Foreword by Mr. Elliot Mashile, Acting CEO of the KZN Liquor Authority

This communique speaks to the liquor license renewal process and advises all retail and micro

licensees to pay particular attention to the application process. The Kwa-Zulu Natal Liquor Authority

is mounting a massive service drive during the month of October to the end of December throughout

the province. The intention is to advise and inform existing license holders of the renewal process. It

must be noted that in terms of the new Liquor Licensing Act, a license holder must apply for renewal

of a liquor license six months prior to the expiry date of the license.

The first step in the process is to obtain and complete Form 19 which is available from the Liquor

Authority’s offices or from our website by visting www.kznlqa.co.za. Applicants are required to attach

the following documents:

• A certified copy of the liquor license

• An original valid tax clearance certificate

• A police clearance certificate issued by SAPS

• A certified copy of the licensees ID document

When your application is lodged with the Liquor Authority, our compliance inspector will undertake

an inspection of your licensed premises to verify that your license conditions have been met. After

your application is approved by the Liquor Authority you are required to pay the annual license fee

before the expiry of your license. Please note that only cash deposit or electronic transfers will be

accepted only after you have received a reference number from the Authority. You are cautioned that

penalties for late payment of fees will be an amount equal to the renewal fee subject to a maximum

penalty of three times the annual fee for every month that is late. Remember that if no payment is

received after the 4th month after expiry, the license will be cancelled. It is therefore in your

interests to ensure that you renew timeously to avoid paying penalties. Ideally you must renew on or

before 31 December, failing which the penalty will start accruing,

Womens Month is commemorated in South Africa during the month of August, with the public

holiday, Womens Day being on 09 August 2014. The month is a time to commemorate the strength

and the courage of South African women. Hence, in celebration of Women’s Month, the KZNLA

through the Social Responsibility Business Unit has identified a need to raise awareness and provide

information on a broad spectrum of liquor industry related issues and topics, aimed at empowering

women in the liquor industry.

Following on the successful inaugural symposium held last year, this year’s symposium focused on

the theme, “Liquor trading made Simpler, Compliant, Responsible and Sustainable” with a specific

aim on the “HOW TO? Aspect, especially relating to the following aspects:

1.) Business Productivity

2.) Business development and growth

The Symposium targeted 90 women from the following Districts:

� Uthungulu

� Umkhanyakude

� Ilembe

� Zululand

Dudu Khoza steered the programme and she fitted the calibre and maturity of the audience

perfectly. An informative presentation was delivered by Productivity SA who whet the ladies appetite

and awareness of what productivity means and how they can use their resources more effectively.

Three women within the liquor industry shared their personal success stories of how they are striving

to grow their liquor businesses despite the challenges they face.

Mrs. N.V. Gumede of Mtubatuba shared her story of how she was initially an illegal trader, and was

apprehended by SAPS for doing so but through education she now operates a successful legal

business, although at times she admits it is challenging, she perseveres. As a women from a rural

area, she especially thanked the KZNLA for helping her grow her business through the continuous

education platforms afforded to her and others in her area, including being widowed and having to

take over the business from one’s deceased partner.

The EM of Social Responsibility delivered a thorough explanation and reminder of the KZNLA

Compliance Charter and what is expected of traders.

The Chairperson the KZNLA Governance Board, Adv. Linda Makhathini graced the occasion and

delivered her key-note to the ladies focusing on the Act and how it was to crafted to it now being

promulgated and the role of the KZNLA as the implementing agency. She further highlighted the new

regulations affecting traders, such as the issue of Amnesty.

In addition to the formal programme the ladies were treated to mini massages and personal

grooming packs as it is known that these women work day and night running these businesses

themselves and in most cases never even have a moment for self-grooming, self-appreciation etc. as

they have to ensure bread is on the table.

The event was a huge success, with ladies appreciating the interaction and will be firmly marked on

the calender of events for years to come.

The KwaZulu-Natal Liquor Authority continues to pride itself in their awareness campaigns they

conduct and those they associate themselves with. During women’s month, the KZNLA ensured that

women became their priority target group. Arranged, organized and facilitated by the ordinary

women from communities, the campaign was aimed at empowering women and creating a support

system for women.

As part of the facilitating team, Ms Mbali Msomi. Our Social Responsibility Practitioner for the UGu

District Municipality said:

“We tackled a number of issues and these included the KZNLA’s role and legislative mandate, the

Liquor Regulations, the adverse impact of alcohol abuse that contribute to social ills, placing

emphasis on how alcohol affects the wellbeing of all women. We also touched on one of the most

sensitive issues, about the dangers of alcohol consumption during pregnancy.”

The KZNLA is proud to be associated with such campaigns and amongst the spokesperson who were

invited was a Dr Buso, a young female doctor, who also attested to the presentation by Ms Msomi on

the relationship between excessive alcohol consumption and social ills, particularly the health

dangers associated with alcohol consumption during pregnancy. The campaign was a complete

success as this prestigious campaign was widely covered by the UGU EYETHU NEWSPAPER, a

community newspaper.

The Dundee July is horse racing event, a joint venture between the Department of Sports and

Recreation, UMzinyathi District and Endumeni Municipalities. This prestigeous event was formed

nine years ago, and since then, it has revitilized the economic and social life of the region and its

surrounding districts. This year the event saw growth in sponsorships, a large number of attendees

and an even bigger turnout of liquor traders.

The 2014 Dundee July also saw a remarkable participation by the KZN Liquor Authority, to ensure

compliance and enforcement.

The KZN Liquor Authority approved 5 Special events Licences for the event, however the event was

characterized by a large number of illegal Liquor traders, street vendors, underage drinking and

series of injuries and robberies. A lot of preparation went into finalizing and preparing for the event

which took place on the 19th July 2014. The KZNLA can proudly report that during the day of the

event, all Hospitality and Corporate marquees who had lodged applications with the KZNLA were

fully compliant. There were number of unauthorized Pre and After Parties (celebrations) which took

place in both the licensed and unlicensed premises which were held in the name of the Dundee July

Horse Race Event.

As the event progressed, people got reckless and people became unruly. According to a police

report, and as the night progressed, the event saw a chain of unlwaful behaviour by visitors and

local residents. A few incidents of pelting of liquor bottles on the performing artists were reported.

KZNLA Social Responsibilty Practitioner. Ms Phumelele Phahla said:

“ A total of 267 cases were reported and about 11 of them have been withdrawn The following were a

few crimes that were reported on the day:

1. Malicious demage to property

2. Possession of dagga

3. Culpable Homicide

4. Theft of motor vehicle

5. Common robbery

6. Attempted murder

7. Assault

Working with the SAPS, the KwaZulu-Natal Liquor Authority apprehended several illegal liquor

traders.”

Although the KZNLA worked tiressly to ensure the full compliance, the entity experienced a number

of challenges. These included:

1. Underage drinking was prevalent.

2. Criminal offences such as assaults, stabbings were reported.

3. Licensed outlets in the neighbouring town were trading beyond trading hours. Lack of law

enforcement agencies visibility during the evening and throughout the night

4. Few police officers were are deployed during the day of the event. As a result, the KZNLA

volunteered to assist on the day

5. A Number of unauthorized celebrations or parties the so called “Pre and After Parties” takes

place all over the area and even in the licensed premises. Less visibility of the Law Enforcement

Agencies During the night time on the day of the event.

6. The entire race course is un fenced or manned which makes it difficult for the security staff to

control the crowds who are moving in and out with liquor in the cars.

Pahla said:

“ the KZNLA is proud to be involved in such an initiative and will continue to assist all involved

organizations and departments to ensure full compliance from the attendees of the event. The KZN

Liquor Authority will continue in ensuring that traders comly with the law. Unlike in previous years,

when laws on liquor trading were lax, the event on the 19th July 2014 saw stringent laws being

enforced.”

The KwaZulu-Natal Liquor Authority earlier this month held its very first receptionist Intern induction

session. The primary purpose of the induction was to introduce all the newly appointed receptionist

interns to the Liquor Authority, highlight their expectations, familiarize the interns with the manage-

ment structure and give them an understanding of how each business unit operates and its daily

functions. Organized, directed and led by the controller of Front desk Ms Nondumiso Ngcobo, the

interns were given a clear description of their duties within the entity.

A group of highly motivated young individuals have been recently employed within the KZN Liquor

Authority family. Interns from all 11 Districts have committed themselves in working hard, gaining

the required experience and without a doubt working towards impressing their supervisors. Ms

Nondumiso Ngcobo enthusiastically welcomed everyone to the session and directed the program

with great ease and professionalism. In her introduction, Ms Ngcobo swiftly covered and highlighted

the main purpose of the session, sharing and informing the interns on the KZN Liquor Authority’s

principals and objectives. From the basic functions of their job description, to the more complex

matters, Ms Ngcobo ensured the interns understood the entity.

The interns themselves had a few questions of themselves – being on full alert, the responded with a

few questions of themselves:

• What does one need to do to grow and be considered for a permanent position within the

entity?

• How can we resolve conflict within ourselves and other internal staff?

• How does each business unit communicate amongst themselves?

These are some of the questions that were posed by the interns during the session.

The KZNLA managerial personnel’s were up for the task; replied and responded with great confident

to every question posed by the interns. Each district was represented by an Intern that is attached to

the district:

1. Nelly Biyela - Head office

2. Nombuso - UThungulu District

3. Nondumiso Memela - UGu District

4. Nomonde Ndlela - ILembe District

5. Brilliant Sindane - Sisonke District (Harry Gwala District)

6. Sphindile Cele - UMgungundlovu District

7. Zinhle Hlongwane - Amajuba District

8. Ngenzeni Cebekhulu - UThukela District

9. Zinhle Gumede - UMkhanyakude District

10. Bongumusa Mthwalume - Zululand District

Among the delegates that addressed the interns was our Acting Chief Executive Officer, Mr Elliot

Mashile – he highlighted a number of issues and one of the issues he placed emphasis on was the

issue of always putting your game face on, reminding the interns that they are the faces and repre-

sentatives of the KZNLA. “As someone who will be forever be bombarded with questions, it is essen-

tial to study and understand the Act (Act 06; 2010) of which the KZNLA regulates under. Project

yourself positively at all times and always remember that there are no silly or ridiculous questions

that may be asked by the client” Mr Mashile explained. He further ensured that each District office

is as important as the Head office and growth within these District Offices is inevitable.

All Business Units were represented by their respectful business managers; amongst them was

Licensing and Administration manager, Ms Dinky Dubula. “You should always know and understand

how the entity functions and operates. This is essential as you will come across license

holders/trader, most are uneducated, you will then need to explain every aspect of the Liquor Act

and sometimes you will be required to assist” said Ms Dubula. Program director and coordinator Ms

Nondumiso Ngcobo further added; “As the frontline people, there shouldn’t be an “I don’t know”

answer given by you”

IT, Supply Chain, Finance, Accounts and Compliance and Enforcement were amongst the Business

Units that addressed the interns. Each Unit explaining its key role in the entity and further explaining

the relationship they will have with the interns. Ms Mbali Madondo explained Human Resource’s

policies and functions. “Every business unit interacts with HR at some point, it is essential that you

familiarize yourselves with the work of HR.” Ms Madondo explained. The Acting Executive Manager of

Licensing and Administration, Mr Archibold Kubheka provided with the closing words and wished the

interns the best of luck with their future endeavors.

As the 2 day session concluded, Mr Nkululeko Thwala took the interns on a tour around the office,

reception and Call Centre area. The KwaZulu-Natal Liquor Authority would like to welcome all of the

interns to the KZNLA family and would like to wish them the best of luck. We as the Liquor Authority

encourage honestly and a big deal of hard work. These tools and attributes are essential if one is to

succeed, not only in the business world but also in our everyday lives.

The Authority also welcomes Mr Siyabonga Mnyandu, who joined the Finance department simultane-

ously with the newly appointed interns.

The KwaZulu-Natal Liquor Authority have decided to roll up their sleeves, get their hands dirty in the

name of Mandela Day. The 18th July celebrates the late states man birthday, and in his memory

South Africans devote 67 minutes of their time to help, plough back and assist their communities in

a positive way. The day has become an internationally celebrated event which sees all people from all

walks of life joining in.

One of Mandela’s greatest passions was education, as he said, “Education is the most powerful

weapon which you can use to change the world.”

Hence, The KwaZulu-Natal Liquor Authority’s Social Responsibility Business Unit as a tribute to the

passion of the late Former President Dr. Nelson Mandela had identified a need to empower a rural

school with resources to improve the quality of education that they receive.

The KwaZulu-Natal Liquor Authority has, therefore, embarked on an education and awareness Man-

dela Day campaign, utilising key slogans:

1.) “CHILDREN with a future DON’T DRINK”

2.) “ALL YOUTH CAN SAY NO TO ALCOHOL”

3.) “A THANK YOU FOR HIS LIFE OF 96 YEARS AND 5 MONTHS”

4.) “HIS 27 YEARS OF SACRIFICE AND 67 YEARS OF ENDLESS FIGHTING AGAINST OPPRES-

SION”

With various campaigns and programs being placed by the KZNLA, their main objectives and key

attributes are to raise awareness, alert the youth, mostly learners and those under the age of 18 to

focus on their education and future. Under the slogan “Children with a future don’t drink” the KZNLA

aims to enrich students with a positive mind-set which will be the tool to eradicate poverty among

themselves and in their communities.

.Regional manager Meryl-LynneColborne said:

“The Mandela Day Campaign was focused on sensitising on the dangers of underage drinking and

advocate for learners to concentrate on their education as a means to escape poverty and better

their lives. Enabling the learners with an improved learning environment will allow them to focus on

their learning rather than engaging in activities outside of school which may have negative effects on

their future. This aligns to the object of the Act in Section 2 (b) – to provide for mechanisms aimed at

reducing the socio-economic and other effects of alcohol abuse.

The campaign also speaks to the values of the KZNLA namely, caring. Further it speaks to the func-

tions of the KZNLA as prescribed by the Act which is initiate and participate in the development

programs aimed at reducing the socio-economic and other effects of alcohol abuse.’’

Colborne said; “Working together with the KZNDOE, we were able to identify a school that is in dire

need and of improvement. As the Mandela Day Campaign was a two-pronged approach, the KZNLA

was also able to reach out and assist the Ngilonde Community Project which was identified as the

beneficiary of Mandela Day in 2013 and Zombizwe High school in UMkhanyakude District. This year,

both Zombizwe High and the Ngilonde Community project benefited immensely from the Mandela

Day Campaigns which were put in place by the KZNLA’s Social Responsibility Business Unit.”

This year we took a different approach. Colborne said:

“With the same spirit of giving, the KZNLA engaged in a number of activities, which included: clean-

ing of windows and doors, gardening, sanding and vanishing of desks. Led by the executive manager

of Social Responsibility, Mr Simon Maneli, the KZNLA also gave out food parcels, toiletries and other

additional resources which will aid the Community Project forward.

.Although we experienced a lot of challenges on the day, which included the service provider not

delivering some of the parcels and failure to manage the program time efficiently, the overall Man-

dela Day event was a complete success. With the community and children coming out in their num-

bers to attend the event which is held annually, it was a heart-filling experience for the Liquor Author-

ity staff and a memorable day for the children of Ngilonde Community project and their staff.”

In addition to the Ngilonde Community Project, all Social Responsibility Practitioners were requested

to identify a school in dire need of improvement but whom have shown a willingness and dedication

to their education. UMkhanyakude District Social Responsibility Practitioner engaged with the

Department of Education District Coordinator and was notified of a school which was I dire need of

resources yet obtained a 100% pass rate in 2013. Later it was felt necessary to check with the

Department of Education provincially if they have a school in their list that matches the criteria. The

Department identified the very same school in the UMkhanyakude District which is Zombizwe High

–which we were later advised that the department has plans to change the name to Inkosi Zombizwe

High as the school is named after the chief Zombizwe.

The event was held on 31 July 2014 and its success was showcased on the 1st of August on 1KZNTV

at 19h00 and 21h00 news, as one of the highlights of UMkhanyakude District. A special thank you to

the office of the Honourable Mayor Cllr. S.J. Vilane for catering for 300 community members, for the

donation of food parcels to the OVCs in the school and donation of 10 laptops. Further donations of

sanitary towels to be provided to learners. Local media was also present including Maputaland

Community Radio and Newspaper and 1 KZN TV. Inkosi thanked the Liquor Authority for the reach-

ing out to the school and encouraged KZNLA and other stakeholders present to tackle the problem

facing this school and other local schools of high teenage pregnancy. The KZNLA Acting CEO, Mr.

Elliott Mashile, committed that KZNLA will be coming back to tackle the high teenage pregnancy

challenge jointly with other stakeholders and the community at large.

At the end of the formal programme the Inkosi was invited to cut the Mandela Day Cake and all

members present were invited in recognising this special day by singing the National Anthem. Enter-

tainment was provided for by Inkosi Zombizwe learners and KCAP Industrial theatre.

I am enthusiastically awaiting the roll out of our Employees Wellness Programme which will be implemented shortly by Care ways, a reputable service provider on employee assistance programme.

Their offerings include assisting employees with the challenges that impact on their personal and interpersonal work relationships. Care ways is well positioned to provide life skills education which seeks to promote a healthy lifestyle, in addition Managers will be capacitated to identify and refer distressed employees to appropriate resources.

This service will benefit employees of the Liquor Authority in many ways. Ms Mbali Msomi, HR Manager of the Liquor Authority said:

“The service is free to employees and their dependants and I can assure you that Careways will respect confidentiality. They can help you to deal with any personal and work related problem. They are well equipped to provide counselling, provide legal advice and will give you good guidance and counsel on personal money management, including budgeting and more importantly provide assistance for your health and wellbeing. We have waited patiently to provide this service and I am very pleased we can now offer this service to all our employees. Employees must however take the initiative and utilise the service.”

What is remarkable about the service is no one can be forced to use the Employee Wellness Programme. In other words the service is entirely voluntary. Everyone one is treated alike irrespective of your rank or station in life.

Mbali adds:”

“The programme is designed as such that the EWP can’t be used to manipulate management, worker representatives or the employees. EWP does not allow feedback about personal issues.”

The EWP is at our beck and call and this service is accessible 24 hours, 7 days a week and 365 days a year. Can we ask for more?
