Business Bulletin taking care of business in Kingston Volume 2 • 2014 in this edition Leading the future of manufacturing in Melbourne’s south east The Future of Manufacturing project (FoM2) is a long-term regional strategy developed by local manufacturers for local manufacturers to increase their global competitiveness. The project aims to grow and develop a regional brand, provide local manufacturers with access to ‘best in class’ manufacturing practices, and offer exposure to world-class innovation. It is being implemented in four stages, each one building on the outcomes of the earlier stage but with its own objectives. Initiated by Southern Melbourne RDA in partnership with South East Business Networks and the South East Melbourne Manufacturers’ Alliance (SEMMA), of which Kingston Council is an Associate member. The project is being managed by SEMMA, which operates in the interest of local manufacturers. It also involves the three levels of government, peak bodies, R&D organisations and educational institutions. In 2013, Stage 1 of the project, ‘Foundation and Capacity Building’ undertook extensive dialogue with local manufacturers and met with specific regional companies chosen for their standing as ‘captains of industry’. With their input, practical strategies were developed under 5 themes, and a variety of actions were proposed to strengthen the region’s manufacturing sector. Stage 2 – 2014 and beyond Engagement & Implementation 1. Establishing a Regional Identity South East Melbourne is the heartland of manufacturing and branding is appropriate and necessary if the region’s manufacturing profile is to be maintained. 2. Leadership The project’s thrust will come from industry itself - run ‘by manufacturers for manufacturers’. 3. Global Exposure Business has indicated they want exposure to different ideas, best practice, latest technology, successful peers and global supply chains, with industry tailored knowledge. 4. Connection and Collaboration ‘Openness’ is a critical element for a long term regional manufacturing strategy which will evolve into a collaborative model. Connections will be established between businesses and relationships with other primary stakeholders such as state government, via the Department of State Development, Business and Innovation (DSDBI), will be strengthened to benefit local industry. 5. Councilis working closely with theVictorian Government andlocal businesses to ensure thattransitional support is spreadacross all regions affected bythe decisions of internationalcar companies.

Of course it is not only the businesses thatwill be affected. Many of Kingston’sresidents are employed by companies inthe automotive sector and these peoplemay be feeling insecure about theirfutures. Council will also be workingclosely with the Victorian GovernmentSkills Group to provide information aboutretraining opportunities and othergovernment support that will be availablefor those impacted.

Early in May Kingston Council hosteda “Meet the Builder” session at the siteof the Clayton South Kindergartenproject, for suppliers and contractorsto gain insight into the work packagesavailable for this, and future Councilwork projects.

It was a great opportunity for local businessesto establish connections with the builder andlearn about the Industry Capability Network(ICN) and how this online gateway can assistbusinesses to find new market opportunities.

The ‘Meet the Builder’ event for the ClaytonSouth Kindergarten was the first of manyevents planned by Council’s EconomicDevelopment team designed to connect localsuppliers and contractors with the delivery ofCouncil’s extensive program of capital works.

Local suppliers and contractors are encouraged tovisit the Industry Capability Network (ICN) websitewww.icn.org.au where Kingston City Council isuploading information on forthcoming capitalworks projects.

Council will also be assisting businesses withtender writing workshops to be held in comingmonths to help local businesses betterunderstand the process Council uses forengaging suppliers. Expressions of Interest arenow being taken for these workshops.

Opportunity to supply,deliver & install furniturefor Kingston CommunityChildren’s Hubs

City of Kingston is inviting proposals for thesupply of furniture to two Community Children’sHubs which are currently under construction.

Each Children’s Community Hub willincorporate provision for a range of children’sservices that will include kindergarten, long daycare, maternal and child health and flexiblemulti-use space that can be used by a range ofcommunity organisations and service providers.

The quality programs delivered in the Hubs willbe enhanced by high quality furnishings that willassist in creating functional learning, meeting,work and common spaces.

The furnishings of the Hubs are considered tobe as important as the overall facility design tospecifically encourage a connection to theoverall themes and colour schemes of eachHub. The furnishings should include a range ofnatural materials that minimise environmentalimpacts. The use of natural materials isparticularly relevant to the early learningspaces being used predominantly by children topromote a connection to nature.

Marand Delivers Vertical Tails ForF-35 Lightning IIKingston precision engineeringcompany Marand, has manufacturedthe Krst Australian made vertical tailfor the F-35 Lightning II Joint StrikeFighters (JSF).

Kingston’s Mayor, Cr. Paul Peulich joined theHonourable Dr. Denis Napthine, Premier ofVictoria, and the Honourable Michael Ronaldson,Senator for Victoria representing the DefenceMinister, at Marand’s Moorabbin premises on30th March to mark this significant milestone.

The delivery of the first major air framecomponents marks an important productionmilestone for Marand, BAE Systems andAustralia, demonstrating the significantindustrial benefits the F-35 program brings tothe growing Australian aerospace industry.

The work on the F-35 vertical tails issubcontracted to Marand by BAE Systems and isone of the largest planned manufacturingprojects for the F-35 in Australia, with 722 shipsets anticipated. The manufacture and deliveryof the vertical tails is expected to generatearound $1 billion of revenue and employ 200staff at Marand through the life of the program.

David Ellul, managing director of Marand,commented, “This is a major step for Marand tomove into the field of aerostructures manufacturing.I am very proud of our team for achieving so muchin such a short time with tremendous support fromBAE Systems. The unique capability we haveestablished will serve the Australian Defenceindustry and create high technology Australian jobsfor many years to come.”

AABC’s Ghanamission open toVictorian KrmsVictorian Krms wanting to growtheir business in Africa are invitedto participate in the AustraliaAfrica Business Association’s trademission to Ghana (July 3-11).

Ghana’s economic growth has beenimpressive over the last two years – 7.9 percent in real GDP terms. The economy hasbeen transformed by the start of oilproduction, helped along by rising per capitaincome, increased capital spending bygovernment, higher commodity prices andimproved government finances.

Broader dispute resolutionpowers for Victorian SmallBusiness CommissionerTheVictorian Small BusinessCommissioner (VSBC) now hassigniKcantly broader powers toassist small business operatorsresolve commercial disputesquickly and at low or no cost.

Recent changes to the legislation make explicitthe wider dispute resolution powers of the VSBCin commercial disputes between smallbusinesses and local and state governmentbodies, as well as other businesses andnot−for−profit organisations.

The VSBC can determine the most appropriateform of dispute resolution to attempt to resolvea dispute, and can also refuse to deal with adispute where the claim is vexatious, trivial, orbetter handled by another body.

Importantly, the changes enable the VSBC tohighlight if a party has unreasonably refused toengage in dispute resolution by naming theparty in the VSBC Annual Report, tabled inParliament, and issuing a certificate of"Unreasonable Refusal".

The VSBC can also issue certificates wherealternative dispute resolution has beenattempted but failed to resolve a dispute, or isunlikely to resolve a dispute. These certificatescan be used as evidence in VCAT or a court.

Other changes include:• the ability to seek an advisory opinion from

VCAT in regard to any legislation where theVSBC has powers or responsibilities, if inthe public interest;

• introduction of consistent statutoryimmunity for the Commissioner or anotherperson performing an alternative disputeresolution function in good faith under anyof the legislation where the VSBC hasdispute resolution functions;

• empowering the VSBC to assist in thedevelopment of industry codes and providedispute resolution services under them.

Why attend anetworking event?“I went to my Krst MBA breakfast mid lastyear and was very impressed by the factthere were a lot of manufacturers.Tomfrom Slattery & Acquroff spoke about hisbusiness as they had been nominated for" Business of theYear ", I later introducedmyself to him and we exchangedbusiness cards.

A few weeks later I emailed Tom and we made anappointment to catch up at his offices where I wasintroduced to the Marketing Department. They sentme a list of their uniform garments for quoting andcame back to me later saying he would definitelyconsider us for their next order. Just beforeChristmas, I received an email asking if I couldsupply an order in the first week in January.Despite the short timeframe, the order wascompleted on time and delivered.

Since then I have had orders from a number ofbusinesses attending the MBA breakfasts and theircontacts. I have really been impressed with theopen attitude of everyone who attends MBA.Having been a member of other networkinggroups, I have found that is not always the case. Iwas so impressed by the collaboration andprofessionalism that I joined as a member of MBAand now look forward to the network events as animportant part of my business development.”

Council applauds local businesses who triumphedat Melbourne’s South East Business Awards

Melbourne’s South East BusinessAwards and Gala Dinner Presentationevening was held at the KarralykaCentre on Friday 9 May.

The event was attended by 270 local businesses,government representatives and community leaderswho came together to recognise businessachievements and excellence throughout the SouthEast Region of Melbourne.

South East Councils, utility companies, and Stateand Federal Government departments establishedthese awards to recognise those regionalbusinesses who contribute to the economy andsuccess of South East Melbourne.

Melbourne’s South East Business Awards not onlyallows the Government to show its gratitude to localbusinesses, but it gives an opportunity for localbusinesses to network with one another andacknowledge each other’s achievements.

There was a total of 64 finalists from the 10representing Council municipalities in the SouthEast, all competing for the seven business awardcategories. The companies were either nominatedby their Council or had taken part in theircorresponding Council Business Award programsthroughout 2013.

Two businesses from the City of Kingston, MarandPrecision Engineering and breadsolutions, won intheir field at the awards!
