National Climate Change Action Plan 2011-2028 (Climate Change Commission)

Knowledge and Capacity Development- Outcomes

Enhanced knowledge on the science of climate change;

Enhanced capacity for climate change adaptation, mitigation and disaster risk reduction at the local and community level; and

Established gendered climate change knowledge management accessible to all sectors at the national and local levels.

Why Knowledge Management

Enormous volume of information/literature in climate change

Storage and Retrieval of Documents There is a need to disseminate

information Information literacy of everyone climate

change There is a need to apply these

knowledge

Knowledge Management

"Knowledge management is the process of capturing, distributing, and effectively using knowledge.“ (IN Koenig, 2012)

Explicit Knowledge information or knowledge that is set out in tangible form. (i.e.

information resources like books, maps, photographs, etc.) Implicit Knowledge

information or knowledge that is not set out in tangible form but could be made explicit (i.e. Best Practices, Lessons Learned)

Tacit Knowledge information or knowledge that one would have extreme difficulty

operationally setting out in tangible form (i.e. skills, talent)

Knowledge Management

Not just producing database or website or library

It’s a process of transferring Explicit to Implicit to Tacit knowledge

The project is a pilot, to develop and demonstrate approaches that would enable targeted communities to adapt to the potential impacts of climate variability and change.  This would be achieved by strengthening existing institutional frameworks for climate change adaptation, and by the demonstration of cost-effective adaptation strategies in agriculture and natural resources management.

Component 3: Enhanced provision of scientific Information for climate risk management The objective of this component is to

improve the access of end users in the agriculture and natural resources sectors to more reliable scientific information, to enable more rapid and accurate decision making for climate risk management.

Subcomponent 3.1: Strengthening the provision of climate information to guide the design of adaptation actions. This subcomponent promotes the understanding and use of climate risk information in the design of adaptation activities

Subcomponent 3.2:Strengthening institutional capacity for effective climate risk management. This subcomponent strengthens the institutional capacity of PAGASA and other organizations to provide climate risk information; and more broadly, to capture and analyze data, including through modeling, to better understand climate change trends over time, and make this information available to policymakers, project managers, and the public
