For the first me in many years, the 58th annual OPBA conference will be hosted in our eastern region, in the beau ful LIMESTONE City of Kingston, Ontario, right on the mouth of Lake Ontario and the St. Lawrence River. Your 2016 Host Commi ee has made a commitment to crea ng a memorable learning and sharing experience to provide you with a conference full of educa onal, networking, and team building opportuni es. We hope you will join us for three full days of business workshops, con nued tradi ons, and some new adventures including a vendor trade show, and a sunset cruise through the gateway to the 1000 Islands. Bring your working, walking, golfing and dancing shoes! It’s me to celebrate and build on our founda on!
The hands of many and the efforts of an en re group are required to build the Inukshuk. They are the result of a consensus of pur-pose, of focused ac on by a group united in its goal and labour. The Inukshuk are the product of coopera on, teaching us that as good as our individual efforts may be, together we can do even greater things. Each stone is a separate en ty. Each supports, and is supported by, the one above and the one below. No one piece is any more or less important than the other. Its strength lies in its unity.
Its significance comes from its meaning as a whole. What is true about the Inukshuk is true about people. Each individual en ty alone has significance. As part of a team, each of us supports, and is supported by another. We are united by our common goals, and together, we are part of a greater whole. The Inukshuk are a symbol of the human spirit. They recognize our ability to succeed with others, where we would fall alone. They remind us of our need to belong to something greater than our-selves. They reinforce our ability to commit to common goals. Everyone needs to know they are making a difference … in their jobs, to their colleagues, to whatever tasks they devote their me, energy and enthusiasm. The Inukshuk acts as a reminder to all of us that our efforts are appreciated, and the difference we make today, does count in all our tomorrows.

With that in mind, your host commi ee and OPBA Board of Directors have a community giveback ini a ve that provides an oppor-tunity for our membership to say thanks to our Host Communi es. In considering the many deserving chari es in the City of Kingston, your Host Commi ee chose:
Each month, Kingston General Hospital and Hotel Dieu Hospital provide treatment for about 100 children with serious, complex, or chronic medical problems. On average, these children must stay in hospital for 26 days per year. Many must wait months, or even years, before knowing the comfort and security of home.
Un l "going home day" families have plenty of worries ... the recovery of their child is foremost of course, but there's also the strain of bedside "shi s", finding and paying for meals in an unfamiliar city, costs for parking and gas, loss of income, exhaus on, child care for siblings, disrup on of family life, divi-sive pressures on marriages, and serious psychological strain on siblings.
Almost Home will help ease these intense stresses. Coordina ng the support services and opera ng a large home, requires me and money. Approximately $280,000 per year is needed.
Almost Home is helped by volunteers who contribute hundreds of hours per week in housekeeping, management, program planning, fundraising and board work. The families who stay at Almost Home contribute by cleaning, laundering their own linen, suppor ng other families and other household chores.
Almost Home does not receive provincial or federal government funds to operate.

MICHELLE PALMER is the Director of Supply Services at City of Kitchener and has more than 19 years of experience in procurement and supply chain. She started her career as a buyer in heavy equipment and automo ve man-ufacturing, before moving into the public sector in 2007. She has worked for a range of different public sector agencies including the Waterloo-Wellington Community Care Access Centre and the Region of Waterloo. She also serves as the Vice President of the Ontario Public Buyers Associa on, a role she has held since January 2014. TINA IACOE is currently the Procurement Manager for the City of
Hamilton. She has been in the public purchasing profession for over

Ste. Marie. She also has previous work experience within the private
sector foodservice industry. Tina has acquired both her CPPO and
CPPB accredita ons as well as an Honours Bachelor of Commerce
Degree. She currently sits on the OPBA Execu ve Board in the role of

Tradi onally contract disputes have been resolved either through the government dispute process or through li ga on. This course examines other ap-proaches collec vely known as “alterna ve dispute resolu on” (ADR), overviewing the long history of ADR, the elements of ADR, and its advantages and disadvantages. The four major ADR approaches ― nego a on, media on, arbitra on and mini-trial ― are each described in terms of their processes, proce-dures and appropriate uses. The course will address the role of ethics in the use of ADR. It will also consid-er how to establish an ADR program in an agency and how to build ADR language into solicita ons and con-tracts. Prac cal examples, discussion, group exercises and case studies will be used throughout the course.

sity of California, Santa Cruz. He has over 20 years of management experience in
state and local government, higher educa on, and private industry.
Darin speaks throughout the world on a variety of procurement topics. Among
his many designa ons, Darin is a Master Instructor for NIGP. In 2012 he was rec-
ognized with NIGP’s highest honour—the Albert H. Hall Memorial ward. Darin is
also recipient of NIGP’s Dis nguished Service Award, and the Lewis E. Spangler
Award from the Interna onal Federa on of Purchasing and Supply Management.

A tude is Everything! Master Corporal Jody Mi c, Re red Canadian Forces Elite Sniper, 2nd Place Finisher in Canada’s Amazing Race, Author/Speaker
A tude is everything when it comes to overcoming adversity, says Jody Mi c. In the case of the sniper, turned Amazing Race compe tor, turned City Councillor, a tude means never qui ng. Pulling from his personal experiences in Afghanistan, this upli ing discussion centers around picking up where you le off a er unforeseen circumstances make an impact on you. Physically bouncing back a er his injury, making the mental adjustment to his new reality, Jody is a model of perseverance, strength and hope for Canadians.
JODY MITIC “If I can’t be the best sniper I can be, I can be the best advocate for the wounded, or any amputees, that I can be. People see me speaking for soldiers or running for charity. . .then anybody else can, too.”
In 2007 in Afghanistan, while on patrol with the 1st Ba alion Royal Canadian Regiment, sniper Jody Mi c stepped on a land mine and lost both legs below the knee. On his return home, he underwent months of painful rehab and more than a year of learning how to walk on prosthe c legs. Only one year a er his recovery, he completed St-Johns annual charity 5km run and has been running for chari es ever since.
He has two girls with his partner Alannah Gilmore, one of the medics who treat-ed him in the war zone.
In 2013 in The Amazing Race Canada, Mi c and his brother, Cory, finished an admirable second. But, as a speaker, he’s nobody’s runner-up. For a passionate keynote, filled with personal experience, on Post-Trauma c Stress Disorder, endurance or overcoming adversity, the Kitchener, Ontario na ve is your man. Here’s evidence of his courage – before he re red from the Canadian forces, Jody considered returning to Afghanistan for a tour of duty as a gunner on a helicopter.

MAUREEN SULLIVAN has been an instructor and curriculum designer with
NECI since 1995. In 2010, she managed the curriculum development process for the Public Sector Procurement Program (PSPP), that has since been accredited by the Supply Chain Sector Council and won the Summit Award of Excellence for Leadership in Public Procurement.
In 2009, Maureen assumed ownership of NECI. Under her visionary leadership, she catapulted NECI to become Canada’s leader in developing an engaging, inter-ac ve, online learning pla orm for procurement professionals.
An experienced li gator, mediator and dispute-resolu on prac oner, Maureen has an in-depth knowledge of both procurement law and contrac ng issues with par cular exper se in nego a ons. In her spare me, she volunteers in Restora-ve Jus ce.

Ian has li gated a wide variety of claims including bad faith claims, fire/flood losses, personal injury, con-struc on negligence, product liability, occupiers’ liability, libel/slander claims, and social host liability. He has acted for policyholders when they have been denied coverage or when they are trying to compel an insurer to make a decision in their favour. He has successfully assisted corporate and personal policyholders in maximizing their insurance coverage for a wide variety of claims. He is a regular contributor of ar cles to publica ons such as the Ontario Broker Associa on Magazine and the Ontario Risk and Insurance Management Society Pulse Publica on.
NADINE NASR, since 1997, has been involved in various aspects of insurance law and a broad range of li ga on ma ers involving first party claims including bad faith li ga on; and tort defence claims, including occupier's liability, motor vehicle insurance, personal injury and tavern liability; product liability, professional negligence claims, construc on liability, travel insurance and subroga on. Nadine has successful trial and appellate experience. A selec on of Nadine’s recent work includes:
Providing insurers with advice on bad faith claims.
Defending personal injury claims related to motor vehicle accidents, slip and falls, commercial host
liability.
Defending professional liability claims in respect of contractors and optometrists.
Defending coverage disputes including fire losses, water losses and environmental contamina on.
Pursuing subrogated claims rela ng to oil contamina on, fire losses and water losses.
ADAM BUCCI, since joining the firm in 2013, Adam works primarily in the insurance defence group on mo-
tor vehicle, property, casualty and liability claims. Prior to that he worked at the Crown Law Office Civil, a central civil li ga on office of the Ministry of the A orney General.
He has appeared regularly on behalf of his clients in the Superior Court of Jus ce and has conducted Small Claims Court trials dealing with a wide variety of issues involving insurance defence and coverage. Adam graduated in the top 4% of his gradua ng class at Osgoode Hall Law School and was the recipient of the Aird & Berlis LLP and the McMillian LLP Prize in Contracts, and the Criminal Procedure Prize. In law school, Adam worked at the Parkdale Community Legal Services Clinic, assis ng low-income tenants with housing and social welfare issues before the Landlord and Tenant Board.
