4 morning, everybody. My name is Dan Mendel
5 and -- excuse me. My name is Dan Mendel
6 and I'm the district construction
7 administrator. I'm here with ODOT.
8 Today we're going to go over the
9 pre-bid meeting for Project 4417, PID
10 number 82288. It's the I-75 project at GE,
11 parts 1 and 2.
12 So I'm glad to see a really good
13 turnout today. Shows a lot of people are
14 interested in this project.
15 With that, has everyone signed in? We
16 have a sign-in sheet up front. And
17 definitely we need to make sure that
18 everybody's contact information gets put on
19 that.
20 What I'm going to do is I'm going to
21 make some introductions with some people
22 with ODOT, and then Chris Casson is going
23 to make some introductions on the design
24 side of things.
25 So if everybody would remember, we're

6 So, like I said, my name is Dan
7 Mendel. And to my left is Chris Casson.
8 He is the project manager for this project.
9 On the construction side I want to make
10 some mention. Cory Carfora, up front, he's
11 going to be our project engineer on the
12 site. We have Kelly Wessels. He's our
13 Hamilton County resident engineer.
14 So these are people that, whoever is
15 building this project, is going to probably
16 have a day-in and day-out association with.
17 We have Scott Kraus. He's our traffic
18 specialist here for District 8. Obviously,
19 this project has a lot of phases so I'm
20 sure everyone will get to know Scott very
21 well.
22 Also, in the room today we have Juleda
23 Stoltz. Juleda is our Southwest Regional
24 Outreach Manager. And we also have Anthony
25 Cunningham. He's our contract compliance

1 officer. There's Anthony.
2 So with that, I'm going to let Chris
3 real quick introduce some of the design
4 people involved with this project.
5 MR. CASSON: First, I think you ought
6 to introduce our district deputy director,
7 Tammy K. Campbell.
8 MR. MENDEL: I'm sorry. Tammy. Tammy
9 Campbell is our District 8 deputy director.
10 MR. CASSON: Also, we have Joe
11 Smithson up front, our geotechnical
12 engineer for District 8.
13 From the design side I'd like to
14 introduce Jeff Hackenbracht. He's the
15 project manager from IBI. We have Steve
16 Butler on the bridge side for IBI. We have
17 Scott Connor for the MOT for IBI. And from
18 the Village of Evendale we have James
19 Jeffers, who is a great integral part of
20 the aesthetics. And I don't think
21 anybody's here from GE, which I wish they
22 were.
23 That's all I have for introduction.
24 MR. MENDEL: Okay. The way today's
25 events are going to go is Chris is going to

1 go over, in a little nutshell, the project,
2 what it entails. And then Scott Kraus is
3 going to go over some of the MOT phasing.
4 And then we're also going to have Juleda go
5 over some stuff involving this outreach
6 program. Then also everyone, after the
7 pre-bid meeting, they're invited down below
8 in our conference rooms E, F and G for a
9 matchmaker event.
10 So before I turn things over to Chris,
11 I just want to mention a couple things.
12 With this project, it has a DBE goal of 13
13 percent. All right? For everybody the bid
14 date on this is going to be February 16th
15 of 2017, and the completion date is June
16 1st of 2020. So with that, then I'll let
17 Chris go through the presentation.
18 MR. CASSON: As everyone knows, it's
19 the improvement of I-75 from basically
20 south of Shepherd to north of Glendale
21 Milford.
22 I'm going to start with a little
23 flyover video that we had made just for
24 a --

2 This project is first of the overall
3 phases of Thru the Valley. And,
4 unfortunately, I wasn't involved in the
5 beginning of it. There's been many project
6 managers involved.
7 I came in late. IBI's been around
8 through the whole scenario. So I came in
9 after Stage 3.
10 So this project from -- in the
11 planning development phase has evolved,
12 since Stage 3, dramatically, but I think
13 we've come up with a pretty good plan.
14 GE is a vital part. So what I'm going
15 to do is just basically give an overview
16 of, not the great detail of the plan, but
17 some highlights, some changes, and
18 revisions through the PowerPoint. And then
19 I know you're all probably wondering where
20 the first addendum is, which will be sent
21 up today to be issued.
22 So I'm just going to go through this
23 PowerPoint real quick, and then we can go
24 into questions.
25 It starts 12.60, 82288, Parts 1 and 2.

1 Again, we have the Shepherd today as it
2 looks. Shepherd in the desired final
3 configuration.
4 Vision Way as it looks today in the
5 southbound flyover. So it will end up
6 being Neumann Way and Vision Way
7 connecting.
8 So then we have Glendale Milford today
9 as it stands. And in the final
10 configuration. This just shows the
11 additional roundabout on the GE property.
12 This project will have partnering, a
13 formal partnering meeting. We all know how
14 that is; one-day session.
15 The project has the aesthetics.
16 Village of Evendale came in in April
17 and we've added towers, decorative railing,
18 lighting. We've got grading for landscape.
19 Community logos were already in there.
20 This is the aesthetics conceptual from
21 the beginning. The walls have changed
22 through the design process which are now
23 parallel to 75.

1 The logos. There's a pre-bid on the
2 logos. Size will be changed. This is the
3 Village of Evendale logo as it is in the
4 plan. Here's the new logo. This will be
5 in the addendum. We're going to put
6 federal color numbers with it.
7 Within this project there was a
8 previous demo project in advance to this,
9 but there are still some parcels, three
10 parcels with five structures that need to
11 be demoed.
12 The TOPO in the plan and the plan set
13 was not updated, so all the buildings that
14 were previously demoed are still shown in
15 the plan views and the Xs on them.
16 So I wanted to highlight that there's
17 three parcels requiring demo. There's
18 parcels 345, 334 and 18.
19 And, again, I said five structures on
20 three parcels. And it's the building demo
21 has been inserted on the sheet 1459.
22 These are the three parcels that are
23 needing demo; 1400 Shepherd, 1410 Shepherd,
24 Cook's Garage, 105 Shepherd, and the house
25 with it, which is really 104 Catherine.

1 The fuel canopy is gone now. And then we
2 have 800 Shepherd, and the aerial view of
3 right at the off-ramp northbound to
4 Shepherd.
5 The mainline pavement, cement
6 stabilization. This is a change in our
7 ODOT policy. Cement stabilization shall be
8 performed on the mainline pavement. No
9 exceptions. No non-performances. Why? It
10 is part of the structural number now.
11 The 302 base course is reduced. So
12 just because you have a small area, we
13 still need to find a way to have it done or
14 do something different.
15 As I mentioned, GE. GE is a vital
16 partner in this. And we're actually,
17 basically, encroaching, building a new
18 public roadway within, basically, a secure
19 facility.
20 As you can see, from Shepherd at the
21 bottom to Glendale Milford at the top, GE
22 is an integral part of the entire project
23 limits.
24 So coordination with GE is critical.
25 Why is it critical? Community partners are

1 critical, but GE, in this case, is very
2 critical because they have 10,000 employees
3 per day. That's 20,000 trips.
4 It looks like this (indicating). They
5 have secure areas. We need coordination.
6 They're going to have to move fences.
7 They're going to have temporary fences.
8 And they have a contractor on board that
9 actually works for them. Some of it's in
10 the right-of-way settlement. The temporary
11 fence, because they have their access in
12 controlled areas, they have gate concerns.
13 Some will be closed. Some will be moved.
14 Some will stay open all the time.
15 GE receives material deliveries. GE
16 ships finished products. Some big
17 products.
18 GE also has an expansion going on,
19 which means they're going to have
20 contractors, they're going to be building
21 buildings, have deliveries. 60 to 70
22 million per year for four years. So it's
23 going to be congested.
24 That's why in sheet 62 we have this
25 maintenance of traffic sequence of

1 construction in which Scott Kraus came up
2 with as far as GE being a partner. So I
3 know it's always the contractor's right to
4 revise, but GE shall have a say in it.
5 They are our partner. That's why GE
6 coordination is critical, future work and
7 the MOT.
8 I'm just going to briefly go over
9 through the MOT, if Scott wants to jump in
10 here.
11 We had an exhibit, and it mainly
12 concentrates on the Neumann Way part. 75's
13 pretty straightforward to Shepherd. On the
14 west side it's pretty straightforward.
15 There's eight phases plus the Pre-
16 Phase 1. Neumann Way and GE is basically
17 in all phases. The mainline 75 majority
18 really is in northbound Phase 4 and 5, the
19 southbound is in 7 and 8.
20 The Pre-Phase 1, Phase 1 and 2 and
21 Shepherd cut-out here from that exhibit,
22 actually as gate six closes for GE, gate
23 four will be open all the time, and
24 building gate five, the Shepherd
25 improvements, and Pre-Phase 1 from the

1 temporary pavement on the southbound 75.
2 And that's one large parking lot in Phase 1
3 of the highlighted area of GE.
4 For the Glendale Milford Bridge Phase
5 1 and 2 they'll have part width in the
6 north end on the GE roundabouts. The
7 entrance will be built there with a ped
8 structure.
9 In 3, 4 and 5, if you build a
10 temporary road, after Phase 3 where the 75
11 northbound, the collector will go away, so
12 then the highlighted area on the south and
13 the orange part will be a two-way internal
14 movement for GE.
15 In Phase 4 and 5 on the upper part
16 there in the corner where the flyover and
17 the ramp ends.
18 Then we have 5, 6 and 7 at Shepherd.
19 At the end of Phase 5 Shepherd is closed.
20 Phase 7 in this one for building -- yeah --
21 for building the 4 and 5 below, and then
22 Phase 7 for the Neumann approach.
23 Phase 8 is the tie-in on Neumann where
24 that's in a parking area to the roundabout,
25 which is now Magnolia Drive.

1 The detours when Shepherd's closed.
2 So if you're southbound, you'll go down to
3 Galbraith. And then the Shepherd Avenue
4 bridge over 75 mainline for southbound
5 vehicles and trucks that currently use
6 Lincoln, Shepherd Lane access via the
7 southbound frontage road will now continue
8 to Galbraith in detour two.
9 In detour three, southbound vehicle
10 trucks that currently use the Lockland Road
11 entrance ramp to 75 southbound will be in
12 the southbound frontage road. Will use the
13 temporary Shepherd Lane entrance ramp to 75
14 northbound, take 75 to Glendale Milford and
15 loop around.
16 The revisions are ongoing. There will
17 be an addendum issued that will be sent out
18 today to answer all the pre-bids and the
19 revised sheets. There's 55 revised sheets.
20 The revisions that I have here will
21 probably not be in the first addendum.
22 We're going to revise the field office. It
23 will mimmick what's used on the Jeremiah
24 Morrow. So it will be a Type C, App per
25 plan. Still have to do a little bit of

1 tweaking based on Internet and some other
2 little items.
3 There will be a revision to change the
4 surface of 75 to Supplemental Spec 806 of
5 the Asphalt Concrete with Joint Density is
6 incorporated.
7 And the signal poles there's a couple
8 items. All signal poles will be black
9 except for Shepherd and Mangham. That will
10 be in the first addendum. The signals in
11 the proprietary part withing the current
12 plan has Vision Way and Ramp Z as the
13 proprietary. That will be revised to ODOT
14 standard.
15 There is a change. There's a quantity
16 bust in the barrier, end anchors, and
17 treatments, which will be corrected.
18 So in the revisions part we've got the
19 field office, the 806 for the Asphalt Joint
20 Density, some proprietary equipment
21 changes. We have the signal pole colors,
22 and the barrier end anchors and treatments
23 will be updated with revised sheets.
24 Additions. We've got Proposal Note
25 128, Unauthorized Lane Use, that I left out

1 and will be added. Supplemental Spec 902,
2 Conduit Inspection. We will add monitoring
3 wells adjusted to grade. On Cook's parcel,
4 or Cook's Garage, there's going to be some
5 part where there's monitoring wells it's
6 ongoing. We have to figure out which ones
7 have to stay yet. So some of them will
8 have to be adjusted to grade.
9 We're going to add thermo markings for
10 winter to be as directed by the engineer so
11 the contractor's not maintaining pavement
12 markings during the winter. It should be a
13 low rate application spray.
14 We're going to add a quantity for mill
15 and fill on Vision Way south down on to
16 Shepherd, Mangham. The quantity -- we'll
17 be using that in the detour; so we want to
18 restore it at the end for the locals.
19 There are three locations where GE has
20 some future expansion so we're going to add
21 three locations for a utility duct bank.
22 It's six six-inch PVC conduits crossing the
23 road. Pretty minor. But it will be part
24 of the first phases in Phase 1 with
25 northbound on the north end for the

1 building 800 in the roundabout.
2 So those will be additions; the three
3 utility ducts, mill and fill quantity for
4 Mangham from Vision Way south, thermo
5 markings. It will be as directed by the
6 engineer. It will be their choice, make
7 the decision based on when the phasing
8 flops. Monitoring wells adjusted to grade.
9 Also, GE in the right-of-way
10 settlement they had monitoring wells
11 throughout their campus that they are,
12 basically, abandoning and restoring as part
13 of the right-of-way settlement. And that's
14 ongoing now. Supplemental Spec 902,
15 Proposal Note 128. Like I said, I wasn't
16 going into great detail other than
17 revisions and additions.
18 There is one -- I'd like to add one
19 thing, because Mr. Bassil brought it up.
20 As you know today, these plans and the
21 pavement marking plans are shown that, even
22 though we're adding a fourth lane, it shows
23 only three mainline.
24 The department is doing a practical
25 base design and seeking funds to do the add

1 lane from north of Glendale Milford to 275
2 and not do the Sharon Road improvement so
3 we can -- on opening day when this happens
4 we hope to actually be able to open the
5 fourth lane.

17 So I'm Juleda Stoltz. I'm with the
18 Office of Outreach. I cover District 7, 8
19 and 9.
20 If you're not familiar, the Office of
21 Outreach was created a little over a year
22 ago and we're here to assist contractors
23 who want to get involved with ODOT in any
24 way, shape or form, whether that be
25 certification, meeting other contractors,

1 or finding opportunities.
2 And I put my contact information on
3 the first page. Feel free to call me. I

5 I just want to reiterate that there is
6 a 13 percent disadvantage business
7 enterprise goal on this project. And based
8 off the preliminary estimate, that could be
9 up to a million dollars in opportunities
10 for DBE firms.
11 All bidders have to submit their
12 utilization plan at the time of the bid.
13 That's in your Proposal Note 13. If you
14 have questions, that would be Anthony
15 Cunningham. And to find firms you visit
16 www.ohio.sdbe.org and there's a directory.
17 And if you need any assistance, feel free

19 Although, we do have such a large
20 goal, every ODOT work type is included in
21 this project. So there are a lot of
22 opportunities. And we do have some DBEs
23 here that are going to be participating in
24 our matchmaker later.

8 directly follow the close of this meeting

13 I put the Project 170042 on the wrong
14 bullet point, but there's another project
15 relating the same day as the project we
16 were just speaking about on February 16th.

19 contract. It was estimated around 23

15 page 61, if you want to look at it for
16 reference. Two different Class A, Class B
17 Temporary Pavement specs. And they both
18 say as per plan. Specification lets you
19 substitute additional 302 and move 304. Is
20 that permitted under this as per plan note?
21 MR. CASSON: I was looking at this the
22 other day. We'll have to look into it
23 based on -- it actually changed based on
24 the 2016 specs. I think this was done for
25 the 2013 specs.

7 and shoring note. It's listed under 690.
8 So it's not clear if design is required.
9 If it was a normal cofferdam bridge and
10 sheeting there's a spec for that, but since
11 it's 690 it's not clear.
12 MR. CASSON: Scott Connor can correct
13 me if I'm wrong, but I believe that was in
14 one of the phases for the Glendale Milford
15 and the ramps or it was minor fills,
16 partition. So it wasn't over the drop-off,
17 but it was -- it was borderline whether
18 it's needed or not.
19 MR. CARTER: The spec says if it's
20 holding up traffic. It is.
21 MR. CASSON: True.
22 MR. CARTER: This is holding up
23 traffic.
24 MR. CASSON: What I'd like to do is

2 to help all the contractors in the room,
3 you know, understand the project and
4 provide a more accurate bid.
5 MR. GRDINA: Mark Grdina with the
6 Great Lakes Construction Company. Staying
7 on that topic with the temporary pavement
8 as per plan, is there any explanation that
9 you can give us why the concrete option is
10 not allowed?
11 MR. CASSON: In the past where we've
12 used the concrete option it's been -- the
13 removal of and restorations become an issue
14 sometimes to contractors want to leave it
15 in certain times, and that was one of the
16 driving reasons, but coming in late I would
17 have to look for additional reasons why
18 not.
19 MR. GRDINA: I mean, if you can't find
20 any reason and the contractor so chooses to
21 use concrete, could you investigate that?
22 MR. CASSON: I will follow up with --
23 if you want to ask at pre-bid or I will
24 actually post one myself for the concrete
25 option and answer it.

13 pavement also using stabilized subgrade

18 embankment in per spec, do we really need

1 note says, that LEO's associated with these
2 overnight closures is considered incidental
3 to the closure. That seems to be
4 contradictory having what would seem to me
5 that they ought to be covered. You want
6 them out there. We want them out there.
7 Traveling public does.
8 MR. KRAUS: The intent behind the LEO
9 being incidental is to minimize the number
10 of durations -- or the number of closures
11 to minimize the impact of traffic.
12 MR. CRAWFORD: So that's the incentive
13 for minimizing them is not you guys not
14 paying for the LEOs?
15 MR. KRAUS: That's the intent behind
16 the note. I'll confirm with central office
17 and revise if necessary.
18 MR. CRAWFORD: It seems to me that any
19 time you're going to have something closed,
20 you ought to have them there. I agree.

21 just -- your definition or our definition
22 of close proximity isn't clear.

9 where you're exposing a truss to traffic.
10 I assume you want a barrier wall in these

13 addendum, in that Pre-Phase 1, we're adding
14 a barrier wall to that.
15 MR. CARTER: Okay.
16 MR. CASSON: We'll have updated
17 sheets.

20 MR. CARTER: And in the south and
21 crossover where you're taking down the wall
22 through the valley, there's going to be a
23 blunt end on that wall once you take that
24 down. It seems like you're going to need
25 some sort of attenuator or something on

3 it out. Well, my idea is to close it. Is

5 MR. CASSON: Yeah. There will be a
6 clarification issued on this. It was on my
7 agenda to do based on the -- we were
8 thinking of a weekend closure. And that
9 will be updated in the addendum.
10 MR. CRAWFORD: Thank you.

14 about the additive alternates for the
15 towers being built partly up so far in this
16 project, and then actually they'll be a

19 So it will not show up in your bid, is that
20 correct, it's going to show up as a penny?

23 determined by whether or not, if you select
