KIPRAH VER (KITA PRO SAMPAH – VOLUNTARY EMISSION REDUCTIONS) Solid Waste Management Like in many of Southeast Asia’s rapidly growing, densely populated areas, unmanaged domestic waste and the lack of regular safe disposal, leads to illegal dumping and burning which are hazardous for public health and environment: Spread of diseases such as dengue fever, typhoid cholera, respiratory diseases Contamination of water resources, air pollution Increased risk of flooding In Indonesia, with the introduction of the Indonesian National Act No. 18 Year 2008, it becomes the regulatory framework for the waste management system which includes rights and responsibilities for each stakeholder as well as community. KIPRAH In order to support the government program to provide waste management services in Indonesia, BORDA and its Indonesian partners BEST and LPTP developed the solid waste management program KIPRAH (kita-pro-sampah = we-pro-waste) in 2006. KIPRAH aims to improve and develop options for community based solid waste management which in the end will improve hygiene, environment sanitation and living conditions of poor low- income communities. The main component of each KIPRAH project is a Material Recovery Facility (MRF), which is implemented by Public Works and Settlements Ministry and local government. MRF is operated by Community Based Organizations (CBO). Solid waste from participating households is collected to MRF and then separated into organic and recycable waste. Domestic solid waste processing in MRF was conducted by considering sustainable principle: KIPRAH Education Training for MRF operators Gardening around MRF Organic waste (food and garden waste) is composted; the compost is sold widely to public or directly used by the community around MRF as fertilizer to grow crops. Recyclable waste (plastic, paper, glass, etc) is cleaned and processed further or recycled to be sold. In KIPRAH program, the main component of MRF operations are funded through monthly fees paid by the households. Other additional revenues acquired from selling recyclables and compost. What is VER? VER (Voluntary Emission Reductions) is an instrument to reduce greenhouse gas emissions in developing countries through several activity sectors, and one of them is solid waste management. Emission reductions need to be monitored and certified. Acquired certificates can be sold in carbon market. The process can be use to support the emission reduction projects.

Climate Change Driven by the emissions of greenhouse gases (e.g. carbon dioxide and methane), climate change increases the frequency and intensity of extreme weather events. Indonesia is especially vulnerable to natural hazards like flooding, droughts and landslides. In 2010, the Indonesian government adopted the National Action Plan for Reducing Greenhouse Gas Emissions, in which the waste sector is identified as one of emissions contributor. In uncontrolled dumpsites, organic waste in large piles decays without air supply (anaerobic conditions). These conditions lead to the creation of methane, a greenhouse gas 25 times more potent than CO2.

BORDA and Partners:

In September 2016, KIPRAH VER was certified by Gold Standard for the monitoring period June 2013 – May 2015. Up to December 2017, some of the carbon exchange value was handed over to CBO as a support for MRF sustainability.

KIPRAH VER In order to mitigate Climate Change, BORDA and its partners developed an additional KIPRAH component to put emphasis on reducing greenhouse gas emissions. In a KIPRAH VER project, these emissions are avoided by using a special composting technique (aerobic composting). In contrast to anaerobic conditions in uncontrolled landfills, aerobic composting guarantees a constant supply of air, so that no methane is created during decay. The developed technical options for aerobic composting are: bamboo aerator, aerated box, and takakura method. To take part in VER certificate trading, the registration with an international agency is required. For the registration with the Switzerland based Gold Standard Foundation, BORDA and its partners BEST and LPTP, supported by the climate protection organization atmosfair, have developed innovative methods to monitor greenhouse gas emission reductions and social development goals, specifically designed for small-scale community based projects.
