    CC Hearing talking points

1Quality- academic rigor- leave to experts?2Quality-philosophical bent, collectivism, socialism, internationalism vs. limited government, individualrights, national sovereignty3Origins, state led? BS.4Proponent talking points.5a. Credentialism- this mess brought to you by experts as were previous failures.\6b. 21 century skills. Given the rapid changes that have and likely will continue, a well roundededucation, flexibility, adaptability and the ability to communicate are likely to CONTINUE to be thekeys to success. Specialized training, job readiness today is less likely to lead to these qualities.7c. Floor not ceiling. Checking the Achieve Inc website article on the 85-15% rule, they do notrecommend deviation from this at all. Given that there are contracts associated with CC and thatAchieve owns the copeywrite (confirm that point with documentation before you use it) we could beopening a pandora's box of litigation with CC.8d. Internationally benchmarked. Proponents have not described what that means, nor have theyindicated what makes CC internationally benchmarked.9e. Proponents were heavy on repeating these mantra-like, short on embellishing their arguments.

1011Federal control. See waiver app. For promise of accountability by DPI In bibliography12A. Feds paying for achievement test development13B. Funding National Governor's Association, approx 50% of budget14C. Bribed states and local school districts to adopt..15 Include legal and constitutional limitations that are violated.16Brainwashing. See STOP COMMON CORE WISCONSIN for materials posted by Karen Schroederre: this, and some stuff in my Bibliography17Data mining See attachment with sample data base. Note that this is a SUGGESTION, not what isactually used. However, the 400+ data points could easily be expanded to 400018B. Threat to privacy

19C. Could be political tool20D. Proposed sharing data on INDIVIDUALLY identifiable basis, with bureaucrats and stakeholders, in particular, corporations.21Self interest of Gates and other corporate donors22Not age or developmentally appropriate. First graders and before challenged well beyond the mentaldevelopment of most of the class, sure to lead to frustration.23Can not stop it now Why throw good money after bad?24Solutions- see below. And Karen's list.

    My list of solutions:

Wisconsin Legislative Priorities regarding Education and Common Core

1A moratorium until the public can be informed and the whole of Common Core digested.2 Defund Common Core altogether,3Adopt TIMMS and PIRL NOW as they are better than CC and proceed to develop better standards.4 ENCOURAGE COMPETITION. Not necessarily vouchers as this subjects schools to the whims ofthe legislature and/or DPI. Competition helps every industry improve, and education will be nodifferent. DO NOT subject private schools to greater DPI oversight and/or intervention, and IF voucher

schools are regulated, then any shortcoming that would lead to defunding of a private school should alsolead to defunding the public school.5Defund, at least partially, the Department of Public Instruction. If they have enough money to promotethe blatant leftism and racism of white privilege, they have way too much money.

1 as one of many links I could post on this. According to EAG, this piece of the department costs some$900,000 per year.)

We might consider totally defunding DPI, except as they are used to distribute funds to localschools, and let all services provided by DPI be paid for by local school districts, as is the casewith CESA now.

1An OPT OUT option for parents and students if Common Core is left in place. AND mandatorycompliance of school districts with the opt out.2Make proficiency, not possession of degrees and credentials the basis for licensing teachers, if indeedteachers are to be licensed at all. Most of the very best educators I have experienced in my lifetime had

NO training in how to teach, had no license to teach.34No psychological testing, or at least none without the expressed written consent of parents.56Open access to all data, texts, worksheets, other instructional materials by parents and guardians, andparents and guardians be given the right to redact anything not directly related to education before thisdata is made available to anyone outside the school district.7Prohibition of many data points proposed that have nothing to do with education. For example, socialsecurity numbers, work and health history, and voting status of parents, religious affiliation, and more.8 Whereas it appears that signing on to Common Core and pursuing other academic agendas wasvirtually at the discretion of Tony Evers, it behooves us to create of an oversight panel, state wide

school board to oversee the DPI or otherwise put restraints upon what DPI and one person at its headcan do.9End the FED ED Department10A. Many bad ideas originate there and/or are funded from there. It is said that USDoEd gives B.10% of the budget of local schools but has 90% control. It is very likely that Federal interference addsmore to costs than it pays.11C. Since the FEDS started giving money to K-12 education in 1965, our schools have deteriorated. In the name of quality education, USDoE must go

1Passage of a Legislative resolution to end the unconstitutional and wasteful Federal Department ofEducation and prohibit the federal expenditures of any money for education, which is not authorized by

the constitution. Since the federal government started funding our local schools, the quality ofeducation has declined or at best flat-lined, even as massively more money was spent. (Fordocumentation of this and numerous other spending related issues, see this study:http://www.heritage.org/research/reports/2008/09/does-spending-more-on-education-improve-academic-achievement)2And there seems to be some dumbing down of the tests along the way, obscuring the fact that thesituation is most likely worse than it at first seems: http://education-portal.com/articles/State_Tests_Dumbed_Down_to_Create_a_False_Impression_of_NCLB_Success.html

34 Some, such as former Assistant Secretary of US Department of Education, Charlotte Iserbyt believethis is by plan. (See, The Deliberate Dumbing Down of America http://deliberatedumbingdown.com/)Whether by accident or on purpose, it is almost beyond debate that the US has been dumbed down, andeducation had to be a big factor in accomplishing that.
