like gebiede, waar boere self paaie regmaakter wille van ekonomiese oorlewing .”Die Baviaanskloofpad was in só ’n haglike

CONSUMERS across the region owe theKouga Municipality a staggering R115 794million.

Of this, an amount of R86 458 million hasbeen outstanding for over 90 days.According to the agenda of the special

council meeting held on August 3, house-

holds are in arrears with R104 215 million, while businesses and organs of the state arein debt with R10 421 million and R1 158 mil-lion respectively as at the end of June.Monies owed to the municipality by resi-

dents include payments for water, electrici-ty, sewerage, property rates and environ-mental management fee.According to the agenda, an amount of

R31 666 million was used to subsidise the

municipal accounts of 7 462 registered indi-gent households in the area, while R6 787million was used to write off any outstand-ing debts from their accounts.According to municipal spokesperson,

Laura-Leigh Randall, monies owed are forrates and services including water, electric-ity, sanitation and refuse removal.“The main method of collection is cutting

electricity to households that are in debt.

This basically forces the debtor to come tothemunicipality tomake an arrangement topay the outstanding monies,” says Randall.“The budget makes allowance for bad

debt, therefore the annual targets can stillbe met. The municipality would be able toset higher targets and improve, maintainand expand basic service delivery, if allhouseholds paid their monthly accounts,”says Randall.

THE Kouga Municipality owes their credit-ors a whopping amount of R28 578 million.

According to the agenda of the specialcouncil meeting held on August 3, the mu-nicipality owes the Nelson Mandela BayMunicipality R1 495 million and has debt tothe amount of R19 649million by theDepart-

ment of Transport. They furthermore owethe Office of the Auditor General R4 181 andother creditors R3 253 million. An amountof close to R18 million was recently paid toEskom to settle the account.“The amounts for Eskom, Nelson Man-

delaBayMetro (NMBM)o and the other cred-itors are current accounts. The good news isthat the outstanding debt owed to NMBM forwater has been paid up,” says municipal

spokesperson Laura-Leigh Randall.“When the new Council term started in

May 2011, Kouga owed the NMBM morethan R21-million for water purchases. Set-tling this debt was prioritised and an agree-ment was reached with the Metro to pay offthe debt monthly.“Kouga honoured this agreement every

month, with the result that the Metro thenagreed last year to write off a portion of the

interest which had accumulated since July2011. The outstanding debt that remainedwas R10,7-million. The agreement was thatKouga would pay this off within a year. Weare pleased to confirm that this debtwas set-tled within the agreed-upon timeframe.”The municipality also has agreements

with the Department of Transport and AGregarding the payment of the monies owedto them.

ENTRIES for the Kouga Express Miss MatricDance are steadily coming in.

Matric girls who attended their matric dancethis year still have 20 days left to enter to be-come one of three finalists in August.

Our judges will choose three finalists eachmonth in August, September and October, making up nine (9) finalists. The judges willthen choose 10 wildcards from all the entrieswe received and the public will have to vote fortheir favourite wildcard, which will then be thetenth finalist in this year’s Miss Matric Dance.

If your matric dance is later this year, youcan still enter in September and October.

To enter, matric girls must upload their mat-ric dance photo on our Miss Matric Dance com-petition page, which can be found on our Face-book page (Kouga Express Newspaper). At thetop of the page, click on the Miss Matric Dancetab, which will take you to the entry formwhere you can upload your photo and details(you need to enter from a computer or laptop, because cell phone entries do not work).

We are looking for the matric girl who hasthe complete look to become our first MissMatric Dance. Entrants will be judged ontheir overall look – including the dress, hair,make-up and accessories – so be sure to senda photo where the judges can clearly get thecomplete picture.

Rules. Only matric girls may enter.. The matric dance had to be at a school in theKouga Express distribution area.. No selfies or group photos (more than onegirl) are allowed.. Only online entries will be accepted (e-mailphotos do not qualify).

. You may upload a photo of you and your part-ner, but the focus should be on the matric girl,so we strongly advise against this.. You may enter only once for the duration ofthe competition and only one photo per entrantwill be allowed – choose your photo submissioncarefully.. Photos must be full length – we need to seethe complete look of the entrant, including thedress, hair and, if possible, the shoes and acces-sories.Entries open today, July 30 and end on October30.. All the photos received can be viewed underthe Miss Matric Dance competition on our Fa-cebook page. You need to indicate with your en-try what school you are in and when your ma-tric dance was held.

Four orphaned penguin chicks released

SANCCOB released the four orphaned African penguin chicks admitted to its centre in Cape St. Francis after a mystery oilspill hit Algoa Bay. PHOTO:SUPPLIED

THE Southern African Foundation for the Conservationof Coastal Birds (SANCCOB) released the four orphanedAfrican penguin chicks admitted to its centre in Cape St.Francis after a mystery oil spill hit Algoa Bay, Port Eliza-beth during the third week of May.

After undergoing 13 weeks of rehabilitation at SANC-COB, these chicks have now reached fledging age, are ingood health and have gained the natural waterproofingof their brand new, blue-grey feathers, which is neededfor them to survive in the wild. “It is a bittersweet celebra-tion, releasing these penguins back into the wild after see-ing them grow into healthy juvenile penguins. But we areproud of all the staff and volunteers involved in the rescueoperation and helping us to achieve a 100% release ratefor all the birds admitted to SANCCOB during the spill,”says Juanita Raath, rehabilitation coordinator.

The Marine Rangers at SANParks, the penguins’ origi-nal rescuers, transported and released these chicks backinto their St. Croix- and Bird Island colonies over the

weekend.Thirty oiled African penguins and the four penguin

chicks were admitted from Bird and St. Croix islands, aft-er being rescued by rangers from the Marine Section ofthe Addo Elephant National Park (SANParks). The adultoiled penguins were all released back into the wild by Ju-ly 11, after being successfully rehabilitated and approvedfor release by SANCCOB’s veterinary team.

While all of the penguins affected by the oil spill havebeen released back into the wild, the source of the oil spillstill remains uncertain.

To assist SANCCOB financially, visit their website atwww.sanccob.co.za or make an electronic funds transferto SANCCOB, First National Bank, account number 5923 713 5859, branch number 203809, swift code FIRN-ZAJJ461, reference initials, surname and oil.

RIDERS fromacross SouthAfrica are gearingup for the toughest singe stagemountain bikeevent in the world - the Trans Baviaans 24-hour Mountain Bike Marathon.

Riders will descend on this gruelling andunmarked 230km route from the main streetWillomore and cross the finish line at Foun-tains Mall in Jeffreys Bay.

Due to the overwhelming demand the inevi-table decision have been made to host twoTrans Baviaans events: on August 15 and 22.

As one of South Africa’s premier mountainbiking events, this mountain bike marathoncreates the perfect combination of extremelychallenging cycling amongst spectacularscenery through exquisite mountain ranges, right into the heart of the magnificent Bavi-aanskloof Wilderness Area - all in a team for-mat.

Being a team event, consisting of 2, 3 or 4cyclists per team, the concept is very differentfrom that of an ordinary MTB race.

The event is also unique as the entire routeis unmarked and tests the orientation skillsof each rider. This ensures team workamongst everyone andbrings out a camarade-rie, making it an unforgettable experience.

Teams have to check in and out at the check-points strategically placed on route, so theirwhereabouts can be traced.

The late start at 10:00 forces all the ridersto use lights for night time riding.

The routeThe Trans Baviaans 24-hour Mountain

BikeMarathon route starts inWillowmore inthe main street and then follows a farm roadthrough Poortjies to link up with the Bavi-aanskloof turn-off ± 4km out of town.

The route then ascends over a distance of± 26km to the top of the spectacular Nuwe-kloofpas. For the next ± 80km the route dropsdown into the Baviaanskloof, passingthrough a number of farms such asRietrivierand the Baviaanskloof Police Station at Stud-tis,, after which it enters the Baviaanskloofwilderness area under the control of EasternCape Parks Board.

This long descent ends at Geelhoutbos, adistance of ± 110km from Willowmore. Fromhere the route becomes more strenuous, nar-rower and more difficult to negotiate, reach-ing ahighpoint atBergplaas, at ± 147km fromWillowmore. From here it drops suddenly in-to the Cambria Valley past some citrus farmsand the Komdomo Camp site on the banks of

the Groot River at ± 175km mark. From Komdomo the route follows the road

to Patensie, but before reaching it, turns offto Humansdorp on an undulating gravel roadto cross the Humansdorp-Patensie tar road at± 210km mark.

The route then follows a farm road to Jef-freys Bay were it finishes at the FountainsMall in Jeffreys Bay, 230 km from Willow-more.

The total accumulated climbs for this routeis 2540m.

THE Madibaz football team are fighting tokeep their Varsity Football campaign aliveafter goingdown0-2 to theUniversity ofPreto-ria at the Tuks Sport Stadium in Pretoria lastweek.

After three rounds, the team fromPort Eli-zabeth are languishing at the bottom of thelog andhave everything to play forwith fourmore fixtures remaining before the play-offs.

“We are down but not out of this competi-tion,” said Madibaz head coach Graeme Har-rison.

“Our log position is not favourable at themoment but we are not giving up hope. Weare going to fight until the end.”

Harrison said the final score did not accu-rately reflect how evenly matched the twosides had been.

“Iwouldn’t say that Tuks dominated us.Weconceded a silly goal and they also got a penal-ty.

“So once again a lapse of concentration ledto them taking one over on us,” he said.

He said his players had been working hard

on their attacking strategy and ball posses-sion and would continue to focus on thesethings ahead of tomorrow’s game.

“We’re not going to stopwhatwe’re doingand we are just hoping that, once we getthat first goal, things will start turningaround for us.We just need that one break-through.”

Harrison said the team have made maxi-mumuse of their time to regroup before theirfirst home game against log leaders North-West University today, August 13.

“Right now it seems as though all the oddsare against us and everyone is writing us off.But we are going to come back from this; weare going to fight hard and we are not goingto give up.”

The NWU game kicks off at 6.30pm at theMadibaz Stadium in Port Elizabeth.
