Speaking during a gathering in his resi- dence on Wednesday, Khan criticized the government for its failure to ensure security and maintain control of the dis- tricts. Strongly condemning the attack on Jawa- dia mosque in the city, Khan warned that the new coalitions being formed will have a negative impact and could even result to the collapse of the government and lead to a civil war if the government did not take immediate steps to control the situation. This comes as at least 29 people were killed and nearly 70 others were wound- ed after a group of suicide bombers stormed a mosque in Herat city late on Tuesday night. The Islamic State of Iraq and Syria (ISIS) terrorist group claimed responsibility for a deadly bombing on a Shi’ite mosque in western Herat province of Afghanistan. The terror group issued a statement late on Wednesday claiming that the attack on Jawadia mosque was carried out by two of their suicide bombers identified as Umair Asim and Tayyeb Al-Khurasani. ISIS claimed that around 50 people were killed in the attack and more than 80 oth- ers were wounded in the attack which was carried out using automatic rifles, hand grenades, and suicide bombing vests. (KP) WASHINGTON - The Afghan Ambassador to the United States Hamdullah Mohib has called for “punitive actions” including sanc- tions, against countries that use Non-State Actors (NSA) as a foreign policy tool. Noting that the absence of such a global re- sponse, or at least from the world powers, would set a wrong precedent for other coun- tries, Mohib said Afghanistan is working with the United Nations Security Council to present before its members all facts and proofs about countries in its neighborhood that is sponsoring terrorism in his country. In an exclusive interview to Pajhwok Afghan News on Wednesday, Mohib did not identify Pakistan by name when he sought punitive action against countries that use non-State ac- tors to serve their foreign policy goals. At the same time, he said Afghan leaders keep on asking their Pakistani counterparts what was that they gain from this. “A question that we keep asking our Paki- stani counterparts constantly, about what is that they gain from this? They obviously have some reasons behind, but not one that is clear to us. There isn’t one that would have a clear rationale. Terrorism is in no one’s in- terest, and anyone who believes or a country that believes that it may be using it as a tool for its foreign policy objectives, is making a mistake,” Mohib said. “Because we have seen recently, in the num- ber of attacks that have been carried out in Afghanistan across the country, shows that terrorists don’t have loyalty to anything other than its own agenda in terrorism. They target civilians, places of worship, and ordinary Af- ghans anywhere, where ever they can hit the target. Mohammad Nazir Kharotai told the pro- jects’ inauguration ceremony that four of the schemes would be implemented by the provincial Agriculture and Livestock Department and one by the Revenue De- partment. Funded by the Ministry of Finance, the projects were estimated to cost 14.1 million afghanis, said the governor.
