What are Pocket Parks?
Pocket parks are, typically, small areas of landscape that can provide a very broad range of activities and environmental enhancement. The principal is to offer multiple, local spaces for residents (in addition to the larger, central spaces), which can provide a location for: things to happen; children to play; people to meet; and to create variety and interest in different parts of the village.
Green space and public areasYou want to see village green space protected and improved. We can work with you to agree a green space plan that will protect and enhance key green spaces and public areas. We can fund improvements to these areas from new housing development.
We could deliver:
• improvements to footpaths and pedestrian routes
• new and improved cycle routes
• new ‘pocket parks’
• more active use of existing spaces e.g. new play
equipment, seating and activities for all ages
• tree planting
• improving views of open spaces and adding
character
• more allotments, orchards and food growing
opportunities
• improved lighting in public spaces and paths
Depending on the extent of any new development in the areas adjacent to the existing village, there are likely to be additional opportunities to provide improved pedestrian and cycle access to the surrounding countryside including new footpaths and cycle paths; wildlife zones and picnic areas.
The plan shows some potential locations for new pocket parks within Berinsfield. The blue circles show a 200 metre radius around the proposed parks., which is about a 3
minute walk.
The plan shows the existing areas of green space in Berinsfield. It also indicates pedestrian links around the village. We can examine this network of links and spaces and try to maximise the potential benefits that they offer to residents.

You told us about streets with parking issues and problems accessing your homes. We could use funds raised from new development to agree a programme of improvements to public garage and parking areas.
The sketches show how an area of under-utilised garages could be removed to create additional car parking. The idea has added benefits in allowing improved access to the adjacent houses as well as creating a more attractive street scene.Potentially the storage space that is lost by the removal of the garages could be compensated for in other purpose-built structures.Any changes of this sort would need to be discussed and agreed on an individual basis with the residents affected.

Changes to the garaging will provide additional car parking spaces. This could allow some of the on-street parking to be improved and the streets enhanced with measures such as home zones similar to the illustration here.

A larger population of residents would:
• support more and a greater variety of shops and commercial
floor space
• increase viability of local businesses
• provide an opportunity for more events such as pop-up
markets or shops
• increase local employment opportunities
• and support local employers and entrepreneurs
The arcade of shops on Fane Drive are in poor condition and are detrimental to the character of the area as well as not
providing a good choice of shopping opportunities for residents.
Depending on the number of new homes, it may be possible to support a Tesco Express or
similar as well as cafes and other store types

Berinsfield Community Investment Scheme 6Local schooling and educationYou want improved education facilities for all ages. We can plan for new and additional educational facilities. The more new housing in Berinsfield, the greater the need to plan for additional school capacity.
Depending on the number of new homes that you support through this process, we could:
1. Improve the Abbey Woods Academy by refurbishing the
current buildings
2. Deliver a new primary school – this would need to be for 2
classes per year or 3 classes per year depending on the
number of new homes
3. Build an ‘all-through’ school – this would allow local children
from 4 to 16 to go to school in the village
All-through schools provide a way of delivering secondary school facilities without the number of pupils that might normally be needed to fill a standalone secondary school.
For each of the options above we would also improve access to training and education for working age residents, working with
existing locally based support providers.

We are aware that several existing community facilities in the village are in poor physical condition and – in some cases – at risk of closure. You told us that residents’ needs are not being met in the village and that you are already travelling to other villages and towns nearby for some important facilities and services.
New housing in the village could fund a new home for these services or provide funding to improve their current premises. The Council is already in discussion with local community groups to explore how this could work. Ideas include:
• providing a community hub with different types of facilities
(depending on the scale of new development supported)
• potentially seeing several services and facilities (including a
café) ‘co-located’ in one building
• helping to retain current services and facilities that are
important to residents
• helping to reduce running costs and encourage more co-
operation between different community groups

We will work with the Parish Council and other local community groups to find alternatives to the loss of bus services. The potential to find solutions will be enhanced by any increase in the number of people living in Berinsfield.
As part of any new development we will consider the capacity of the main access road to Berinsfield and how the junction to the A4074 works.

You have a sports centre in the village and would like to see it improved or replaced with a new facility.
The Abbey Sports Centre was built in the 1960s and currently offers a 35-station gym, swimming pool, a 4-court badminton hall and a wide range of classes and activities.
We could fund and plan for a new sports and leisure centre in or around Berinsfield. If a new centre was built the existing one would be kept open until the new one was ready.

You told us• There aren’t enough smaller homes (1 and 2 bedroom) for
younger people wanting to move to their first home
• People with larger families are overcrowded because there is a
shortage of larger homes (4 bedroom and above)
• Some older people would like to stay in the village but move to
a smaller home, ideally without stairs
What new homes could offerWe have reviewed the feedback and identified a range of housing types which could be included in any proposals. Examples of new homes which could be provided for different groups include:
1. A family who currently lives in a social rented home in the
village but has outgrown it
• Houses with 4 or 5 bedrooms
• Let at social or affordable rents
2. A younger person currently living at home with their parents
but wanting their own home
• 1 bedroom apartments or 2/3 bedroom homes shared by
2/3 people
• Let at social or affordable rents
3. A couple wanting to buy their first home but who cannot afford
to buy on the open market
• Shared Ownership (part buy, part rent) or Starter Homes
• 1, 2 or 3 bedroom flats or houses
4. An elderly person downsizing to smaller accommodation but
still able to live independently and not requiring care
• 1 or 2 bed single level homes
• Over 55’s accommodation, allowing independent living but
with support available if required
5. An elderly person requiring care and support whose current
property is not suitable or does not allow easy access to
support services
• Extra Care accommodation
• 1 or 2 bed single level home
6. People looking to buy their own home who are interested in
building it themselves.
• Self-build homes, where a plot is purchased and
assistance will be given to you in designing and building
your own home
• 2, 3 or 4 bed homes with the plot purchased at market
value and “sweat equity” is earned through building the
home.
InfrastructureAny new development will include the necessary infrastructure to address any current deficiencies as well as creating the required additional capacity. For example new power supply, drainage and transport access.

Berinsfield Community Investment Scheme 11ScenariosThere is the potential to deliver all ideas and improvements for Berinsfield, but we need new housing to fund them. You will have your own views on how much housing you feel is appropriate.
The table below gives an idea of the number of homes needed to support each improvement. On the next board, we have grouped individual improvements to show how they could be packaged together. We would like you to tell us which package you like the most, or if you have your own ideas, to share those with us.
You may feel that you do not want any new housing at all. If that approach were to be selected, it is much less likely that village improvements could be delivered or sustained.

The current population of Berinsfield is approximately 2800 people in 1100 homes. If 1000 additional homes were built this would result in a new, total population of approximately 5300 people. If 2000 additional homes were built this would result in a new, total population of approximately 7900 people.
