KCUE’s function and role
Overview of KCUE
■ The Korean Council for University Education (KCUE), as a consultation body and an
intermediary between the government and the universities, seeks to promote sound
development of universities through autonomous rule and mutual cooperation in the
universities to bring together and represent the collective voices of universities to the
government and the National Assembly; and to conduct projects commissioned by
the government. That is, through the process of building consensus and cooperation
between universities, the KCUE helps Korean universities make progress in their
pursuit of achieving greater autonomy and fulfilling their responsibilities in response to
the expectations from the government and the public.
■ The KCUE serves as a buffer between universities and the government by faithfully
representing the universities’ needs and guiding the right direction for future policy
development. In addition, the KCUE conducts projects commissioned by the government
and supports universities. Furthermore, the KCUE submits opinions to the National
Assembly in regard to enactment and amendment of laws related to university
education. The KCUE periodically receives parliamentary audits of overall projects and its
implementation to ensure its role as a public institution. The KCUE provides transparent
information to raise public trust in universities and higher education.
■ The KCUE has four-year universities as members, and its membership stands at 204
universities as of 2015. The KCUE has a total budget of KRW140 billion in 2015, which
is financed by membership fee from member universities and government fund for the
KCUE’s services such as college entrance administration, university evaluation and
public disclosure services.

Key projects
■ The KCUE’s key projects include student selection for university admission, accreditation of
universities, development of the information disclosure system, and policy consultation and
proposal for the government.
1) College Admission system■ The KCUE is commissioned by the Ministry of Education to administer the univesity
admission in accordance with the Higher Education Act and the enforcement
decree of the said Act, while the Ministry of Education manages and oversees the
establishment of college admission policies and their implementations. The KCUE
establishes the College Admission Committee and mediates opinions of various
stakeholders such as the government, universities, high schools, college admission
consultants, parents organizations and related authorities in order to finalize the
framework of the college admission. Individual universities submit admission plans
(e.g. rolling and regular admission requirements) to the KCUE. The KCUE checks
the admission plans to confirm that they are in compliance with the basic framework
and announces these admission plans. Universities admit students on a rolling and
regular basis, and the KCUE collects and publishes student selection results.
2) University Information Disclosure Service■ The KCUE undertakes the university information disclosure project commissioned
and overseen by the government in accordance with Act on Special Cases Concerning
the Disclosure of Information by Education-related Institutions and the Enforcement
Decree of the said Act. The university information disclosure project defines the scope
(subjects) of information research and research guidelines; conducts research into
information disclosed by universities, specialization of universities, departments and
majors; verifies collected data and discloses it on a regular (April, June, September
and October) and ad-hoc basis to satisfy the public’s right to know.

3) University Evaluation and Accreditation■ The KCUE is designated as an accreditation agency by the Ministry of Education and
conducts the university accreditation project to evaluate and accredit universities in
accordance with regulations related to higher education and the accreditation of higher
education institutions. Under the university accreditation project, individual universities
conduct their own evaluations and the KCUE’s evaluation commission verifies their
evaluations by conducting a paper-based and on-site review. At last, the university
evaluation accreditation committee conducts a final review and notifies universities on
whether they are accredited or not.
4) Policy proposals and globalization on Higher Education■ Meanwhile, the KCUE, as a consultation body for four-year universities, collects and
represents opinions of member universities about current issues and policies, searches for
ways to address issues facing the universities and makes policy proposals and suggestions
to the National Assembly and the government. In addition, the KCUE shares information
and cooperates with university consultative bodies around the world to promote the
globalization of higher education in Korea and offers training programs for university
faculties and employees to enhance their professional competencies.
■ In summary, the KCUE is the only consultative body established voluntarily by four-year
universities in Korea, and its key responsibilities include policy development and support
by collecting universities’ opinions, performing government-commissioned projects, and
promoting cooperation among universities. In addition, the KCUE plays a key role as a
partner in the global university community to lay foundation for the development of the
higher education and make a timely response to fast-changing issues in higher education.

1. College Admission System
A. Standard College Admission System
Screening focus on student transcript: Student transcript is reflected as key criteria and divided
into the following two types.
• Student transcript on curriculum: the key criterion is a curriculum-focused student transcript.
Student transcript is weighted depending on the characteristics of the admission group.
• Comprehensive student transcript: University admission officers screen students, taking
into consideration comprehensive factors such as non-curriculum/curriculum-related
student transcript, self-introduction, letter of teacher’s recommendation and interviews.

• Screening focus on essay writing : the key criterion is essay writing. In the case where
universities give essay writing tests but places a greater weight on student transcript than
essays, it is classified as the screening focus on student transcript.
• Screening focus on practical demonstration of skill and competencies : the key criterion
is demonstration of skills. It includes special talent admissions.
• Screening focus on Korea Scholastic Aptitude Test (KSAT) : The key criterion of regular
admissions is the KSAT results.
B. Type of admission and timing • The types of college admissions include rolling (September to mid-December), regular
(mid-December to mid-February) and additional admissions (mid- to end-February).
• Admission schedules are at the discretion of individual universities.
C. Application methods • Those who seek to get admission to universities can apply for rolling, regular and
additional admissions.
• Under the rolling admission, applicants can apply for only one group per screening type,
and the number of applications must not exceed six.
• �In the case of regular admissions, universities are divided into three groups (Group A,
Group B, Group C) and applicants can apply for only one university per group.
• Additional admission is applicable to the case where the number of open study places is
greater than the number of candidates.

A. Meanings • Accreditation: a system to determine whether universities satisfy basic requirements as
educational institutions and to provide public confidence by making the results public.
� �·�Accreditation subjects are not limited to several programs but the whole of institutional
management.
� �·�Experts’ opinions are used to confirm whether universities meet the accreditation
criteria.
� �·�Social respectability is accorded to universities which satisfy the criteria by publishing
