In this edition of our Newsletter, I must report to you with satisfaction that our KSFE NRI Online Chits or the Pravasi Chits are ready for roll- out and is now going through the final security audit process. The Hon’ble Chief Minister, Shri. Pinarayi Vijayan, our Chairman has kindly consented to launch the product on June 2nd in Thiruvananthapuram. We bring out in some detail, a write up on the process and our journey. Our readers my recall that the concept of Online Chits was first proposed by our Vice Chairman, Dr. Thomas Isaac, Hon. Minister for Finance, in one of his budget speeches when he was the Finance Minister previously in 2006-2011. Endless hours of product development, coordination and reviews have gone into the making of this product. As in the case of any other online product of this complexity, we expect improvements down the line, based on feedback from Malayalis across the globe. As you will be able to see from the writeup here, the product combines some common features of a trading exchange combined with individual payment and settlement accounts maintained rigorously for all investors linked to the network of KSFE branches across the State for validation of securities offered by prize receiving investors. We believe that as a first online chit that is going to be eventually launched across the globe, this will be a compelling Alternative Financial Investment product, in its own right, with far reaching development potential for the State. The banner “\n§fpsS k¼mZyw \mSnsâ ku`mKyw” indeed will become a dream come true. Added to that, the LIC linked Insurance and Disability linked Insurance as well as the optional Pension Schemes that will be layered over the product, will truly make this product a unique social security cover for our NRIs. We also bring to you the status of KIIFB Projects in our focus districts of Alappuzha and Wayanad which we have selected for this edition along with the details of overall implementation of KIIFB projects. Continuing our narrative on our key projects, we have taken up the strategic Hi-tech Class room Project, that will provide 45000 classrooms in the State with IT infrastructure - the envy of any public-school system in the country. We also bring to you some details of an important Urban Water Supply for augmenting supply to Shoranur Municipality and Vaniyamkulam Panchayat in Palakkad District. Our inspections conducted by the Inspection Wing of the progress of KIIFB projects are continuing. We also have details on a relatively new technology that will be adopted in our Quality Control system – the use of Ground Penetrating Radars. Meanwhile, our Deputy Managing Director Sri. Sanjeev Kaushik, Principal Secretary (Finance Resources) will be in Mumbai on 14 th May for a kick-off meeting with our bankers Standard Chartered and Axis Bank on our proposed Masala Bonds. Our bankers will be now moving to complete administrative formalities including obtaining necessary clearances from the Reserve Bank of India. More about the outcome in our future editions…. FOCUS PROJECT -1HI-TECH CLASSROOMS

This project is one of the key highlights of the KIIFB projects. This landmark project is expected to transform the educational delivery stem in the State. The Special Purpose Vehicle specially identified and created for the purpose of implementing this project is the Kerala Infrastructure & Technology for Education (KITE) executes the Project for the General Education Department in Government .The Hi-Tech Classrooms project envisages upgradation of Government& aided schools to international standards in terms of Teaching and Learning, ICT infrastructure, Content, Capacity Building and Monitoring. The main objectives of the project are:firstly to make all classes from 8th to12th IT enabled and setting up computer labs in each school and secondly upgrading one government school in each constituency at par with international standards.

The programme aims at upgrading 45000 Classrooms and 4775 ICT labs in the State’s

Phase-3 10,750 Classrooms will be made Hi-Tech by May 2018 end.

School domain to international standards, thereby upgrading these as Centres of Excellence. All classrooms would be equipped with

• Digital Interactive Textbooks • Digital Content Collection for easy

learning of all subjects • Resource portal which would ensure a

round- the- clock learning environment ,• E-learning / M-Learning / Learning

Management systems• Evaluation mechanisms • Multimedia Projectors, Sound Systems

and High Speed internet connection • Offline servers hosting educational

contents connected to classrooms, libraries and labs.

The Project was approved at a cost of Rs.493.50 Cr in the29 th KIIF Board meeting.

FOCUS PROJECT -2

Through a large portfolio of water infrastructure projects, KIIFB is directly reaching out lives of millions of households in the state and is contributing to improve their living standards. This project (Augmentation of Urban Water Supply to Shoranur Municipality and Vaniyamkulam Panchayat) forms part of the Water Infrastructure portfolio of Kerala Infrastructure Investment Fund Board’s (KIIFB).

The project envisages completion of an overflowing RCC weir across the perennial source Bharathapuzha river. The weir across Bharathapuzha near Cochin Bridge has been earlier partially completed by Irrigation Department. The project also involves construction of a 20 MLD water treatment plant at KWA Shoranur Division office site from where treated water reaches the 3 nos. of existing service reservoirs in the Shoranur municipality by pumping.

Augmentation of Urban Water Supply to ShoranurMunicipality and Vaniyamkulam Panchayat

On completion, the project will benefit Shoranur Municipality and Vaniyamkulam Gramapanchayath falling in Shoranur assembly constituency of Palakkad District. The prevailing situation is that the area is reeling under acute drinking water crisis even during monsoon season and the drinking water quality standards are not very good. The long-term management plan for the project is prepared for a design period of 30 years with 2020 as base year to cater ultimately to a population of 1.31 Lakhs in the year 2050 based on design parameter of 150lpcd for urban population and 100lpcd for rural population.

Considering the importance of the scheme and its impact on the living quality, first meeting of the reconstituted KIIFB Board held on 23rd September 2016, chaired by Honourable Chief Minister, approved the project for an estimated cost of Rs.35.00 crore. On ground execution of works, being implemented by Kerala Water Authority, Water Resources Department is already in full swing with significant progress. Quality Management - Road Construction Projects - Ground Penetrating Radars

Roads are constructed in multilayer pavements over compacted subgrade formed on either existing or filled up earthen surfaces. The layers above sub grade are primarily sub-base, base, binder and wearing courses. The sub base and base are generally constructed by using graded and compacted aggregate layers.The binder and wearing courses are bituminous mixes using graded aggregates.

The strength of the road to vary the traffic depends upon several factors like thickness of the layers, grading of the aggregates, level of compaction of the layers, bitumen content etc. A road constructed with inadequacies on above aspects will fail by cracking and settlements and become either non-functional or lead to heavy recurring expenditure because of rectification and resurfacing. Better quality management using non-destructive methods can help to anticipate the quality issues in advance and take corrective measures during the construction process itself.

Ground penetrating Radars (GPR) are advanced non- destructive testing equipment used to detect the thickness and quality of various layers

conditions. The GPR signal is reflected when the electrical properties of the subsurface changes. A transmitting and receiving antenna are used to induce the signal and record the reflected data. The GPR antenna is pulled by hand or vehicle and can be viewed in real time. Data is collected digitally and be collected and processed to produce 2-D and 3-D images of the subsurface.

In case of road works the consistency, grading, and compacted density can be assessed from the GPR output. This output can be used to conduct detailed confirmatory tests like core testing etc if required

KIIFB has placed orders to procure GPR with advanced features to be deployed in the field level inspections of the Technical Inspection wing of Inspection authority. This will be a key equipment in the Auto-lab, a moving testing facility being procured for conducting speedy and effective site inspections in the road projects.

KSFE Pravasi Chit in Association with KIIFBAs part of extending service to the NRI diaspora,

KSFE is planning to launch Chits exclusively for the non-residents in association with KIIFB and NORKA. The funds obtained through the NRI Chits will be invested in Bonds of KIIFB which in turn will be utilizedfor the infrastructure development of Kerala. Thus,by joining this most popular and trusted savings instrument, each subscriber of the Pravasi Chit will indirectly contribute to the infrastructural evolution of his or her homeland. KIIFB aims to mobilise funds to the tune of Rs. 10,000 crores through this ambitious Strategy.

The Pravasi Chits are tailor made for the non-residents by incorporating added features such as Insurance and Pension schemes. The Pravasi Chits will be offered through advanced online technological platform and as such the NRIs can subscribe and monitor their Chit transactions from any part of the world. The most important aspect of the Pravasi Chit is the facility to participate in the online auction for the subscribers across the globe.

In addition, this technology driven Pravasi Chit product extends the facility for submitting the required security documents for availing the Prize money in a hassle-free manner. A 24x7 Customer Contact Centre will cater to all the needs of the NRIs.

The salient feature of the Insurance Scheme in the Pravasi Chit is that all the remaining monthly subscriptions will be completely covered in the event of death/ permanent disability of the Subscriber.No additional charges will be levied on the Subscriber for obtaining the Insurance coverage and it is extended purely as a social security measure. The Chit benefit will be passed on to the Subscriber/Nominee as and when it falls due. Furthermore, in the event of death of a subscriber, the air fare expenses to bring back the body will be met by KSFE.

The NRI KSFE Chits also has built in a Pension Scheme for NRIs. This will be through the Life Insurance Corporation of India (LIC). The Pension Scheme is optional, and the prize money can be fully or partly transferred to the Pension fund. This scheme offers a better pension returns because of the Group pension scheme and other related aspects. Agency system will serve the NRI Customers in relevant stages of the Chit life-cycle. The approved Agents will help to ensure the KYC compliance, collection and remittance of monthly installments and like other services.

KIIFB is supporting KSFE in developing its online application for Pravasi Chit. Alongwith

Administrative Inspection Wing is undertaking the field level visits as well as inspection at the offices of SPVs to ensure compliance of KIIFB guidelines and to watch the physical progress. Out of the 44 Dialysis Units , Centers at Parassala, Nedumanagad, Kayamkulam, Adoor, North Paravur, Chalakkudi, Ottappalam, Feroke, Thalasseri and Koothuparambawere started functioning while rest are nearing completion. The building for Dialysis centerat Taluk Hospital, Sulthan Bathery in Wayanad is completed and the

equipment supply will take place soon.Instructions have been issued to KWA to curb the tendency of purchasing, stacking and laying of pipes before the completion/corresponding progress of Civil Works ,Water Tanks and Water Treatment Plants. In the site visit at Thodupuzha it was found that work of Water Treatment Plant and renovation of Pump House under the project“WSS to Thodupuza Municipality”is well progressing. In the Hi Tech school project , the training of faculty and the installation of equipments are lagging.

HI-TECH Classrooms

Core application developed by NIC, chit process is synchronised through Mobile, CRM, Digital Workflow, Accounting Application and POS. This is the first time that these many multiple IT partner firms have worked together around the core application developed by NIC in developing what is perhaps the first world’s digital online financial instrument. Further the payment gateways of Banks, CORAL application of Registration Department, NORKA’s digital application, State Government employees Digital Repository SPARK etc. are harmoniously synced through APIs andmakes the Pravasi Chit application truly a remarkable landmark in the digital sphere of the State.

A demonstration of this application from chit process from Chit announcement, Customer Registration, KYC process, Online Chit Subscription, Chit enrolment upto Chitty Registration were presented before theHon. Minister for Finance, Chairman, KSFE and other Board members of KSFE on the 26th of April 2018 in the office of KIIFB. The application has received general appreciation for its ingenious design and robustness. The application is now undergoing rigorous testing and auditing processes. The official launch of KSFE Chitty is scheduled on 2nd June 2018 by the Shri. Pinarayi Vijayan Hon. Chief Minister of Kerala in a function that will be presided over by Dr. T M Thomas Isaac, Hon. Minister Finance.
