Dear Kirkwood School District Residents: As the new superintendent of schools

for the Kirkwood School District, I am pleased and excited to be joining a dynamic community that values educa-tion and places the welfare of all students as a top priority. The generous support of school district patrons and businesses is evident in projects such as this School Directory, which is produced in partner-ship with the Webster-Kirkwood Times.

The KSD School Directory is a valuable resource that contains information about Kirkwood schools such as school hours, enroll-ment requirements, the 2009-10 school calendar, the fall sports schedule, and school board meeting dates. We have also included a telephone directory based on frequently asked questions for ser-vices and departments.

I appreciate the efforts of the Webster-Kirkwood Times in produc-ing this publication and especially thank the many area businesses that contributed through paid advertisements. As a key partner in education, our local business community offers support for school and student activities throughout the year.

On behalf of the Kirkwood School District, I invite each resident to visit the schools often and hope many of you will consider join-ing our volunteer force. You are welcome to attend the many sports and fine arts events featuring our talented students. Senior citizens may contact us for a Golden Pass, which allows you to attend most of these events free of charge.

As we prepare for the start of school on Aug. 19, I look forward to meeting many district patrons and encourage you to stop by my office and introduce yourself. I believe the education of our children is one of the most important goals of our community and one that requires a true team effort and shared decision-making. You are an important part of that team, and I am confident that we can accomplish a great deal by working together to help our children learn and succeed.

ABOut the DIStRIctIn partnership with its dynamic communi-

ties, the Kirkwood School District has built a solid reputation as a district where children and their needs come first. Kirkwood schools and communities share a proud heritage and respect for tradition as well as a progressive attitude toward education for all children. District staff, parents and community mem-bers work together to provide innovative educational programs, which focus on what today’s youth must know and learn to become tomorrow’s leaders.

The district, chartered in 1865, is among the oldest in St. Louis County and one of the oldest west of the Mississippi River. Located in southwest St. Louis County approximately 15 miles from the city of St. Louis, Kirkwood School District covers an area of 15 square

miles and serves all, or portions of, eight suburban communities including Des Peres, Frontenac, Glendale, Huntleigh, Kirkwood, Oakland, Town and Country, and Warson Woods. (See map on page 15) The district also welcomes eligible students from the city of St. Louis through participation in the St. Louis Voluntary Transfer Program. (See map – page 17)

With sidewalks and tree-lined streets, many Kirkwood School District neighbor-hoods are within walking or biking distance of the district’s five elementary schools, two middle schools, and one high school. The Hough Community Learning Center provides additional learning opportunities for children and residents of all ages. These opportunities include the Kirkwood Early Childhood Center,

which is a licensed and fully accredited early education center serving families with chil-dren up to age 10. The programs offered include preschool, early childhood special education and Parents As Teachers. The Hough Center also features a Community Technology Learning Center open to all dis-trict students and residents. The Kirkwood School District and its surrounding commu-nities reflect a blend of old town charm with new suburban vitality. Residents enjoy beau-tiful parks and recreation facilities, thriving municipal business districts, large shopping malls, an open-air produce market, and a nationally acclaimed children’s science muse-um. Several parochial schools and a junior college are also located within the district’s boundaries.

PROtectION OF PuPIl RIghtS AMeNDMeNt (PPRA)The Protection of Pupil Rights Amendment

(PPRA) (20 U.S.C. § 1232h; 34 CFR Part 98) applies to programs that receive funding from the U.S. Department of Education (ED). PPRA is intended to protect the rights of parents and students in two ways:

• It seeks to ensure that schools and con-tractors make instructional materials available for inspection by parents if those materials will be used in connection with an ED-funded survey, analysis, or evaluation in which their children participate; and

• It seeks to ensure that schools and con-tractors obtain written parental consent before minor students are required to participate in any ED-funded survey, analysis, or evaluation that reveals information concerning:

1. Political affiliations;2. Mental and psychological problems

potentially embarrassing to the student and his/her family;

3. Sex behavior and attitudes;4. Illegal, anti-social, self-incriminating

and demeaning behavior;5. Critical appraisals of other individuals

with whom respondents have close family relationships;

6. Legally recognized privileged or analo-gous relationships, such as those of lawyers, physicians, and ministers; or

7. Income (other than that required by law to determine eligibility for participation in a program or for receiving financial assis-tance under such program).

Parents or students who believe their rights under PPRA may have been violated may file a complaint with ED by writing the Family Policy Compliance Office. Complaints must contain specific allegations of fact giving rea-sonable cause to believe that a violation of PPRA occurred.

gOlDeN PASS PROgRAM FOR ReSIDeNtSThe district invites residents of the

Kirkwood School District, age 60 or older, to carry the KSD Golden Pass. As valued mem-bers of the KSD community, older adults are encouraged to visit the schools often and

enjoy the variety of sports, theatrical and musical events performed by students.

The bearer of a Golden Pass is entitled to attend most public events sponsored by the district free of charge with the exception of

the annual Turkey Day Game or any state-sponsored contests. Please call the Office of Community Relations & Development, 314-213-6102, to obtain a pass.

School history:Kirkwood High School (KHS) has a long,

rich history that dates back to the founding of the Kirkwood School District in 1865. High school and elementary students attended school together in a temporary building, which opened in the fall of 1866, and later in the Jefferson Avenue School, the district’s first formal school built in 1869. African-American students attended the Booker T. Washington School, which opened in 1869 on Adams near Geyer Rd. In 1888, the district built the Adams Avenue School next to the Jefferson School and offered a two-year high school program for students completing the elementary grades. In 1896, Kirkwood offered the first four-year high school program in St. Louis County; 10 students were members of the first graduating class in the spring of 1897. In 1922, a new high school was built on Kirkwood Road, where Nipher Middle School stands today.

The present school building on Essex Ave. was built in 1955 on a 47-acre, seven building, college-style campus. Both white and African-American students were enrolled to attend high school together for the first time. Building improvements from a 1993 tax/bond issue included the Thomas N. Keating Performance Center, a fine arts complex that features an 821-seat theater, band, art and vocal music classrooms. The privately funded Walker Commons enclosed the theater lobby area connecting the Keating Center to the main campus.

Thanks to community support of Proposition I in April 2005 and the gener-osity of private donors through the Kirkwood School District Foundation, the Earl and Mrytle Walker Science Center opened in the fall of 2007. The design of the new science facility reflects current research and best practices in science edu-

cation. The two-story structure features 15 combined science classrooms/laboratories, five each for chemistry, biology and phys-ics. The former science building was reno-vated to house the World Language Dept.

Also part of Prop I, the KHS Physical Education and Sports Center opened in the fall of 2008. The Center features a new regulation-size gymnasium that was com-pleted in April 2008. The new gymnasium is used for daily physical education classes and also serves as the high school's main gym for athletic competitions. With its 1,750 seats, the new gym is the only facil-ity at the high school large enough to host assemblies and events for the entire stu-dent body. The new gym is located in the center of the campus and is connected to the school’s existing physical education facility, which has also been renovated. These renovations include air-conditioning, a new weight training and fitness center, dance studio/classroom, wrestling room and staff offices. Prop I also funded a variety of infrastructure improvements at KHS includ-ing installation of a new fire alarm and sprinkler system as well as a decentralized heating and cooling system.

locate, evaluate, and identify children with disabili-ties who are under the jurisdiction of the agency, regardless of the severity of the disability, including non-resident children attending private schools; highly mobile children, such as migrant and home-less children; and children who are suspected of having a disability and in need of special education even though they are advancing from grade to grade. The Special School District of St. Louis County in partnership with the Component Districts assure that a free, appropriate public education (FAPE) is provided to all eligible children with dis-abilities between the ages of 3 and 21 under their jurisdiction. Disabilities include autism, deaf/blind-ness, emotional disorders, hearing impairment and deafness, mental retardation, multiple disabilities, orthopedic impairment, other health impairments, specific learning disabilities, speech or language impairment, traumatic brain injury, visual impair-

ment/blindness and young children with develop-mental delays.

The Special School District in partnership with the Component Districts assure that it will provide information and referral services necessary to assist the State in the implementation of early intervention services for infants and toddlers eligible for the Missouri’s First Steps Program.

The Special School District in partnership with the Component Districts assure that personally iden-tifiable information collected, used, or maintained by the districts for the purposes of identification, evaluation, placement or provision of FAPE of chil-dren with disabilities may be inspected and/or reviewed by their parents/guardians. Parents/guard-ians may request amendment to the educational record if the parent/guardian believes the record is inaccurate, misleading, or violates the privacy or other rights of their child. Parents have the right to file complaints with the U.S. Department of

Education or the Missouri Department of Elementary and Secondary Education concerning alleged fail-ures by the district to meet the requirements of the Family Educational Rights and Privacy Act (FERPA).

The Special School District of St. Louis County has developed a local Compliance Plan for imple-mentation of State Regulations for the Individuals with Disabilities Education Act – 2004 (IDEA-2004). This Plan and School Board Policies contain the dis-trict’s procedures regarding storage, disclosure to third parties, retention and destruction of personally identifiable information and the district’s assurances that services are provided in compliance with General Education Provision Act (GEPA). This Plan is available for public review in the Office of the Superintendent of Schools during regular school hours on days school is in session.

FAMIly eDucAtIONAl RIghtS AND PRIvAcy Act (FeRPA)The Family Educational Rights and Privacy Act

(FERPA) (20 U.S.C. § 1232g; 34 CFR Part 99) is a Federal law that protects the privacy of student education records. The law applies to all schools that receive funds under an applicable program of the U.S. Department of Education.

FERPA gives parents certain rights with respect to their children's education records. These rights transfer to the student when he or she reaches the age of 18 or attends a school beyond the high school level. Students to whom the rights have transferred are “eligible stu-dents.”

• Parents or eligible students have the right to inspect and review the student's education records maintained by the school. Schools are not required to provide copies of records unless, for reasons such as great distance, it is impossible for parents or eligible students to review the records. Schools may charge a fee for copies.

• Parents or eligible students have the right to request that a school correct records which they believe to be inaccurate or misleading. If the school decides not to amend the record, the parent or eligible student then has the right to a formal hearing. After the hearing, if the school still decides not to amend the record, the parent or eligible student has the right to place a state-ment with the record setting forth his or her view about the contested information.

• Generally, schools must have written permission from the parent or eligible student in order to release any information from a student's education record. However, FERPA allows schools to disclose those records, without consent, to the following parties or under the following conditions (34 CFR § 99.31):

o School officials with legitimate educational interest;o Other schools to which a student is transferring;o Specified officials for audit or evaluation purposes;o Appropriate parties in connection with financial aid to a student;o Organizations conducting certain studies for or on behalf of the school;o Accrediting organizations;o To comply with a judicial order or lawfully issued subpoena; o Appropriate officials in cases of health and safety emergencies; ando State and local authorities, within a juvenile justice system, pursuant to specific State law.Schools may disclose, without consent, "directory"

information such as a student's name, address, tele-phone number, date and place of birth, honors and awards, and dates of attendance. However, schools must tell parents and eligible students about directory information and allow parents and eligible students a reasonable amount of time to request that the school not disclose directory information about them. Schools

must notify parents and eligible students annually of their rights under FERPA. The actual means of notifica-tion (special letter, inclusion in a PTA bulletin, student handbook, or newspaper article) is left to the discretion of each school.

School history:The Nipher Middle School building was built in 1921 and

officially opened in September 1922 as the community’s new high school. Before its construction, secondary students attended school with elementary-age children in one of the district’s first buildings, a four-room brick school built in 1869 at Adams and Jefferson. A few years after the high school opened on Kirkwood Road, a separate south building was built in 1929 to house seventh and eighth grade students in a junior high school.

Following the tradition of naming public schools for out-standing community citizens, the Board of Education chose to name the junior high school in honor of Dr. Francis E. Nipher, who had been a distinguished educator and professor at Washington University in St. Louis. The north building housed Kirkwood High School until its move in 1954 to its present location on Essex Ave.

During reorganization in 1976, Nipher Junior High School became Nipher Middle School to house Grades 6 through 8 with Grade 9 moving to Kirkwood High School.

Renovations resulting from a 1993 tax/bond issue includ-ed construction of a two-story addition to house a new library/media center, three computer labs, three regular classrooms, the main school and counselors’ offices as well as technology infrastructure, air conditioning, ventilation system improve-ments, stage renovation and interior upgrades.

In 2005, the community approved Proposition I, a two-part bond initiative that provided funds for the district’s master facilities plan and improvements throughout the district. Prop I improvements at Nipher included new water/fire main, new fire alarm, exterior door replacements, exterior painting, slate roof repairs, and gym floor restoration.

The Nipher building is a designated historical landmark

and its recent additions continue to reflect the original design of William B. Ittner, renowned school architect.

Nipher is proud of its students and their achievements. The school was named to the Missouri “Top 10” list for its 2008 MAP scores. Nipher students consistently excel in academic competitions that include the St. Louis Science Fair, Science Olympiad, Geography Bee, History Day and math competi-tions. The dedicated staff is committed to character education and to helping all students develop a sense of belonging in the Nipher learning community. PRePARINg FOR the SchOOl yeARNEW STUDENT ENROLLMENT

All students new to the Kirkwood School District enroll at their individual schools. If you do not know which school your child will attend, please call the Office of Student Services at 314-213-6105.

New students will be asked to furnish the fol-lowing items at the time of enrollment: official copy of birth certificate, social security number, a completed physical examination form with immu-nization record, and two documents showing proof of residency in the school district. Proof of residency documents include utility bill, real estate deed, lease agreement, and personal property tax receipt.

ELEMENTARY SCHOOL ENROLLMENTNew elementary students enroll through their

home school office. Parents/guardians should phone their child’s school for an appointment. Incoming kindergartners must be five years old before Aug. 1, 2009, in order to enter school in the fall.

NIPHER MIDDLE SCHOOL ENROLLMENTNew students attending Nipher Middle School

may enroll by contacting the school office at 314-213-6180.

All incoming sixth-graders and new students in Grades 7-8 are invited to the Nipher Orientation/Lunch held at the school on Aug 17 from 10 a.m. to 1 p.m.

NORTH KIRKWOOD MIDDLESCHOOL ENROLLMENT

New students attending North Kirkwood Middle School (NKMS) may enroll by contacting the school registrar at 314-213-6100, ext. 7303.

All currently enrolled NKMS students in Grades 6-8 are invited to attend one of two registration days: Aug. 10, 10 a.m. to 2 p.m., or Aug. 11, noon to 7 p.m.

KIRKWOOD HIGH SCHOOL ENROLLMENTAll new and returning Kirkwood High School

(KHS) students must register for classes before school begins. If you are new to KHS and have not

yet enrolled, please call the guidance office at 314-213-6118 to schedule an appointment. Parents/guardians of new students are asked to attend registration with their students.

KHS FRESHMAN ORIENTATION DAYAll ninth grade students are expected to attend

KHS Freshman Day on Aug. 18, 7:50 a.m. to noon. Students will follow their class schedules and attend sessions to learn more about KHS academic requirements, behavior expectations, and extra-curricular clubs and activities. Bus transportation will be provided for students participating in the Voluntary Transfer Program and for eligible resident students.

Ninth grade students will receive additional information on Freshman Day from their grade level principal in early August. Parents/guardians of ninth graders are invited to attend the first part of this morning.

KHS ORIENTATION DAY FOR NEW STUDENTS GRADES 10-12

New students entering KHS Grades 10-12, along with their parents/guardians, are invited to the first part of the morning session of the KHS Freshman Orientation Day on Aug. 18. A letter will be sent to these students in early August describing the agenda pertaining to them.

IMMUNIZATIONMissouri legislation requires every student to

have documented evidence of immunizations meeting all state requirements on file at their school. No student will be allowed to begin school on Aug. 19 unless all immunizations are up-to-date and documented. Parents who have questions concerning immunization requirements may call the Office of Student Services, 314-213-6105.

BUS TRANSPORTATIONTo be eligible for free bus transportation to and

from school, a student must live one mile or more from an elementary school, 1-1/2 miles or more from middle school, or two miles or more from the high school. Students who do not qualify for free transportation may purchase a pass for $469 for

the school year if space is available on an existing route.

Laidlaw Transit, Inc., 544 Clark in Kirkwood, has computerized all bus routes for eligible students living in the Kirkwood School District. Information regarding bus transportation was mailed directly to students’ homes in August. If you did not receive transportation information, or have questions, please call Laidlaw at 314-965-6130, or the Office of Student Services, 314-213-6105.

Students who participate in the Voluntary Transfer Program should contact Diana Brockman in the Office of Student Services, 314-213-6105, with questions regarding transportation from the city of St. Louis.

SCHOOL LUNCH & BREAKFAST PROGRAMThe district’s school lunch and breakfast pro-

gram provides students with well-balanced meals that meet state and federal guidelines. Prices are kept as reasonable as possible.

Lunch Prices for 2009-10:Elementary Students: $2.25Middle and High School Students: $2.40Adults: $2.85

Breakfast Prices for 2009-10:Students: $1.50Adults: $1.90

Family income criteria are calculated annually by the National School Lunch and Breakfast pro-grams of the federal government for a reduced-price meal program. All children in district schools receive an application in the fall. Families with chil-dren who qualify for the reduced-price program are notified by their schools. Applications are avail-able in all principals’ offices and can be made or changed at any time during the school year if an eligible family experiences an increase in family size or reduction in income.

Annually the district is required by law to notify parents, staff, and outside contractors of asbestos build-ing materials that exist in our district facilities. A careful survey of our facilities confirms that the present asbestos containing materials pose no health threat at this time.

Several years ago the district went through an extensive abatement program, which removed or

encapsulated a large majority of asbestos containing building materials as required by the Environmental Protection Agency. Located in the main office of each facility is a manual pinpointing the locations of asbestos containing materials.

The Director of Buildings and Grounds is the responsible party in ensuring the management plan is

followed. If you have any questions regarding this noti-fication or need additional information in regards to the management plan, you may contact the Director of Buildings and Grounds, Tony Koenig, at 314-213-6185.

School history:The W. W. Keysor Elementary School first welcomed

children in September 1930. The school was named for Judge William Winchester Keysor, a prominent Kirkwood citizen and president of the school board in the early 1900s. Designed by William B. Ittner, renowned school architect, the building has been expanded several times with new addi-tions designed to blend with the school’s traditional appear-ance. A wing on the south end of the building was built in 1938; a matching wing on the north end was added in 1949. In 1954, an auditorium/gymnasium was built includ-ing side wings that provided eight more classrooms.

An addition to the south end of the school was com-pleted in 1987 to house the media center (library), science/

computer lab, and rooms for reading and gifted education instruction. A covered pavilion located at the north end of the playground area for outdoor classroom and learning projects was built in 1999 thanks to the generosity of the Keysor PTO, students and community.

School history:North Glendale Elementary School opened in the fall of

1938. Two years later the north and south wings were added. In 1964, the south addition was constructed and the gym was rebuilt, moving the school office to its present loca-tion in the center of the building. Renovations resulting from a tax/bond issue in 1993 included technology infrastructure, air conditioning, ADA compliance, library renovation and interior upgrades in the bathrooms and halls.

The school often serves as a community focus for its namesake city of Glendale. The school and city have estab-lished a strong working relationship and partnership for the purpose of combining resources to benefit instruction. In 1997, North Glendale School and city collaborated to improve the school’s playground and create a school/com-munity park area. In addition to new playground equip-

ment, benches and a drinking fountain, the improved area features a quarter-mile asphalt walking/running path, which is used by both students and residents.

In 2005, the community approved Proposition I, a two-part bond initiative that provided funds for the district’s master facilities plan and improvements throughout the district. Prop I improvements at North Glendale included new domestic/fire lines, new fire alarm system, new roofing, tuck pointing, new exterior doors, new DA lift in gym and new plumbing.

In spring 2008, the school dedicated a new outdoor learning pavilion in honor of Tom Waltz, former principal who retired in 2006. The pavilion was made possible through a grant submitted by the City of Glendale, KSD and North Glendale PTO.

North Glendale School is proud to be a school where teachers and support staff are dedicated to doing what is best for students. The school has set high academic and behavior expectations for all. In recognition of student per-formance on the 2008 state MAP test, North Glendale was named to the Missouri “Top Ten” list. At North Glendale, students and staff honor this school pledge daily: “As a learner at North Glendale I will be cooperative, respectful, responsible, honest and I will persevere.” Through the efforts a supportive PTO and the many parents, university practi-cum students, high school students and senior citizens who regularly volunteer, North Glendale has established a nurtur-ing, welcoming learning community in which children can learn and grow.

School history:Robinson Elementary School was built in 1929 as a

three-story brick building and officially welcomed chil-dren in the fall of 1930, the same year as Keysor Elementary. Both schools were designed by school archi-tect William B. Ittner and are similar in their traditional style. The school was formally named the George R. Robinson Elementary School to honor a prominent com-munity member. Mr. Robinson, a co-founder of the Ralston Danforth Commission Co., is remembered for his philanthropic contributions and for establishing youth organizations in the Kirkwood community. Robinson School has expanded through building additions in 1937, 1949, 1953 and 1987. Renovations resulting from a district bond issue in 1993 include technology infra-structure, air conditioning and interior upgrades.

In 2005, the community approved Proposition I, a two-part bond initiative that provided funds for the district’s master facilities plan and improvements throughout the district. Prop I improvements at Robinson included a new fire alarm system, new light fixtures in the gym, painting the Outdoor Learning Center, and restroom plumbing upgrades. The Robinson PTO worked in partnership with the Kirkwood Park Board and school district to provide a fully accessible playground that meets all safety regulations and com-plies with the Americans with Disabilities Act (ADA). Both the school and surrounding community will enjoy the new playground facility that was completed in August 2008.

High academic standards and strong character

education are the hallmarks of Robinson School. Robinson ranks as a Missouri “Top 10” school for stu-dent achievement on state 2008 MAP tests. It is one of three schools in St. Louis County recognized by Character Plus for its outstanding character education programs. Robinson earned the African American Achievement Award for 2002 student achievement scores. Robinson was also selected as the “Do the Right Thing” school in Missouri for its “Cuddle Covers” ser-vice-learning project that provided blankets to new-borns. Robinson staff and families take pride in embrac-ing students of culturally diverse backgrounds and the school’s work in “Teaching and Leading for Social Justice Advocacy,” which began in 2002.

School history:The Kirkwood Early Childhood Center (KECC) is a

licensed and fully accredited early education center that provides collaborative and comprehensive resources for families of young children prenatal through age 10. KECC is open year round, 6:30 a.m. to 6 p.m., Monday through Friday, and offers a variety of full- and half-day programs to meet the individual needs of families with preschool children.

KECC opened in 1991 with 70 children enrolled in six classrooms housed in the former Hough Elementary School building and an adjacent one-story wing. In May 2002, KECC moved into a new and greatly improved facility which features 12 spacious class-rooms designed for preschool-age children, full gym-nasium, screening and developmental assessment rooms, a new discovery room and an activity room that offers an exciting array of tuition classes in move-ment, science, drama and art throughout the fall, spring and summer. An enhanced security system and many other new features make KECC a world-class facility. In addition, KECC is now licensed to serve 399 children. The new building is part of the Hough Community Learning Center complex.

KECC provides several options and a variety of programs for early childhood education. These pro-grams include a full-day preschool program with extended childcare, half-day preschool, parents as

teachers and early childhood special education pro-grams. In addition, a summer camp program is avail-able for children ages kindergarten-10 years.

The curriculum in KECC classrooms is developed to allow each child and family to become personally involved in the adventure of learning. This includes cognitive development in math, science, pre-reading, art and social studies; social/emotional development; language development; music and movement; field sports, water play and gross motor/gym activities. Educational assessments and developmental checklists are administered in October and March based on observations of developmental milestones. The results are shared with parents during parent/teacher confer-ences. Services for students with developmental dis-abilities or delays are readily available by an outstand-ing staff of special educators located within the build-ing. This staff also provides outreach services to our community early education partners.

The dedicated staff is committed to providing a nurturing and inclusive, yet challenging learning envi-ronment for young children throughout the various programs offered at the center. KECC is proud of the longevity of its highly qualified staff members who engage in a minimum of 15 hours of professional development annually. KECC has received recognition for being a “Positive Behavior Support” award winning

school for four consecutive years. The center is a mem-ber of the St. Louis Association for Education of Young Children (SLYAEC), the Child Day Care Association, Missouri Board of Voluntary Accreditation and a par-ticipant in the USDA Food Program. KECC also offers tuition scholarships for families receiving Title XX fund-ing.

The Parents as Teachers program at KECC offers information about early childhood development and support for expectant parents and parents of children ages birth through kindergarten age. PAT is free and voluntary and open to all parents in the Kirkwood School District. In 2008-09 PAT provided services to approximately 1,314 Kirkwood families.

The program offers a variety of services designed to help all children receive the best possible start in life. These programs include home visits conducted by an early childhood specialist; parent meetings on child-hood topics such as discipline, toilet teaching, sleep issues and sibling rivalry; hands-on activities for parents and children; and screenings for hearing, vision, lan-guage, motor and concept development. In addition, PAT offers opportunities to participate and benefit from CPR classes, parent/child interactive programs and classes, early childhood speakers, discovery room play times, grandparents club, play groups, and a babysit-ting co-op.

Volunteer & Community Mentor ProgramsKirkwood School District parents and commu-

nity volunteers have long contributed to making Kirkwood schools the best learning environments for children by donating their time and talents in a variety of ways. Volunteers assist classroom teach-ers, work with individual students, perform clerical duties, plant shrubs and flowers, or help school nurses and librarians.

In addition to the committed volunteers from each school’s PTO, other adults impact students’ lives through several mentor/role model programs under the umbrella of the Community Mentor Program. As mentors, adults serve as role models who help students establish positive goals and improve their academic performance. More than 200 residents annually take part in Community Mentor Programs.

OASIS (Older Adults Service Information System), a national organization, provides financial support and resources to train tutors. Older adults are trained to serve as language arts tutors in Kirkwood schools. Monthly sharing and training meetings for OASIS tutors are conducted in the District’s central office.

OASIS Training sessions will be held on Sept. 10, 11 and 14 from 9 a.m. to 1 p.m.

Special education Parent Advisory council

The Kirkwood Special Education Parent Advisory Council (PAC) was developed to pro-vide professional and supportive connections among parents and school staff who share an interest in promoting the education of children with disabilities. Kirkwood’s District-Level PAC meets several times each year to share informa-tion and seek input from parents on district planning for special education and related sup-ports for students. These meetings are open to everyone and are announced in the Parent Handbook and Buzz Book each year. The success of the Kirkwood School District’s educational programs is the result of strategic planning, which involves students, administrators, teachers, support staff, par-ents and community members. A Strategic Planning Coordinating Committee oversees the process and develops the school district’s mission and core beliefs.

While all Kirkwood schools are guided by the district’s mission, School Improvement Teams at each school develop goals and strat-egies for the educational programs that best fit the needs of children in their individual schools. The Teams include students, parents, staff, school board and community members who meet throughout the year. The School Improvement Teams contribute to the dis-tinct characteristics and the innovative pro-grams offered in each Kirkwood school.

cuRRIculuM, INStRuctION AND ASSeSSMeNt

Developing curriculum and instruction that best meets the needs of all children is the guid-ing force behind the Kirkwood School District’s exemplary educational programs. Quite simply, curriculum is what we teach children and instruction is how we teach children. Assessment is the measurement of learning. Curriculum for each discipline is developed after a review of best practice and state standards. A Curriculum Review Committee that includes administrators, teachers, students, parents and community members review proposed curriculum. Curriculum guides for all subjects include detailed information about what is being taught at each grade level as well as how students’ work will be assessed. Instructional methods are continually reviewed to ensure the best teach-ing techniques and research are being put to use in the classrooms. Assessments to offer stu-dents ongoing feedback are frequent and reported to parents.

ABOut the SchOOl BOARDThe Kirkwood School District Board of Education, the teaching and

support staffs, parents and community share responsibility for creating successful schools. As elected representatives, the seven-member Board of Education serves as the governing body for the community’s public school system. The school board sets district policies, selects the superintendent of schools, adopts the annual budget, and determines the tax rate. Community participation at board meetings is encouraged, and a forum for public comment is provided before each meeting.

The annual school board election is held in April. Board members serve three-year, overlapping terms with two or three members elected each year. School board members, who receive no salary, are committed and concerned citizens who devote countless hours working on behalf of chil-dren and the educational interests of Kirkwood School District residents.

SchOOl BOARD MeetINgSSchool board meetings are generally held the first and third Monday of

each month during the school year and monthly during the summer.

Meetings are held in the conference room of the district’s Administrative Services Center, 11289 Manchester Rd. at 7 p.m. District residents are encouraged to attend and may share their views with the board during time allotted before the start of regular meetings.

Residents may also express their views by writing to the Kirkwood Board of Education 11289 Manchester Rd., Kirkwood 63122-1197.
