Foreword
The state of odisha is predominantly an agrarian economy where fisheries and livestock praypivotal role in the socio economic rife of farm families. My Govemment has taken proactivesteps to prioritize agriculture and alied sector as an engine of growth to boost the livelihoodand income of the farmers. with increase in income, there has been paradigm shi{i from cereaj.based protein to animal based protein in the food basket. Thereby the demand of fish, rnillg eggand meat is increasing day by day.
over last three years, inland fishery deveropment activities like supply of quality fishseed, stocking of quality fingerlings in the reservoirs, introduction of low cost cage culture inreservoir, development of integrated multipurpose farm pond through MGNREGS andintroduction of u ennamei crtll.''ehas proved to be very effective for enhancing fish production.In the marine sector, the replacement of wooden boat by FRp boat, emplacement of artificialreef on sea bed and introduction of sea weed culture are done successfury to improve theincome and socio economic status of marine fisher folk. The provision of ice box along withcycle/motorcycle/auto rickshaw to the fishers under Matshyajibi unnayan yoiana hasimproved the marketing linkage. Apart from this, the werfare schemes rike Netrajyoti,Assistance for fatal diseases, award to meritorious children of fisherman family, ,'Mo Kudia"under Matshyajibi Unnayan Yoiana have been implemented and well accepted by Fishermencommunity.
Similarly, lot of thrust has been given for development of livestock and poultry sector byintroducing mobile veterinary services, animal health camp in dairy intensive Gps, provisionof doorstep livestock breeding services through private AI workers under " Karyani,,programme. The other important initiatives like sman Animar deworming Camp, IntegratedFodder Production, Calf Rearing Scheme, supply of day old chicks through departmenthatchery, exemption of VAT on poultry feed ingredients, capital investment subsidy underAgriculture Policy, dovetailing support from oCTMp, orElp and rCZMp ior livelihoodactivities have been taken up to boost the production and productivity. Government has alsotaken steps to improve the service delivery mechanism by opemng new LACs at everyGrampanchayat.
I am sure, the new initiatives taken by my Govemment would pay dividends in comingdays for the betterment of the farming comrnuni ty in Oclisha.

Multipurpose farm ponds developed in Odisha under MGNREGS
MULTI PURPOSE FARM POND THROUGH MGNREGS
The scheme is beingimplemented in the state for economicup-liftment of small / MarrgSnal/ SC
& ST families. A pond of 0.20 ha waterSpread area is excavated at the land ofthe beneficiary with 100% grant.Matsya Credit card has also been
introduced for the MGNREGSbeneficiaries to assist the farmers ingetting input loan with 50% subsidyfrom RKW. Till date around 4000
tanks have been taken up under theproSlamme.

"Mastya Credit Card" scheme is
applicable for small and marginal
farmers covered under MGNREGS,

of Rs 0.27 lakhs from sale offingerlings and vegetable cultivation
from 0.20 ha water area.

Under marine sector 7097
registered country fishing crafts are
operating in Odisha coast. The boats
made-up of local woods are
susceptible to destructive wind and
turbulent wave. Under this scheme
rcplacement of country crafts withseaworthy FRP boat in a Phasedmanner is being done. The average
cost of FI{P fishing boat is about
Rs.1.00 lakh against which 50%
subsidy assistance frorn RKVY isprovided.

STRENGTHENING OF CHILIKA FISHERMEN PFCS
20 Primary FishermenCooperative Societies of Chikila areahave been provided with soft loan ofRs.10.00 lakh each as revolving fond tofree the poor fishermen from theclutches of the money lenders. Furtherthe Chilika Development Authority(CDA) in association with MPEDAhave provided 4600 insulated ice boxeswith 75% assistance to the fishermenfor safe handling of fish. ChilikaCeirtral Cooperative Society incollaboration with FISHCOpFED andCDA has also undertaken severaltraining programmes for fishermen ofChilika area.

NETRAJYOTI SCHEME & ASSISTANCEFOR FATAL DISEASES
The marine fishermen are alwaysexposed to adverse environmentalconditions in the sea, which leads tofrequent ophthalmic disorder. Toovercome the situation, financialassistance to BPL fishermen forophthalmic complaints, cataractoperation & supplying spectacles atfree of cost to deserving cases are beingtaken up. The scheme will benefit about1000 active fishermen every year.Assistance of Rs.5000/- is given for eyeffeatment.
The State Government isproviding financial assistance to BpLfishermen for treatment of fataldiseases like Heart surgery, Kidneytransplant, Brain tumor, cancer,paralysis and mental diseases with amaximum ceiling of Rs.5O000/- toRs.3.00 lakhs depending on thedisease, from Odisha State TreatmentFund. This scheme covers activefishermen of age group 18-65 years andperiodical awareness meets arecond ucted for identi fication.

DEMONSTRATION OF SEA WEED CULTURE
Seaweeds are the natural sources
of phycocolloids such as agar-agar'
algin and carrageenan and they are rich
in vitamins, minerals, proteiry essential
aminoacids and low in fat content.
Seaweed culture with 100 % financial
assistance from RKVY has been
initiated. The culture of Kappaphycus
sp. in the scheme has been lunched on
pilot basis in Odisha coast to provide
altemative livelihood to the fishermen
groups during fishing ban season of 7
months in a year.

FISH SEED STOCKING IN RESERVOIRS THROUGHCONVERGENCE OF ST & SC DEV. DEPRATMENT
The State Govt. have takeninitiatives for stocking advancedfingerlings in 83 reservoirs of the state
to boost up the fish production andproductivity of the reservoirs and toprovide livelihood support to membersof the PFCSs. Around 140 lakh qualityfingerlings (above 80 mm size) werestocked during the year 2012-1,3
availing 90% financial assistance fromST & SC Development Department,Govemment of Odisha and remaining10% contribution by the PFCSs.

Harbour & Hatabaradi Fish landing
center is now under control of
Management societies registered
under the Society Registration Act
1962. Officials & different state holders
are members in the societY' All the
activities are managed by society and
user charges are collected which is kePt
in their account and is sPent as Per
decision in the Goveming body of the
Society for the develoPment of the
Harbour. The annual income of the
socieW at present is around Rs'L'00
crore. The harbour has been taken up
under FAO-TCP Programme and the
hvstenic standard maintained in the
truiUorrt is as prescribed under FAO-
TCP. State Government has planned to
manage all the 23 FLCs in the same user
group-participatory mode in comming
years.
