MEMBERSHIP Network membership Membership in the LEDS-EEP is open to individuals, organizations and governments working in Eastern Europe and Eurasia to promote the development and implementation of LEDS at any level of governance. The 120 members to date come from over 30 different countries. Membership is free, and joining the platform is easy. The platform’s positive impact is due to the active participation of its members, and we invite you to join, engage, learn and contribute to the platform’s continuing success. EUROPE AND EURASIA PLATFORM LEDS www.leds-eep.org The network in action On March 23, 2017, the Steering Committee of the LEDS-EEP was established, comprising 14 members from 10 countries, plus USAID. Members include representatives of governments, municipalities, donors, NGOs and academia from the target countries. The LEDS-EEP organized its first annual forum in December 2016, gathering regional experts from public institutions, NGOs and academia, to mark the launch of the platform. In cooperation with other international initiatives, the LEDS-EEP organized the workshop “Tools and Methodologies for Municipal Sustainable Energy Planning”, which was held in Kyiv, Ukraine, on July 10 and 11, 2017. The Energy Working Group of the LEDS-EEP was established on May 4, 2017. It is currently developing: a policy paper on tools and methodologies for municipal and regional sustainable energy planning; an urban energy planning tool specifically addressing the needs and capacities of small municipalities in the region; and other proposals for LEDS-EEP members. Between September and November 2017, the LEDS-EEP organized its first webinar series on tools and methodologies for municipal and regional sustainable energy planning, along with other one-off webinars. Further capacity-building activities are currently being developed. With support from LEDS GP and its working group experts, the LEDS-EEP offers remote expert assistance on LEDS (REAL) services. As one of the regional platforms of the Low Emission Development Strategies Global Partnership (LEDS GP), the LEDS-EEP supports low-carbon, climate-resilient development in the region. The initial target countries are Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Kosovo, Former Yugoslav Republic of Macedonia, Moldova, Montenegro, Serbia and Ukraine, and the list will be expanded over time. During its first months of operation, the LEDS-EEP has gathered over 120 voluntary members, bringing together policy makers, practitioners and the lender/donor community through meetings, working groups, capacity-building activities and resource sharing on topics relevant to low-emission development strategies. The network in action

TOOLS

Energy planning tool

Advanced tools provide better-quality data for municipal energy planning. However, they require significant efforts in terms of data collection and processing, and model operation. Simpler tools, on the other hand, are cheaper to use and require fewer financial and human resources, although they generate less robust data, especially for morecomplex energy systems.

With the lessons and feedback obtained during its first year of activities on the theme of municipal sustainable energyplanning, the LEDS-EEP Energy Working Group will focus its efforts during the second year of operations on thedevelopment of an urban energy planning tool, appropriate to the needs and capacities of energy modelers andpractitioners in small municipalities.

Policy papers and reports

The LEDS-EEP Energy Working Group is currently producing a policy paper on cityenergy planning tools. The goal is to provide a brief, user-friendly overview of city energyplanning processes, key tools, implementation options, service procurement guidanceand available resources in the region. A further aim is to raise the profile of energymodelers in the region and create a regional network for urban energy planning.

The paper is targeted at municipality employees responsible for city planning andenergy sector issues, as well as energy consultants, students and NGOs.

POLICY PAPERS

Webinar programmes

As part of its efforts to enhance knowledge sharing and learning activities among its members, the LEDS-EEP organizedits first webinar series between September and November 2017 on the theme of tools and methodologies formunicipal and regional sustainable energy planning. The 10 webinars covered a wide range of approaches and tools for sustainable energy planning in urban areas, providing participants with:

● an overview of state-of-the-art approaches to municipal and regional-level energy sector planning;

● an introduction to selected tools for the development of municipal and regional energy plans;

● a discussion of data collection methods and the challenges related to data availability; and

● examples of the use of simple and advanced tools for energy planning in European countries (Georgia, Greece, Italy,Portugal and the UK) and the United States.

The webinar programme attracted over 110 registered members. Recordings of all the webinars, including the relatedpresentations, are available on the LEDS-EEP website, which provides network members with access to continuouslyupdated LEDS-related resources.

The platform is currently developing its second webinar series, due to start in 2018, on the theme of smart cities, which will focus on success stories from around the region.

KNOWLEDGE SHARING
