According to Kouga Municipal spokesperson, Laura-Leigh Ran- dall, their will only be lifeguards at Dolphin Beach from November this year. “There are lifeguards at Dol- phin Beach, our Blue Flag beach, from November to April. The oth- er swimming beaches usually on- ly have lifeguards over the Decem- ber holiday,” says Randall. “The municipality has limited resources with which it has to de- liver a vast range of services. This means that, when the new budget is approved annually, Council has to prioritise what can and can’t be done in any given year. When it comes to lifesaving services, hav- ing these available over the peak holiday season and during the Blue Flag season, was considered to be the priority.” Randall advises residents never to swim alone and to look out for the people you are with. “Also avoid places that are not consid- ered safe for swimming. If you are uncertain as to the sea conditions at any given time, the National Sea Rescue Institute (NSRI)I can offer advice in this regard.” According to DA councillor, Brenton Williams, the DA be- lieves there should be permanent life guards at the main beach throughout the year for a number of reasons. “Our beaches are our prime as- sets and Dolphin Beach in partic- ular, is a world class swimming beach. We are trying to grow the tourism industry and having year round lifeguards on Dolphin Beach will make tourists and lo- cals feel safer and more secure. On most sunny days, one will see peo- ple swimming at the beach even when there are no lifeguards on duty during the winter months, says Williams. “There has also been an in- crease in shark activity in recent times and having more eyes on the water will assist in lessening the risk of an incident and also to have a quicker response should an incident occur. Furthermore, we have some highly capable and ex- perienced lifeguards in Jeffreys Bay who earn no income for six months of the year as they only get a contract from November to April. We cannot expect to retain the best lifeguards if they can get better employment opportu- nities elsewhere on a perma- nent basis. Those looking to cool off atone of Kouga’s beaches,they now have to swim attheir own risk as the

beaches are no longer monitoredby lifeguards.

According to Kouga Municipalspokesperson, Laura-Leigh Ran-dall, their will only be lifeguardsat Dolphin Beach from Novemberthis year.

“There are lifeguards at Dol-phin Beach, our Blue Flag beach,from November to April. The oth-er swimming beaches usually on-ly have lifeguards over the Decem-ber holiday,” says Randall.

SOCIAL Development MEC Nancy Sihlwayilived up to her promise of buying furniturefor a Hankey family whose house was setalight after two of their members were rapedand murdered last year.

ClaudiaAntonie, 41, andhernephewLukis-hia Plaatjies, 6, were gang-raped and brutallymurdered in the house in August last year,after which the perpetrators allegedly set thehouse on fire in an apparent attempt to eraseevidence.The plight of the family was brought to the

attention of the government during the pro-vincial commemoration of the 16 Days of Ac-tivism on No Violence against women andChildren which Kouga hosted.Then, Sihlwayi made a commitment to pro-

cure brand new furniture for the family andto facilitate a construction of a new housewith the Human Settlements MEC.Though the furniture could not immediate-

ly be delivered due to delays by the serviceprovider, there was proof that it was readyand safely stored in the provider’s warehousein Port Elizabeth and would be delivered ondemand of the Antonie family.At a handover event held at the Vusumzi

Landu Hall in Hankey, the family were given

bedroom linen for their new beds.“Weare responding to the cries, hopelessness,

the lack of confidence and the feeling of exclu-sion felt by this family due to the cruel mannerwhich they lost their loved ones,” said Sihlwayi.“We have a mandate as a department to re-

store the dignity of our peoplewhich for yearsthey have been stripped of. We also have a re-sponsibility to provide relief and some com-fort for victims of abuse, such as theAntonieshere,” she said.Sihlwayi hit out hard at illegal shebeen op-

erators whom she fingered as contributing tomoral decay as they never stick to regula-tions such as closing times, thereby contrib-uting to youngsters loitering at dangeroushours of the night andmorning and are there-fore exposed to crime, as victims or perpetra-tors.“Many people engage in substance abuse as

“THE Kouga Muncipality is unequipped tohandle a mega project like Thyspunt.”The sobering reality of the impact a mega

project can have on a rural municipality wasdiscussed at a publicmeeting inHumansdorpon Saturday.AstridBasson, aDAcouncillor in theLapel-

ale Municipality witnessed the impact theconstruction of the Medupi Power Stationhas had on her town. “Unless careful plan-ning and preparation takes place prior to thebuilding of a mega project, the impact on arural municipality can be severe,” says Bas-son.“Lapelale has been subjected to increased

sewage spills and deteriorating roads due tothe influx of people and traffic into the town.There has also been a major increase incrime asmany job seekers failed to findworkand they resorted to house breakings to sur-vive.“The local police station was never up-

gra-ded, as the state departments like the

police and health care view a project likeMedupi as being temporary, so no planswere made to deal with the increase in po-pulation.”The positive spin-offs from Medupi have

been an increase in house prices, accommo-dation establishments have benefitted ashave bottle stores and the catering industry.A shopping mall and a private hospital

have also been built in the town.However, any expectation that Eskom

would wave a magic wand over the town andfix up the infrastructure were quickly dis-pelled.“Eskom spent R 11.5 million fixing the road

toMedupi, R 10million on a new transformer,R 31 million on a new sewage station and R3,8 million on clinics,” says Basson.The advice Basson has for Kouga is simple:

“Plan for all contingencies prior to the startof construction should Thypunt become a re-ality.“Make sure policies are in place for any

contractor camps thatwill bebuilt,make sureall spheres of government are involved in theplanning process to ensure basic service de-livery is not compromised, what measuresare in place to make sure locals are actuallyemployed, and engage with the Police to en-sure they are equipped to handle an increasein crime, drugusage, alcohol abuse and strikeaction.”The leader of the DA in Kouga, Elza Van

Lingen, says that it is clear thatKouga is total-ly unprepared for a project with an estimatedbudget of R200 million.“If we look at the sewage spills and the state

of our roads at present, there is nowayKougaMunicipality will be able to handle a megaproject.”.There is still a lot of uncertainty about

whether Thyspunt will go ahead or not. Resi-dents are still awaiting the final draft of theImpact Studies, which have revealed seriousflaws, and the nuclear deal has yet to be ap-proved by Parliament.

This is according to Executive MayorDaphne Kettledas.

“Portfolio Councillor of Infrastructure,Planning and Development councillor Pat-rick Kota recommended to Council the with-drawal in order to comply with certain legis-lative requirements, as well as consultativeprocesses before Council could approve thelist. The same process was followed in respectof the other two projects, but not with the 391houses planned for Kruisfontein,” says Ket-tledas.

“Once the process is done, the item will betabled once again to Council.”

Kota explained that before the lists for the220 houses for Pellsrus and the 1 500 housesOcean View were finalised for tabling beforeCouncil, meetings between the PortfolioCouncillor, the Housing Project Steering

Committees and the ward councillors of theaffected wards were held to iron out someconcerns and to ensure that everyone clearlyunderstood the process of allocation.

“This kind of meeting is still outstandingbetween the mentioned groups and the wardcouncillors of Wards 4 and 5. This was ex-plained to both councillors in the said Coun-cil meeting, but it appears they did not under-stand or agree with this detail. The meetingis meant to take place before the end of Sep-tember,” says Kettledas.

“The procurement process for the con-struction of the 391 houses in Kruisfontein isalready under way by the Department of Hu-man Settlements, with the tender havingclosed on July 3. The technical evaluationis in progress and we are looking forwardto Bid Evaluation and Bid Adjudicationprocesses.

“The above should clarify that the with-drawal of the beneficiary lists, temporarilywe might add, does not amount to halting or

delaying the process of construction. Thelists will, in any case, go back to Council foradoption once finalised.”

According to Kettledas, the municipalityhas thus far displayed commitment to deli-very of houses for all its communities, in par-ticular Kruisfontein where the 391 unitswould only be a first phase of a bigger project,with 139 and 2 109 housing units to be builtfor Arcadia and Kruisfontein respectively.

“We are committed to deliver these in linewith national regulations and standards. Tounlock the other two phases, the municipali-ty is busy with the construction of an OutfallSewer Plant with R8,4 million being spent onthis project and an upgrade of the Kruisfon-tein Waste Water Treatment Works at R64million,” she says.

“The communities of Kruisfontein areaware of these projects and what they are in-tended for. So, there will be houses for Hu-mansdorp, 391 in the immediate future anda further 2109 in the following phases.”

COMMITMENT was the value of the week,and surely the children of Kings College inTokyo Sexwale, Jeffreys Bay were commit-ted to their recycling project.

Classes of all grades had to develop a prod-uct out of recycled materials that could bemarketable and profitable.The projects included candle holders, lan-

terns, placemats, dollhouses, flower crafts,an organiser, a thermometer and even abroom made out of 18 plastic cool drink bot-

tles. The ultimate winner was the Grade 1class with a herb garden planter for yourkitchen made from painted plastic bottleson a wooden base.The school has an array of on-going pro-

jects. There are also the choir that performsat gala events, a dance project, handymanproject, chess, knitting, landscaping, beadsand hospitality. Soon these learners willtake all the sport awards too.Kings College is a small school with lots

of determination, commitment and grati-tude, but most of all with values and lots oflove.

to your feet when you catch a wave, youstand, propelling yourself through the waterwith a long paddle or oar. A stand-up paddle-board is thicker, wider, and longer than asurfboard, so it’s easier to stand on and pro-vides more stability on choppy water.We just had to try it.SUP has been around for millennia but has

only became a more modern sport since the1940’s. It seems thatwithour rushed lives, ourhobbies are also becomingmore extreme. An-tonio from SUP Tours, which forms part ofJBay Adventures, made sure our initial ex-pectations were crushed. I could never haveexpected what a truly awesome experienceawaited us.We arrived at JBay Adventures early Sat-

urday morning and quickly got distracted bythe amazing views this jewel of a place hasto offer. Everything just felt right and I guessthat is why the word “Adventures” featuresin their name, a true hub for all kinds of expe-ditions, safaris and experiences.We discussed the game plan before heading

off to Kabeljauws River on the northern side

of Jeffreys Bay. After a quick safety talk weinflated the SUP boards.These boards weigh only 2.5kg and can fit

into a bag, making it a great option for fami-lies with limited vehicle space. This is greatbecause you can purchase or even rent aboard from Antonio to go and explore the wa-

terways.Once we got going I found it much easier

than what it had looked like and I came to theconclusion that if you can stand on one leg for5 seconds and not have dirt on your face, youwill enjoy this. The SUP boards are manoeu-vrable and wide and offer very good stability.

Each week for the month of September theKouga Express will publish an article high-lighting some of the best historical tourist at-tractions in the Kouga. First under the spot-light is the Kouga Dam which nestles like asilent giant just 26km’s out of Patensie. Oneimagines God scooped out the rich red earthof the valley so as to help the genius engineersin thenot sohumble task of creating thisman-made wonder that is the Kouga Dam.

Take a slow meandering drive to the damand see if you can spot Queen Victoria’s bustin the conglomerate of cliffs along the Gam-

toos River - you can only see it from thewest,so you need to stop and look back.

The Kouga Dam is the lifeblood of the val-ley,which irrigatesmost of the farmland. Ini-tially called the Paul Sauer Dam, it also sup-plies Port Elizabeth with most of its water.

Construction of the dam began in 1957 andit was officially opened in 1969. The dam isa double curvature arch dam 82m high witha storage capacity of 128,7 million m3. Provi-sion was made in the design to allow for afuture raising of the water 1evel by some 15,2m. The construction of the wall marked thebeginning of an era of double curvature archdams in South Africa. Besides the normalcentral overspill section, flood-control sluicegates with chute spillways were provided onthe left flank.

THE best junior surfers are headed for theEastern Cape for the back-to-back BillabongJunior events set to run at the end of themonth.

The first event is the Billabong Junior Se-ries presented by BOS Event Two, and it isset to take place at Seal Point on September25 - 27. This annual event is the series finale,and event titles as well as series titles are onthe line.From there it’s a quick two-day break be-

fore theBillabongSAJuniorChampspresent-ed by BOS begins at the Lower Point in Jef-freys Bay. “We’re excited to be hosting theSouthAfrican Junior Champs in Jeffreys Baythis year ,” says Billabong South Africa Mar-keting Manager Chad D’Arcy. “We are look-ing forward to having the best junior surfersin the country competing for their District ti-tles, as well as individual titles. It’s a greatachievement to be a SouthAfrican champion,and there will be some proud moments whenwe award these titles.”Crystal Hulett is one of the local favourites

for the two events, as she is a stand-out surferat both venues. Crystal, from St Francis Bay,has plenty of victories under her belt and isundoubtedly going to excel in the Eastern

Cape point breaks. A natural-footer (left-footforward)Crystal is adept at surfing the longerwaves of the Eastern Cape, and stringing to-gether series of moves and combinationmoves in order to impress the judges.Joshe Faulkner is another local surfer who

is set to impress. Joshe surfs with his right-foot forward, is thus a goofy-footer and hashis back to the right-handpoint breaks of SealPoint and The Lower Point, Jeffreys Bay. Jos-he placed third in the u.15 division last yearbut will be surfing in the next division, theu.17 division, this year.Historically, the later part of the year is

good for surf in the Eastern Cape, with Sep-temberandOctober always good for swell andwinds. Seal Point is one of themost consistentwaves in the area and there are alwayswavesto be had there, and the Lower Point in JBayis also consistent, andwith it beinga sandbot-tom point there are always waves to be had.With surfers from all over the country fly-

ing in for the two events, the local surfers aregoing to have theirwork cut out for themdur-ing this fast contest period. With prizes andprizemoney on offer, aswell as SouthAfricanChampion titles in hand, the junior surferswill be going all out to finish the year off witha bang.
