Since the 1970s, civil aviation in Japan has grownsteadily in terms of passenger and cargo volumes, althoughit suffered from the impact of the simultaneous terroristattacks on the US in 2001.

The scale of Japan operations is one of the greatest inthe world.

According to the demand forecast for air services by theInternational Civil Aviation Organization (ICAO), the futuregrowth rate in the Asian market will be the highest inthe world, thus, the role of Japan in civil aviation is important.

Research and development in space and aviation areas aswell as their wider applications are considered of strategicimportance by Japan’s policy and society.

Background & policy context

SUNJET was a European Project aiming atestablishing an initial framework, database and network, in order to facilitateand enhance the cooperation in R&Tactivities between Japan and Europe

Objectives

The SUNJET project provided suggestions for the areas wherethe cooperation topics are mutually favoured assuring a goodreciprocity between the parties.

SUNJT did not interfere with the various EU-Japan R&Tcooperative activities already undertaken, but provided bestpractices and templates (e.g. CA) that were beneficial to all.

The project provided common R&T road maps for cooperationto be introduced in calls for proposals within Frameworkprogrammes of the EC and specific Mechanisms in Japan.

Methodology Through participation of all relevant stakeholders, the project

introduced a more structured dialogue to identify the similaritiesin the respective research agendas and road maps.Thus permitting to:

o build up ad-hoc EU-Japan R&T cooperation areas of mutualbenefit;

o propose win-win R&T road maps / cooperation;

o have a mutual understanding of administrative mechanisms,principles governing EU-Japan R&T cooperation, respectivefunding mechanisms, IPRs;

o have a mutual understanding of main barriers to thecooperation and suggest ways to overcome them.

Project objectives

The HIKARI project aims at pursuing and bringing one

step further cooperation between Europe and Japan in the

field of high speed vehicles and air transport.

HIKARI (“light” in Japanese) will take advantage of the

experience, background and competencies of the different

partners, by creating synergies between their different

roadmaps on high speed transport.

The necessary ground or flight experimentation in the

different key technologies will be addressed.

CIRA’s contribution to project

CIRA will contribute with his large experience gained in the

last years, especially through the involvement in EU projects,

in the fields of aerothermodynamics and propulsion.

CIRA will share his experience in designing and executing

ground (plasma wind tunnel) and flight tests (e.g. USV

flying test bed) devoted to enhance the TRL of some key

technologies related to high speed transport.
