You can download some of the presentations from the day here. The session was run by Rowena McLean who is putting together the mentor/peer support program I have been talking about for a while. We are both off to Eyre Peninsula in the next few weeks to further develop the program using the ideas you provide so continue to watch this space for progress. I hope to see you at the AGM which will be an opportunity to have your input into a range of major initiatives from the LGA on behalf of the sector. LGA President Mayor Lorraine Rosenberg 2017 LGA Conference and AGM Our 2017 Conference and Annual General Meeting will be held at Adelaide Oval next Wednesday 15 November and Thursday 16 November. If you haven’t already registered to attend I’d urge you to set aside the time to be there. It’s shaping up to be a tremendous event with some really interesting and timely speakers and presentations. The Conference on the Wednesday will include a keynote address from Dan Gregory. A well-known panellist on ABC’s “Gruen Transfer”, Dan is a marketing consultant to some of the world’s biggest companies and a great presenter. During the afternoon we will have a rate capping workshop hosted by Amanda Blair, which will provide you with the tools to confidently explain the flaws in this policy to members of your community. With the March 2018 state election fast approaching, Thursday will feature a heavy focus on South Australian politics, and how councils fit into the political landscape. Outgoing Federal Senator and expected state candidate for Hartley Nick Xenophon will give the keynote address Thursday morning, and he will be followed by a panel featuring politicians from the other political parties sharing their vision for South Australia and local government. I will also launch our state election strategy during my address on Thursday, outlining the key issues for councils and communities that we will raise with all parties and candidates in the lead up to next March. NRM Levy I continue to hear from councils that they don’t want to collect the NRM Levy, and effecting legislative change to remove the requirement for local government to collect this tax will be a key priority in our state election strategy. I was disappointed to read yesterday that the SA Liberal Party has proposed a new NRM system that would still include councils collecting the Levy and passing it onto the State Government. Forcing councils to collect a tax without providing them access to the funding collected – or adequately compensating them for the costs incurred in collection – is an example of this cost shifting.

We will be urging all parties to commit to collecting the NRM Levy themselves if elected to form government at the state election next year.

State Local Government Infrastructure Partnership

As the end of the year approaches, more State Local Government Infrastructure Program (SLGIP) projects are getting underway, and more funding contracts are being signed.

I previously highlighted Light Regional Council’s project launch, and it was great to see Marion Council’s $1 million Coastal Walkway covered in their local Messenger.

This article highlights the $200,000 contribution from the State Government, which will be provided to the council through the LGA in January.

Like all councils that have been awarded SGLIP funding, Marion Council has entered a formal deed with the LGA to access this program.

In fact, the LGA will borrow all SGLIP funding provided to councils through the LGFA, and will be reimbursed by the State Government over a ten year period.

There’s been a significant amount of work that has gone into this partnership from all sides – the State Government, LGA, LGFA and councils – and we are about to see this pay off with $124 million of new council infrastructure projects, supporting 190 jobs a year for the next three years.

Local Government Finance Authority

The Local Government Finance Authority (LGFA) has been critical to the success of the SLGIP.

While it’s an institution that dates back more than three decades in South Australia, it’s worth remembering that it is unique to our State (and is the envy of the other state LGAs).

It’s also important to note that without the Local Government Association of SA, the LGFA would not exist.

The LGFA was born from a motion at an LGA AGM, and brought into existence through the leadership and vision of ex-LGA CEO Jim Hullick, and the LGA Board of the day – including their capacity to gain Treasury and Parliamentary support.

The LGFA saves our sector millions of dollars every year, and we owe this to the foresight of Jim and the mayors and council members who served on our Board during the early 1980s.

New Executive Director Commercial

A key focus for your Association this year will be increasing the breadth and standard of services offered to member councils, to better improve the efficiency and effectiveness of our sector.

At a national level, LGA Queensland are leaders in this space through their Peak Services division, and earlier this year we signed a MOU with them to help us roll out similar services in South Australia.

We’ve recently appointed Steve Nolis as our Executive Director Commercial to drive this work, and he will commence with the LGA on 4 December.

Steve is currently the General Manager of Duncan Basheer Hannon Lawyers, and a Director of Beyond Bank Australia.

He also sits on the Netball SA and Corporate Traveller SA Advisory boards, and is the co-founder of Road Raise – a charity bike ride from Adelaide to Melbourne.

I look forward to sharing more with you about the expansion of LGA services in 2018.

LGA Board

I want to finish up by acknowledging the mayors and council members who provide leadership to our sector and your Association through serving on the LGA Board.

The Board is comprised of a President (elected by all councils), an Immediate Past President, eight Metropolitan Representatives and four Deputy Members (elected by metropolitan councils), eight Regional Representatives and six Deputy Members (elected by six regional LGA zones).

There are also two observers - the Convenor of the Metropolitan CEOs Committee and the President of Local Government Professionals (SA).

More details about the composition, powers and election process for the Board can be found in our Constitution, but essentially its role is to manage the activities of the LGA in between General Meetings consistent with decisions made by member councils at these meetings, and report annually on these activities.

The Board meets six times a year, on the third Thursday of every second month. Meetings are usually held at LG House in Adelaide, although twice a year they are hosted by regional councils.

A smaller Executive Committee meets in the alternate months, to consider issues as they arise and carry out tasks assigned by the Board.

This Committee is made up of the LGA President, Immediate Vice President, and two metro and two regional Vice Presidents, who are elected by the LGA Board at their first meeting of their new term.

This year, the Board has a focus on the continuous improvement of the LGA’s systems, including internal controls and long term financial planning, increasing transparency and simplifying the presentation of financial information, and improving the AGM/OGM notice of motion process.

Almost all of our board members will be at our Conference and AGM next week, so please take a few minutes to introduce yourself to one of them – you can find a full list on our website.

I know they’d be keen to fill you in on what we’ve got planned for this year, and what the LGA is doing to advocate for, assist and advance our sector.
