The City of Kingston is strongly of the view that an area as economically important as Melbourne’s south east must be given priority as the NBN is rolled out around Australia to ensure that local companies remain globally competitive. The Broadband network is fundamental to advanced manufacturing and the adoption of new technologies. Melbourne’s South East is of national economic importance. Manufacturing within the cities of Kingston and Greater Dandenong alone generates over $30 billion in output per annum. There are almost 300,000 jobs within the Council areas of Kingston, Greater Dandenong, Knox and Monash. A large proportion of these are in advanced manufacturing. Modern business practices see huge volumes of data being constantly transferred around the world. To remain competitive local companies must be able to send and receive data in real time. Kingston is working with our partners in the South East Melbourne Innovation Precinct (SEMIP) initiative to progress the case for the NBN in this region. The partners include the cities of Kingston, Greater Dandenong, Knox and Monash and the research institutions of Monash University, the CSIRO, the Australian Synchrotron and the Small Technologies Cluster together with the Victorian Government. A number of leading edge companies including Siemens, Invetech and Minifab are also involved. Industry leaders in south east Melbourne met on 14th September to discuss the importance of the National Broadband Network to the future productivity of their respective businesses. Kingston has also raised the NBN with local Members of Parliament. The City of Kingston would welcome feedback from local businesses on how the NBN would enhance your current business model, deliver significant productivity gains, and open up many new opportunities within Australian and around the world. Council would also be interested to know in what ways your business is currently constrained by the speed and capacity of your telecommunications infrastructure. EditorialRachel Hornsby recently joined the Cityof Kingston as General ManagerEnvironmental Sustainability. Rachel has worked for New Zealandcouncils, in policy and planning andissues resolution and she had theopportunity to work across all Councilteams, gaining a much broaderunderstanding of local government.

In Wellington, Rachel joined the NewZealand Agency for InternationalDevelopment (NZAID) which was part of theMinistry of Foreign Affairs and Trade asinternal communications advisor. As GroupManager South Wairarapa District Council inWellington, Rachel was responsible for theregulatory aspects of the Council (planning,building, environmental health) and also fordeveloping reserve management plans andcommunity consultation.

The appointment to General Manager atCity of Kingston was an opportunity for

Rachel to return “home”. With responsibilityfor Economic Development, Infrastructure,Strategic and Statutory Planning, and Parks,Recreation and Depot Services, Rachelknows there will be plenty to learn and thenew job will keep her busy! She is lookingforward to making a lasting contribution toKingston and the broader community.

Cleantech Industry Capability TeamsHelping Cleantech companies collaborate to target customer groups

Cleantech companies provide a widevariety of solutions including productsand services involved in renewableenergy, water, waste, recycling, energyefficiency, energy storage, buildingproducts, transport technologies andenvironmental services.

Many of these companies are howevertargeting the same customer groups. TheCleantech Industry Capability Teams willprovide a mechanism for diverse Cleantechcompanies to effectively collaborate in theirdealings with these customer groups.

Cleantech Industry Capability Teams will…• Target up to five different customer

groups. These might include the BuiltEnvironment, Mining/Resource andMinerals Processing, Food Processing,SME Manufacturing, International AidDevelopment.

• Unite companies with commoncustomer targets.

• Be industry-driven and chaired byindustry members.

• Be largely self-sufficient andcommercially focussed.

• Pursue opportunities and marketmembers’ capabilities as a group

As part of a Capability Team, membershave the opportunity to… • Participate in joint promotions,

marketing visits and trade fairs -

benefiting from the critical masscreated through the Capability Teams inpromoting capabilities to customers.

• Contribute to joint communications,advertising and promotional literature

• Engage with domestic and internationalcustomers.

• Collaborate to bid for projects andpackages - providing improved chancesof securing projects from their targetclient groups.

• Establish networks and connectionswith other Cleantech solution providers.

• Participate in forums to discuss newopportunities.

National Workshops A series of free national workshops willhe held in October and November toengage with interested companies and tohelp design the priorities and operationsof the teams so that they best meet theneeds of the industry. In this edition of the KingstonBusiness Bulletin I am seekinginput from you about theimportance of the NationalBroadband Network to thefuture of your business.

While I can appreciate the underlyingequity principle of providingbroadband to residents in rural andregional communities who currentlyhave limited access, I am of the viewthat the national interest shouldprevail and that there is a muchgreater public benefit in ensuringthat businesses that generate thewealth within the community, andprovide jobs for our residents, mustbe given priority access.

I would really like to hear from youabout where the NBN can take you.

The other major issue of nationalsignificance is the Clean Energy Bill.As with most government policies,there will be winners and losers andmore importantly, there will beopportunities.

Regardless of what your personalview is, it is clear that there isincreasing pressure for each of us toreduce our use of the earth’s finiteresources and lessen the impact thatwe have on the planet.

The increasing costs associated withthe use of energy, water and thedisposal of waste make it imperativethat all businesses review theseinputs. Any reduction inconsumption will go straight to yourbottom line.

Finally, as the 2011 year draws to aclose, I hope you will find time totake a break and enjoy spendingtime with family and friends.

Carbon credits explained Confused about carbon credits?Here’s a comprehensive guide toanswer all your questions.

What are carbon credits?A carbon credit (also known as a carbonoffset) is a financial instrument thatrepresents a reduction of greenhousegases in the atmosphere in the form ofone tonne of CO2 (carbon dioxide) orCO2e (carbon dioxide equivalent gas).

Why would I purchase carboncredits for my business?Purchasing carbon credits can provide alegitimate means of lowering yourenvironmental impact and is animportant component of becomingcarbon neutral.

When should I purchase carboncredits?Buying carbon credits (or offsets) is thelast in a hierarchy of actions to reduceyour business’s carbon emissions. Itshould be restricted to emissions thatyou cannot eliminate through othermeans. Offsetting is the last in the orderof carbon management actions becauseof the importance of first consideringat-source options for reducing energy

use and greenhouse gas (GHG)emissions, and not because they shouldbe considered the ‘worst’ option.

Go through the following steps beforeyou purchase carbon credits for yourbusiness:

1. Measure - You can’t manage whatyou can’t measure. It is important toknow the quantity and source ofyour GHG emissions.

2. Set objectives - What do you wantto achieve? As with any businessstrategy, it is important to set clearobjectives.

3. Avoid - Can you avoid generatingemissions? For example, ensuringappliances and equipment are notidle or on stand-by.

4. Reduce - Can you change youractivities to reduce your emissions?For example, ensuring appliancesand equipment are runningefficiently. If buying newequipment, ensure it has a highefficiency rating.

5. Switch - Can you switch your energysource so that it is less greenhouseintensive? For example, using LPG topower your vehicle has a lowergreenhouse impact than petrol.

6. Sequester - Should you considersequestering your emissions? Forexample, through natural orartificial GHG (usually carbon)sequestration.

7. Assess - What are your residual GHGemissions? For example, are therereduction opportunities you havenot considered?

8. Offset - A carbon offset is any projectthat indirectly reduces GHG emissionsat one source by investing in GHGemissions reductions elsewhere.

A $15,000 business grant from theVictorian Government has helpedKingston businesses to achievesustainable growth.

The Grow Your Business funding tothe City of Kingston has subsidised aGroup Sustainability Program whichhas provided an opportunity for anumber of businesses to improve theirenvironmental performance andbenefit from valuable specialisttraining at a much reduced cost.

The Sustainability Group Programcommenced in September and consistsof group workshops with a businesssustainability improvement focus anda component of individual consultancytime at business sites.

The Program helps participants toadopt sustainable business practices,

gain knowledge on carbonmanagement and implementsustainable behaviour changeenabling them to realise financialsavings and to mitigate risks.

The program is part of anoverarching Sustainable BusinessFramework that has beendeveloped by council to focus onidentifying actions that cansupport local businesses toreduce their carbon emissions,minimise energy use, conservewater usage, and look forinnovative ways to managewaste and recycling.

The new Living Victoria WaterRebate Program now gives smallbusinesses the chance to savewater and money by purchasingeligible water-efficient products.

The Victorian Government hascommitted $40 million over the nextfour years to extend rebates to Victorianhouseholds and, for the first time, toprovide rebates for small businesses.

Rebates are available for smallbusinesses with a current ABN that

have 20 or fewer employees and areconnected to an urban reticulatedwater supply and pay non-residential/commercial water tariffs.

Small business rebates are based onthe total expenditure on eligible waterefficient products purchased andinstalled in the business between 19July 2011 and 30 June 2013. The totalrebate payable will be calculated at50% of the expenditure up to amaximum rebate of $2000.

The rebate program aims to assistbusinesses in maximising their water

savings by installing the best eligibleproducts to replace inefficient onesand in the quantity needed. Several ofone product can be installed or severaldifferent products can be installed tomaximise the water savings. All worksand installations must be completedprior to making a claim, as only onesuccessful claim can be made.

As a business owner, did youknow that if a product yousupplied causes serious injury,illness or death you have toreport this to theCommonwealth ministerresponsible for consumerprotection and fair trading?

Since 1 January 2011 businesses (largeand small) are required to report anyunsafe products they have sold thathave caused serious injury, illness ordeath. The new law applies to allparticipants in the supply chain. Thisincludes retailers, dealers, hirers,

distributors, installers, repairers,importers, exporters andmanufacturers.

The mandatory reporting laws alsoapply if you provide a service that isrelated to a product. For example if youservice washing machines and a clienttells you that it has caused them aninjury that required medical attention,by law you need to report this.

Mandatory reporting has triggered 40recalls in the first six months of 2011.Some of the products that wererecalled had reports that associatedthem with anaphylactic and allergicreactions, burns, electrocution, chokinghazards, cuts and lacerations.

Mandatory reporting is not anadmission of liability. It is there toprotect Australian consumers fromunsafe products and also identifieswhich products are risks to the public.Reports may lead to safety warnings oreducation campaigns or products beingpulled from shelves or recalled.

The Jobs 101 campaign challengesbusinesses to recruit 101 employees in101 days.

Kingston Mayor Cr Ron Brownleessaid the campaign was a great wayfor local small, medium and largebusinesses to help young peoplelooking for work – and find a greatemployee at the same time.

“Kingston has a thriving commercialand industrial sector with more than9000 businesses employing more than65,000 people,” he said. “I’m certainsome of those businesses are lookingfor, or could find room for, a newstaff member who is eager to learn.”

Kingston is one of Victoria’s mostimportant manufacturing centres,with specialties including food,engineering, plastics and chemical,automotive and marine.

“There could also be greatopportunities in trades with smalleroperators such as electricians,

plumbers and builders, as well as inretail and services at WestfieldSouthland and Direct Factory Outletsin Moorabbin and our many busyvillage shopping centres,” CrBrownlees said.

Council supports training youngpeople through various programs. Last year’s redevelopment of popularBicentennial Park saw 12 peoplecomplete their Certificate II inHorticulture from Chisholm TAFE.Council has also donated fundsthrough the Kingston Charitable Trustto the Family Life Opportunity Shopin Charman Road, Cheltenham, wherepeople learn retail and business skills.

Personal Property Securities Act Australia has a new and unified Federallaw for the taking, registration andenforcement of security over virtually allkinds of property except land.

The changes in the Personal PropertySecurities Act 2009 ('PPSA’) and itsrelated legislation represent one of themost significant reforms ever in thisarea. Not only does the PPSA rewritethe law on traditional securities such asmortgages and charges, but it alsoextends to retention of title, bailmentand lease arrangements.

Any business that supplies goods (byway of sales, or by way of a lease oron consignment) faces the risk ofsuffering significant loss if it does notcome to grips with the PPSA and takeappropriate steps to protect its rights. Likewise, businesses that do makeeffective use of the Register which hasbeen established under the Act should

realise benefits because they will bebetter able to enforce rights overpersonal property in ways that havenot previously been possible.

The PPSA will apply to most securityinterests in personal property.Personal property includes:• tangible property (such as goods

or other assets); and • intangible property (such as

intellectual property and licences),

Industries that are not accustomed toregistering their interests such asmanufacturers and suppliers will needto take special care and obtainappropriate advice to ensure that theirinterests are protected.
