(b) BIENNIAL CONFERENCE s NATIONAL COUNCIL OF V/OMEN

Miss McLarty reported that this conference had opened with a review of the work of the N.C.W. by the five past presidents, which was in fact a revealing comment on the life of the nation during the past 20 years from the standpoint of women's interests.A new draft constitution was presented by Adv. Hester Steyn and official reports were presented by various office holders. Resolutions covered a wide field and two were of special interest to the Institutes a resolution against enforced apartheid at Universities and one protesting against the application of Section 10 of the Natives (Urban Areas) Consolidation Act to African women. Unfortunately the latter resolution was not passed, although Dr. Hellmann and Miss Poliak had made outstanding contributions to the debates on both resolutions.

Another interesting feature of the Conference was the presence of two Afrioan delegates from the National Council of African Women. Miss McLarty added that Dr. Gutsche and her Board of Officers deserved congratulations on the arrangement and conduct of the Conference.

Dr. Gutsche said she would like to add that the Conference had also been attended and addressed by delegates from South West Africa, Kenya and Tanganyika. Mrs. Claud Anderson, President of the Eas_t African Women's League, had spoken of the issuing of passes to African women by the League, at the request of the Government, during the trouble in Kenya; the passes had been issued to husband and wife with the object of maintaining the family unit.

The report was noted with appreciation.

PROPOSED CCNSULTATIVE COMMITTEE.

A meeting of African women leaders was held on Friday, 7th August for the purpose of discussing the formation of the proposed consultative committee of

African and European women.

It was unanimously felt that there was a very great need for mutual consultation and co-operation, and the idea of the new Committee was welcomed

by all of the African women present.

The African women were unanimous that it was essential that the new Committee should be composed of individual women in their personal capacities, and not as representatives of organisations. Many African organisations do not hold regular meetings, and the necessity of "reporting back" and the possibility of long delays in decisions would present very real difficulties* Those present felt that when the necessity arose, approaches could be made to various women's

organisations for support in particular matters.

You will remember that at the meeting of European women's cr ganisations which you attended, a similar discussion took place when it was decided that those present should discuss with their respective organisations whether they would be prepared to join as organisations and a report—back meeting was arranged for

Friday, 14th August.

As the African womai leaders consider that a Committee of representatives of organisations would not be practicable, the need for reporting-back on this question has fallen away and the meeting on 14th has therefore been cancelled.

Instead, the first joint meeting has been arranged for Tuesday, 18th August at 2.15 p.m. at the Bantu Social Centre.

It is earnestly hoped that you in your personal capacity will be willing to become a member of the new Committee and that you will attend this very important

meeting.

"THE N.C.W.S.A. CONSIDERS THAT THE CANING OF JUVENILES CONVICTED OF OFFENCES IS NOT A CONSTRUCTIVE FORM OF PUNISHMENT AND DOES NOT HELP TO REHABILITATE DELINQUENTS. "THE N.C.W.S.A. VIEWING- WITH GREAT CONCERN THE MOUNTING CASUALTIES

AS THE RESULT OF ACCIDENTS ON THE ROADS, REQUESTS THE APPROPRIATE AUTHORITIES TO INSTITUTE LEGISLATION FOR GREATER SAFETY ON THE ROADS BY ESTABLISHING:-

(a) THAT ALL RIDERS OF AND PILLION PASSENGERS ON MOTOR CYCLES, AUTOCYCLES, SCOOTERS ETC. SHALL WEAR CRASH HELMETS;

(b) THAT ALL LICENSED DRIVERS OF MOTOR VEHICLES BE REEXAMINED EVERY FIVE YEARS;

(c) THAT ALL MOTOR VEHICLES BE TESTED FOR ROAD Y/ORTHINESS EVERY FIVE YEARS;

(d) THAT A SPEED LIMIT BE INTRODUCED- ON ALL PUBLIC ROADS IN THE RURAL AREAS;

(e) THAT THERE BE AN INCREASE IN THE SEVERITY OF PENALTIES IMPOSED ON ROAD USERS WHO COMMIT MAJOR TRAFFIC OFFENCES, INCLUDING DRUNKEN DRIVERS, BY THE SUSPENSION OR CANCELLATION OF THEIR LICENCES;

(f) THAT THE TESTING OF DRIVERS, IN AREAS WHERE NO TRAFFIC CONTROL DEPARTMENT EXISTS, BE UNDERTAKEN BY-PROVINCIAL TRAFFIC OFFICERS;

(g) THAT A UNION TRAFFIC BUREAU BE INSTITUTED FOR KEEPING THE RECORDS OF THOSE WHO HAVE BEEN CONVICTED OF TRAFFIC OFFENCES."

Honorary Secretaries are reminded that all motions for resolution must be submitted to the appropriate International Standing Committee Members/ National Advisers and/or National Advisers for advice, in regard to form and content, prior to submission to the Board of Officers (refer Standing Orders A 4, (a) -(f), pages 16 and 1 7 .)

An invitation is extended to duly appointed representatives to attend the Conference. Each society is entitled to one vote except on matters of domestic content.
