Budget Director Calls For Cuts In Budget 1 Monster' By MARY BETH '-RANKLIN
WASHINGTON (UPI) -- Budget DIrector DaVId Stockman told a Senate budget panel the Pentagon would rather protect ItS retIrement benefIts than the AmerIcan publIC and challenged Congress to fInd ways to cut defense to harness the budget "monster "
"It's a scandal It's an outrage," Stockman saId Tuesday of the generous ~llltary retIrement system
Stockman candIdly addressed budget cuts forbIdden by hIS boss, PresIdent Reagan, before the Senate Budget CommIttee but defended Reagan's budget proposals to slash farm supplements, sayIng farmers got Into debt on theIr own and now expect the government to ball them out
In an hour-long presentatIon, Stockman urged Congress to act qUIckly on Reagan's new $973 7 bIllIon budget that calls for a freeze of most soCIal spendIng and the elImInatIon of more than two dozen programs but a $30 bIllIon Increase In spendIng for defense
He saId the work must be done soon on the "trlillondollar monster" to "avoId runnIng the natIonal economy Into a dItch "
"It WIll SImply be too rIsky to thInk we could get away w1th one or two or three more years of dumpIng" government bonds on the fInanCIal markets to fInance the natIonal debt, he saId He noted the government's net Interest costs have nearly trIpled, from more than $50 bILlIon In 1980 to an estImated $150 bIllIon In fIscal 1986
"When somethIng that buys you nothIng trIples, you've got a very dramatIC problem," he saId
Stockman, who lost a battle WIth Defense Secretary Caspar WeInberger to pare mILItary spendIng further, agreed there IS fat In the mILItary budget and suggested the mILItary retIrement system IS the fIrst place to start trImmIng
"The InstItutIonal forces of the mll1tary are more concerned about protectIng theIr retIrement than they are about protectIng the securIty of the AmerIcan people When push comes
to shove, they gIve up on securIty before they gIve up on retIrement
"1 would urge thIS commIttee to stop thIS futIle debate over the defense (budget) number and get Into the guts of It," he saId "UntIL then, thIS IS a useless debate "

The two reports also agreed that more than 25 students were kIlled or wounded In that IsraeII attack at the Jab,l Amel InstItute HospItal sources In south Lebanon, hOWE-vcr, saId they had receIved only 11 people Injured -- four WIth gunshot wounds
In Tel AVIV, IsraelI army spokesman Zev Chdfets Issued an "offICIal denIal" sayIng the attack "never happened " Asked If the report of the attack on IsraelI troops was d hOIX, Chafets replIed "I would say, 'I lIe"

NEW YORK (UPI) -- "Death Wlb, ' gunman Bernhard Goetz pleaded lnnocent today to lllegal weapons charges and a Manhattan Judge ordered hlS ball reduced from $50,000 to $5,000 because an attempted murder charge has been dropped
At Goetz's arralgnment In Manhattan crlmlnal court, Judge Stephen Crane ruled that the confessed subway gunman's ball be reduced because of "the stark contrast" between the current charges of lllegal possesSlon of three guns and the prellmlnary attempted murder charge he had faced when the $50,000 ball was set
Crane also noted that Goetz agreed to surrender hlS pass-
port and that hlS attorney, Joseph Kelner, has assured the court hlS cllent wll1 remaln In the state
A Manhattan grand Jury last month refused to lndlct Goetz for attempted murder for shootlng four youths on the subway, optlng lnstead to charge hlm wlth lilegal weapons possesslon
Outslde the courtroom, about 20 protesters carrled placards and chanted, "Bernhard Goetz you can't hlde, we charge you wlth genoclde "
The group, WhlCh lncluded members of a group called the All-Peoples Congress, also dlStrlbuted leaflets accuslng Goetz of belng a "raclst murderer" and charglng that the news medla has generated "lynch-mob

Brady's People • • Good guys and bad guys by James Brady---------------
For those of you who do not llve ln New York, you may be mlsslng some of the Jucler byplay and subplots of "Death Wlsh III," as the famous subway vlgllante shootlng case has become known around the Clty'S taverns and debatlng socletles
The New York papers, qUlte naturally, contlnue to glve "Death Wlsh 111" plenty of lnk Slnce n!wspapers ln other cltles beyond the Hudson and across the great republlc may have stopped coveFlng the story, I thought lt mlght be helpful to brlng you up to date
You remember how It all started durlng the Chrlstmas holldays
Four upstandlng young men, travellng tht IRT subway on thelr way to cholr practlce after havlng spent the mornlng helplng Ilttle old ladles across the street and bundllng CARE packages for Ethlopla, were slttlng there mlndlng thelr own bUSlness when a deranged gunman suddenly shot all four of them w1th an 11-legal handgun
The lnnocLnt v1ct1ms were carrled off to the hosp1tal wh1le 1,350 New York cops formed a posse and set off 1n
pursult of the crazed shooter before he could strlke aga1n A maSSlve slgh of rellef went out from the terrlfled populace when the cold-blooded monster f1nally surrendered up 1n New Hampsh1re (It was thought he was about to shoot Mount Wash1ngton) and was fetched back to New York 1n manacles and sealed away ln Rlker's Island prlson as securely as Captaln Dreyfus
Two of the young men shot were soon released from the hospltal modestly decllnlng a tradltlonal ticker tape parade Ball for the mad gunman was set at 50 grand and decent cltlzens trembled that he mlght somehow be able to make ball and be set loose to prey agaln on helpless society
That, baslcally, was the orlglnal story. But now, to everyone's consternatlon and shock. lt seems there may be another slde. The V1C10US gunman may h1mself actually have been the V1Ct1m and the cholr boys the vllialns.
The source for thlS blzarre theory lsn't the D A or even Charles Bronson. It lS the famlly of one of the wounded young men.
Flrst of all, hlS mother allowed as how the kld was a
bum Now you know you may be In some dlfflculty when dear old mom turns on you Then hlS older brother chlmed ln The kld, sald blg brother, was not preclsely Salnt FranC1S of ASS1S1 Blg brother sat down wlth Rlchard Espos~ ltO, a reporter for the New York Post, and sald the kld was hlgh on drugs and on h1S way to rob vldeo machlnes when he trled to rlp off the v1g1lante gunman
"They go every day and do thlS to people," sald brother The kld, he declared, llked to rob Pac Man games "If the pollce come, lt'S Just a mlsdemeanor case "
What about those sharpened screwdrlvers the lads were alleged to be carrylng when they were shot? Not lmportant, sald brother, they were malnly used to pry open vldeo games Of course, ln a plnch, he admltted, they could be used as weapons He hlmself had one and also a drlvlng glove he used to protect hlS hand In street flghts
Whlle the brother was telllng all thlS to Journallst ESPOSltO, he was reported to be free-baslng cocalne I belleve free-baslng coke may stlll be a crlme except ln
Hollywood, but that lS supposedly what brother was dolng
The next day the kld brother responded ln the same newspaper, understandably hurt by hlS brother's lack of Chrlstlan charlty Sald the kld, "Everyone ln my famlly lS lnvolved ln crlme." But hlS older brother. the one who's slandered hlm, was the worst "He's been arrested 14 tlmes for robblng people He's broke parole "
As for the lad hlmself. "I've been to Rlker's Island three tlmes "
He says he won't go on the subway anymore Not wlth those "guys shootlng everybody " He sald he hoped the D A would send a car for hlm when lt came tlme to testlfy agalnst the vlgllante "I'm worrled about the Mafla," he sald, "they don't mess around "
In late developments, we learn there were 12 warrants outstandlng agalnst the four cholr boys when they were shot and that the vlgllante now has a glossy new team of lawyers and lS out on ball Hell, I'm staYlng off the subway, too Nobody ln "Dpath Wlsh III" Just "messes around "
Coal coming to the rescue: another victory for the computer age By JOHN CHAMBERLAIN
In 1983 the government 1ssued 900 new requlrements for nuclear plant construct10n Th1S has caused the Ed1son Instltute, Wh1Ch speaks for the prlvate electrlcal utlilty companles, to compla1n of a "regulatory blur" that makes It 1mposslble to know how long any future nuclEar construct10n w1ll take Nobody can glve a trustworthy estlmate of probable costs So the whole bus1ness of addlng nuclear electr1c capac1ty to our power resources langulshes
Indeed. no new nuclear plants have been ordered Slnce 1978, WhlCh was a year before the Three Mlle Island acc1dent ln Pennsylvan1a And 100 plants that were already started before Three Mlle Island have been canceled
The atom1C energy people are understandably outraged by what has happened to the prospects for gett1ng what they 1ns1st lS both a clean and safe new source of energy They pOlnt to France, WhlCh bU1lds new atom1C plants wlthout a qualm (The French w1ll be gettlng half thelr electr1cal power from the atom by 1990 )
They c1te the fact that nobody d1ed at Three }hle Island even wlth all the eVldence of negllgence that has turned up They argue that the 83 nuclear generatlng plants that are onllne ln Amerlca. most of
whlch date back to a tlme of lnnocence, go on produclng needed power wlthout pOlsonlng the atmosphere or ralSlng questlons about forelgn P011Cy Vls-a-V1S unfrlendly Mlddle 1astern countrle~
The way the antl-nu~e zealots have taken us for a rlde abbut atomlC energy makes up a most reveallng chapter of R Emmett Tyrell Jr 's hllarlous satlre. "The Llberal Crack-up " But Tyrell, who edlts an excellent magazlne called the Amerlcan Spectator, lS butt-109 hlS head agalnst a st@ne wall In hlS effort to brlng common sense back lnto our ways of thlnklng about atomlC power Or maybe he lS buttlng hlS head agalnst the feather plilow of Sllence The New York Tlmes, The Washlngton Post, Tlme magazlne and Newsweek have yet to reVlew hls book
Though they have lost the battle agalnst atomlC power on the lntellectual level, the llberals stlll have a powerful weapon ln thelr ablilty to en]Oln sllence Nobody ln the blg medla lS taklng up a crusade to restore atomlC power as an alternatlve to 011 Unless somethlng happens we'll have to turn the Job of provldlng for future energy Increases over to coal
And coal ltself lS havlng ltS troubles The llberals, ralslng the bugaboo of aCld raln, are now drummlng up a case for forclng our Mld-
dIe Western utliltles to spend $40 blillon to scrub sulfur dloxlde from the emlSSlons that go out of chlmney stacks as a byproduct of produclng electrlclty
When Wliialm Ruckelshaus reslgned as head of the Envlronmental Protectlon Agency, he admltted that we don't really know much about the connectlon between aCld ra1n and sulfur dloxldes The amount of sulfur oXldes ln the alr has decllned by more than 15 percent Slnce the passage of the Clean Alr Act In 1970 Yet desplte the fact that the alr has become progresslvely cleaner. the amount of aCld raln faillng lnto those Adlrondack and Canadlan lakes has remalned at essentlally the same level for 20 years
So we can't be sure that forc1ng the Mldwestern
utliltles to clean up thelr smokestacks pronto at the expense of $40 blll10n would have the des1red effect of neutral1z1ng all those northern lakes
But thlS doubt w1ll hardly deter the llberal zealots If thelr campalgn aga1nst the Kldwestern ut1l1tles succeeds, what then? Does lt mean the end of coalZ
Fortunately the New York State Electrlc and Gas Co • wlth a new coal~burnlng plant at Somerset on Lake Ontarlo, seems to have solved the problem of generatlng electrlclty from coal wlthout puttlng obnoxlous fumes and part1culates lnto the alr In add1tlon to ordlnary scrubblng, the secret of thlS apparently lles ln a new art of computerlz1ng the coal m1X To most laymen one lump of coal lS Just llke another But they all dlffer 1n ash content and sulfur, as well as In the heat they generate
The Somerset plant has dlscovered that lt 1S cheaper 1n the long run to burn a mlxture that lncludes a lot of hlgh-quallty coal brought ln from speclal Conoco mlnes o A computer modellng program helps the Somerset eng1neers to flnd the exact mlX of coals that produces the most profltable amount of heat wlth the least amount of alr pollutlon
ThlS lS one more vlctory for the computer age It wlll save us wlthout a new spate of J--<lWS

California Designers Keep It Loose By CATHERINE GEWERTZ
LOS ANGELES (UPI) -- The days of sk~nt~ght Jeans are over
The most forward Los Angeles fash~on des~gners are pry~ng women out of the~r hold-your-breath den~ms and sl~pp~ng them w~th a s~gh ~nto loose-f~tt~ng garb that ~s as easygo~ng as the sun-drenched env~ronment ~n wh~ch they work and play
Recent meet~ngs w~th des~gners known as harb~ngers of the L A look -- ~f there ~s such a th~ng -- found that the watchwords for spr~ng and summer are comfortable, s~mple, loose and sexy
Loose and sexy? "Clothes don't have to be t~ght or show
lots of flesh to be sexy," says Phyll~s Sues "Women know what they have underneath and they know they don't have to make ~t obv~ous Covered up ~s classy
"My clothes are female, not fem~n~ne They are strong, clean and powerful, yet they are def~n~tely sexy, ~n a tougher way "
Sues has st~tched lots of wh~te w~th pers~mmon red and royal blue ~nto an exclus~vely cotton spr~ng and summer l~ne There are loose sh~rts, baggy pants cropped a couple of ~nches above the ankle and sk~rts ~n many lengths New shapes ~nclude long, belted tun~cs w~th short sk~rts underneath
For Sues, Cal~foTn~a style reflects a chang~ng def~n~t~on of femaleness
"I can better tell you what Cal~forn~a sytle ~sn't than what ~t ~s," she sa~d "It's not beaut~ful It's not fem~n~ne and ~t's not ut~l~tar~an The female ~s one who dresses for herself, not for a man and not for another woman She must be comfortable That's a com~ng of age"
And the "Flashdance"-~nsp~red r~ppedand-torn look, and the snaps, toggles and tatters of recent seasons are be~ng "cleaned up" ~n favor of s~mpl~c~ty, Sues says
Leon Max's new clothes evolve from the qual~t~es of the Cal~forn~a l~festyle -"uncontr~ved, un-upt~ght and unrestr~cted" -- and are appropr~ately l~ght for the warm weather But he says there ~s no such th~ng as L A style
"The k~ds on Melrose Avenue here look l~ke the k~ds ~n Tokyo and London," he says "The world des~gn commun~ty ~s ~nfluenced by the same th~ngs What we have here ~s an evolved ~nternat~onal look "
But he conceded that Los Angeles' relat~vely new prol~ferat~on of n~ghtclubs and ~ts pos~t~on as the heart of the country's rock mus~c world have flavored h~s des~gns He says he carefully mon~tors MTV, the rock mus~c cable channel, to pred~ct what fash~ons w~ll ~nev~tably take ~ts youthful aud~ence by storm
The androgyny of Boy George and the colorful eclect~c~sm of Cynd~ Lauper have made the~r way ~nto des~gn stud~os because of those pop mus~c stars
"What's happen~ng more than ever before ~s that des~gners are look~ng to the street culture for the~r ~deas," he says "Trends aren't go~ng from the runways ~nto the streets, but v~ce versa"
Max ~s br~ng~ng out a summer l~ne dom~nated by wh~te w~th accents of br~ght color Pr~nts w~ll be bold, w~th pa~sleys and plalds and echoes of the Afr~can Jungle and cublst art
The shapes are cotton pajama and formfltt~ng Lycra Max env~s~ons m~x-and-match comb~nat~ons of the two, depend~nc on what d woman wants to emphas~ze about herself

ly gathers together all the dust balls 1n the house and lets the klds Jump ln them, when 10 and behold, what to her wonderlng eyes should appear -- under the bed, no less -- but a Cabbage Patch doll
The doll was half-clothed, staln-rldden, and had a wet towel draped over lt My frlend couldn't belleve her eyes
Was thlS the doll she had put 15,000 mlles on her Toyota to track down? Was th~s the doll she had baptlzed and for WhlCh she put a COdlCll ln the wlll? Was thls the doll for WhlCh she had marched ln protest ln the streets because the manufacturer was late wlth her blrthday card?
