Introduction:

Part of the NTC mission is to see to it that the telecommunication services providers implement QoS standards, in accord to the Telecommunications Law and its Bylawsi. Initially NTC intends to measure, audit and benchmark the QoS parameters of the services provided on a quarterly basis.

Key Performance Indicators of Mobile Telephone Services:

Definitions:

Call Setup Success Rate

Number of the unblocked call attempts divided by the total number of call attempts

Call Drop Rate

A percentage of calls that are disconnected in the middle of the conversation without the user�s intervention.

Handover Success Rate

The act of transferring support of a mobile call from one base station to another is termed handover or handoff. Handover occurs when a call has to be handed over from one cell to another as the user moves between cells.

Voice Quality

The overall voice quality rate is equal to the average voice quality on the downlink and uplink which refers to the network's ability in achieving an acceptable level of voice quality using the Mean Opinion Score (MOS) measure; note that a high Voice Quality Rate is desirable.

QoS Objectives & Methodology:

In order to satisfy customer�s expectation and requirements, QoS parameters of different services based on international standards are measured, audited and reported by NTC according to the regulation policies and protocol agreed with the service providers. Field surveys are conducted with modern measurement equipment, and outputs are benchmarked versus quarterly received operator�s reports and general detailed reports will be published to public.

Conclusions

The present report has been expanded to cover both 2G and 3G voice technologies. The resulting output of the QoS measurements as shown in this report on the relevant service providers, we expected to provide internet broadband report starting from the next quarter , looking forward for further improvements in all networks quality.
