation referenced herein, indexing and navigation must be organized by both time (date-stamped) and location throughout the project.

4. Documentation will combine indexing and navigation system with inspection-grade digital photography designed to capture actual conditions throughout construction and at critical milestones. Documentation will be accessible online through use of an internet connection. Documentation will allow for multiple-user access, simultaneously, online. Access will be secure and accomplished through individual passwords.

5. Construction progress for all trades will be tracked at weekly interval (“progressions”), or as required by BCAD. Weekly progression documentation will comprehensively track both the exterior and interior construction of the building. Exterior progressions will track 360 degrees around site and each building. Interior progressions will track all interior improvements beginning when stud work commences and continuing until project completion.

6. Pre-slab utilities work and site utilities will be documented post-inspection and prior to pouring slabs and/or backfilling. (Pre-slab“Exact-Built”).This process will include all underground and in-slab utilities within the building(s) envelope(s) and utility runs in the immediate vicinity of the building(s) envelope(s). This may also include utilities enclosed in slab-on-deck in multi-story buildings. Indexing and navigation must be accomplished through interactive site utility plans.

7. Mechanical, Electrical, Plumbing and all other systems will be documented post-inspection and pre-insulation, sheet rock, or dry wall installation. (Interior MEP “Exact Built”). This process will include all finished systems located in the walls and ceilings of all buildings at the project. Indexing and navigation must be accomplished through interactive architectural plans.

8. Miscellaneous events that occur, but do not fit into the building or site envelope (i.e., materials arriving on site), or events captured by BCAD independently, will be dated, labeled and inserted into a section in the navigation structure entitled “miscellaneous,” allowing this information to be stored in the same “place” as the formal documentation.

9. Leadership in Energy and Environmental Design (LEED) photo sets will document specific credits identified by a BCAD-LEED Accredited Professional (if applicable) to satisfy LEED certification credits.

Project Documentation (Photo Sets) will include:

1. An existing conditions survey of the existing building pad, streets, curbs, sidewalks, landscaping and exteriors of adjacent structures immediately surrounding the proposed building site with overlapping photos of the entire site. The existing conditions survey would occur just prior to the start of construction or as scheduled by BCAD.

2. Weekly exterior progressions (360 degrees around the project) and slideshows (all elevations and building envelope).

3. Regular interior progressions of all walls of the entire project to begin at time of substantial framed or as directed by BCAD through to completion.

4. Detailed exact built overlapping photos of all slabs just prior to placing concrete or as directed by BCAD.

5. Detailed interior exact built overlapping photos of the entire building to include documentation of all mechanical, electrical and plumbing systems in every wall and ceiling, to be conducted after rough-ins are complete, just prior to insulation and or drywall, or as directed by BCAD.

6. Finished detailed Interior exact built overlapping photos of all walls, ceilings, and floors to be scheduled by BCAD prior to occupancy.

Photographic Documentation Firm Support, Coordination and End Product

1. The Photographic Documentation firm will provide coordination of photo shoots accomplished through a designated representative on-site at the Project, typically a Superintendent or Project Manager. The Photographic Documentation firm’s designated representative will also attend BCAD construction team meetings as necessary. The Photographic Documentation firm’s operations team will provide regular updates regarding the status of the documentation, including photo shoots concluded, the availability of new progressions or Exact-Builts viewable online, and anticipated future shoot dates.

2. The Photographic Documentation firm will provide all online domain/web hosting, security measures, and redundant server back-up of the documentation being furnished.

3. The Photographic Documentation firm will provide technical support related to using the system or service.

4. Upon completion of the Project, the Photographic Documentation firm will provide final copies of the documentation (the “Permanent Record”) with the indexing and navigation system embedded (and active) will be provided in an electronic media format, typically a DVD or external hard-drive.

Aerial Photography

1. The aerial photography work must be performed from a helicopter, at the lowest safe altitude of 500 feet or below.

2. The aerial photography services shall include all costs, including flight/mobilization charges, labor, fuel, and supplies to furnish the Project Manager digital aerial photographs for indexing. The Project Manager will provide a minimum of forty-eight (48) hour advance notification of the requirements.

3. The Photographic Documentation firm will provide digital, oblique aerial photographs of sites specified by the Project Manager, displaying progress of site work prior to, during, and after construction. Schedule for photographic shoots shall be as requested by the Project Manager and shot from a helicopter at a low level (500 ft. altitude or below), weather conditions permitting.

4. The sheduled digital aerial shoots shall be taken from four (4) different aerial views. The four (4) separate views constitute one set. Views will remain consistent for duration of each project, unless otherwise directed by the Project Manager. All production and flight costs shall be included in the unit price per set.

5. The Photographic Documentation firm may be required to provide special, one-time shoots of specified sites. The requirements for these shoots will be the same as for the scheduled shoots, to include four (4) digital separate oblique views per set. All production and flight costs shall be included in the unit price per set.

6. The Photographic Documentation firm may be required to provide date specified, one-time shoots. Requirements are consistent with those above, to include four (4) digital separate oblique views per set. All production and flight costs shall be included in unit price.

7. Digital images shall become the property of the County through the Photographic Documentation firm and shall be indexed, labeled, and copied to a compact disc (CD).

8. Photographs shall provide an actual presentation of the site/areas photographed using correct exposure and focus to produce photographs of high resolution and sharpness, maximum depth of field, and minimum distortion.

9. Photographs must be of a quality level acceptable to the County. Photographic Documentation firm shall make every effort to photograph sites under proper weather conditions, avoiding cloudy and/or hazy conditions. The County reserves the final right to determine suitability of photographs in meeting its needs, and payment for same.

Online Web Hosting Services must:

1. Use BCAD supplied as-built construction drawings, planimetric maps and ortho aerial photography as backdrops. Google Earth images are not acceptable.

2. Be accessible to an unlimited number of users.3. Provide “calendar” based navigation system for selecting specific images.4. Provide pan, tilt and zoom capability for viewing, and navigation within the high definition

images.5. Provide a “dynamic calendar” screen showing a monthly calendar (typically 31 days) in

which each day displays a thumbnail image for that day. 6. Be able to navigate forward and backward by month within the monthly calendar.7. Be able to email a selected image with comments.8. Be able to browse through images, moving forward and backward in time by individual

image, and by day.9. Provide a full screen view function which maximizes the view of images on the users

monitor. 10.Be customized to the individual construction project, including the project name, phase, day

and time. 11.Be able to support multiple cameras within an individual construction project.12.Provide online help functions.13.Display local weather data.

Payment

1. Payment will begin after the first month services are provided.

2. Delivery Order forms are submitted with each batch of photographic documentation every 15 days. These are validated by the Project Manager for the square footage photographed or any aerial photography completed, or any additional scope performed per the bid line items and approved for payment.

3. Liquidated damages of $150 per day after the first day will be assessed per non operational camera and deducted from payment.
