In an era of increasing concern about the effects of climate change, renewable energy and biofarming have become key issues for New Zealand and its key trading partners.

Dependence on fossil fuels is still a major burden for these countries and territories. It generates very significant costs, both economically and environmentally. While we have seen recent progress towards renewable energy and biofarming in the region, we still need to do better.

New Zealand was a pioneer of First-generation renewable energy technologies and receives around 70-75% of its domestic electricity needs from hydro and geothermal sources. Another 5% is generated from wind and biomass. Mäori tribes are already significant players in geothermal generation, with the biggest operator being the Taupo-based Tuaropaki Power Company which has a 75% share in the 113MW Mokai station.

New cutting edge developments in biofuels and solar energy are currently being pursued and these clean energy technologies will soon become commercialised. New Zealand aims to utilise science and technology to promote overall investment appeal to international companies.

Mäori tribes own significant geothermal resources which are far from fully being realised and efforts are underway to investigate the potential of a $2 billion geothermal power generating company owned by Mäori tribes.

Total global investment in renewable energy is now around $250 billion and surpasses the amount of money the world invests annually in fossil-fuel and nuclear power stations. Future forecasts estimate that within 10-15 years this investment will double to $500 billion per annum particularly as international climate change obligations are met and the world's global fossil-fuel supplies dwindle.

BENEFITS OVER 10 YEARS: By 2020, it is predicted that the total global clean technology spend will reach NZ$3.34 trillion with growth being driven by three of New Zealand's major trading partners USA, China and Korea. Globally there is an estimated 3 million direct jobs in renewable energy industries, with about half of them offered by the biofuels industry. CLEAN ENERGY

AQUACULTUREMäori own a substantial stake in commercial fishing and control or influence more than 30 percent of the sector. Seafood is New Zealand’s fifth largest export earner generating NZ$1.54 billion per year and employing more than 26,000 people domestically.

In 1992, Mäori tribes entered into an agreement with the Government that involved purchasing fishing assets, valued at around $170 million. This included a 50% ownership of the country’s largest fishing company – Sealord Fisheries. Mäori own up to 50% of all domestic fishing quota and are the largest exporters with assets estimated to be valued at more than $1 billion.

The value of this harvest ranges from $1.2 to $1.5 billion, of which the aquaculture industry contributes about $400 million per annum. Of the $400 million industry revenue, $298 million was generated in exports.

Aquaculture is the world’s fastest growing primary industry and currently produces about 47% of seafood consumed world wide. Mäori tribes are currently positioning themselves at the high-end of the market, exporting premium seafood products around the world.

New Zealand aquaculture products are exported to 79 countries and considered among the world’s best seafood.

Carbon trading, sometimes called emissions trading, is a market-based tool to limit green house gases (GHG). The carbon market in emissions is regulated by the Emissions Trading Scheme with carbon credits called New Zealand Units (NZU’s) that pay for or offset GHG reductions.

Mäori tribes with forests hold more than 30% of all NZU allocations which are estimated to be worth $NZ 600 million. Owners of these forests have presented an economic development plan to grow the value of these assets to $2 billion through forestry planting efforts and movement into processing and value-adding industries including biofuel energy production.

Participants in the NZ ETS must surrender one emission unit (either an international 'Kyoto' unit or a New Zealand-issued unit) for every two tonnes of carbon dioxide equivalent emissions reported or they may choose to buy NZ units from the government at a fixed price of NZ$25.Member firms that do not have enough allowances to cover their emissions must either make reductions or buy another firm's spare credits. Members with extra allowances can sell them or bank them for future use.

Mäori foresters are currently working to stop the flow of international credits into New Zealand and the Government’s plan to earn NZUs from the Government because their trees absorb greenhouse gases. These groups and others can then trade NZUs – those with spare NZUs can sell them to those who have to surrender units.

BENEFITS OVER 10 YEARS: Aquaculture NZ has a sales target for the aquaculture sector of $1 billion by 2025 which will rival the country’s wine and wool industries. This would grow the country’s exports to over $500 million generating more regional jobs and will benefit associated industries.

BENEFITS OVER 10 YEARS: According to the Iwi Leaders Forum, the carbon trading industry could generate 50,000 new long term jobs over 10 years, NZ 2 billion fiscal and budget benefit to New Zealand, significant environmental and rural (Mäori) economic development benefits.

CARBON TRADING

Biological or organic farming is a high value sector that is growing at approximately 8% globally per annum. It is an approach to farming that produces crops or meat without using synthetic chemicals or pesticides with the aim of ensuring there are no harmful residues in these foods.

World wide, organics is now valued at over USD$60 billion and is estimated to reach USD$104.5 billion by 2015. The success of the sector is being driven by demand for food that is safe, clean and true to label.

Organics and other high value agriculture and horticulture production systems could generate an additional $8 billion and 3,600 jobs to the Mäori economy.

Organics is a growth market globally with enormous potential to benefit New Zealand’s economy, people, and the environment. The total value of the organic sector in New Zealand is estimated to be between $340-$360 million.

Exports are a key component of the New Zealand organic sector and is estimated to be worth $39-49 million. Mäori landowners identify that around 960,000 hectares of tribal lands has the potential to be brought under high value farming industries such as organics. This could generate an additional $8 billion and 3,600 jobs to the Mäori economy.

BENEFITS OVER 10 YEARS: 3,600 new long term jobs over 10 years for an investment of under $3 billion with a contribution of $3.7 billion to gross domestic product.

BIOFARMING

Manuka honey is produced in New Zealand and Australia from the nectar of the manuka tree (Leptospermum scoparum). It grows best on the East Coast and the Far North. It is one of the Mäori economy’s most exciting industries and New Zealand’s honey exports have grown at a rate of 30% over the past 10 years.

New Zealand earns the highest premiums for honey in the world, a success which is largely driven by high value processing of manuka honey for pharmaceutical and biotech markets. Manuka grown in New Zealand has been scientifically proven to have powerful antibacterial properties and was used by Mäori for hundreds of years who like the ancient Egyptians used it as health purposes and as a wound dressing.

Its particularly high antiseptic potency is now sort by pharmaceutical and biotech companies world wide with Mäori landowners often leasing their land to honey farmers or opting to farming the land themselves. Today, New Zealand is a leader in producting manuka honey for biotechnologies for human healthcare applications, functional foods, dietary supplements and wound-care products.

Manuka honey commands prices 10 to 20 times higher than other types of honey because of its anti-bacterial properties. Exports are estimated to be worth NZ$120 million a year.

BENEFITS OVER 10 YEARS: Research is underway to help develop husbandry techniques to support the emerging practice of Manuka plantation. The industry projects that it will grow to be earn $1 billion per annum as reliability of supply and boosted yields meet the growing demand for medicinal Manuka honey products.
