THE Kouga Municipality isset to dispose of over 30properties in a bid to gen-

erate a substantial amount of in-come to provide effective and effi-cient municipal services.

A list of immovable municipalassets has been compiled that hasbeen earmarked for alienation.Immovable assets include proper-ties - both residential and business- in JeffreysBay (11), Aston bay (2),Humansdorp (4), Sea Vista (5),Kruisfontien (3), Loerieheuwel (2),Hankey (2) and Pellsrus (4).The Ben Marais Caravan Park

inHumansdorpwill also beup forsale, as well as the Jeffreys BayCaravan Park which currentlyhas an occupancy rate of 7%. Theselling of the Gamtoos MouthCaravan Park and the PellrusCaravan Park must still be ap-proved and has been put aside forfuture consideration.Investment proposals are fur-

thermore sought for the JeffreysBay Golf Course area and adjacentproperties to optimise its potential.All the identified assets fall

within the municipal area of ju-risdiction.According to councillor Ver-

non Stuurman, the municipalityis suffering huge losses due tothese immovable assets whichhave become a financial burden,especially parks. “It is the corefunction of the municipality tomakemoney, and these assets arenot optimally used to generatesufficient income. We must dis-pose of these assets urgently.”Municipal spokesperson Mfun-

do Sobele said: “The municipalityappointed aLandAlienationCom-mittee, comprising of councillorsfrom both parties, to identify landthat can be used and to advisecouncil on the legislative processthat will have to be followed. Thecommittee was also tasked toidentify land which does not cur-rently have or is required to offerbasic municipal services.“Wewill also be consulting with

the National and Provincial Trea-sury where there are uncertain-ties and seek consent where neces-sary.”The municipality will now ad-

vertise their intention to disposeof the identified properties.

AFTER more than six months of discomfortand unbearable gravel roads, the causewaylinking Aston Bay to Paradise Beach is final-ly open to traffic.

“Paradise Beach commuters are now ableto drive over the Seekoei River withoutbreaking the law or having to zigzag througha maze of culverts,” said Paradise BeachNeighbourhood Watch chairperson, JohnWiehahn.

“Inclement weather, especially late Au-gust, played havoc with the work schedule.Only two-thirds of the culverts, four rows ofthe total ten length (40 culverts) could befirmly bedded and cemented in place leavinga two row or 20 culvert gap. However, as a

concession to the long-suffering ParadiseBeach commuters, the causeway has beenopened to traffic.

“The section where 20 culverts still needto be fitted will, of necessity, only allow a sin-gle lane of traffic in the interim. This shouldbe rectified very soon.”

According to Wiehahn the causeway wasofficially opened with a braai on August 29..The project, which saw the structural re-pair of the causeway across the Seekoei Riverat a cost of over R2 million, was originallyestimated to be completed by the end ofMarch this year.

The work included repairs to damagedareas on the culverts, as well as structuralrepairs underneath the small bridge.

A DA-member leaked confidential information to amember of the public.

This is according to councillor Vernon Stuurman. Atthe ordinary council meeting on Friday, he tabled a mo-tion of exigency, in which he requested an investigationbe conducted as he believed confidential informationhad been supplied to MP Van Lingen in February 2012.

According to Stuurman he has faxed proof of this alle-gation. “Van Lingen is a community member and cur-rently very vocal when it comes to matters of the Kouga.The necessary steps should be taken against all parties

involved.”According to municipal spokesperson, Laura-Leigh

Randall, the matter is now before council.“The next step, as per Council’s decision on Friday,

is that it will be tabled and discussed formally as an item,with supporting documents, at the next Council meet-ing. At this stage it would be premature to speculateabout the possible outcomes. It would depend on Coun-cil’s deliberations.”

Van Lingen said: “What one must remember is that Iam the constituency leader and therefore the politicalleader for the DA in Kouga, Koukamma and Baviaans.Any of the caucuses may ask me for advice or to obtainany party or legal opinion on any matter or issue.”

THE meeting of the Kouga Council lastFriday eventually had to be adjournedwith the most important items on theagenda being withdrawn.The DA councillors left the meeting af-

ter theANCCouncillors took an extendedcaucus and simply took their time to re-turn to the Council chambers.The most important items on the agen-

da were not discussed after ANC council-lor Vernon Stuurman withdrew the ta-bling of the draft Annual Report from the

agenda.The DA also objected to the tabling of

theGobodoReport, theKPMGReport andthe report from the Public Protector, asthese items had not been handed to theCouncillors prior to the meeting, accord-ing to the rules of the Kouga Council.Councillor Nico Botha argued that it

was impossible for the Council to proper-ly apply their minds to the reports, asthey had never been handed out to thecouncillors.

This is according toKougaCouncil SpeakerMagdalenaDlomo. “As from today I take a stand as Speaker of Coun-cil that now member of the public is any longer allowedto attend councilmeetingswithout prior notice to theAd-ministration Department,” she said during an ordinarycouncil meeting on Friday, August 30.“If laws are made, it is made for all of us. We need to

get the respect that our rules of order demands.”Councillors were also not spared from her wrath. Dlo-

mo made it clear that all councillors must put their cellphones and I-Pads in their bags, in order for them to focuson what is happening in council chambers.Things, however did not end there. MP Elza van Lin-

gen, who attended themeeting as amember of the public,was accused by ANC councillor Phumzile Oliphant of il-legally recording the meeting. When asked to supplyproof of this allegation, Dlomo proceeded to lecture themembers of the public that they will be removed fromthe council chambers if they record meetings. This de-spite not producing any proof to back up the allegation.

REWARDS finally came for 12 unemployedKouga youths when they successfully com-pleted their training as traffic officers.

The officers graduated after a year’s train-ing at the Nelson Mandela Bay Traffic, facili-tated by Kouga Municipality.The municipality introduced the learner-

ship programmeaspart of its 2010/2011Work-place Skills Plan. The first initiative of itskindbyamunicipality, the programme formspart of themunicipality’s interventionist rolein curbing unemployment.At the ceremony to hand over certificates,

Executive Mayor Booi Koerat said the muni-cipality was very proud of the graduates be-

cause they had represented Kouga well.“You have proven to us that we were not

wrong to invest our time and energy in you.Webelieve that youwill fly theKouga bannerhigh wherever your paths as professional of-ficers take you,” he said.The Mayor compared the graduates to the

biblical 12 disciples and urged them to adoptan attitude of servitude rather than that ofmaking a living.“Youmust also beware of vultureswhowill

seek to corrupt you, as your hard-earned sta-tusmaybeobliteratedbyanother’smistake,”the Mayor concluded.Speaking on behalf of the graduates, Cyn-

thia Kemp thanked the municipality for the

confidence it had shown in them. She said thegraduatesweredeterminednot to let the com-munity of Kouga down.These 12 youths paid for all the expenses

of the training while the municipality facili-tated their enrolment in the college and gavethe youngsters on-the-job training.The municipality

will now registerthe graduates withthe Department ofRoads and Trans-port as fully-fledgedtraffic officers.The names of the

WITH National Pharmacy Week being heldnext week, the PE Provincial Hospital Com-plex Pharmacy Department will be enga-gingin a “Pharmacy towards quality care togeth-er” campaign.

The PE Provincial Hospital Pharmacy De-partment as a part of this event is promotingthe sub theme of the Pharmacy Council“Know your Generics”.

During Pharmacy Week there will variousguest speakers from different companies do-ing presentations to the pharmacists. Phar-macy interns will be giving informative talksto the nursing staff.

A table of information will be provided at

the out-patients pharmacy wherein informa-tion will be provided on diseases like diabetesand hypertension and certain heart condi-tions.

“Medicines today have great power to healand to improve the quality of life for millionsof people. But medicines also may do seriousharm if not taken correctly. This is where therole of the pharmacist is most important,”said Sridhar.

PE Hospital Complex will also be holdingtalks on the different kinds of medication,such as generics and the new range of medica-tions on the market. The awareness event willtake place at PE Hospital Pharmacy Depart-ment from September 2 to 6 from 8.30am.

So we’re all in agreement: old meds shouldgo. But what to do with them? I, for one, justchuck them in the bin (or at least I used tountil I started researching this article).

Confused and a little embarrassed by myown ignorance, I asked the Health24-teamwhat they did with their old meds, and theresults are a little worrying: 60% of them putthem in the trash; 20% flush them down theloo; and the remaining 20% do both.

“We know it is common practice for thepublic to pour old and unused medicinedown toilet bowls or wash basins, or tothrow it into municipal refuse bins,” saysLorraine Osman, spokesperson for the Phar-maceutical Society of South Africa (PSSA).

This is good and well for everyone insidethe household, but what about the rest of theworld - the planet and the creatures livingon it?What’s wrong with the bin?When discarding old or unused medicine in

the trash, it could be found and accidentallyor intentionally consumed, either by peopleor by prowling neighbourhood pets.

Even if the medication makes it to the rub-bish dump, it still holds dangers for the envi-ronment. Exposed to the elements, packagingsoon disintegrates, chemicals leak into thesoil and make their way into the water table- where they end up in the natural waterways,poisoning fish, birds and other creatures, in-cluding humans.Don’t flush meds down the looPharmaceuticals flushed down the toilet passthrough sewage treatment plants, which aregenerally not designed to screen for thesechemicals.

In 2002, a US Geological Survey of 139streams across 30 states found that 80% of wa-terways tested had measurable concentra-tions of prescription and non-prescriptiondrugs, steroids and reproductive hormones.

The long-term risk to the environment arenot fully known, but birth defects affectingthe ability of fish to reproduce have been ob-served, as well as changes in the number offish and the ratio of male to female fish.So what to do with old meds?“Currently there are few safe and convenientways for consumers to dispose of unusedmedicine,” admits the PSSA.

“During nationalPharmacy Week,from 1 to 7 Septem-ber, pharmacistscountrywide willassist consumers ingetting rid of oldand unusedmedicine in a safeand responsiblemanner,” saysOsman. “This is anexcellent opportuni-ty to spring-cleanmedicine cabinetsand dispose of oldmedicines thataccumulate duringthe wintermonths.”

During this week,all participating phar-macists will displaysigns and posters intheir pharmacies, in-viting consumers tobring their old andunused medicines tothe pharmacy fromwhere it will be trans-ported and destroyedsafely and legally.
