Discover College Discover College is a collaborative program between area high schools, regional home school associations, and Owensboro Community and Technical College offering students the opportunity to earn college credit while still in high school. Courses allow students to earn high school and college credit at the same time.

Early College Program

Early College students attend classes on campus at OCTC full-time during their junior and senior

years of high school. This allows the possibility for the student to graduate simultaneously with

a high school diploma and an Associate in Arts or Associate in Science degree.

Students must:

Demonstrate college readiness in English, reading, and mathematics

Plan to pursue an Associate in Arts or Associate in Science degree at OCTC

Enroll in a minimum of 12 credit hours per semester on campus

Students are encouraged to enroll in a total of 15 hours credit hours per semester in

order to complete the associate degree by the end of the senior year of high school

Maintain a 2.5 GPA in college-level course work

Pay associated fees/charges

Agree to receive secondary and postsecondary support services to aid in program

success and complete FYE 100 College Success Course

Adhere to any specific requirements by the student’s home high school

If on Early College Probation, follow procedure to stay in program

Early College Academic Programs of Study

Owensboro Community and Technical College provides students a core foundation to transfer

to a four-year university or acquire the skills necessary to enter the workforce. Within the

Transfer Framework Agreement, the Associate in Arts and Associate in Science degrees are

guaranteed to transfer to any Kentucky public institution. The Associate in Applied Science

Degree prepares students for career opportunities and jobs that are available in the Owensboro

region and provides some transfer options.

The following associate degrees are offered to students in Early College:

Associate in Arts

Associate in Science

KCTCS Dual Credit Scholarship

Public school, private, and home school students are eligible for the Dual Credit Scholarship (two classes). Additionally, students may be eligible for a reduced tuition rate.

Experimental Pell

OCTC has been designated as an Experimental Site for high school students to receive Pell

grants prior to high school graduation. Students must (1) attend a public secondary high school

and (2) be an Early College student to participate in the program. Eligibility is based on student

need. For the 2019-2020 academic year, the total grant could be as much as $6,195. Interested

students must complete the Free Application for Federal Student Aid (FAFSA) to determine

their eligibility.

Pell grants are awarded with the expectation that the student will attend the entire semester.

As long as the student attends as planned, the grant does not need to be repaid. If the student

withdraws prior to the end of the semester, repayment of funds received may be required.

Tuition will be paid by the Pell grant. If the grant exceeds tuition due, the balance will be

refunded to the student. For any student whose Pell grant does not cover the tuition, the

College and/or school district will cover the cost of any remaining tuition and books.

Participating high schools may assist students with purchasing books and required supplies.

High schools may require students to use Pell grant funds for books and required supplies

before the high school provides any assistance with purchasing these items.

Students receiving the experimental Pell must maintain Satisfactory Academic Progress to

remain eligible for the program.

Complete 67% of coursework each semester

Maintain a cumulative 2.0 GPA

Have attempted fewer than 150% of the credits required for your declared program of

study

Advanced Placement

To receive awarded credit for Advanced Placement test(s) students must have their official

examination results sent to OCTC Student Records Office. This credit can count as credit

towards your associate degree if the score is high enough. See KCTCS Catalog, Guidelines for

Placement Credit. If the AP credit serves a perquisite, official scores must be received prior to

enrolling in the next course (i.e. ENG 102).

Transcripts From Other Postsecondary Institutions

To receive credit for courses taken at other postsecondary institutions, students must

send an official transcript to the OCTC Student Records Office from the institution where

the course was taken.

MyPath and Technology at OCTC

Students are required to access to KCTCS Student E-mail, PeopleSoft student information

system, and Blackboard course information system. All these services are available from links

on MyPath on the OCTC website.

Consent to Release

The only way a parent/guardian can receive information from Owensboro Community and

Technical College is by their student completing the Consent to Release in self-service feature in

PeopleSoft. Students will create a passcode that must be given each time information is to be

released to a parent/guardian.

Business Office – Billing

Early College students are billed later in the semester than other students due to the time

needed to process enrollment, waivers, and scholarships. There is a note placed on the high

school students’ accounts to prevent classes from being cancelled for nonpayment during the

automatic purge process so college staff will have adequate time to process all required

information. Tuition will be billed in October/November for Fall semester and March/April

for the Spring semester.

To access your billing information please log into your PeopleSoft self-service account. There is

one bill each semester mailed to students. Please contact the Business Office for billing

information at (270)-686-4669.

Books

Students may purchase books at any time. To purchase books at bookstore students must have

a copy of schedule. Students receiving Pell will have a scheduled time to pick up books, which

is typically the week before classes start. They will need to obtain a waiver from the Financial

Aid Office for books as well as a copy (print or electronic) of schedule along with photo id.

Graduation

Students must meet with Early College Coordinator, who is also their academic advisor, each

semester to ensure they are on track to graduate both high school and OCTC. During the

meetings, they will complete an academic plan. The student will be required to complete official

graduation application procedures through OCTC. This is generally the first week of February.

Students eligible to graduate upon completion of a program will be considered Spring graduates

and may walk in OCTC graduation ceremonies and wear OCTC regalia.

Grades

Letter grades are reported to the home high school at the end of each semester. The letter

grade is based on the grading criteria in Owensboro Community and Technical College’s

faculty/instructor course syllabus. Students may access their grades online on the user

account center.

If your high school is using an OCTC class as dual credit, the grade from that course will be

used on both the high school and the college transcript. Grades will impact GPAs, academic

records, and KEES money.

Advising

Students are required to meet with the Early College Coordinator for intense advising, ongoing

monitoring, and connection with four-year institutions. High school partners and Early College

Coordinator will meet each semester to ensure students are on track for both high school and

college graduations. The ultimate responsibility is with the student to inquire/inform the EC

Coordinator if any scheduling changes are made after initial meeting. Students are not allowed

to withdraw from program or classes without prior approval.

High School Diploma Requirements

Students will still be required to meet with home high schools to ensure they are on track for the high school graduation. High School graduation will be top priority. Both high school and Early College Coordinator will work together to ensure both requirements are met, but the graduation will be dependent on the institution awarding degree. Fall & Spring Break, Holidays, Snow Days

There are times where holidays and breaks do not match the high school and college schedules. Fall breaks should be the same, but Spring Break will not. Students are expected to attend OCTC when there are classes being held. This should always be at the discretion at the student if safety is an issue (ex. The high school is cancelled for a snow day but OCTC is open). If student is unable to attend, they will need to contact their instructors ASAP and not wait until the student returns to class to let them know.

FYE – Orientation to College

All students will participate in a Freshman Seminar, FYE 100, which will be taught in the Fall the

student begins the program. Students will earn a total of one credit hour that can be used as

elective credit. The purpose of the course, which is required for all incoming OCTC freshman, is

to prepare students to be successful in a postsecondary setting. Topics covered include

navigating the campus, accessing all available resources, networking with other first-time

college students, learning successful study strategies, and many other important areas that will

support future persistence and success.

Off Campus Class for Full-Time Status A student may request to take a dual credit class off campus (most commonly at the student’s home high school) to count as credits for full time enrollment at OCTC. The student will request the form from the Early College Coordinator, and once completed will return it for approval. Once approved, the student can be enrolled in the course, and a copy of the form place in the

student’s file.

Full Time Options for Seniors Seniors in their last semester at OCTC who have enough credits to graduate with an Associate’s degree without taking full time hours are allowed to take only enough needed for graduation as long as they are enrolled in enough hours for high school enrollment and if full time status is not needed for the Pell Grant. Students may add a class at the high school to fulfill high school requirements if needed.

Probationary Students

Early College students can be placed on Early College Probation for any of the following

reasons below.

GPA of 2.50 or below cumulative or in a certain semester

A grade of C in 3 classes

A grade of D in 1 class

A grade of F in 1 class. An F may mean immediate dismissal from the program

Attendance issues in previous semesters reported by instructors

Students on probation with Early College must complete an individualized success plan with the Early College Coordinator before the beginning of the next semester.

If students do not follow the probation guidelines, they may be dismissed from the program. Two semesters of EC probation can result in dismissal of the program. Dismissal from the program will be at the discretion of the home high school in coordination with the Early College Coordinator.

Academic Integrity

Students are expected to follow the academic policies set forth by KCTCS/OCTC in regards to academic integrity. Academic offenses within academic integrity include plagiarism, cheating, student co-responsibility, and misuse or falsification of student records. When a student is believed to be guilty of any of the following four academic offenses, information concerning disposition of the case by the college and responsibilities of college personnel can be found in student code of conduct.

Plagiarism

Plagiarism is the act of presenting ideas, words, or organization of a source, published or not, as if they were ones own. All quoted material must be in quotation marks, and all paraphrases, quotations, significant ideas, and organization must be acknowledged by some form of documentation acceptable to the instructor for the course.

Plagiarism also includes the practice of employing or allowing another person to alter or revise the work that a student submits as the student’s own. Students may discuss assignments among themselves or with an instructor or tutor, but when the actual material is completed, it must be done by the student and the student alone. The use of the term “material” refers to work in any form including written, oral, and electronic.

All academic work, written or otherwise, submitted by a student to an instructor or other academic supervisor, is expected to be the result of the student’s own thought, research, or self-expression. In any case in which a student feels unsure about a question of plagiarism involving the student’s work, the student must consult the instructor before submitting the work.

Cheating

Cheating includes buying, stealing, or otherwise obtaining unauthorized copies of examinations or assignments for the purpose of improving one’s academic standing. During examinations or in-class work, cheating includes having unauthorized information, and/or referring to unauthorized notes or other written or electronic information. In addition, copying from others, either during examinations or in the preparation of homework assignments, is a form of cheating.

Student Co-Responsibility

Anyone who knowingly assists in any form of academic dishonesty shall be considered as guilty as the student who accepts such assistance. Students should not allow their work to be copied or otherwise used by fellow students, nor should they sell or give unauthorized copies of examinations to other students.

Misuse or Student Falsification of Academic Records

The misuse or actual or attempted falsification, theft, misrepresentation, or other alteration of any official academic record of the college is a serious academic offense. As used in this context, “academic record” includes all paper and electronic versions of the partial or complete academic record.

Nondiscrimination Policy and Grievance Procedure

The Kentucky Community and Technical College System has zero tolerance for illegal

discrimination of any kind. Any student who thinks he/she may have been discriminated

against or subjected to harassment by students or employees because of his or her race, color,

national origin, sex, sexual orientation, marital status, religion, beliefs, political affiliation,

veteran status, age, or disability (including denial of a request for accommodation), has the

right to pursue an informal and /or formal discrimination grievance.

Student and Parent/Guardian Contract

Academic Standards

1. Acceptable student academic standing shall be a minimum overall college GPA above a

2.50 each semester.

2. Any student who meets a condition for probation will be placed on Early College academic

probation for the duration of the following semester.

3. Any student placed on Early College Academic Probation must complete and make a plan

with the Early College coordinator. FAILING to do this is non-compliant and will result in

forfeiting participation in Early College.

4. A second EC academic probation may result in dismissal from the program.

5. Students who earn an “F” letter grade in any college course may be subject to

immediate dismissal from the program.

6. Students must be enrolled in a minimum of 12 college credit hours per semester (typically 15

credit hours to be on track to graduate).

7. If your high school is counting your OCTC courses as dual credit on your high school

transcript, your OCTC classes will impact your KEES money because they will be used on your

high school transcript.

Student Expectations

1. All correspondence will be sent via KCTCS email account, it is the student’s

responsibility to check email daily. Text message and/or the Remind app may also be

used.

2. You are financially responsible for your tuition bill and books. (Students receiving Pell

are exempt from this statement or if have special arrangement with the high school).

3. As a parent/guardian of an Owensboro Community and Technical College student, I

authorize Early College, Owensboro Community and Technical College, and the Kentucky

Community and Technical College System, to use and reproduce photographs/videos of my son

or daughter for college publicity and promotional purposes that might be taken at the College.

If you do not wish to have your child participate in this release, you must provide a letter to

the Coordinator of Early College stating such by the beginning of the semester.

4. As a parent/guardian of an Early College student, I understand that my student will be

treated as a college student. If at any point I have an issue, my first point of contact will be the

Early College Coordinator/high school representative.

5. Students are expected to attend classes when in session and to always communicate with

instructors about absences, issues, problems, etc.

6. Students are expected to act in a mature manner, following classroom rules and etiquette.

Experimental Pell/Financial Aid (This will only apply if you are receiving the Pell Grant/Financial Aid).

1. If you are eligible for the minimal amount of Pell OCTC will cover the remainder of books and

tuition.

2. If you drop below 2.0 GPA, 67% completion of classes, or do not finish your degree in 150%

of time you will be placed on financial aid probation and could ultimately be suspended from

financial aid (and Early College)

3. Pell Grant funds received under this experiment will factor into the lifetime eligibility

limit. Students are currently allowed to receive full-time Pell benefits for up to six years.

4. The FAFSA has to be renewed each academic year. The FAFSA is available on October 1.

Recognizing that enrollment and attendance in the Early College is a privilege and not a right,

we, the under-signed, have read, fully understand, support, and agree that the expectations set

forth in this document serve as the requirements for participating in Early College.
