The Cambodian Center for Human Rights (CCHR)and Cambodian League for the Promotion andDefense of Human Rights (LICADHO) condemn:
The DM Group grab of Tumpuon indigenousland in Batang Village, Batang Commune,Lumphat District, Ratanakkiri Province (the“DM Group Land Grab”);The harassment of Cambodian Human Rightsand Development Association (ADHOC)activists Pen Bonnar and Chhay Ty, RadioFree Asia (RFA) journalist Ratha Visal, CCHRPresident Ou Virak, and a number ofTumpuon community activists; andThe misconduct by Ratanakkiri ProvincialCourt Judge Thor Saron.

In 2005 the DM Group, a private company allegedto have powerful contacts, took possession of anarea of land in Batang Village on which 120indigenous Tumpuon families lived. The case ischaracterized by derisory compensation and theintimidation of indigenous families by localauthorities seemingly working in the interests ofthe private company. It has seen criminal chargesagainst 12 Tumpuon Community activists, theimprisonment without trial for periods of betweentwo and six months of four of those charged andthe fleeing into the jungle of 100 Tumpuon menafter they were threatened with arrest. The land isnow in the possession of the DM Group. Of the 120indigenous families, the majority has left, leavingsome 4050 families behind searching for viablefarming land in adjoining areas.
Human Rights Defenders harassed
The DM Group Land Grab has seen the followinghuman rights defenders as well as a number ofTumpuon community activists – harassed andintimidated by Ratanakkiri Provincial authoritiesfor standing up for the affected villagers:

This harassment and intimidation is representativeof the dangers faced by those who speak outagainst rights violations in Cambodia; particularlyin Ratanakkiri, where the United Nations Office ofthe High Commissioner for Human Rights(OHCHR) in Cambodia estimates that as of June2009 over 50 individuals were detained as aresult of land conflicts.
Judicial misconduct
A main protagonist in the DM Group Land Grabhas been Judge Thor Saron, the Deputy Presidentof the Provincial Court of Ratanakkiri. His actionsare illustrative of the problems currentlyundermining the Cambodian judiciary namely
