introduction lEttEr
Thank you for considering KSA Engineers, Inc. as your service provider for environmental services. As you will see, KSA has been in business since 1978, and a large portion of our work has been funded by federal grants which require compliance with the National Environmental Policy Act. Our staff has years of experience with the NEPA process. We have employees trained in the delineation of wetlands and alliances with archaeologists who can work through cultural resource issues. In addition, our staff has years of experience performing environmental site assessments. We can help you with wetlands permitting issues with the US Army Corps of Engineers. We understand environmental regulations and can help you navigate your way to a successful project.
In addition, in a time when other businesses are closing or reducing staff, our firm has actually been recognized for our growth and size by Zweig White and the Engineering News Record. We believe that this is a testimony to the quality of the staff that we have assembled and the proactive service that they provide to our clients.
Why should you consider our firm to provide your environmental services? We believe that you will receive high quality, common sense, and cost effective services. We will keep you informed as we proceed through our work. We will begin work on your project immediately, and we will complete our assignment in a timely manner. And you will not be surprised when you receive the invoice.
Lanny Buck or I would appreciate the opportunity to visit with you about your upcoming projects. Please give us a call at 903.236.7700 to let us know how we can help you accomplish your next project.
Sincerely,
KSA Engineers, Inc.

Environmental Permitting and Compliance
Environmental regulations concerning wetlands and waterways, threatened and endangered plants and animals, and soil properties exist at various levels of government and planning organizations. These regulations are often complicated and commonly require specialized natural resource assessments and documentation. Let KSA eliminate the confusion and minimize uncertainty and risk on your next project by taking lead in the regulatory process for you. From simple to complex projects, we will give you assurance that the appropriate environmental regulatory approvals and risks are evaluated before you set aside valuable time and financial investments. KSA has experience and the track record with our clients to guide them through the complicated world of environmental regulations at the federal, state and local levels.
Environmental Permitting and Compliance Support Services Often Involve:
Regulatory Permit Process Facilitation• KSA will address each specific project element in order to accelerate
regulatory approvals for clients with the proper services and level of detail. One of KSA’s strengths is our ability to develop a well thought out practicable alternatives investigation, to allow for the acquisition of appropriate state and federal permits required for project implementation.
• Although each project entails a unique mixture of regulatory components and site investigations, our collective experience and familiarity with regulatory personnel means KSA can minimize the complexity and overall time required for your permit approvals.
Wetland Delineation• Wetland delineation involves identifying and marking the boundary
between wetlands and uplands based on assessments of vegetation, soils, and hydrology. KSA has wetland professionals that conduct wetland delineations throughout Texas, Louisiana, and the surrounding states.
• From small to large acre tracts, to hundreds of miles of utility pipelines; KSA has the experience and talent to effectively and efficiently delineate wetlands to meet your project needs.
Wetland Permitting Support • Most wetlands and waterways are regulated at the local, state, and federal
levels of government which can result in a confusing and time consuming permitting experience. Let KSA assist you with wetland permitting in order to eliminate the confusion and minimize the uncertainty and risk associated with wetland and waterway regulatory approvals for your next project. KSA’s experience and familiarity with regulatory personnel means we can minimize the complexity and processing time for all your projects.

National and State Environental Policy Act Documentation (NEPA)• KSA is your best source for completion of both field assessments and the
documentation required for your project’s NEPA review. KSA professionals have substantial experience preparing environmental assessments (EA) and providing the necessary technical input for environmental impact statements (EIS) to meet federal and state Environmental Policy Act requirements.
• Formal NEPA-type environmental documentation can be required for projects ranging from transportation (airports, highways and railroads), educational facilities, commercial developments, utility projects, to regional water quality projects. KSA consistently produces environmental documents that comply with agency requirements by adequately describing the environmental resources, properly addressing the project impacts, and providing a clear and thorough analysis of project alternatives.
Endangered Species• KSA has alliances with environmental scientists who develop biological
assessments for habitat assessment and mitigation plans. Working closely with these environmental scientists allows for solutions to avoid critical impacts, comply with regulations, and allow the project to move forward.
Mapping• Whether your project is on one tract of land or along an extended utility
corridor, KSA has the expertise to develop precise and accurate maps that detail project information to regulatory agencies, landowners, and other interested parties. KSA also produces quality exhibits to support planning meetings as well as public comment meetings.
GPS Survey• KSA routinely uses Global Position Systems (GPS) as a proficient method
to locate wetlands, threatened and endangered species habitat, and other natural resources. Information collected in the field is incorporated into customized maps and exhibits to allow environmental resources to be identified effortlessly by all stakeholders in the project.
Practicable Alternatives Analysis• Most environmental regulations require documenting the process taken
to find the least environmentally damaging practicable alternative. The Practicable Alternatives Analysis (PAA) is essential to most environmental permit approvals. If the project has feasible alternative locations or designs offering less impact on regulated resources (e.g. endangered species & wetlands) than what is proposed, permit approval is unlikely and the project could be in jeopardy. KSA is skilled at listening to our clients’ project purpose and needs, identifying project alternatives, and documenting the process for regulatory agency review and permit approval.

Compliance MonitoringOnce environmental regulatory permits are in hand and your project can finally begin, it is common to have to monitor a lengthy list of project-specific conditions associated with the permit that require extensive documentation and/or attention during construction. KSA is committed to helping our clients achieve compliance while efficiently implementing the project during the construction phase of the project.
• KSA technicians have monitored on-going and completed construction activities and erosion control features on:

We would be happy to provide similar compliance monitoring services for you on these or any other types of projects.
