Unplanned Shutdowns Resulting in Production Losses

Actions Implemented: Technical committee was formed and study was conducted, 16 Recommendations were

Identified. Action plan to implement 16 Recommendations were developed and progress is being monitored. All Unplanned Shutdowns are being Investigated/Studies through RCA methodology. Targets to reduce Unplanned S/Ds are included in SMAIP/MAIP/TAIP objectives Program with Shell Global Solutions to improve asset integrity & reliability under finalization.

Adherence to Turnaround Manual“Extension of Shutdowns”

Actions Implemented: Effective Implementation Turnaround manual & ensure adherence by performing continual

audits. Establish new Team Leader post dedicated to facilitate all refineries Turnaround. Study the possibility of conducting in house training for contractors manpower. Nominate dedicated team to carry out critical jobs. Program with Shell Global Solutions to improve asset integrity & reliability under finalization.

Actions Implemented: Re-hiring through contractor manpower. Re-hiring experienced operators personnel as trainers & mentors. Promote Non-Kuwaiti operators to panel operators position to cover any shortage in that level. Increase training intensity for newly joined operators. Agreement with SK to improve operational competencies is under finalization

Non Availability / Poor Quality of Feed

Kuwait Oil Company (KOC) & Kuwait Gulf Oil Company (KGOC) are responsible for Oil production & blending. Hence, recently the impurity level of Crude/Gas/Sour Gas supplied to KNPC is fluctuating with regard to:

• Gas feed from KOC for AGRP unit• Sulfur content of crude• Heavy crude from KGOC

Challenge Overview

Actions Implemented: Communication Plan developed with KOC to take quick actions on crude quality deviation & and

rectify any off spec. Open communication with KGOC to monitor Eocene qualities. Seek external consultant assistant to analyze AGRP feed at KOC and KNPC. Processing of crude in MAA to produce Bitumen compensating shortage in heavy crude feed.
