Chairman’s Welcome

Welcome to the “next 40 years”

Kingsway Little Athletics Centre (KLAC) is delighted that you have joined us for the 2018/2019 season. Whether you are a new or returning athlete or parent, we welcome you on this crazy ride, which is now known as Little Athletics. Congratulations to our athletes, parents and coaches who all contribute to the continuing success of our centre.

As you are aware Little Athletics is a hands on sport with many volunteers required (over a 100 every week) Please be aware that you are required to assist, in various roles, to ensure our programs run efficiently. This may include fetching a shot put, raking a long jump pit, assisting with crowd control at events, data entry, set up and pack down of equipment or measuring a throw. No special skills or knowledge are necessary, but a positive attitude is a must. Remember that most of the coaches and officials who are out there were once like you and the only way to learn about the sport is to get out there. More importantly it will give you a greater understanding of what your child is talking about when he/she gets excited or on occasion upset, about his/her jump, run or throw. Not only that, should you wish to become a coach or an official we will be running an “Introduction to Coaching Course” enabling all parents to become familiar with the basics in coaching and officiating all events - this will take place on the 11th November. Volunteering is essential to ensure your child's experience is fun and rewarding.

Behind the scenes in the last 6 months the elected Committee has been working very hard to ensure all athletes and parents enjoy their experiences within our clubs and Centre. A very big thank you to all our parents that have taken on elected roles with in our clubs and Centre.

www.kingswaylac.com.au and our Facebook page “Kingsway Little Athletics Centre” , along with your club

managers, will be your go to places for information this year. The weekly program, calendar of events, club rosters and all important information will be located there. The “green Hand Book” will be online only this year, please ensure you take the time to read this. The rules of competition will also be available on the website, along with equipment specifications and the Codes of Conducts for all.

The 2018/2019 season sees the introduction of many changes within Little Athletics. This will see our sport grow with the times and see the next 50 years as a growing platform of a fun sport to be a part of. We will see our age groups aligned to the January to December year, meaning some kids will “jump” an age group. Equipment specifications for some of the throws events and the introduction of KLAC competition shorts and they will be phased in over the next 2 years. They will form a part of the compulsory KLAC uniform from the 2020/2021 season for state level events only (although you can wear them on Saturday mornings as well)

We are constantly striving to make improvements at our centre. Our Centre believes that perseverance, sportsmanship, and ‘personal best’ performances should be rewarded just as much as a high level of achievement. PLACEMENT OF REGISTRATION NUMBERS & TAG

PLEASE KEEP YOUR NUMBERS FROM THIS SEASON FOR NEXT YEAR

PLEASE NOTE THE FOLLOWING IMPORTANT CHANGES FOR 2018/19

1. Office and equipment is now located in the new KLAC building.

2. Toilets in the new building are for committee members and officials only.

3. Centre warm up & stretching session commencing at 7.15am led by the Centre Captains

4. Centre Championships dates are

a. Programme 1: February 9th, 2019

b. Programme 2: February 16th, 2019

5. Amendment to the Centre Pentathlon Points System for all Centre Awards.

6. The definition for age groups will now be based on the calendar year in which the LAA Summer season commences, e.g. for 2018/19, age groups will be based on the age of athletes as at 31 December 2018

7. Event Changes for U11, 12 and 13’s : Directive from Little Athletics Australia (LAA) a. U11 Boys and Girls Discus was 750gm now 500gm

b. U13 Boys Discus was 1kg now 750gm

c. U12 Boys Shot Put was 3kg now 2kg

8. 2018/19 LAWA Rules of Competition are available on the Little Athletics WA website www.walittleathletics.com.au

9. Changes to KLAC Athlete Donations for Little Athletic WA State Team, International Team & AIS training camp.

10. Time allowed for each Field event trial has been changed from 1 minute to 30 seconds

11. Track Relays – where a centre has insufficient numbers for a team in U16 or U17 age groups, centres may now

combine male and female from these age groups to submit a team. They will compete as a Mixed U17 team in its

own event.

12. Navy blue shorts with the Kingsway logo will be compulsory for state events in 2020/21.

THE STRUCTURE OF LITTLE ATHLETICS

Little Athletics Australia

Nationally, Little Athletics is organised by Little Athletics Australia (LAA). The policy making body of LAA is the Board of Management which comprises an executive of three together with the Chairman/President of each affiliated State or Territory Association. The Executive positions consist of a President, Administration and Finance Director, Competition and Standards Director. These positions are elected for a two year term from nominations received from affiliated associations and voted on by each of the affiliated Associations.

Little Athletics Western Australia

The control and direction of the Little Athletics movement in the State is vested in the Board of Management. The members of

the Board of Management are elected at the Annual General Meeting of the Association by votes from affiliated Centres. The

Board of Management is made up of eight positions and has a variety of roles, including such things as: the running of all

State Championships and Association conducted events, obtaining sponsorship and/or Government assistance, provision of

publications / information, education of Coaches and officials, guidance and support for all Centres and their executive,

conducting meetings and conferences, provision of paperwork, etc.

Centres

The Centre is the body that organises and conducts the weekly competitions for all athletes. Each Centre has an elected

Committee of Management that is responsible for the administration and conduct of the Centre’s affairs. Centres design their

own programme and timetable each week, co-ordinate the activities of voluntary workers, register members with the State

Association, ensure all details of equipment, recording, finance, promotions and fundraising, conduct regular meetings, etc.

Zones

Zones are a group of centres responsible for the conducting of the quarter finals for the LAWA State Track & Field

Championships.

Clubs

The Club is the smallest administrative unit in Little Athletics. Each Club forms a part of and is tied to a Centre. The Little

Athletics Club normally has a small management committee selected from parents within the Club and their main function is to

perform simple administrative tasks. Clubs organise training sessions for their athletes and keep them informed of any

nomination forms or events that are being held.

Community Athletics Council of Western Australia (CACWA)

At a governance level, the WA Little Athletics and Athletics WA boards endorsed a constitution to form the Community

Athletics Council of Western Australia (CACWA) and were incorporated in January 2012. These two bodies are the foundation

members and the intention is to invite other athletics bodies to join. The main purpose of the council is to foster harmonious

relations between all affiliated athletics bodies in Western Australia and the board consists of joint representation from both

bodies.

FAMILY FUN AND FITNESS

The goal of the Kingsway Little Athletics Centre is to provide track and field activities for boys and girls in age groups from U6 to U17. The sport of Little Athletics provides an opportunity to strive for success. Our aim at Kingsway is to let children be children. We urge you, as parents, to join in with them but don’t show your disappointment if they do not achieve your expectations of them. Their fun and happiness will be your greatest reward.

CODES OF CONDUCT

Kingsway LAC adheres to the Little Athletics WA Codes of Conduct which can be found at www.walittleathletics.com.au

VOLUNTEER ROLE

Because Little Athletics is a totally voluntary organisation, centres cannot operate without the assistance of parents each week in fulfilling the many and varied duties required. These include officiating at an event; managing an age group; recording results; timekeeping; starting to name just a few. Most centres have parent assistance rosters. Additional assistance is always required on the centre committees and all parents are encouraged to become involved. Little Athletics is one of the few sports where parents can become fully involved in their child’s sporting interests.

At Kingsway Little Athletics we understand that just like our athletes, our parents come from a diverse range of backgrounds and as such have different talents and experience. There is a place for everyone at Little Athletics and there are a number of ways that you can become involved. You may have skills that the centre doesn’t even know they need. So if you think you can help with something, let the committee know.

Whatever your experience, don’t feel scared about putting your hand up and ‘giving it a go’. After all, isn’t that what we ask our kids to do?

PARENTAL ROLE Regardless of whether this is your first involvement as a Little Athletics parent; it is always worthwhile at the start of each season to consider what your role will be over the next six months or so. Your child is in a sport that provides an opportunity for immediate and long-term benefits. The benefits include: higher levels of fitness; better health; a pleasurable social environment and the satisfaction derived from skilled performances. Little Athletics can provide a launching pad for a life-long involvement in sport, whether it is elite or purely recreational. Just as important as any of the above benefits is that Little Athletics provides children with the chance to have fun - TO PLAY. Please do not ever lose sight of this! Unfortunately, all the potential benefits of involving a child in a sport can be quickly lost due to one very important factor - ADULTS. Do not underestimate the effect that you can have on your child’s long-term participation in and enjoyment of sport. By taking a considered, understanding approach, a parent can be their child’s most valuable asset. On the other hand, parents who bribe, threaten punishment, push their children, or hang over the fence screaming, have totally lost a true understanding of Little Athletics. Fortunately, these ‘clowns’ as Denis Baker in his book, ‘Winning is Kids’ Stuff’ terms them, are few and far between. You must realise, however, that you don’t have to be a ‘screamer’ to have a subtle negative effect on your child in sport. All too often, adults attempt to impose their own values on children’s’ sport. Do not assume that children play sport for the same reason that adults do. For example, when surveyed, a large number of children list ‘beating opponents’ and ‘receiving medals and trophies’ as last on a ranking of ten enjoyment factors in sport. Children are not little adults and their sport should be free from adult pressures and demands. Denis Baker has some valuable advice about putting children’s sport into perspective:

“Remember, when kids play sport - they are not a team of professionals - don’t deprive them of the opportunity to be kids. When you start getting too serious about a kid’s game, for heaven’s sake walk away. You will inevitably be

EQUIPMENT ROSTER

Clubs are rostered for the setting up & putting away of equipment and tents on all sites at Kingsway on each competition day.

Woodvale Zone 1: Long Jump & Triple Jump site + Marshalling Area 1

(Consists of setting out mats, rakes, chairs, tapes, spikes, umbrellas and filling chalk containers for

each pit, watering & raking 6 Jump pits, sweeping tracks, set up 30m of bunting around jump site + set

up two Marshalling Area 1 tents)

Greenwood: Zone 2: High Jump site + Scissor Kick site (every second week) + 200mt starting area + 100m starting area

(Consists of setting up 2 High Jump sites (+2 tents) + 2 Scissor Kick sites (+2 tents) (every second

week) + 2 Tent’s at start 200m + 3 Tent’s at start 100m)

Ballajura Zone 3: Discus site + Shot Put site + Marshalling 2 + bunting at end of Short track

(Consists of laying 1 Tarp + set up 30m of rope at first Discus site + setting up 6 Tents + ensure sufficient equipment at each site + set up 30m of bunting)

Landsdale Zone 4: Javelin site + Turbo site (every second week) + Hurdles (Consists of setting up 2 Javelin sites (+2 tents) + 2 Turbo sites (+2 tents) (every second week) + set

up 100m of bunting around the centre Javelin site + put hurdles out next to short track & pack up hurdles)

Wanneroo: Zone 5: Short & Long track Finish Line Area including Timing Gates (Consists of setting up 4 tents + 4 tables + 2 sets of Timing Gates)

Equipment team: Announcer’s Desk + chair + amplifier + connect to main speakers

Centre Captains:

Ensure the oval is properly marked with blue cones prior to the commencement of Saturday’s competition and pack up cones at end of competition.

Lead all athletes on a warm up lap, finishing with dynamic stretching and mobility exercises at 7.15am.

Deliver water to officials during weekly competition when not competing.

Start Set-up at 6:45am, Centre warm up 7.15am and first call for events will be 7:30am sharp.

All clubs are expected to provide helpers to adjust the hurdles when they need to be changed for the various age groups during

competition and then to remove them from the track when the hurdle events are finished.

Walks Roster

All clubs are to supply Walk Judges on the programmes where walks are to take place.

Kingsway LAC will help train the Walk Judges from your club if you don’t already have Walk Judges.

CLUB ROSTERS

Clubs are to provide 2 people until the end of the competition day to do the checking of the recording sheets in the office each

competition day ready for the results to be entered into the Centre’s computer. The Centre Records & Ranking Officer will explain

how the checking of the recording sheets should be completed.

GENERAL INFORMATION

1 COMPETITION FACILITIES

The athletics competitions are held at Kingsway through the courtesy of the City of Wanneroo. We are indebted to the

Council’s Leisure Services Section for regular maintenance of the facilities. All competitors are requested to take care of the

track and the surrounding area. Please ensure that you put all your rubbish in the bins provided or better still, take it home.

Athletes and all other visitors are not to stand on the seats around the Arena or climb on the scoreboard and dugouts.

Athletes, siblings and spectators are not to sit on the fence surrounding the oval.

2 INSURANCE

Under arrangements made by Little Athletics Australia (LAA), all registered athletes and voluntary helpers are covered by

insurance while engaged in all Centre and Club organised activities. This includes training sessions, competitions, working

bees, officiating, etc. If an accident occurs which may result in a claim, the circumstances surrounding the accident must be

immediately reported to your Club Manager, who shall advise the Centre Secretary. An excess is applicable to all claims. All

Chaperones, Site Officials and Helpers must sign on each week to be covered by insurance.

Note: Adults (voluntary workers, parents and family members) are NOT covered by insurance if injured whilst participating in

any form of organised competition. Example: Parent Track or Field Events (normally held on the Xmas Modified Programme)

and Toddlers race.

3 AGE GROUPING

Competitors are segregated into age groups for the entire year from Under 6 to Under 17. The registration period is from 1

October to 30 September. Once a child is registered he or she remains registered until the following 30 September. A child’s

age is taken as at January 1st and he or she remains in that age group for the year. As of this 2018/2019 season age groups

will change from previous years - a child’s age will be taken from January 1st to December 31st. This will affect any returning

athlete whose birthday falls in October, November and December; effectively these athletes will jump an age group.

4 AGE GROUP CHAPERONES

Age groups from Under 6 through to Under 17 will have chaperones allocated. Each age group is taken and returned to and

from each event to Marshalling 1 or 2. Any parent can be a chaperone; however there is a certain amount of knowledge

required of event rules. Knowledge can be gained by “shadowing” an experienced chaperone and attend ing Officials training.

Extra chaperones are often required in case of sickness or absence.

Age groups cannot begin any event until the chaperone has reported to and signed in at the recording shed. The chaperone

must collect a two-way radio, which must be signed for and returned at the end of competition. The radio is used to inform the

Announcer and other Officials when the age group and event have been completed. It is also useful to use the radio to inform

the Announcer and Officials if parent helpers are needed, a Meet (Arena) Manager required (in case of a record) and when

you have finished an event. The chaperone will be kept informed of changes to the program and possible delays.

The chaperone is provided with a list of all registered Kingsway athletes from each club in that age group. This list is used to

allocate athletes on the track and record field measurements, and then returned to the Recording Shed at the end of the event.

Each athlete must report to their age group chaperone at the designated location of Marshalling 1 or 2 after the first call by the

Announcer. Chaperones are required to wait 5 minutes after the second call has been made before proceeding to the

allocated event. Should an athlete arrive at a track event after the group has been taken onto the track, the athlete WILL NOT

be permitted to compete in that event on that day. There is an exception for field events, where an athlete can join in the

current round of competition and can only take part in the current and subsequent rounds / heights remaining.

The chaperone will need to recruit parent volunteers (usually of that age group) to take on duties such as implement retrieval,

measuring, raking the pit. They ensure that distances and heights recorded are correct and ensure the safety of all the

athletes. The duties of an age group chaperone are as follows:

● undertake marshalling duties at all events

● escort athletes to event site

● in the event of no Chief Judge undertake Chief Judge official duties

● in liaison with Referees, ensure the effective operation of events by encouraging parent involvement

● advise athletes of correct uniform attire

● guide younger athletes in event rules (See Note 1)

● monitor and check unruly behaviour (See Note 2)

● attend each competition day: if unavailable to attend, arrange someone to act as a relief.

Note 1: At the start of each season some leniency is recommended for the younger age groups when implementing event

rules.

Note 2: A chaperone must consult with the Referee or Meeting Manager before disqualifying an athlete from an event for bad

behaviour.

5 PARENT PARTICIPATION

All Clubs must provide officials to assist with the conducting of competition.

6 CENTRE CHAMPIONSHIPS

All Kingsway registered athletes are eligible to nominate for the Centre Championships if they have met the minimum 50% competition completion requirement in the current season.

The 50% requirement for the 2018/19 season will be calculated from the date of registration, and to meet the requirement an athlete must compete in and complete at least one event from their age group’s program in at least 50% of Kingsway’s Saturday competitions.

For athletes who do not meet the minimum competition completion requirement, exceptional circumstances cases will only be considered if received in writing 7 days prior to Centre Championships.

Athletes may only compete in a maximum of six (6) events, with no more than four (4) events on any one day.

To enter an event the athlete must have competed in the selected event a minimum of once during the competition season at

Kingsway.

Entries are to be completed on the official entry form, located at the rear of this handbook and must be given to your Club

Manager by the advertised closing date. All entries must be checked by the Club Managers and submitted to KLAC one week

before Centre Championships. Late entries will not be accepted.

It should be noted that an earlier start time is usual for the Centre Championships. Due to the increased programme schedule,

it is possible that competition will carry over into the afternoon.

Athletes will not be permitted to compete in an event for which they have not nominated without good reason. Start lists can

only be amended on approval by both the Records & Ranking and Championship Officers.

All heats will be randomly drawn. Finals will be comprised of the athletes who record the fastest times in accordance with the

LAWA Rules of Competition. The number in a final will be subject to track conditions and equipment availability. All heats will

be timed in 100th of a second to decide the final.

Under 6 & Under 7 athletes will not contest heats and a final. All track events will be timed finals. The fastest times overall will

be declared the winners.

In all field events (except high jump) athletes Under 6 - Under 8 athletes will be allowed three (3) attempts only. Under 9 -17

will be allowed three (3) attempts. On the completion of these attempts the top eight (8) competitors will be allowed one (1)

further attempt. The winning performance may come from any of the four (4) attempts. If less than eight competitors

commence in the event all athletes will receive four (4) attempts.

Medals will be presented to First, Second and Third places in all finals.

In all field events a count back will be used to determine the placings in the event of a tie.

Note: Calls and rules regarding marshalling will be strictly adhered to.

7 UNDER 6 & 7 COMPETITION

Events for our Under 6 & 7 athletes are conducted in such a way that it allows them time to learn the event while still

competing against one another. This has proven to be a very good introduction to the sport for the children and their parents.

8 REGISTRATION FEES

The Registration Fee you pay is divided between LAWA, Kingsway Centre and your Club and a user pays fee for the City of

Wanneroo.

9 PURCHASING OF KINGSWAY UNIFORM-

The Kingsway tops and shorts may be purchased every Saturday morning from the office for $30 each.

Navy blue shorts with the Kingsway logo will be compulsory for state events in 2020/21.

Shorts and competition shirts will be available to hire for state events at $30 per item, with $20 refunded if returned in good

condition a week after the event.

● All shorts must be worn above the knee.

● Bike pants worn under shorts can be BLACK or NAVY BLUE only and must not have any logos or other markings of any

kind including stripes other than the manufacturers logo which must be no bigger than the size of a matchbox.

● All competitors must wear correct club uniform. The registration number is worn on the front with the athletes name

written in the space provided. Age tags should be affixed to the left hand corner. Other badges and logos are to be affixed

as specified. Shoes are considered to be part of the uniform and are compulsory for all events.

● Centre uniform is to be worn at all events conducted by LAWA.

● Under 7 – Under 8’s may wear club shirt for Winter & Zones. Centre Uniform must be worn for State Relays.

● Two piece uniforms will not be approved for use at centre or state run events.

10 EQUIPMENT HIRE GUIDELINES:

Only Kingsway LAC training equipment may be hired. With the exception of starting blocks, no equipment regularly used for

Saturday morning competition and normally stored on the Centre’s vehicle will be available for hire.

Any equipment (e.g. starting blocks) hired must be returned to the Centre in time for the equipment to be utilised, if required, in

sanctioned training sessions or Saturday morning competition.

In order to meet the above requirements, equipment will normally be hired out on a short term basis. If an athlete, parent or

coach wishes to hire equipment over the Winter Season, the hire charge will be negotiated and not in line with the schedule

published at the end of this document.

The hirer is responsible for the repair to any damage or replacement of any lost Centre equipment whilst in

possession of the equipment.

Kingsway LAC accepts no liability for any damage or injury resulting from the use of the equipment whilst on hire.

Procedure:

a) Only Kingsway Executive members or Equipment Officers can authorise the hire of equipment.

b) An Equipment Hire Book is to be maintained by the Centre. The book will be permanently located in the Office.

c) The following information is to be recorded in the Equipment Hire Book:

● Name of borrower and affiliated Club

● Equipment borrowed

● Date of Issue

● Intended Return Date

● Hire Charge (in accordance with the hire charge below)

● Signatures of borrower & lending official

d) Hire charge to be collected and passed on to the Kingsway Treasurer

e) If the equipment is not returned by the agreed return date, a further hire charge may be applied

RULES OF COMPETITION

1 COMPETITION

All competitors must be registered with Little Athletics WA (LAWA).

All events are conducted in accordance with rules as determined by LAWA. The Centre Executive may, at their discretion, implement competition rules to be applied at the Centre. If in doubt you should consult your Club Manager.

Athletes are to compete in their age/sex group only. Little Athletics Australia (LAA) do not allow any exceptions to this rule.

2 BEHAVIOUR

All athletes are expected to be courteous to officials and show the utmost regard for their fellow competitors.

People new to athletics may not always be as proficient at an event as you. Your support of their endeavours will ensure that

they enjoy their time at Kingsway as much as you.

A Referee and Meeting Manager may suspend a competitor under their control from continuing in an event should they

consider that the competitor’s behaviour is detrimental to the safe and efficient conduct of the event.

Continual misbehaviour throughout a competition day or over a period of competition days may result in firstly, an athlete not

being able to compete unless the athlete’s parents are present or suspension from competition for a period determ ined by the

Executive Committee.

3 MARSHALLING

All athletes will be called prior to the start of an event and must report to the designated marshalling area.

Two calls will be given for each event. The chaperone may move off to the event 5 minutes after the second call.

If ALL athletes are present before the second call, the chaperone may commence the event.

For all track events, if an athlete does not go through marshalling in the required time frame, they will not be permitted to

compete in that event and may not walk out onto the track.

For all Field events, if an athlete misses marshalling they can go straight to the event and compete only in the current and

subsequent rounds. The athlete cannot make up missed turns.

Parents, Athletes and Club Managers are requested to listen to all announcements to ensure their athletes do not miss their

events.

4 SHOES AND SPIKES

Shoes are compulsory in all events. Under 10 and below are not entitled to wear shoes capable of taking spikes.

Spiked Shoes: The wearing of spikes is optional for athletes from Under 11 upwards. Because of the likely danger to others,

it is necessary that the Centre must impose conditions on their use. The approval to wear spikes is only given if the athlete

agrees to abide by the following conditions:

An athlete must apply to their Club for permission to wear spikes. These athletes will be identified by a Green dot placed on

their age tag.

a) Spiked shoes must be carried with the spikes on each shoe facing each other in order to prevent accidental injury.

A carry bag is strongly recommended.

b) Spikes must be carried to a field site or the start line of a track event and donned prior to the start of the event.

c) At the completion of an event spiked shoes must be removed before leaving the track or field site.

d) Warming up for track events may be done in the area provided.

e) Spiked shoes may be used in the following events:

U11-U12 Athletes may wear spike shoes for:

● Events run entirely in lanes

● Long Jump, Triple Jump, High Jump and Javelin

U13-U17 Athletes may wear spike shoes for:

● As above plus

● 800m, 1500m and all track relays

f) The following spike type and length are permitted at Kingsway LAC:

Grass = 12mm maximum

Xmas Trees or Pyramids for Track events, High jump and Javelin

Synthetic = 7mm maximum

Xmas Trees or Pyramids for Track events, High jump and Javelin

= 9mm maximum

Xmas Trees or Pyramids for Long, Triple, High jump and Javelin

Concrete = NO Spikes permitted on the concrete throwing circles

g) Any number of spikes up to 11 may be accommodated on each shoe, but the number of spike positions shall not exceed

h) All spike shoes must be worn with all holes filled with a complete set of spikes, with no more than two blanks/slugs

installed.

i) A breach of these rules will result in a one (1) week suspension of the privilege to wear spikes. If the breach is severe the

Centre Executive may remove a competitor right to wear spikes at Kingsway for the remainder of the season.

5 HIGH JUMP

The Committee decided that from January 2017 high jump at Kingsway LAC Competitions will operate as follows:

Athletes U8 – U17 who are under taking Fosbury flop or Scissors for the first time each season are required to demonstrate to an ability to jump using this style in a safe manner & be able to pass the starting height for their age group. A suitably competent coaching staff member of a club will certify the athlete able to jump safely and the athlete will be issued with a RED dot to be attached to their age tag & their name added to the list supplied to the recording personal.

a) U9 & 10s (scissor kick) - drop starting height by 20cm, rises in increments of 5cm,

a. Athletes to get two attempts at the height, using normal bar (not elasticised one). b. Once the LAWA qualifying height for State events is reached the normal rules apply

b) U11-17s - drop starting height by 10cm, rises in increments of 5cm, athletes to get two attempts at the height, using

normal bar (not elasticised one). Once the LAWA qualifying height for State events is reached normal rules to apply.

c) 1 point to be awarded for participation, then normal point allocation once LAWA qualifying height reached.

d) Clubs must qualify athletes for Competition at training and use the 'red' dot system on age group bib (to indicate the athlete has qualified).

e) Chaperones to determine the starting height for Athletes with Disabilities.

f) PLEASE NOTE: That LAWA starting heights apply for all State Events - the lower starting heights are only being used at Kingsway LAC to encourage participation. LAWA State starting heights are available on the Specification page and in the Rules of Competition that is available on both the kingswaylac.com.au and walittleathletics.com.au

Clubs must advise Records and Ranking (Helen Hahn) at [email protected] of qualified athletes - NO LATER THAN 8PM ON THE THURSDAY TO BE ABLE TO COMPETE ON THE SATURDAY MORNING. If an athlete’s name is not on the recording sheet THEY WILL NOT BE ABLE TO COMPETE IN THE HIGH JUMP EVENT THAT WEEK.

6 STARTING BLOCKS

Starting blocks may be used by U11-17 athletes in laned events only. The Centre provides sets of starting blocks for use by

athletes. These can be borrowed from the starting block cart and must be returned at the completion of an event.

7 GRADING FOR TRACK ATHLETES

At the completion of the second week of competition (first full round of the two week programme) competitors in all track

events are graded according to achieved times. This ensures that heats each week will be as even as possible. All grading is

automatically reviewed after each performance.

8 RECORDING OF TRACK & FIELD EVENTS

On the completion of a track event athletes must report to the Chief Judge to ensure their time is recorded.

Recording for all field events will be done on site.

9 PROGRAM MANAGEMENT

Events can be amended or cancelled at the discretion of the Meet Manager in consultation with the Executive Committee. The

Kingsway LAC can operate 2 sets of gates on the Circular (Long Track) to help ease the time pressure on programmes.

Lanes will not be used for events longer than 800 metres. Lots will be drawn for lane positions in events up to and including

800 metres. The 800 metres is started in lanes with a staggered start and it is run in a lane for the first 120 metres then

athletes may merge into the inside lanes after crossing the break line OR we can say for the first 120m only.

10 PROTESTS

Club Managers may submit a verbal or written protest to the Meet Manger within fifteen (15) minutes of the completion of an

event. The Meet Manager will convene a Protest Committee of three people to decide the protest.

11 PENTATHLON POINTS SYSTEM

Athletes from U7 to U17 receive Pentathlon points allocated based on their performance i.e. time or distance.

This system has a maximum score of fifty (50) points and is graded to suit each age group.

Track: To achieve 50 points an athlete needs to be 2% faster than the record

To achieve 1 point an athlete needs to be 50% slower than the record

Field: To achieve 50 points an athlete needs to be 2% better than the record

To achieve 1 point an athlete needs to be 50% less than the record

High Jump: To achieve 50 points an athlete needs to be 1% better than the record

To achieve 1 point an athlete needs to be 10cm under the starting height.

Participation: All athletes receive 1 point for participating in an event regardless of DQ, DNF or NM.

(These points are updated at the start of each athletic season to account for any new records.)

Due to different age groups competing in different number of events these pentathlon points are then divided by the total

number of events available in each age group. (Track, Field & Combined)

High Jump will not be counted towards an athlete’s average pentathlon points unless they are eligible to compete in that event.

This will then give the Centre a list of Champion Athletes and club awards.

Athletes in the U6 age groups are development and participation only and no Pentathlon points will be allocated.

12 STARTING

For events in which the athletes run in lanes (races up to and including the 400m), a three (3) call start will be used. The start

marshal or starter will assemble the athletes about two (2) metres behind the start line.

The starter will issue the command “On Your Marks." Athletes then take up their position on the start line. Any part of the body

in contact with the ground must be entirely behind the starting line. When the athletes are still, the starter will call the command

“Set.” Athletes can then move to the set position. When the athletes are completely still, the gun will be fired. A second gun will

indicate that a false start has occurred.

Under 6 to Under 8: Any individual competitor responsible for TWO (2) false starts shall be disqualified.

Under 9 to Under 17: Only TWO (2) false starts per race shall be allowed without disqualification. Athletes responsible for

additional false starts shall be disqualified.

Any individual competitor making a false start shall be warned. A crouched starting position may be used in events up to and

including the 400m. Two hands and one knee must be in contact with the ground at the “On Your Marks” command.

For events in which the athletes do not run in lanes, a two (2) call start will be used, in which the "set" command is omitted and

the competitor is in a standing starting position.

13 ARENA ACCESS

Only Authorised officials, and competing athletes may enter the Arena during competitions. Athletes and officials proceeding to

an event must not cut across the arena.

14 TIMING

An athlete has finished a race when any part of his/her torso crosses the leading edge of the finishing line. Head, neck, arms,

legs, hands or feet are not considered in deciding the finish of an event.

Where the time is started and/or finished manually, the time shall be recorded to 1/10th of a second. Unless a time is an exact

1/10th of a second, it shall be recorded to the next longer 1/10th of a second.

15 TRACK AND FIELD EVENT RECORDS

Possible field event records will be measured with a steel tape measure by the Referee or Meet Manager. An athlete will be

credited with a Centre record if the existing record is broken during any round of the field event being contested. Kingsway

Centre competition records can only be claimed by athletes registered with the Centre and competing at Kingsway.

16 COACHING DURING COMPETITION

Rules apply at State Championship events regarding the coaching of athletes while an event is in progress. Parents and

coaches should make themselves familiar with these rules. An area is usually set aside for athletes to interact with their

coaches at each site, without interfering with the athletes competing or the running of the competition.

At inter-club meets at the Centre these rules are relaxed to some extent however, athletes need to be aware that they

generally will have to look after themselves at State run events and the Centre is a good place to learn.

17 OBSTRUCTION AND LANE INFRINGEMENT

If an athlete is jostled or obstructed during an event so as to impede his progress and it is deemed intentional, the athlete

responsible shall be liable to disqualification and if seriously affected, the race may be re-held.

In races run entirely in lanes, each athlete shall keep within his allocated lane from start to finish. In all races not run in lanes,

an athlete shall not step or run on or inside the kerb or line marking the applicable border.

18 LONG JUMP

The mat will be positioned 2 metres from the edge of the pit for the U11 – U17’s age groups.

19 REPRESENTING KINGSWAY IN RELAY EVENTS

ATHLETES WHO TRANSFER FROM ANOTHER CENTRE CANNOT REPRESENT KINGSWAY IN RELAY EVENTS UNTIL

THEY HAVE COMPETED IN A MINIMUM OF THREE (3) COMPETITIONS AS A REGISTERED MEMBER OF KINGSWAY

CENTRE.

EVENT RULES

● Unless exceptional circumstances exist and approval of the Centre Executive has been obtained, only equipment provided by the Centre may be used. Personal equipment, with the exception of personal attire may not be used.

● No athlete may commence any trial, in any event, until the Chief Judge has given permission to do so.

SAFETY RULES

THROWS

No implement is to be thrown back from the throwing arc on completion of a trial. Discus and Shots are to be carried and

Javelins must be carried vertically back. THEY MUST NOT BE THROWN. This rule includes all athletes, helpers and parents.

HIGH JUMP

Clubs are advised on the Kingsway LAC starting heights for scissor kick or Fosbury flop and the athletes must be certified by

their clubs that they can achieve the minimum starting height for competition and demonstrate the technique safely. All

athletes must be re-certified by their clubs each season that they are able to demonstrate the technique safely and can clear

the starting height for their age group. Upon demonstration of the safe technique and KLAC starting height the club will certify

that athlete may be issued with a license to perform this jump and will advise the Kingsway Centre accordingly. All athletes

with a license will be noted on the recording sheet and only those athletes will be permitted to compete. If an athlete’s name is

not on the recording list they WILL NOT be able to compete in that event.

HURDLES

1. Athletes are to hurdle the hurdles in their lane only. 2. Athletes must not deliberately knock down hurdles. 3. Athletes are not to run the wrong way over the hurdles as this is a dangerous practice.

SPIKES

1. Athletes must carry spike shoes, toe to toe to all sites. 2. Athletes are not permitted to put spike shoes on in marshalling. 3. Athletes are to remove spike shoes before leaving the track area.

HEALTH AND WELFARE

1 WEATHER

Concerns and misunderstandings always arise when the mercury soars beyond forty (40) degrees or the rain sets in for the

morning. As a sporting organisation in control of young children and teenagers our objective is to provide athletes and officials

with an enjoyable and friendly atmosphere in which to participate and a safe environment which ensures reasonable comfort

and protection.

The onus will always rest with the parents/guardians to finally decide on what is best for their children when weather

extremes are experienced.

In the event of rain the Executive Committee will decide whether the programme will be held or not. If the programme is

reduced the allocation of points will be at the discretion of the Centre Executive.

Shade is provided on all sites and athletes are encouraged to utilise this facility.

The Meet Manager may cancel an event if the conditions are such that there may be a considerable risk of injury.

Please assist us by ensuring that your children are provided with, and encouraged to use, the following:

● a tee-shirt to cover their shoulders between events

● a hat and a good quality sunscreen

● Drink plenty of fluids. It is better to drink little and often. Water is best!! However, avoid drinking water that is ice cold when you are hot as this may cause cramps in the stomach. Fizzy drinks are not recommended while competing because of the danger of dehydration.

● Kingsway Centre recognises the importance of good nutrition for sports performance by promoting good nutrition and healthy eating messages.

2 INJURY / ILLNESS

Injury is one of the down sides of exercise or sport. It is often caused by overdoing things or lack of a proper warm up.

Some of the more common injuries are:

● Tendonitis: Usually occurs in the shoulder, elbow, knee or Achilles (ankle) tendons. Ensure a good warm up and don’t try a new exercise programme beyond your level of fitness. Good supportive shoes may help with tendonitis.

● Stiff or Sore Muscles: Usually come after a hard, long or different work out. May be avoided by warming up, cooling down and stretching.

● Strains and Sprains: When a muscle or ligament is damaged, bleeding or swelling occurs, suppressing nerve endings, causing pain and reducing mobility. Caused through over stretching, poor warm up or accident.

The Meet Manager & First Aid Officer have the discretionary power to stop an athlete from competing in an event if they

believe that their ability or action is such that they are likely to injure themselves.

In relation to illnesses, the Centre’s registration form has provision for the listing of allergies and other known

medical conditions. It is imperative that this information be kept up to date in a Health Action Plan to assist our first

aid staff.

*Athletes who require the use of epi pens or other injections must have a Parent/Guardian at the Venue at all times.

You must inform your child/children's age Chaperone as well as the First Aid Officer located in the Kingsway office.

3 FIRST AID

Seek immediate assessment and treatment for your injuries and where possible follow the R.I.C.E.R. and H.A.R.M. principles.

R = Rest I = Ice the injury at once C = Compress to reduce swelling E = Elevate the injury above the heart to aid drainage & reduce swelling R = Refer to doctor or physiotherapist Avoid: H = Heat, which increases swelling and pain A = Alcohol R = Running or exercise too soon, which makes an injury worse. M = Massage, which may increase bleeding in the first 24 hours.

Do not pick up an athlete who has fallen until the injury has been determined.

Consult the First Aid Officer as soon as possible. Kingsway Centre discourages the use of medication in respect of

injury/recovery that would enable a participant to compete where they would not otherwise have been able. The use of illicit

drugs and performance enhancing drugs is not permitted by any Kingsway Centre members or patrons. We are guided by the

Sports Medicine Australia policy on the administration of medication by non medical personnel.

4 NON - SMOKING POLICY

The Executive Committee of the Kingsway Centre understands the harmful effects of smoking on health, fitness and

performance in sport and as a result has adopted the following policy:

● ATHLETES are reminded that smoking adversely affects performance. Athletes are prohibited from smoking whilst engaged in athletics

● COACHES AND OFFICIALS are reminded that they are role models for junior athletes and are asked to refrain from smoking whilst associated with the sport

● PREMISES and competition areas at Kingsway are declared smoke free zones. Smoking is permitted outside of the complex (outer fencing), well away from all sites.

● SPECTATORS are reminded that smoking is considered to be inappropriate in a sporting environment and are urged to respect our policy on tobacco products.

5 SUN PROTECTION POLICY

The health of members and supporters is of primary concern to the Kingsway Little Athletics Centre. Accordingly, the Centre

will actively seek to promote, encourage and support sun protection at Centre meetings, training and competitions.

As Centre competition is held between the hours of 7.30am and 12.45pm on Saturday mornings, Kingsway Little Athletic

Centre, where possible, will:

● provide a SPF50+ sunscreen for members and make it available for use to athletes and spectators; ● encourage members and supporters to wear a hat that complies with the Cancer Foundation of WA recommendations

while participating in Centre activities; ● ensure maximum use of existing shade at the Centre. Where shade is not adequate, the Centre will endeavour to provide

temporary shade structures. ● provide portable shade structures for members at competitions held away from Kingsway eg. Inter Centre competitions,

Zone & State Championships; ● promote the Sun Smart/Me No Fry message in all Centre publications including posters, newsletters, brochures and

handbook, as well as over the public address system at Centre competitions; ● in order to reduce the ultraviolet radiation exposure to members, schedule all Centre training sessions after 4.30pm; ● encourage senior athletes, coaches, officials and members in prominent positions, and parents to be Sun Smart role

models; ● consider the reasons for and appropriateness of any rules that prevent the implementation of sun protection strategies; ● advise all affiliated clubs about the Sun Smart Policy and encourage clubs to comply with the policy;

This event is open to Tiny Tots (Ages 3 & 4), U6, U7 & U8

The aim of this event is to introduce our younger athletes to the WA Athletics Stadium. At this carnival they will learn many vital skills in multiple events as well as participating in fun, educational based activities.

REGISTRATION

Athletes must register to participate at a cost of $10 per athlete. Spaces are limited so get in quick. Registrations are due to open in October 2018. Details TBA.

UNIFORM

Tiny Tots are encouraged to wear comfortable sporting clothing. Under 6 - Under 8 athletes are required to wear their club uniform with rego tags.

Competitors in the U14 and U15 age groups who win a medal will be eligible to be a member of the International State Team

in the following July. The medallists in the U15 age group will be eligible to represent LAWA at the Australian Little Athletics

Championships (ALAC) provided they nominate their interest.

Competition

Three trials will be allowed in all field events.

The 800m event will always be the last event contested.

Any competitor failing to attempt to start or make a trial in one of the events shall not be allowed to take part in the subsequent

events. The competitor will not figure in any final results.

Any competitor deciding to withdraw from the competition will immediately inform the competition officials.

Scoring will be using the IAAF Scoring Tables for Combined Events as per the LAWA Rules for Competition 2018-2019.

Individual State Records and ABP’s will be recognised.

Records shall be kept for the overall individual point score.

4 x 100m U8 to U17 4 x 200m U8 to U10 4 x 400m U11 to U17 The U16 & U17 4x400m & 4x100m will be combined into the same sex age group and compete in the U17 age group with unlimited team entries for this age group. Where a centre has insufficient nominations for a team in the U16 or Under 17 age groups, centres may combine male and female together to compete as a mixed U17 team as its own event. A field relay team may consist of a minimum of two (2) athletes to a maximum of four (4) athletes; the final number will be affected by the availability of athletes in an age group, the distances recorded by each athlete competing in an age group, and the selection strategy of the coach. If four (4) athletes are selected, each athlete will compete in one (1) event. If three (3) athletes are selected, one (1) athlete will compete in two (2) events while the remaining two (2) athletes will compete in one (1) event. If two (2) athletes are selected, each athlete will compete in two (2) events. In accordance with LAWA guidelines, spikes may be used from U11 upwards in the javelin & Long Jump. Spikes for jumps

events are to be a maximum of 9mm. Athlete's in U11 – U 17 may wear spikes in 4 x 100m relays.

INTER-CLUB COMPETITION 2018/2019

Opening Ceremony October 12th Programme 2

The official opening of the 2018/2019 season will commence with a march past of all clubs (Ballajura, Greenwood, Landsdale, Wanneroo, Woodvale) as well as Kingsway representatives in the LAWA State Teams that would have competed in an U14/U15 International athletics meeting in Singapore during July 2018 and the U13 Australian Team Championships and U15 Multi Event Championships (ALAC's) which competed on the Gold Coast in April 2018. Special guests will make presentation of awards, including Centre Captains, Kylie Wheeler Trophy, State Team

Representation Awards and Life Membership.

Events conducted on Opening Day will be in accordance with Programme 2:

There will be seven (7) full programmes this year.

INTER-CLUB COMPETITION PROGRAMME 2018/2019

Marshalling will commence at 7.30 am. Programme commences at 7.45am sharp.

Two (2) calls will be given to inform athletes that their event is to be held. Chaperones must not leave marshalling until 5 mins

after the 2nd call unless all athletes in their age group are present. Age groups called in order to an event by the announcer will

compete in the order marshalled with no exceptions.

The tables below show the events contested by each age group in each programme.

ATHLETICS FOR ALL

Little Athletics develops children of ALL abilities, providing a warm and inclusive environment for all young people to be their best.

There are no specific disabilities Little Athletics Centres in WA, as the activities and events are designed to be inclusive and adaptable to all.

LAWA is working with a number of Centres in the Perth Metro region including Kingsway LAC to support the coaches and volunteers to ensure that young people with physical or intellectual limitations can participate in little Athletics.

PARA ATHLETES CLASSIFICATIONS

Upcoming Classification 3rd November 2018 In sport, classification exists so that athletes compete in fair and equal competition. Most sports have simple classification systems that group athletes according to age, gender or weight. In Paralympic Sport, the wide range of sports and disabilities create unique classification systems. Paralympic classification groups athletes according to how their disability impacts on their sport. Athletes compete against others with similar disabilities, so that the athletes who succeed do so on the basis of athletic performance. In Australia, classification is a free service that is available to any athlete that wishes to compete against others with a similar disability.

Classification is not a requirement for general participation in athletics and all athletes are also encouraged to participate and compete in mainstream opportunities where appropriate.

Types of Classification in Australia

There are a range of disability groups eligible to compete within the Australian athletics system as an athlete with a disability. These disability groups are separated into varying classifications to ensure fair competition. The classification groups are as follows: Hearing Impairment, Vision Impairment, Physical Impairment, Transplant Impairment and Intellectual Impairment.

Each disability group has a set of minimal disability criteria that an athlete must meet in order to be eligible to compete as an athlete with a disability. Athletes must undergo specific Athlete Evaluation or Eligibility processes to obtain a classification.

KINGSWAY LITTLE ATHLETICS CENTRE TRACK & FIELD RELAYS GUIDELINES

POLICY

1 Relays Sub Committee

a) This Committee will be undertaken by the Officer for Coaching & Development (Track Relays), the Officer for

Records & Rankings (Files and Times & information) and Officer for Championship & Special Events (Field

Relays).

b) The Committee will be responsible for the appointment of Coaches for all Girls & Boys Track relay squads in

each age group from U8 to U16/17.

2 Appointment of Coaches

a) Coaches from the previous season will be approached first to ascertain if they intend continuing with coaching

of that same team/ teams from the previous year.

Coaches must confirm if they will be continuing no later than the second week of Centre competition. (Priority

will be given to these coaches).

b) If coaches do not intend continuing, then these team will be offered to interested parties, any inquiries

regarding coaching relay teams are to be directed to the Relays Committee.

c) After the appointment of coaches under the provision of paragraph 1 (b) a call for expressions of interest for

vacant teams will be called for over the PA system at normal Saturday morning competition. In addition the

Relays Committee will approach prospective people to undertake the role of coaches for these teams.

3 Team Selection for Track Relay Teams

a) At the commencement of the season the Officer for Records & Ranking will compile a dossier file for each age

group boys & girls. This file will contain a squad list of the top 8 or 10 ranked athletes’ names & times from

which the coach/coaches will be able to select their teams. The file will also contain parents’ details such as

phone numbers & email addresses if available.

b) Events for each age group:

Track:

U8 to U10 4 X 100m & 4 X 200m

U11 to U16/17 4 X 100m & 4 X 400m

U16/17 4 x 100m mixed

c) Athletes will only be selected on the current season’s times. NO athlete will be considered on last season’s

times and must have competed in at least 3 competitions this season.

d) The coach/coaches are responsible for the selection of their teams. Once the team is selected, any changes

of that team must go through the Officer for Coaching & Development and the Relays Committee and must

show good reason for said changes unless it is because of an athlete being injured or withdrawing from the

team.

e) Coach/coaches please note you are required to select your team as early as possible so that the Officer

for Championship & Special Events has reasonable time to select athletes for State Relay Field Teams. This

is very important.

f) Coach/coaches may change their team as long as 3 (d) is followed up until two weeks prior to the relays. After

that period, coaches must consult the Officer for Coaching & Development and Relays Committee of any

changes. The Relays Committee will decide if the change affects any athlete already selected in the team

before making any changes unless it is because of an injury or withdrawal of an athlete.

g) New athletes joining the Centre must complete at least three full Saturday competition before they become

eligible to be selected. This rule also applies to athletes who join the Centre after the first three weeks of

normal competition. Coaches must seek permission from the Coaching & Development Officer and Relays

Committee before including said athletes in their relay squad/squads. Any changes to this rule must be

discussed between the Relays Committee and Kingsway Executive before any permission will be given.

h) Athletes who rank well in both track & field events will automatically be selected for the track relays. Under

LAWA’s Guide lines track selection will take preference over field relay selection. An athlete who refuses to do

the track relays will automatically be excluded from doing the field Relays. Unless the coach of that team can

show good reason to the Coaching & Development and Relays Committee Coordinator, this rule may be

changed for their team to achieve the best result in both State Track & Field Relays.

i) No Athlete will automatically be selected into any team track or field if he/she has not recorded a time or

distance which ranks them well.

j) The final day that any relays coach can make any changes to their team will be (2) weeks prior to the State

relays as long as the changes comply with Rules 3d/3f/3g apart from athlete injuries or withdrawals.

k) Any queries, disputes or questions by coaches, parents or other interested parties regarding team selections

for track or field teams are to be directed to the Relays Committee.

l) The decision of the Relays Committee will be final or so directed by the Kingsway Centre Executive, who

reserves the right to override any decision made by the Relays Committee in respect to disputes relating to

team selection.

m) Changes to a relay team as a result of an injury to an athlete or late withdrawal in the final week or any time

up till the day of the State Relay Championships, may be automatic. Consultation with the Relays Committee

is not required.

4 Relay Training

a) Coaches must sign out all Kingsway equipment supplied and on return sign the equipment back in.

b) When coaches receive their files it is the coaches' responsibility to arrange training times and days to suit both

coach and athletes.

c) Coaches to remember that athletes do have other commitments and may not be able to attend some nights so

the coach should look to find the easiest solution to suit all parties. It is also the responsibility of the coach to

let both parents and athletes know of any changes that might occur.

d) All relay training to be done at Kingsway Complex. Training can be done on a Monday & Wednesday night but

please remember on these 2 nights Landsdale LAC also trains. Coaches can also train on Tuesday or

Thursday but the same applies as the Kingsway Seniors also train on those two nights. Coaches must talk to

both these Clubs so that we don’t get in each other’s way. Sunday mornings and Friday’s from 4.30pm to

6.30pm are also available.

e) It is the responsibility of the parents of athletes to make sure they attend training sessions at the time and

days required by the coach. If an athlete cannot attend a training session it will be the parent’s responsibility to

contact the coach.

f) If an athlete continually fails to attend or arrives late on the stated days and times for training, whether it be

their fault or not, then at the discretion of the coach and after consultation with the Relays Committee, the

athlete may be excluded from the team.

g) Coaches please take note: Please check the LAWA Rules of Competition regarding the wearing of Spikes

during Relay competition.

h) In accordance with Western Australia Little Athletics (LAWA) guidelines, athletes selected in the track relay

teams cannot be selected for field relay teams.

5 Track Relay Team Composition

a) A track relay squad may consist of a minimum of four (4) athletes to a maximum of ten (10), the final number

will be affected by the availability of athletes in an age group, the times recorded by each athlete competing in

an age group and the selection strategy of the coach.

The relay team for each event may consist of four (4) or five (5) athletes, i.e. four competitors and one (1)

reserve. Coaches are encouraged to select a reserve for each event.

b) A coach may use all five (5) athletes in heats and finals at their own discretion. All athletes including the

reserves will receive a medal if the team is successful.

c) The format of each team will be at the discretion of the coach.

6 Field Relay Team Composition

a) Selection of athletes for Field Relays will be done by the Officer for Championships & Special Events. These

athletes will be contacted upon selection of athletes for each team.

b) Any disputes about athletes selected will be dealt with by the Relays Committee & Officer for Championships

& Special Events.

c) A field relay team may consist of a minimum of two (2) athletes to a maximum of four (4) athletes; the final

number will be affected by the availability of athletes in an age group and the distances recorded by each

athlete competing in an age group.

d) If four (4) athletes are selected, each athlete will compete in one (1) event.

e) If three (3) are selected, one (1) athlete will compete in two (2) events while the remaining two (2) athletes will

compete in one (1) event.

f) If two (2) athletes are selected, each will compete in two (2) events.

g) Athletes will only be selected on this season’s field event results.

7 Footwear

a) Shoes are compulsory in all events at the WA State Relay

b) In accordance with LAWA guidelines spikes may be used from U/11 upwards in certain events. Check the

LAWA Rules of Competition for use of spikes in Relay events either Track or Field.

c) Spikes for jump events are to be a maximum of 9mm.

8 LAWA Guidelines

a) The priority of a Little Athletics Centre is to nominate a Track Relay Team before a field relay team.

Centre Track Team must compete otherwise Field teams will be disqualified from the competition.

b) Unless prior permission is given by LAWA, normally due to a Centre having insufficient athletes available for

track teams, Centres cannot nominate a field team without firstly nominating a Track team.

c) A Centre may only enter one (1) Boys team and one (1) Girls team per age group.

Athletes must compete in Kingsway uniform. Age tags and numbers are required.

In accordance with LAWA guidelines, athletes selected in the field relay teams cannot be selected for track relay teams. The

Kingsway RCC will be responsible for selecting the field teams and contacting the athletes and parents. Field relay teams are

not required to train.

STATE CHAMPIONSHIP HEATS AND ¼ FINALS

(KNOWN AS ZONES)

This meet is held over two (2) consecutive days. Athletes must compete in Kingsway uniform (U7-U8 can wear Club Uniforms)

including age tags, registration numbers and sponsorship tag.

Our Zone (3) consists of Eastern Hills, Inglewood, Swan Valley, Bayswater and Kingsway LAC. In the U7 to U9 age group

Bunbury and Kalgoorlie are also included in our Zone. The Zone Championships can be hosted by any of the above centres;

location of the zones championships will be confirmed and advertised during each season.

Athletes are limited to a maximum number of events for the championships, refer table below. There is no restriction on the

number of events an athlete can contest on any one (1) day.

Under 7 – 9: Four (4) Events

Under 10 – 12: Five (5) Events

Under 13 – 15: Six (6) Events

U7 TO U8’S WILL COMPETE IN THE HEATS & 1\4 FINALS ONLY AND MEDALS WILL BE AWARDED TO THE FIRST 3

IN EACH EVENT PER SEX.

THE U7 TO U8’S WILL NOT CONTINUE ON TO THE FINALS OF THE STATE CHAMPIONSHIPS.

U16 & U17’S WILL NOT COMPETE IN ZONES, BUT WILL BE ELIGIBLE TO NOMINATE FOR THE STATE

CHAMPIONSHIPS.

STATE TRACK & FIELD CHAMPIONSHIPS SEMIS AND FINALS

Athletes in the U9 – U15 age groups who qualify through the Zone Championships go on to compete against qualifiers from

other Zones and Country Centres. These championships will be held during March at WA Athletics Stadium. Athletes must

compete in Kingsway uniform including age tags, registration numbers and sponsorship tag.

The programme followed is different from the zones programme. Please check the West Australian Little Athletics website

www.walittleathletics.com.au

LITTLE ATHLETICS WA REPRESENTATIVE TEAMS

U13 AUSTRALIAN TEAMS CHAMPIONSHIPS ALAC

(ALAC - Australian Little Athletics Championships)

This event is held in April each year. Hosting of the championships is rotated between states on an annual basis. This season

thirty two (32) athletes, sixteen (16) of each gender, are selected from the U13 and U14 athletes (born from October to

December) age group to represent Western Australia. State representatives are chosen on their overall season performances

including those at local Centre competition, State Multi Combined Championships and State Track & Field Championships.

Athletes must nominate to be considered for selection.

Athletic results recorded from outside the LAWA umbrella are not considered.

U15 AUSTRALIAN MULTI-EVENT TEAMS CHAMPIONSHIPS ALAC

(ALAC - Australian Little Athletics Championships)

Competition is held in conjunction with the National Teams Championships. This season the team is comprised of four (4)

boys and four (4) girls from the U15 and U16 athletes (born between October and December) age group. Selection is based

on performance at the State Combined Event Championships & season performances. Athletes must nominate to be

considered for selection.

LAWA INTERNATIONAL TEAM

All medal winners in the U14 and U15 age groups at the State Track & Field Championships are eligible to be selected in the

team. The LAWA International team competes in either Singapore or Kuala Lumpur each season.

TROPHIES & AWARDS CRITERIA AND POLICIES

The Kingsway Executive Committee administers various classifications of awards, trophies and certificates. The specification

and description of all awards, trophies, certificates and medals maybe varied from time to time.

Unless otherwise specified all trophies and awards are presented separately to male and female athletes in each

category.

Criteria

The selection and entitlement criteria for all awards and trophies may only be changed or amended by a majority vote of

members at the Annual General Meeting (AGM) or at a Special Meeting of members called for that purpose.

A number of awards are based on obtaining pentathlon points. The pentathlon points system is selected by the Executive

Committee and can be modified as required.

Pentathlon points will not be awarded for the Kingsway Centre Championships, Inter Centre Meetings, Special Events, or for

events conducted by Little Athletics Western Australia (LAWA) such as Zone and State Championships.

In the event of any disruption to the programme by inclement weather the Executive Committee will award points to events

contested or may suspend all points for the programme as it sees fit.

New Trophies

No trophy or award may be inaugurated by the Executive Committee, individuals or sponsors without the approval of members

at an AGM or a Special Meeting of members called for this purpose.

Naming Rights

The Executive Committee may allocate naming rights to an existing trophy or award for a special period of time. This may be

done for a negotiated fee or as recognition of achievement.

CENTRE CHAMPIONSHIPS

Competition medals will be presented to the first three (gold, silver, bronze) placegetters in each event at the Kingsway Centre

Championships.

CENTRE CAPTAINS

The Centre Captains are selected by the Kingsway LAC Committee from the Centre’s U15 upcoming summer season age

group. One boy and one girl are selected from nominated athletes. These athletes must have completed a minimum 3 years

of Little Athletics at Kingsway LAC. Nominations are made by formal letter prior to the commencement of the summer season

to the KLAC committee. This letter must address the criteria of why the athlete should be selected as a Centre Captain and

what they can offer the sport of Little Athletics and the community at large.

Duties of the Centre Captains are: ● To demonstrate leadership qualities and behave in a responsible manner at all times when representing the Centre; ● To take an active role in Centre activities, providing support and assistance to the KLAC Committee as directed; ● To participate in the annual Centre Opening Day and attend necessary preparation/rehearsals prior to the day; ● Prior to the start of Saturday competition, to lead all athletes on a warm up lap, finishing with dynamic stretching and

mobility exercises. The Centre Coaching and Development Officer can assist with warm up stretching and mobility exercise;

● To ensure the oval is properly marked with blue cones prior to the commencement of weekly competition; ● To deliver water to officials during weekly competition when not competing; ● To assist with medal presentation at Centre Championships when not competing; ● To assist with trophy presentations at the Centre AGM and Awards Presentation day;

To represent the Centre at all state Little Athletics events and presentations as required

Centre Captains will be presented with a Centre Captains badge at the Opening Ceremony. A medallion in recognition of this

honour will also be presented to the two (2) captains at the Trophy Presentation at the end of the season providing that the

Centre Captains have fulfilled their duties during the season. The medallion shall be engraved KINGSWAY LITTLE

ATHLETICS CENTRE, CENTRE CAPTAIN “YEAR” and “NAME.”

A plaque with badges added thereafter for each year’s service is presented to each athlete, at the end of season trophy

presentation, who has been a member of the Kingsway Centre for five (5) or more. An athlete who completes ten (10) years

service will also receive a commemorative plaque from the Centre. The plaque bearing the Kingsway Centre logo shall be

engraved ‘10 YEAR’S SERVICE” ‘NAME’, ‘YEAR’

The years of service need not be consecutive and there is no restriction on the number of years an athlete can be away from

the Centre. Registration with another centre, run under the auspices of LAWA, is not taken into consideration.

If circumstances arise that prohibit an athlete from participating at the Centre and the athlete maintains their association with

the Centre, then the athlete’s club may request the Centre to count that time towards the athlete’s service record. The request

must be ratified by the Executive Committee and by all affiliated clubs. Service added in this manner will only be counted for

the purpose of determining future awards.

CHAMPION ATHLETE AWARD

The Champion Athlete Award is presented to the athlete who receives the highest average number of pentathlon points in

regular inter club competition of the summer season. In the event of a tie, an award will be made to each athlete.

This award will be presented at the end of season trophy presentation, to the Centre Champion Athlete in the following

categories:

Junior Champion U7 – U9 Senior Champion U13 - U15

Intermediate Champion U10 – U12 Open Champion U16 - U17

A plaque bearing the Kingsway Centre logo will be presented to each winner. The plaque shall be engraved JUNIOR,

INTERMEDIATE, and SENIOR or OPEN whichever is appropriate, BOY or GIRL CHAMPION whichever is appropriate,

‘NAME’, ‘YEAR.’

CHAMPION ATHLETE AWARD:

THE SHERYL PURCELL CHAMPION TRACK / FIELD

A trophy, to be presented at the end of season trophy presentation, will be awarded to the boy and girl Centre Champion

Athlete – The Sheryl Purcell champion track award and the Sheryl Purcell champion field award.

Points for these awards are scored on a pentathlon points basis for every track or field event contested during regular inter

club competition of the summer season. The athlete who receives the highest average points score, irrespective of the age

group with the exception of the U6 age group, will be deemed the winner. In the event of a tie, an award will be made to

each athlete.

An athlete who wins a Centre Champion Award will be eligible to receive the Sheryl Purcell champion track award or Field

Award.

A plaque bearing the Kingsway Centre logo will be presented to each winner. The plaque shall be engraved CHAMPION

ATHLETE – SHERYL PURCELL CHAMPION TRACK or FIELD whichever is appropriate ‘NAME’, ‘YEAR.’

KYLIE WHEELER PERPETUAL TROPHY

This award is presented to the athlete, male or female, in the Under 11 - 15 age group, who achieves the best performance at

the State Track & Field Championships. In the event of a tie, the athletes will share the award. The trophy and replica trophy

will be presented to the winner at the Opening Day ceremony each year.

Performance is calculated by allocating 3 points for a gold medal, 2 points for silver, 1 point for bronze and 2 points for a state

record (new or equal).

In addition to a perpetual trophy, a plaque bearing the Kingsway Centre logo will be presented to each winner. The plaque

shall be engraved KYLIE WHEELER PERPETUAL TROPHY, ‘NAME’, and ‘YEAR.’

KIM WOOD FAMILY TROPHY

This trophy, to be presented at the end of season trophy presentation, is awarded by the Executive Committee and is so

named to recognise the contribution made to Kingsway by Kim and Peggy Wood. The criteria for this award comprise many

facets - integrity, courage, perseverance and challenge. The criteria for this award do not include athletic ability.

Nominations for this award are restricted to the Under 15 to Under 17 age group. A boy and girl winner will also become

Kingsway’s nomination for the LAWA Doug Hancy Award which comprises the same criteria.

The Executive is under no obligation to present the trophy if it feels the criteria has not been met.

In addition to a perpetual trophy, a plaque bearing the Kingsway Centre logo will be presented to each winner. The plaque

shall be engraved KIM WOOD FAMILY PERPETUAL TROPHY followed by the inscription “Integrity: Courage: Perseverance:

Challenge”, ‘NAME’, ‘YEAR.’

GARDINER FAMILY TROPHY

This award, donated by David and Lorraine Gardiner and family and presented at the end of season trophy presentation, is

awarded to the athlete who receives the most personal best performances during the Kingsway Centre’s regular inter club

competition during the summer season.

In the event of a tie, the athlete who has competed in the most number of events shall be declared the winner. Further count

back criteria shall be the number of Kingsway Centre records obtained during the season followed by the highest pentathlon

points total obtained.

Results of the Centre Championships shall not be considered for the purpose of determining the winner of this trophy.

In addition to a perpetual trophy, a plaque bearing the Kingsway Centre logo will be presented to the winner.

The plaque shall be engraved GARDINER FAMILY TROPHY followed by ‘NAME’, ‘YEAR.’

KOBHI EAKIN MEMORIAL ENCOURAGEMENT AWARD

This award is named after Kobhi Eakin, a young athlete from the Goollelal club that passed away in 2000 after a long battle

with Leukaemia. Kobhi was a bright and cheerful young person that enjoyed little athletics, especially relays.

This award will be decided upon by the centre executive from a list of names submitted by the chaperones of the relevant age

groups and presented by the centre captains at the end of season presentations.

As stated, this is an encouragement award and is to be presented to an athlete from the U8 to U11 age group who has

displayed good sportsmanship. It is anticipated that the recipient will have competed on a regular basis but may not have

achieved recognition in any other awards.

This is an existing trophy and the design should remain the same when it is renewed. The winners name is to be engraved on

the perpetual trophy.

A plaque bearing the Kingsway Centre logo will be presented to the winner. The plaque shall be engraved KOBHI EAKIN

MEMORIAL ENCOURAGEMENT AWARD - ‘NAME’, ‘YEAR.’

KINGSWAY EXECUTIVE ENCOURAGEMENT AWARD (MAYWOOD TROPHY)

This award is donated by Geoff & Francis Mayvis and Charlie & Sue Wood and presented at the end of season trophy

presentation. The award recognises the high level of attitude, perseverance, behaviour, competition and good sportsmanship

of an athlete. This award does not recognise sporting ability. Nominations for this award are called from all affiliated

clubs.

It is anticipated that the recipient of this award will have completed a minimum of three (3) years’ service at Kingsway Little

Athletic Centre and will have competed on a regular basis during the season. The recipient should not have achieved

recognition in any other award in the current season.

In addition to a perpetual trophy, a plaque bearing the Kingsway Centre logo will be presented to each winner. The plaque

shall be engraved KINGSWAY EXECUTIVE ENCOURAGEMENT AWARD, ‘NAME’, and ‘YEAR.’

CHAMPION CLUB SHIELD

The shield is awarded to the club that receives the highest points score based on the total pentathlon points received by club

athletes divided by the total number of athletes that have competed for the club during the season. The shield is to be

presented to the Champion Club at the end of season trophy presentation.

DENNIS KNIGHT TROPHY

Awarded to the club that wins the annual parents relay. The parents relay is normally conducted on the last day of competition

before the Xmas / New Year break. A perpetual trophy will be presented at the end of season trophy presentation.

CERTIFICATES

Record Certificate

Presented to an athlete who equals or breaks a Kingsway Centre competition record at an Inter Club meeting. The Officer for

Records and Rankings shall keep a register of Centre event records and issue a certificate to the athlete. Event records may

only be set at the Kingsway Centre by an athlete registered with the Centre in any level of competition.

Personal Best Performance

Record of PB’s achieved by athletes is maintained in Results HQ.

State Relay Championships

The team coach and athletes who are selected in the final relay team of 4/5 athletes to represent the Centre at the

Championships will receive a certificate to acknowledge the selection.

Parent Participation

A parent, official or coach who has contributed to the running of the Centre or an affiliated club for five years may receive an

Appreciation Certificate from KLAC.

Nominations for this certificate shall be submitted by their respective clubs. The Centre Executive Committee reserves the

authority to award a certificate to any person who it feels is deserving of recognition.

AUSTRALIAN BEST PERFORMANCES (ABP)

An award will be presented to athletes in order to recognise their achievement, either individual or as a member of a Kingsway

relay team, in obtaining an Australian Best Performance.

Each athlete will receive a Kingsway Centre plaque suitably engraved. This award shall be presented either at the end of

season trophy presentation or the opening day of competition each year depending when the performance was undertaken.

The plaque shall bear the Kingsway centre logo and be engraved AUSTRALIAN BEST PERFORMANCE, with event details

and distance or time plus ‘NAME’, and ‘YEAR.’

KINGSWAY LAC VOLUNTEERS AWARDS

The Kingsway LAC Volunteers Awards have been introduced in 2018/19 in memory of the members who contributed much to

the Centre, but who are no longer with us, such as Nikki Lopez and Grant Edwards. The awards will be presented annually to

two KLAC volunteers who go above and beyond with regular volunteering to assist the Executive Committee to carry out the

Centre activities in accordance with the KLAC Constitution. Nominations may come from Affiliate Clubs or the Centre.

The recipients shall be chosen by the Executive Committee, and presented the award at the end of season Trophy

Presentation. The Kingsway LAC Volunteer Awards shall be comprised of a Certificate of Appreciation and a gift voucher

(value to be determined by the Executive Committee). The Executive Committee members shall not be eligible for the awards.

MISCELLANEOUS

The Executive Committee may from time to time make a ‘one off’ award to another Centre, organization, athlete or other

individual in recognition of an achievement or gratitude. The recipient shall receive a centre plaque suitably engraved.

DONATIONS

ATHLETE DONATION POLICY

Athletes (or their representatives) will need to participate in the Centre’s fundraising activities to be eligible to receive any

athlete donation toward the cost of their trip. The Kingsway LAC committee will assist athletes by working together on

fundraising efforts such as Bunnings Sausage Sizzles. Donations will be issued upon the return of the trip.

STATE TEAM REPRESENTATION

To recognise their achievement, an award will be presented to athletes selected to represent Western Australia in the U13

Australian Teams Championships or the U15 Australian Multi Event Team at ALAC's. Each athlete will receive a Kingsway

Centre certificate presented on the opening day of competition each year. Athletes are also eligible to participate in fundraising

activities for an athlete donation.

LITTLE ATHLETICS WA (LAWA) INTERNATIONAL TEAM SELECTION

To recognise their achievement, an award will be presented to athletes selected; and compete in the LAWA Under 14/15

International Team. Each athlete will receive a Kingsway Centre certificate presented on the opening day of competition each

year. Athletes are also eligible to participate in fundraising activities for an athlete donation.

AUSTRALIAN INSTITUTE OF SPORT (AIS) LITTLE ATHLETICS AUSTRALIA (LAA) SELECTION

Athletes who are selected by Little Athletics Australia (LAA) to attend the AIS Athletics Camp are eligible to participate in

fundraising activities for an athlete donation. Athletes must attend the camp for the donation to be made.

KINGSWAY FOOTBALL AND SPORTING CLUB DONATIONS (KSA)

Each year Kingsway LAC receives funding from the Kingsway Football and Sporting Club as a portion of the sales from the

canteen. The committee has decided that this funding will no longer be used for sponsorship to travelling athletes. The funding

will instead be used to cover a portion of our building costs to avoid passing these costs on to families through increasing fees.

WINTER SEASON

The following awards will be administered by either the Executive Committee or a subcommittee that has been given

delegated authority to oversee the affairs of the winter season.

● Champion Athlete Cross Country - Male & Female

● Champion Athlete Road Walking - Male & Female

● Coaches Award

● Encouragement Award

The winners will be selected by considering the times of all athletes and comparing them to other athletes and other age

groups within the Kingsway winter club.

A plaque bearing the Kingsway Centre logo will be presented to each winner as soon as possible after the completion of the

winter season at a trophy presentation function.

The plaque shall be engraved CHAMPION ATHLETE – CROSS COUNTRY or ROAD WALKER, whichever is appropriate,

‘NAME’, ‘YEAR.’

In addition, participation medals will be awarded to those athletes that meet the following criteria:

● Compete with the Winter Club,

● Attend approximately fifty percent (50%) of training nights,

● Qualify for State Cross Country or Road Walking Championships.

Participation medals are to be of a modest size and are to be the same design as each other. All medals shall bear

KINGSWAY LITTLE ATHLETICS CENTRE, and be engraved with WINTER SEASON, and YEAR.

NOTE: To be eligible for one of the major trophies, athletes must meet the participation trophy guidelines.

The Kingsway Committee has the discretion to look at any written application for each athlete individually regarding

participation.

HONOUR BOARDS

The Executive Committee will maintain Honour Boards to recognise athletes from the Centre who have:

● Been members of a state team at ALAC’s

● Been members of the Multi Events State Team at ALAC’s

● Been selected as Centre Captain

● Won an Overall Champion Athlete Award

● Won a Champion Athlete Track Award

● Won a Champion Athlete Field Award

● Won a Champion Athlete Cross Country Award

● Won a Champion Athlete Road Walking Award

● Completed 10 years’ service as a registered athlete

LIFE MEMBERSHIP

The Executive Committee shall have the power to confer on a person (not being a registered athlete) for meritorious service,

the honour of LIFE MEMBERSHIP of the Kingsway Little Athletics Centre.

The person nominated must have given exemplary service over a minimum of ten (10) years. (Service as a registered athlete

is not considered) The nomination must demonstrate exceptional service above and beyond the performance of other

volunteers during this period. It is not a requirement to have served on Club or Executive Committees to be eligible.

The number of life memberships awarded in any one year shall be limited to a maximum of two (2).

A person, not being a registered athlete, may be nominated for life membership by:

● the Executive Committee

● an affiliated club

● any member

Notice of Intention to nominate a person must be submitted in writing, with credentials, to the Centre Secretary. The Notice of

Intention shall be circulated to all Executive Committee members and affiliated clubs for comments. If endorsement is

obtained, final approval can be formalised at an Executive Committee monthly meeting.

Presentation

Each recipient shall receive a centre plaque suitably engraved and a life membership badge. Presentation will take place on

the Opening Day of a new season.

MERCHANDISE/DISCOUNTS

We are also happy to accept product/services donations. We can also set up product booths at Saturday Competitions and raffle

off donated merchandise to raise much needed funds. This provides a win/win situation as our Centre generates funds and your

product/service receives exposure to hundreds of junior athletes and their families each weekend throughout the athletics

season.

If your organisation is unable to provide a monetary or product donation we are also interested in member discounts. We actively

encourage our members and friends/families to support our sponsors!

The KLAC facebook page is regularly updated with information and photos. Consequently it attracts a high numbers of viewers

CENTRE CHAMPIONSHIPS NOMINATION FORM

PLEASE NOTE THE NEW RULES IN REGARDS TO CENTRE CHAMPIONSHIPS

Please see General Information: Point 6 All Kingsway registered athletes are eligible to nominate for the Centre Championships if they have met the minimum 50% competition completion requirement in the current season.

The 50% requirement for the 2018/19 season will be calculated from the date of registration, and to meet the requirement an athlete must compete in and complete at least one event from their age group’s program in at least 50% of Kingsway’s Saturday competitions. For athletes who do not meet the minimum competition completion requirement, exceptional circumstances cases will only be considered if received in writing 7 days prior to Centre Championships. Athletes may only compete in a maximum of six (6) events, with no more than four (4) events on any one day. To enter an event

the athlete must have competed in the selected event a minimum of once during the competition season at Kingsway.

Entries are to be completed on the official entry form, located at the rear of this handbook and must be given to your Club

Manager by the advertised closing date. All entries must be checked by the Club Managers and submitted to KLAC one week

before Centre Championships. Late entries will not be accepted.

It should be noted that an earlier start time is usual for the Centre Championships. Due to the increased program schedule, it is

possible that competition will carry over into the afternoon.

In all field events a count back will be used to determine the placings in the event of a tie. Note: Calls and rules regarding

marshalling will be strictly adhered to.
