EditorialEstate Agents notices appear more frequently these days.Plots appear like mushrooms in a damp season, yet Killinsurvives as it has through the generations. Evidence of oldand ancient habitations lie all around us which, in decay,have a certain value to tourists, historians andarchaeologists. It is hard to imagine the present buildingsthat make up Killin having a similar chutzpa in the futurebut ruin or continual refurbishment is the ultimate fate ofbuildings that are not demolished to be replaced by moderndesign. Will Killin change? Of that there is no doubt. Howwill it change, by design, by default or pickled like somemuseum relic a jar of spirit? The major and obvious signsof dereliction are related to events and people from outsidethe village. If Killin is to be effective in the future it needsto be designed around the people who currently live hereand the businesses that serve it. It needs to become moreproductive of its own needs and not have to rely on remoteplaces for survival. This entails people working together,sharing values, aspirations and aims to achieve sharedambitions. Assets are not just buildings but the populationthey contain. Killin has assets in spades that need to be co-ordinated to achieve the outcome it deserves. Change is notto be feared but managed, not a sadness for things past buta challenge for the future. If we shared our motivation whoknows what we could achieve.So the Village Officer is a no-no, a Dodo, defunct never toarise again (page 24). The continuity of knowledge andexperience held by village officers is no longer valuable.Invasive and potantially damaging plants will no longer beproperly identified and dealt with for the benefit of thecommunity. Unwelcome roots and seeds from remoteareas, like Stirling, will arrive in heavy tyre treads as mobilesquads burn precious fuel* to pick up a broken bottle on aKillin pavement as it responds to individual requests andworks to targets. The concept of a ‘ditch in time’ will giveway to urgent calls for major maintenance when episodes offlooding take place. We will need to take on new attitudesto ‘manage’ our environment. If you don’t ask it doesn’tget done. No more a wee word in Jake’s ear but a letter orphone call to notify the mobile squad about things thatseem of little urgency but could have importantconsequences. The “middle man” comes into every moderncommunication. Simple formulas are used to work out howwell complex systems work. They ignore many aspects thatare important yet fall outside their remit. Whateverhappened to common sense and the devolution of control tocommunities?

Please contactElaine Turner for further information.BackgroundOne of the projects proposed by thepeople of Killin for development bythe Killin & Ardeonaig CommunityDevelopment Trust (KAT) is a localThrift Shop, to be used to raise fundsboth for charities and for localcommunity groups, working with KATon projects linked to the localCommunity Development Plan. KATreceived funding from the Big Lottery'Investing in Ideas' Fund to conduct afeasibility study into this, and theproposal appears profitable andachievable. We have since beentrying to find premises from which torun the shop. We hoped, firstly torent, then to acquire Silver Cottage,the old butcher's shop, but this wastaken off the market before we were

able to raise sufficient funds.Purchase of other premises willrequire further application for fundsand a longer time scale. In themeantime, we have decided to tryout the idea by opening the ThriftShop over the summer in the smallChurch Hall which was available. Ourthanks to the Rev Lincoln and histeam for agreeing to our long termbooking. We hope that you will visitus and support this local project,which is both keeping second handgoods in the community for recyclingand raising funds for local projects.Any ideas for further developmentare very welcome! On Saturday 29th May 39 tractorstook part in our annual tractor run,in aid of Yorkhill hospital. Onceagain the starting point was atKinnell by kind permission of theDowling family and by ten o'clockthe field was full of tractors andsmoke, the route this year took usdown to Lawers and over to Bridge

of Balgie up Glen Lyon and over intoGlen Lochay. We stopped for lunchat the shed at Kenknock whereeveryone could enjoy a burger andshelter from the rain. After that itwas back down to Kinnell where teaand coffee were served and a raffleheld. It was agreed that the tractorrun is fast becoming a great

success. This year was our biggestturn out and was a great day outdespite the weather. The fantasticsum of £1120 was handed intoYorkhill and I would like to thankeveryone who donated towards thisworthy cause.

Home Insulation SchemeAndrew Cartwright is one of theenergy assessors who will soon bevisiting houses in the Killin andArdeonaig areas as part of theStirling Council Home InsulationScheme (HIS). Killin Cutting Carbon is working withthe Home Insulation Scheme (HIS)to help householders in Killin reducetheir energy demand and fuel bills.The Home Insulation Scheme is anarea based initiative funded by theScottish Government and deliveredby the Energy Saving Trust. It isoperating in certain areas of Stirlingand is endorsed by Stirling Council. All homes in Killin will receive a visitfrom a friendly Home EnergyAssessor who will carry out anenergy audit of the property andgive advice on making the homemore energy efficient. If homes aresuitable, householders will beoffered loft and cavity wallinsulation at a specially negotiatedprice, or even free of chargedepending on the measure and thehousehold circumstances. Loft top-up insulation will be free of chargeto properties with existing insulation(between 60mm and 160mm).Home Energy Assessors can helppeople identify what they areeligible for. The scheme will follow up on thework that has already been

completed with householders inKillin as well as offering someadditional support on aspects suchas renewables, sustainable transportand other forms of insulation.Householders will receive a letter inthe next few weeks to advise whenthe Home Energy Assessors will bevisiting. This month we met with the deliverymanager, Billy Sloan and hisassistant Alex Warren to discusshow the Stirling Home InsulationScheme is to be implemented in ourarea. As you know one suchscheme has already been conductedby the Killin Ardeonaig Trust andmany have already benefited fromdiscounted loft insulation and cavitywall insulation. In our meeting withthe Stirling HIS we have been ableto ensure that those of us who havenot been seen by an energyassessor will be given a secondchance. Those who qualified fortop-up insulation but were unable toafford it will now have the

opportunity to get theadditional insulation for

free. There is also free helpavailable to prepare a loft for theinsulation contractors. Anotherbenefit is the top-up loft insulation isfree for whole area of the loft spaceas there is no restriction on size ofloft. Stirling HIS are alsoendeavouring to tailor the surveyquestions to suit individualhouseholds so that time taken to dothe assessment is shorter.

Stirling Council will save£20,000 by closing the skip, but howmuch is it costing to clear the randomrubbish that is being left all around thevillage and surrounding areas. SEPAhave no interest in the skip. The headof waste management is to be askedto a meeting about the village wasterequirements. Community Resilience Plan: Fionaand Charlie are to attend to.Road Maintenance: Jet patches arelifting already causing problems. The Old Mart: OngoingPlaypark: Willie Hamill from StirlingCouncil would like to meet in the parkwith the councillors to discuss thedrainage problems and how best tomove on. Then the play park can goahead. Some drainage has already

been completed which has improvedthe situation already.Benches: Both benches are now sited.Manse Road one has still to be fixeddown.Turning area: Ongoing speed bumpsstill missing. Cllr Owens to attend toFolklore Centre: Still no positiveideas, as yet, further meetings are totake place. Should it be sold and put on the open market.Breadalbane Forum: Rural NorthwestForth Valley Partnership there was apresentation on a community basedrehabilitation service that is beingintroduced in the Breadalbane area. Itwill be provided by an integrated teamfrom Stirling Council social servicesand the Health Board based in thehealth centre in Callander. Therapistswill be working more closely withdoctors allowing a better service topeople in this rural area. This servicehas just started and is reorganisingstaff so that as many people aspossible are based locally.KAT: The trust is setting up atemporary thrift shop in the ChurchHall as a trial. The trust looked into alate application to buy the land forsale opposite the Clachan caravanpark. Unfortunately the sale hasalready gone to a closing date. Itwould take 8 weeks for the trust tomake an application to buy the landunder the community right to buyplan, resulting in it being too late.Youth Project: There have been 2

outings to Firbush National Park: Owen Mckee is stillour representative - well done. A newboard will take place from 1st Octoberand will be streamlined from 25members to 17. CCTV: The community is to be askedif they would like CCTV in and aroundthe village.Correspondence: Bob Jack, the chiefexecutive with Stirling Council wouldlike to meet community councillors todiscuss our needs as a rural area. Alist of questions will be presented toMr Jack.Toilets: The toilets are now open butclose at night at 5pm. Stirling Councilare proposing to close all toilets ifan alternative arrangement can bemade with local businesses or hotelsto provide toilets in theirestablishments. We as a CommunityCouncil do not agree with this ideaand will oppose it. A letter is to besent to Stirling Council.Costcutter Site: Hogweed has beenreported to SEPA and the NationalPark.Killin Cemetery: The cemeteryrequires some weed killer and newgravel this has been reported. CllrWood to attend to.Trees: The trees at The Glebe requiretrimming again.Next meeting: Tuesday 9thSeptember at Killin Primary School at7.30pm Pamela Farquharson

July meeting Cllr. Fergus Wood told us thatfollowing a survey on public toilets,Stirling Council's [SC] policy was totry to arrange a Comfort PartnershipScheme with local businesses. Thescheme would allow businesses tobe reimbursed with £600 to £2000per annum to allow the public to usetheir toilets. If no business could befound to take on this role, then SCwould hang fire on closure. Thetoilets in Killin would probably notbe closed because they are acomfort stop on the bus routes. Itwas pointed out that the toilets inCrianlarich are a comfort stop forservice buses to Glasgow and thetoilets in Tyndrum for the bus routesto Oban and Fort William. John said that the CC has discussedthe community taking over therunning of the toilets in Crianlarich,but no decision has been reached.It was agreed that we need to getour views over to those in a positionto make a decision. We will hold aspecial meeting and invite the twovillage officers, Cllr. Scott Farmer,Margaret Morrison, from StirlingCouncil Cleansing andrepresentatives from Citylink andStirling Council Asset Managementteam.Strathfillan CC would like tocongratulate Jimmy Allardice andAlan Brodie on being awarded theQueen's Fire Service Medal whichwill be presented at BuckinghamPalace.Housing: “Fresh Thinking, NewIdeas” - this document is thestarting point for a broad discussionabout housing policy which will takeplace throughout the summer, withevents across the country to discussthe various schemes.

Just Killin' Time

Dr David Syme and Kirsty Pearson, asteam Just Killin' Time, took part in theKindrochit Challenge 2010. Thechallenge was both in the event andin the heavy rain and low cloud whichaccompanied it. After a 7.00 amstart, 1.5 km swim across Loch Tay,24 km run through the mountainsection, 11 km kayak back to thesouth shore of Loch Tay, it was toodark to complete the 54 km cycleround the loch. This was a valianteffort for the pair from Killin. Timings: Start of swim 0700 hrs,start of mountain section 0749 hrs,start of kayak section 18.02 hrs, endof kayak section 20.16 hrs. The money raised this year will gotowards funding a Mercy Corps projectto alleviate poverty in Guatemala. WA

After a year of preparatory intensive training, Sarah Heward of the RealFood Cafe and her personal trainer, Pete Waugh of Tay Fitness completedthe Lanzarote Ironman event on 22nd May. Alan McColm, her boyfriend,together with a small party of supporters including Chris and Jim,Sarah's Mum and Dad, Moira and Graham, two close friends who alsowork at The Real Food Cafe, Geraldine, a long-term friend (andsupporter) from London, Kirsty Pearson and Amy her daughter, joinedthem in Lanzarote.The event consisted of a swim of 3.8 km, bike ride of 180 km and a runof 42.2 km. Sarah's total time was 16 hours 45 minutes and 53 seconds, rank 1203,Div. Pos. 211. Pete's total time was 11 hours 58 minutes and 11 seconds, rank 503,and Div. Pos. 50. This was a stunning result for both participants. Three charities benefit from Sarah and Pete's strenuous and amazingfeat. Over £3,000 was raised for three local causes. Well done Sarahand Pete. WA

The key questions here are how didthis conman know who the lady was,and that she was a computer user,and how could he monitor hercomputer. The lesson here is trust noone who makes unsolicited contactwith you.Online ShopA few weeks ago I was searching theinternet for the best price for aspecific item. I found most of theonline shops to be selling the productfor around the same price. However,one site jumped out by offering theexact same item for 10% less thananyone else. This worried me. WhenI investigated further I noticed ontheir payment page that there was noencryption. Thus, anyone using thissite would pass their credit card andpersonal details directly to the ownerof the website. This would result inthe organisation taking payment foranything you "buy" from them - theywill never deliver! You will also findsometime in the future that otherpayments will be taken from youraccount.Luckily for me, I am aware of theissues related to shopping online and Iwas quick to spot this con. The evidence that proved to me thatthis was a con, was the lack ofsecurity and encryption on thepayment page, where credit card

These are real life examples,where one of the victims was connedquite cleverly out of their money. By PhoneA lady of senior years received aphone call from a person purporting torepresent an internet securitycompany. The caller knew the lady'sname and explained that he knew shehad recently purchased a computerand that her computer was heavilyinfected with viruses, as he was ableto monitor her machine remotely. Hethen suggested that she visit a specificwebsite which would verify his claimsand offered the lady a "special deal"for internet security software whichwould "protect" her machine.This was in fact a virus and she losther money to this con artist.

How speedily the seasons and theirattributes slip past and as one'syears pile up the quicker their pace!In January the first snowdrop is ananticipated event, then after aninterval and despite the severity ofthe winter, crocus and daffodil indue course. Whinsare in full flower during April andMay followed by "The Yellow of theBroom" and the roadside delights ofCranesbill, Meadow Peas, PurpleLoosestrife and Golden Rod et al.Simultaneously the moorland swardis coming to life, Ericas followed byCalluna (ling heather) and themyriad small contributors to the list,including the sub-alpine and alpineplants of the high corries.Soon however some trees arebeginning to appear tired andAutumn tints infiltrate Chestnut andBeach, offset somewhat by theflowers of the season, Montbretia,

Grass-of-Parnassus, the Ceann a'Groban or Sheeps-bit Scabious, thusleading us into the glories of theAutumn colours. This fast movingpageantry of the flourish of seasonalendowments helps us, if not toforget, at least to assign to memorythe exigencies of a past bitterwinter, which among other thingshas decimated wrens, probablyvoles, and our resident barn-owls. It is mainly in June that red deercalves are born and for the first fewdays they lie hidden. After that theybegin to move around with theirmother, their spotty coat offers goodcamouflage. On 17th June, whencoming back to the Argo afterchecking a fox den we noticed a calflying in our path only feet from thevehicle, we had not spotted it on theway out. After seeing it we circledaway from it, as leaving our scentcould have caused the mother toabandon it. So if you are ever luckyenough to see one so tiny, do as youwould with a young fledgling andleave well alone so that mum can doher job. It would appear from whatwe have seen so far that the calvingrate may not be as bad as fearedafter the hard winter.Hopefully another deer-relatedmatter may not be as bad as firstthought. Namely the merging ofThe Deer Commission with ScottishNatural Heritage. The current D.C.staff are to continue. Not so sureabout the new prison warder styleuniforms of S.N.H.!One thing that does appear to have

suffered in the cold winter is thebarn owl as there appear to befewer. There is a definite reductionin migrants such as swallows andmartins - maybe due to droughtconditions in Africa? It would beinteresting to know if other areashave noticed this reduction.Something else which has beenrepeatedly in the news lately for itsdeclining numbers is the bee, honey,bumble and the various kinds ofsmaller wild bees. They areessential for pollination in ourgardens and for crops. So it wouldseem surprising that pest controllersare reporting a huge increase infrantic requests from people whothink that they are being terrorisedby bees. They do not appear toknow the difference between beesand wasps (think of a bee as a Fordand a wasp as a Ferrari and that,apparently, is a big help in I.D.),that bumble bees are quiet andbenign creatures and they are luckyto have them. Too many scarymovies of killer bees have obviouslyhad their effect. Most pest firms areputting profit aside and advising

people to go to the website of thebumble bee conservationorganisation which is, incidentally,somewhere in Stirling.Just a couple of updates from earlierarticles - the fox 'communes' stillseem to be thriving as we shot twovixens at one den last week. AndWoody Woodpecker is having bigproblems with his invention of the'bread in the hole' as the hole is nowbig enough for woodmice and volesto get in so they are shinning up thepole and stealing his stash. Hisanswer to this is to start anotherhiding hole round the corner.Now the bikes - there seem to bemore cyclists than ever on the ruralroads (they have obviously notsuffered in the Winter). Someweekends it is very difficult for localsto drive along the single-track roads.This is mainly due to the poorvisibility as the air is so blue withtheir language as they hit the rutsand potholes especially on theArdeonaig road. Do you think ifeach one paid a toll of 50p we couldget it resurfaced? Certainly a swearbox would do the job.

On Saturday, 22nd May, AustinWilcock and Karen (Ker) Morgan gotmarried in Newcastle-upon-Tyne. Butwhat has this event got to do withthe people of Killin?On 12th March 2005 the sky was blueand the mountains were covered insnow: just perfect conditions.Austin was with friends, who laternamed themselves the "Ben Lui BobSleigh Team", for reasons that willbecome apparent! This experiencedwell equipped team planned to climbBen Lui up through Central Gully. As they climbed up the steep, snow

covered face of Central Gully, anotherparty who were near the summit fell.Two climbers, roped together, cametumbling down the Gully and collidedwith Austin and two of his friends,Linda Palentine and Stephen Norman.They now formed the Ben Lui BobSleigh Team and were swept downthe mountain at an increasing speed.As they hurtled down, some of themmust have thought that this was theend. They came to rest at thebottom of the Central Gully in aboulder field approximately 600 feetbelow. The mountain was busy andthe call for help quickly went out.The Royal Navy (RN) Search andRescue (SAR) helicopter wasscrambled from Prestwick. Due to

the seriousness of the incident andthe number of casualties involved,other agencies were also alerted.The Scottish Air Ambulance sent ahelicopter, as did Strathclyde Police.The Scottish Ambulance Service and

Central Scotland Police also sentground units to the area.At 13.45 Killin Mountain Rescue Teamreceived a phone call from CentralScotland Police. In total 13 membersof Killin MRT responded. The firstgroup arrived at Cononish Farm,Tyndrum, just as the most seriouslyinjured casualty (a young French lady,one of the roped pair) arrived by RNSAR helicopter. Members of KillinMRT helped transfer her to the AirAmbulance helicopter, whilst the RNSAR helicopter took four othermembers of the Killin MRT back upthe mountain to help with the othercasualties who were still lying in thesnow and rocks in Central Gully.The scene was like something out ofa war film. On arrival, the team setabout helping the RN SAR Winchmanadminister first aid and prepare thecasualties for evacuation. Thecasualties had suspected neck, spinaland head injuries, which was notsurprising considering the speed anddistance they had travelled. Friendsof the injured, who were veryconcerned, showed tremendousfortitude. The injured were loadedinto the RN SAR helicopter and flownto hospital. Miraculously allcasualties survived. This was a good

example of a multi-agency responseto a serious incident with a goodoutcome. We thought that would bethe end of it. Just another callout…and good ending, Happy Days.

In March 2007, we were contacted bythe Ben Lui Bob Sleigh Team. Theywanted to meet some of the peopleinvolved in the rescue. This seemedlike an ideal opportunity to get a freepint out of someone. So a fewmembers of the team met up withthe BLBST at the Coach House. Itwas a great night and a pleasure tosee them all again under much bettercircumstances. Casualties look verydifferent when they are standing up!Recently Austin phoned to tell us he

was getting married. He and Ker hadthe wonderful idea of asking theirfriends and wedding guests to donatemoney to Killin MRT, rather than buywedding gifts. This kind and generousthought led to £825 being donated tothe team. It makes a pleasant change to have agood news story. The outcome couldhave been very different. Themembers of Killin MRT would like tothank Austin, Ker, their family andfriends for the generous donation. Itreally is much appreciated. We wishthem both every happiness for thefuture.

Killin Community ChoirThe Killin Community Choir wasformed in the Autumn 2009. Choirleader, Kathryn Storey from Killin,advertised in the Killin News forpotential choristers to join and forma community choir. There are nowabout forty members and thenumbers are still rising. Newmembers, particularly males voices,are always welcome and can join bycoming to a rehearsal. Rehearsals

start on Tuesday 7th September inthe Church Hall at 7.30pm andweekly throughout the winter. A musical evening featuring thechoir singing a medlay of songs,Rachael Lincoln on her clarsach and

Alan Clark on the organ performedon 25th June in the Parish Churchfollowed by supper in the McLarenHall in aid of funds for the repair ofthe Killin and Ardeonaig ParishChurch organ and the structure androof of St Fillan’s Episcopal Church,a place of worship for both Episcopaland Roman Catholic congregations. This was a most enjoyable eveningthanks to Kathryn’s hard work with

the choir. Thefood andfellowship wereexcellent andthe moneyraised, £500for each of theworthy causes,was greatlyappreciated bythecommunity.

Thespectacular Falls of Dochart doublesection, an impressive spectatorspot, complete with jumps, provedchallenging as did Scotties Burn.However Tom Hink got his nose infront on the Premier route, hotlychased by Lee Shankie and IanMcPhail, with locals AndrewAnderson and Robert Laffertyshowing the way in the AIntermediate and B Class routesrespectively. On day two the overnight classleaders got to grips with the wetconditions and edged ahead. TheSwamp threatened to turn into oneand the Geadas Falls became rathergreasy as the trickle of water

increased, as did the almost verticalAn Bacan Rock climb. The penaltiesbegan to mount, for some, but Tom,Andrew and Robert held the line andkept their scores low. Worthy of amention are Jonathan Devlin, whostuck to his task returning one ofthe best scores of day two. This Giant Hogweed plant was photographedinside the enclosure of the “Costcutters” siteprobably introduced by vehicles used oncontaminated sites such as those found aroundcities. If it seeds it could invade the Dochart andRiver Tay system and has been reported to theauthorities. Do we need a “hit squad?”

Following an email sent by ProvostFergus Wood to Les Goodfellowrequesting a decision on the questionof a village officer for Killin, thefollowing email was sent to theProvost with a copy to the secretaryof the Killin Community Council. When Jack (Jake) Green, the lastvillage officer in Killin, retired, theCleansing Service introduced a mobilecleansing service, which visits thevillage three times a week. The Cleansing Service has introducedmore mobile teams throughout thearea in recent years in preference tovillage officers, as opportunities havearisen. The overall effectiveness ofthis approach and other changes toworking practices, have beenreflected in the LEAMS (LocalEnvironmental AssessmentManagement System) scores for theentire Council area, which haveincreased from 67 three years ago to75 in 2008/09 and 74 in 2009/10.Other advantages of moving tomobile working are that it is moreefficient and increases the flexibleworking arrangement to coverholidays and ill health absences.LEAMS is the nationally acceptedmethod for comparing the cleanlinessof local authority streets and otherpublic areas. LEAMS is administeredby Keep Scotland Beautiful, whovalidate local scores with assessmentsbeing carried out in Stirling by otherlocal authorities.

With further substantial reductions inpublic sector spending anticipated inthe next three year period, I am notable to create or fill any vacant postswithout significant justification. The mobile squad that covers Killinhas operated for the last five yearsand has adequately dealt with theissues raised by the community overthat period. With further reductions inrevenue expenditure anticipated, I

am not in a position to resurrect thevillage officer post in Killin at thistime.If the community has raised specificcleansing related issues with you thatrequire to be attended to, pleaseforward them to me.

ConstructionConstruction of the new communityresource 'The Big Shed' at Tombreckis going according to plan and greatprogress has been made. Designedby local architects, ea EcologicalArchitecture, The Big Shed will bean exemplar of eco-design with lowcarbon emissions and a reducedeco-footprint. Foundations have been laid, thetimber has been milled on site andwooden trusses have beenconstructed. Timber for the mainframe was sourced locally fromBolfracks and has been erected byjoiners from the local firm BlairishRestorations who have been workinghard to keep on target. Theintention is to have the buildingcompleted by the end of 2010 andready to open in January 2011.

Eco-Construction Awareness(ECA) ProgrammePart of the vision for the Big Shed isthat the very act of constructing thebuilding will enable people to learnabout eco design and construction.A series of seminars entitled"Working with Green Timber,"intended for the joiners working onthe Big Shed have now beenconcluded. Topics included SitkaSpruce and Scottish Forestry, timbermilling, characteristics and selection,engineered timber and detailing. The miller, the structural engineer,two foresters and a furnituremaker/green woodworker spoke

about different aspects of workingwith green timber. The architectsgave the overview and discussed theecological objectives of the project.The project architects have designedthe ECA Programme and areimplementing it. The learningprocess is happening in a number ofways, including hands-onvolunteering and participating in thebuilding process. For moreinformation go to www.ecological-architecture.co.ukVolunteers

Volunteers will be needed during theconstruction phase and local peopleare encouraged to get involved. Thefirst sessions throughout most ofAugust, involve putting in theinsulation using a method with abulk delivery of sheep's wool. The

A new community basedrehabilitation service is beingintroduced to allow more people inRural North West Forth Valley to becared for in their own localcommunities. The service is part of a new RuralNorth West Forth Partnership whichbrings together staff from health,social care, housing services,education, voluntary agencies,community agencies and otherpartners to provide support and ajoined up service for local people.The partnership covers an areanorth from Blairdrummond toinclude Thornhill, Doune, Callander,Strathyre, Balquhidder,Lochearnhead, Killin, Ardeonaig,Crianlarich and Tyndrum and thelocal communities attached to thesevillages.

The aims of the partnership are:1 Locally based services2 Reductions in hospital

admissions/readmissions3 Quicker discharge from hospital

to local community based support

4 Intensive rehabilitation at home

in a rural area for up to one month

5 Shared health/social care office/occupational therapy space for staff working in this area

6 Reduced duplication of community visits through improved communication

7 Three new support staff will be dual-trained to undertake basic health and social care role

8 Increased engagement with the local community

The new service will aim to providecommunity-based rehabilitation forup to 4 weeks to a maximum of 6people living in the rural northwestarea. At the end of this period ofintensive rehabilitation people wouldbe referred to the existing care athome services for on-going support,if required.It will be provided by a communitysupport team staffed by districtnursing, occupational therapy,physiotherapy and communitysupport staff based at CallanderHealth Centre. A project lead(Alison Keir) has been appointed for

2 years to set up the newrehabilitation service.The service will deliver an integratedmodel of care based onrehabilitation services which existelsewhere in the Stirling Councilarea and will be developed toinclude basic nursing tasks.

Care in the Community

The CEDAR Project has been runningin Forth Valley for the past 1½years. CEDAR means ChildrenExperiencing Domestic AbuseRecovery. We run a 12 week group-work programme to help childrentalk about hurting and fighting intheir families. Women also have theopportunity to go to a mothers’group where they can talk abouttheir experiences and learn how tosupport their children overcomesome of the difficulties they havehad. Susan runs the children's groups

and Joyce runs the mothers’ groups.Some key things we talk about are:how to keep safe, feelings (inparticular how to deal with anger),and we support women and childrento understand that they are not toblame for what has happened intheir families. We have lots of fun,games and great snacks as well asdealing with some very seriousthings that have happened. Comingto the groups helps children andmothers gain confidence and self-esteem.We take referrals from any agencyworking with children and familiesi.e. Health services, Education,

Moves to create new visitor facilitiesat the National Trust for Scotland'sBen Lawers National Nature Reservein Perthshire that are more inkeeping with the mountainlandscape started this month. Plans for the removal of the existingMountain Visitor Centre have beenlodged with Perth and KinrossCouncil. The Ben Lawers MountainVisitor Centre was built on the lowerslopes in the early 1970s tointerpret the important features ofthe site and encourage thousands ofvisitors during the summer tominimise their impact. Afterdecades of exposure to theelements, the timber structure wasin need of significant repair and wasno longer a suitable facility forvisitors to the area. A review ofinterpretation and other facilitiesrecommended a less obtrusiveapproach and in 2009, theconservation charity decided itshould close. Now, the Trust isplanning a series of improvementsat the site which are intended toprovide visitor facilities in a settingthat is more suitable for the remotelocation which attracts so manyvisitors and walkers to Ben Lawers. Key elements of the plan include theremoval of the existing centre, re-locating the car park to a less visiblesite nearby, with appropriate

landscaping to reinstate themoorland and provision ofunmanned interpretation availableall year round. Ben Lawers is one of Scotland'smost popular walking destinations,with 7 Munros, fabulous views overLoch Tay and a huge diversity of itsplant and animal life. We now havean opportunity to improve provisionfor visitors, restoring the hillside toits former glory, and providing moremodern and appropriate facilities forthose who come to Ben Lawers,whether serious walkers or familieson a ramble. An importantconsideration will be the impact thatthese new developments have onthe landscape for which Ben Lawersis so well loved. As a conservationcharity, we are committed toensuring that the new facilities leaveas little impact on the environment,both visually and otherwise, aspossible. This work will enable theTrust to meet its key aims ofencouraging everyone to exploretheir natural heritage, whileensuring that we protect Scotland'slandscapes for future generations. John “Ian” Gray 1931-2010Ian was born in Fenwick on the 12thMay 1931. He attended the localschool, served his apprenticeship asa joiner with the local firm and thenserved his two years of NationalService with the RAF being based inGermany for some time.in 1955 Ian moved to Killin workedon various parts of the HydroElectric Scheme and he also worked

for the late AlistairMcKinnon. Ian metMargaret Lawrie,daughter of Sarah andMartin Lawrie (thePorter Guard of thetrain station in Killin)at a dance in Kenmoreand they were marriedin Killin on 23rd March1957. Ian andMargaret had fourchildren Carol, (thelate) Bobby, (the late)Lorraine and Sally.The family lived inBallekroisk untilDecember 1972 whenthey moved toEdinburgh, to work forthe late Sir PeterFawcus on the

renovation work at Baberton Mains. During his time in Killin, Ian was amember of Killin Golf Club, playedfootball for the Killin team and wasalso a part time fireman in thevillage. He enjoyed a drink or twowith his friends in Killin, from TheSalmon Lie to the Bridge of Lochay.After Leaving Killin and completingthe renovation work in Baberton, Ianbecame a Bus Driver for LothianRegion Transport. He played golf at

Carrick Knowe Golf Course, enjoyedhis dominos, teaching all his 8grandchildren how to play thisgame. Latterly he played bowls forthe Transport Club, SlatefordBowling Club and Bainfield BowlingClub.In 2007 Ian was diagnosed withcancer of the bladder and in October2009 suffered a mild stroke. Hewas admitted to the WesternGeneral Hospital for routinetreatment but sadly his conditiondeteriorated and 3 days after their53rd Wedding Anniversary Ianpassed away peacefully on 26thMarch with Margaret and Sally byhis side.Margaret and family would like tothank everyone for the cards,flowers and kindness shown to themduring this sad time. The familythanks all the staff on Ward 56 and20 ICU unit for the care andattention shown to Ian during thistime and all who were able to paytheir respects at MortonhallCrematorium. A retiral collection of£220 was donated to the ICU unit ofthe Western General Hospital.Ian will be sadly missed by all hisfamily and friends.

State of GraveyardIt is sad, when I visit the familygrave, to see that the Killincemetery is suffering from neglect.This became apparent to me when Inoticed the mortuary slab throughthe open door, not a sight thatanyone seeking family memories oftheir dear departed wishes to see.Then the rest came to my notice.The flower beds outside the gateshave not been planted with theusual colourful flowers, a brokenbough lies inside the gate, thegravel paths are no longer tidy atthe edges, branches grow fromadjoining property obstructing thepath, the water tap leaks and a sortof compost heap of dead plants liein an untidy heap beside themortuary. Does it have to be likethis? I hope this will be remediedsoon and the graveyard treated witha little more respect.

Another Sad GraveyardI recently walked to the graveyard inArdeonaig. First of all, it's not veryeasy to get to as not everybodywould want to walk through a fieldof cows with young calves. I tookthe chance. The grass in thegraveyard is over five foot high andmy Granny's gravestone wascompletely hidden - but I made itvisible again. I'm not sure what Iam paying rates or Council tax for, Imight pay it or I might not. Theyempty my bins and that's about it.My bins are used by passers by andlocals anyhow. Janet Anderson

Much to our delight Gaby was selectedfor the CACIB which means that shehas become the world champion!Fern was then also selected tobecome the World Veteran Championand Best Bitch in Breed!We had also entered, for a bit of fun,the breeder's class, for which youmust have a bitch or dog and at least3 of their progeny, and much to oursurprise we won this title also! Wethen had to compete with at least 30other groups all different breeds, wewere short listed and made it throughto the last 8! So we can now say thatKillin is firmly on the map. What'snext who knows.

The Tarmachan Hounds do it again!Just when we thought it simplycouldn't get any better than winningBest of Breed at Crufts, we decided totake on the rest of the world and

drive over to Denmark for The WorldDog Show 2010.We drove down to Harwich and caughtthe ferry overnight for Holland andfinally arrived at our accommodationin Ribe Denmark 12 hours later. The next day we were up at the crackof dawn to get to the show inHerning. We arrived in plenty of timeto find our bearings and get into thehuge Messecentre.Our judge was a breed specialist fromDenmark. First in the ring was ouryoungest Lottie, she won 2nd in theChampion class, then it was Gaby inthe open class, which she won. Fern,who is now 9, went into the Veteran

This year there are some majorchanges to the National Park Boardand the first of these came intoeffect on 1st July with the electionof three new members to joinmyself and Willie Nesbit ofGartocharn as the local members.These are David Warnock fromCallander, David McCowan fromLuss and David McKenzie fromCowal. (With so many Davids onboard we will surely be able totackle the Giant Hogweed whichseems to be popping upeverywhere). The final changes willcome into effect on 1st Octoberwhen the Board will be reduced insize from 25 to 17 with both thelocal authority nominees andministerial appointees dropping innumber to 6 each. So far onlyStirling Council has put forwardtheir nominations. Provost FergusWood and Councillor Tony Ffinchwill again represent Stirling Councilbut it is hoped that we will knowwithin the next few weeks thenominations from Perth & Kinross(1), West Dumbarton (1) and Argyll& Bute (2). By the end of Augustwe should also know the ministerialappointees.August 18th is the scheduled datefor the Cononish Gold Mineplanning application to beconsidered. The Board will visit thesite in the morning and later in theday sit at the planning committee.Under the Planning and AccessCommittee Standing Orders onlythose members in attendance atboth the site visit and planningmeeting can take part in theplanning decision.The Planning Application for the BioMass (Wood Burning) ElectricityScheme above Easter Lix isexpected to be lodged with the ParkAuthority in August. Theapplicant's agent attended the JulyCommunity Council Meeting to give

an update in progress.The Byelaws proposing the banningof wild camping in a restricted areafrom Drymen to Rowardenan areprogessing through the system butwe have seen some opposition fromgroups such as the RamblersAssociation. With the National ParkAuthority an advocate of universalaccess it was only the extremenature of the damage being done toEast Loch Lomond that caused usto go down the road of the campingban and our hope is that itsintroduction in that restricted areawill help spread the message thatwith rights come responsiblities. Inaddition education and preventionwill continue with the OperationIronworks partnership of Police andRangers.

Board Members from Loch Lomond& The Trossachs National Park haveapproved proposals to introducecamping byelaws in East LochLomond. The consultation reportshowed that 60% of those whoresponded were in favour ofintroducing a "restricted zone" fromDrymen to Rowardennan where nocamping can take place other thanat formally designated sites orexisting commercial sites. Byintroducing all these measures thePark hopes to make the area afamily friendly visitor destinationwhere people can come and take inthe stunning views, where thefacilities are first class and all of it isenjoyed in a responsible manner.This is a national asset and it is thePark's responsibility to protect thearea for generations to come.National Park Rangers and CentralScotland Police are continuing topatrol the area as part of OperationIronworks. If approved by ScottishMinisters, the National ParkAuthority will implement the byelawsfrom April 2011. It remains to beseen if this will affect outlying areaswithout byelaw protection. WA

The men whorecognised its potential anddeveloped it for widespread use wona Nobel Prize in 1945.Long before the discovery ofpenicillin, other silent agents were atwork saving lives by destroyingbacteria. These silent agents arewhite blood cells. These hardworkers are God's way of protectingus from disease. No one knows howmany invasions they have stoppedor how many lives they have saved.They receive little recognition for allthe good they do.Our creator frequently gets similartreatment. He often gets blamedwhen something goes wrong butseldom gets credit for all the thingsthat go right. Every day people getup, get dressed and go to work orschool or the shops and then returnsafely to their families. No oneknows how many times God hasprotected us from harm. But whenthere is a tragedy, the questionquickly comes, "Where was God?"If you consider all the wonderfulthings that God does silently on ourbehalf day by day we have plenty ofreasons to give Him our thanks andpraise.
