What You Need1 lb ground beef1 pkg taco seasoning mix16 wonton wrappers1 c Mexican blend shredded cheese1 large chopped tomato1/2 c shredded lettuce1 small onion, diced1 can black olives, sliced1/2 c water3/4 c canola oil

Directions• In a skillet, brown

hamburger until no longer pink, drain.

• Add taco seasoning and 1/4 cup water. Let simmer.

Fried Wonton Tacos

• Chop all veggies, set aside.• Fill wonton wrappers with 1 Tbsp

hamburger, sprinkle with cheese, fold in a triangle.

• Brush edges of wontons with remaining water (or egg wash) to seal the seams.

• In a medium skillet, warm oil over medium-high heat.

• Add wontons. Brown on each side, about 2 minutes.

• Remove from skillet once golden and crispy. Place on paper towels to absorb any grease.

• Add veggie toppings, as you would a taco.

• Serve with refried beans, rice or as an appetizer.

AN ORDER CALLING A BOND ELECTION TO BE HELD BY THE LA FERIA INDEPENDENT SCHOOL DISTRICT, MAKING PROVISION FOR THE CONDUCT OF A JOINT ELECTION, AND RESOLVING OTHER MATTERS INCIDENT AND RELATED TO SUCH ELECTION

WHEREAS, the Board of Trustees (the Board) of the LA FERIA INDEPENDENT SCHOOL DISTRICT (the District), located in Cameron County, Texas (the County), hereby finds and determines that an election should be held to determine whether the District shall be authorized to issue bonds of the District in the amount and for the purposes hereinafter identified (the Election); and

WHEREAS, the District will contract with the elections administrator (the Administrator) of the County to conduct all aspects of the Election; and

WHEREAS, the Election will be conducted by the County and held jointly with other political subdivisions for which the County is also conducting their elections (such other political subdivisions, collectively, the Participants), as provided pursuant to the provisions of an election agreement and/or a joint election or similar agreement between or among (as applicable) the District, the County, and/or any Participants, entered into in accordance with the provisions of Section 271.002, as amended, Texas Election Code; and

WHEREAS, the Board hereby finds and determines that the necessity to construct various capital improvements within the District necessitates that it is in the public interest to call and hold the Election at the earliest possible date to authorize the issuance of general obligation bonds for the purposes hereinafter identified; and

WHEREAS, the Board hereby finds and determines that the actions hereinbefore described are in the best interests of the residents of the District; now, therefore,

BE IT ORDERED BY THE BOARD OF TRUSTEES OF THE LA FERIA INDEPENDENT SCHOOL DISTRICT THAT:

SECTION 1: The Election shall be held in the LA FERIA INDEPENDENT SCHOOL DISTRICT on the 7th day of May, 2016 (Election Day), which is a uniform election date under the Texas Election Code, as amended, and is 78 or more days from the date of the adoption of this order (the Order), for the purpose of submitting the following proposition to the qualified voters of the District:

PROPOSITION

“Shall the Board of Trustees of the La Feria Independent School District be authorized to issue and sell bonds of the District in the principal amount not to exceed $14,000,000 for the purposes of designing, constructing, renovating, improving, acquiring, demolishing, and equipping school facilities, including District-wide technology and safety improvements (and any necessary or related removal of existing facilities), and the purchase of the necessary sites for school facilities, with priority given to district wide technology and safety improvements, such bonds to mature serially or otherwise (not

more than 40 years from their date) in accordance with law; any issue or series of such bonds to bear interest per annum at such rate or rates (fixed, floating, variable, or otherwise) as may be determined within the discretion of the Board of Trustees, provided that such rate or rates of interest shall not exceed the maximum rate per annum authorized by law at the time of the issuance of any issue or series of such bonds; and shall the Board of Trustees of the District be authorized to levy and pledge, and cause to be assessed and collected, annual ad valorem taxes on all taxable property in the District sufficient, without limit as to rate or amount, to pay the principal of and interest on the bonds and the cost of any credit agreements executed in connection with the bonds?”

SECTION 2: The school election precinct hereby established for the purpose of holding the Election and the polling place hereby designated for holding the Election in the school election precinct is identified in Exhibit A to this Order (which is incorporated herein by reference for all purposes). At least 79 days prior to the scheduled Election Day, or as soon thereafter as is reasonably practicable, the President, Board of Trustees, the Superintendent of Schools, or the respective designees thereof, in coordination with the Administrator, will identify and formally approve the appointment of the Presiding Judge, Alternate Presiding Judges, Election Clerks, and all other election officials for the Election, together with any other necessary changes to election practices and procedures and can correct, modify, or change the Exhibits to this Order based upon the final locations and times agreed upon by the District, the Administrator, and the Participants, to the extent permitted by applicable law.

A. The Presiding Judge shall appoint not less than two resident qualified voters of the District to act as clerks in order to properly conduct the Election. To the extent required by the Texas Election Code, as amended, or other applicable law, the appointment of these clerks must include a person fluent in the Spanish language to serve as a clerk to render oral aid in the Spanish language to any voter desiring such aid at the polls on Election Day. If the Presiding Judge appointed actually serves, the Alternate Presiding Judge shall serve as one of the clerks. In the absence of the Presiding Judge, the Alternate Presiding Judge shall perform the duties of the Presiding Judge of the election precinct.

B. On Election Day, the polls shall be open as designated on Exhibit A.

C. The main early voting location is designated in Exhibit B to this Order (which is incorporated herein by reference for all purposes). The individual named as the Early Voting Clerk as designated in Exhibit B is hereby appointed as the Early Voting Clerk to conduct such early voting in the Election. The Early Voting Clerk shall appoint the Deputy Early Voting Clerks. This office or place shall remain open to permit early voting on the days and at the times as stated in Exhibit B. Early voting shall commence as provided on Exhibit B and continue through the date set forth on Exhibit B, all as provided by the provisions of the Texas Election Code, as amended.

Additionally, permanent and/or temporary branch offices for early voting by personal appearance may be established and maintained in accordance with the Texas Election Code. In the event such permanent and/or temporary branch locations are established, information regarding the locations, dates, and hours of operation for early voting at these offices shall be determined by the Administrator, as identified in Exhibit B hereto.

An Early Voting Ballot Board is hereby established for the purpose of processing early voting results. The individual designated in Exhibit B as the Presiding Judge of the Early Voting Ballot Board is hereby appointed the Presiding Judge of the Early Voting Ballot Board. The Presiding Judge shall appoint not less than two resident qualified voters of the District to serve as members of the Early Voting Ballot Board.

SECTION 3: Electronic voting machines may be used in holding and conducting the Election on Election Day; provided, however, in the event the use of such electronic voting machines is not practicable, the Election may be conducted on Election Day by the use of paper ballots (except as otherwise provided in this section). Electronic voting machines or paper ballots may be used for early voting by personal appearance (except as otherwise provided in this section). Pursuant to Section 61.012, as amended, Texas Election Code, the District shall provide at least one accessible voting system in each polling place used in the Election. Such voting system shall comply with Texas and federal laws establishing the requirement for voting systems that permit voters with physical disabilities to cast a secret ballot. Any legally permissible voting method may be used for early voting and Election Day voting by personal appearance. Certain early voting may be conducted by mail.

SECTION 4: The District shall also utilize a Central Counting Station (the Station) as provided by Section 127.001, et seq., as amended, Texas Election Code. The Administrator, or the designee thereof, is hereby appointed as the Manager and Presiding Judge of the Station and may appoint Station clerks and establish a written plan for the orderly operation of the Station in accordance with the provisions of the Texas Election Code. The Board hereby appoints the Administrator, or the designee thereof, as the Tabulation Supervisor and the Administrator, or the designee thereof, as the Programmer for the Station. Lastly, the Administrator will publish notice and conduct testing on the automatic tabulation equipment relating to the Station and conduct instruction for the officials and clerks for the Station in accordance with the provisions of the Texas Election Code.

SECTION 5: The official ballot shall be prepared in accordance with the provisions of the Texas Election Code, as amended, so as to permit voters to vote “FOR” or “AGAINST” the aforesaid proposition which shall appear on the ballot substantially as follows:

PROPOSITION

“THE ISSUANCE OF NOT TO EXCEED $14,000,000 OF LA FERIA INDEPENDENT SCHOOL DISTRICT SCHOOL BUILDING BONDS FOR THE PURPOSES OF DESIGNING, CONSTRUCTING, RENOVATING, IMPROVING, ACQUIRING, DEMOLISHING, AND EQUIPPING SCHOOL FACILITIES, AND THE PURCHASE OF THE NECESSARY SITES FOR SCHOOL FACILITIES, WITH PRIORITY GIVEN TO DISTRICT WIDE TECHNOLOGY AND SAFETY IMPROVEMENTS, AND THE LEVYING OF A TAX IN PAYMENT THEREOF.”

SECTION 6: All resident, qualified voters of the District shall be permitted to vote at the Election, and on Election Day, such voters shall vote at the designated polling place. The Election shall be held and conducted in accordance with the provisions of the Texas Election Code, as amended, except as modified by the provisions of the Texas Education Code, as amended, and as may be required by law. To the extent required by law, all election materials and proceedings relating to the Election shall be printed in both English and Spanish.

SECTION 7: A substantial copy of this Order shall serve as proper notice of the Election. This notice, including a Spanish translation thereof, shall be published at least one time in a newspaper of general circulation in the District, with such publication occurring not more than 30 days and not less than 10 days before Election Day. Additionally, this notice, including a Spanish translation thereof, shall be posted (i) on the bulletin board used for posting notices of Board meetings not later than 21 days prior to Election Day, (ii) in three public places within the District’s boundaries not later than 21 days prior to Election Day, and (iii) in a prominent location at each polling place on Election Day and during early voting. In addition, during the 21 days prior to Election Day, the District shall, in a prominent manner, maintain such notice on its Internet website.

SECTION 8: As required by and in accordance with Section 3.009(b)(5) and (7) through (9) of the Texas Election Code, the District, as of its fiscal year beginning September 1, 2015, had outstanding an aggregate principal amount of unlimited tax debt equal to $27,060,000 and limited tax debt equal to $3,000,549; the aggregate amount of the interest owed on the District’s unlimited debt obligations, through respective maturity, totaled $13,342,865 and the interest owed on the District’s limited debt obligations, through respective maturity, totaled $922,566; and the District levied (1) an ad valorem debt service unlimited tax rate for its outstanding debt obligations of $0.1291 per $100 of taxable assessed valuation and (2) a maintenance and operations tax rate of $1.170 per $100 of taxable assessed valuation. The District estimates an unlimited ad valorem debt service tax rate of $0.0714 per $100 of taxable assessed valuation if the bonds that are the subject of the Election are approved and are issued (taking into account the outstanding District bonds and bonds that are the subject of this Election, but not future bond authorizations of the District). The bonds that are the subject of this Election shall mature serially or otherwise over a specified number of years (but not more than 40 years from their date), as prescribed by applicable Texas law, though the District estimates that, based on current bond market conditions, such bonds will amortize over a 30-year period from their respective date of issue. The foregoing estimated tax rate and amortization period are only estimates, provided for Texas statutory compliance, and do not serve as a cap on any District ad valorem tax rate or the amortization period for bonds that are the subject of this Election.

SECTION 9: The Board authorizes the President, Board of Trustees, the Superintendent of Schools, or the respective designee of either of such parties, to negotiate and enter into one or more joint election agreements, election services contracts, and/or similar contracts or agreements with the County, acting by and through the Administrator, and any Participants if desired or if required to comply with applicable law, as permitted and in accordance with the provisions of the Texas Election Code, as amended. In addition, the Board authorizes the President, Board of Trustees, the Superintendent of Schools, or the respective designee of either of such parties to make such technical modifications to this Order that are necessary for compliance with applicable Texas or federal law or to carry out the intent of the Board, as evidenced herein.

SECTION 10: The recitals contained in the preamble hereof are hereby found to be true, and such recitals are hereby made a part of this Order for all purposes and are adopted as a part of the judgment and findings of the Board.

SECTION 11: All orders and resolutions, or parts thereof, which are in conflict or inconsistent with any provision of this Order are hereby repealed to the extent of such conflict, and the provisions of this Order shall be and remain controlling as to the matters ordered herein.

SECTION 12: This Order shall be construed and enforced in accordance with the laws of the State of Texas and the United States of America.

SECTION 13: It is officially found, determined, and declared that the meeting at which this Order is adopted was open to the public and public notice of the time, place, and subject matter of the public business to be considered at such meeting, including this Order, was given, all as required by Chapter 551, as amended, Texas Government Code.

SECTION 14: If any provision of this Order or the application thereof to any person or circumstance shall be held to be invalid, the remainder of this Order and the application of such provision to other persons and circumstances shall nevertheless be valid, and the Board hereby declares that this Order would have been enacted without such invalid provision.

POR CUANTO, el Consejo Directivo (el Consejo) del DISTRITO ESCOLAR INDEPENDIENTE LA FERIA (el Distrito), ubicado en el Condado de Cameron, Texas (el Condado),mediante el presente considera y determina que debiera realizarse una elección para decidir si se debe autorizar al Distrito a emitir bonos del Distrito por el monto y para los fines que se identifican a continuación (la Elección); y

POR CUANTO, el Distrito contratará al administrador de elecciones (el Administrador) del Condado para dirigir todos los aspectos de la Elección; y

POR CUANTO, el Condado llevará a cabo la Elección y lo hará en forma conjunta con otras subdivisiones políticas para las cuales el Condado también lleva a cabo elecciones (tales otras subdivisiones políticas, conjuntamente, los Participantes), según lo establecido en las disposiciones de un acuerdo de elecciones y/o en un acuerdo de elección conjunta o similar entre el Distrito, el Condado y/o cualquier Participante, celebrado de conformidad con las disposiciones del artículo 271.001, y sus modificaciones, del Código Electoral de Texas; y

POR CUANTO, mediante la presente, el Consejo considera y determina que la necesidad de realizar diversas mejoras edilicias sustanciales dentro del Distrito requiere que sea una cuestión de interés público la convocatoria y celebración de la Elección en la fecha más próxima posible a fin de autorizar la emisión de bonos ordinarios de deuda para los fines que se identifican a continuación; y

POR CUANTO, mediante la presente, el Consejo considera y determina que las acciones descriptas anteriormente son en beneficio de los residentes del Distrito; por lo tanto,

EL CONSEJO DIRECTIVO DEL DISTRITO ESCOLAR INDEPENDIENTE LA FERIA RESUELVE QUE:

ARTÍCULO 1: La Elección se llevará a cabo en el DISTRITO ESCOLAR INDEPENDIENTE LA FERIA el 7 de mayo de 2016, (Día de la Elección), que es una fecha uniforme de elección según el Código Electoral de Texas vigente, y es 78 o más días posterior a la fecha de adopción de esta resolución (la Resolución), con el fin de presentar la siguiente propuesta a los electores habilitados del Distrito:

“Se consulta si debe autorizarse al Consejo Directivo del Distrito Escolar Independiente La Feria a emitir y vender bonos del Distrito por un monto de capital de hasta USD 14.000.000 para ser destinados al diseño, construcción, renovación, mejora, adquisición, demolición y equipamiento de edificios escolares, inclusive mejoras en tecnología y seguridad en todo el Distrito (y la remoción necesaria o conexa de instalaciones existentes), y la compra de los lotes necesarios para las instalaciones

escolares, dando prioridad a las mejoras en tecnología y seguridad en todo el Distrito, venciendo dichos bonos en series o de otra forma (a no más de 40 años desde su fecha de emisión) de conformidad con la ley; toda emisión o serie de dichos bonos devengará un interés anual a la tasa o tasas (fijas, flotantes, variables u otras) que el Consejo Directivo determine a su criterio, siempre que dicha tasa o tasas no supere(n) la tasa máxima anual autorizada por la ley al momento de emisión de dichos bonos o series. Se consulta asimismo si debe autorizarse al Consejo Directivo del Distrito a imponer y gravar y hacer que se determinen y recauden, impuestos anuales ad valorem sobre todos los bienes gravables en el Distrito suficientes, sin limitación en cuanto a la tasa o el monto, para pagar el capital y los intereses de los bonos y el costo de cualesquiera contratos de préstamo celebrados en relación con los bonos.”

ARTÍCULO 2: El distrito electoral escolar que se establece en la presente a fin de celebrar la Elección y el colegio electoral aquí designado para llevar a cabo la Elección en el distrito electoral escolar se identifican en el Anexo A de esta Resolución (el cual a todo efecto se incorpora a la presente mediante referencia). El Presidente, el Consejo Directivo, el Superintendente de Escuelas o sus respectivos mandatarios, en coordinación con el Administrador, identificarán y aprobarán formalmente, con una anticipación mínima de 79 días respecto del Día de la Elección previsto, o a la mayor brevedad posible pasado dicho plazo, el nombramiento del Juez Presidente, los Jueces Presidentes Suplentes, los Secretarios Electorales y todo otro funcionario electoral para la Elección, junto con las modificaciones adicionales necesarias a las prácticas y los procedimientos electorales; podrán también corregir, modificar o cambiar los Anexos de esta Resolución en función de los lugares y los horarios definitivos que acuerden el Distrito, el Administrador y los Participantes, en la medida que la ley aplicable lo permita.

A. El Juez Presidente deberá designar como mínimo dos electores habilitados residentes del Distrito, quienes actuarán como secretarios para llevar a cabo la Elección en forma apropiada. En la medida que el Código Electoral de Texas y sus modificaciones, u otra ley aplicable, así lo requieran, en la designación de dichos secretarios se debe incluir una persona con dominio del idioma español para actuar como secretario a fin de brindar asistencia verbal en idioma español a cualquier elector que desee dicha ayuda en los comicios el Día de la Elección. Si el Juez Presidente designado efectivamente oficia como tal, el Juez Presidente Suplente oficiará como uno de los secretarios. En caso de ausencia del Juez Presidente, el Juez Presidente Suplente deberá oficiar como Juez Presidente del distrito electoral.

B. El Día de la Elección, los centros de votación estarán abiertos según se indica en el Anexo A.

C. La sede principal de votación anticipada se designa en el Anexo B de esta Resolución (el cual, a todo efecto, se incorpora a la presente mediante referencia). A la persona identificada como Secretario/a de Votación Anticipada, según su designación en el Anexo B, se lo nombra por el presente Secretario/a de Votación Anticipada a cargo de dicha votación anticipada en la Elección. El/la Secretario/a de Votación Anticipada nombrará a los Secretarios Suplentes de Votación Anticipada. Dicha oficina o lugar deberán permanecer abiertos para posibilitar la votación anticipada en los días y horarios que se establecen en el Anexo B. La votación anticipada comenzará según lo establecido en el Anexo B y continuará en el transcurso de la fecha establecida en el Anexo B, todo ello de conformidad con las disposiciones del Código Electoral de Texas, y sus modificaciones.

Además, podrán establecerse y mantenerse sucursales temporarias y/o permanentes para votación anticipada presencial de conformidad con el Código Electoral de Texas. En el supuesto que se establezcan dichas sucursales permanentes y/o temporarias, será el Administrador quien determinará la información relativa a lugares, fechas y horarios de funcionamiento para la votación anticipada en tales sucursales, según se identifica en el Anexo B de la presente.

Por la presente, se establece una Comisión de Boletas de Votación Anticipada a fin de procesar los resultados de la votación anticipada. La persona identificada en el Anexo B como Juez Presidente de la Comisión de Boletas de Votación Anticipada es designado en tal función mediante la presente. El Juez Presidente deberá nombrar como mínimo dos electores habilitados residentes del Distrito para actuar como miembros de la Comisión de Boletas de Votación Anticipada.

ARTÍCULO 3: Podrán usarse máquinas de votación electrónica para celebrar y llevar a cabo la Elección en el Día de la Elección, estableciéndose, no obstante, que en el supuesto que no sea factible utilizar dichas máquinas de votación electrónica, la Elección podrá llevarse a cabo en el Día de la Elección mediante el uso de boletas de papel (salvo disposición en contrario en el presente artículo). Podrán utilizarse máquinas de votación electrónica o boletas de papel para la votación anticipada presencial (salvo disposición en contrario en el presente artículo). De acuerdo con el Artículo 61.012, y sus modificaciones, del Código Electoral de Texas, el Distrito deberá proporcionar al menos un sistema de votación accesible en cada centro de votación utilizado en la Elección. Dicho sistema de votación deberá conformarse a las leyes federales y del estado de Texas que establecen el requisito para los sistemas de votación que permitan a los electores con discapacidad física emitir un voto secreto. Podrá usarse cualquier método de votación legalmente admisible para la votación anticipada y para la votación en el Día de la Elección en forma presencial. Ciertas votaciones anticipadas podrán realizarse por correo.

ARTÍCULO 4: Asimismo, el Distrito deberá utilizar una Estación Central de Conteo (la Estación) según se dispone en el Artículo 127.001 y siguientes, y sus modificaciones del Código Electoral de Texas. Por la presente, se designa al Administrador o su mandatario como Gerente y Juez Presidente de la Estación, quien podrá nombrar secretarios de la Estación y establecer un plan por escrito para el funcionamiento ordenado de la Estación, de conformidad con las disposiciones del Código Electoral de Texas. El Consejo designa mediante la presente al Administrador, o su mandatario, como Supervisor de Tabulación y al Administrador, o su mandatario, como Programador de la Estación. Por último, el Administrador publicará la notificación y verificará el correcto funcionamiento del equipo de tabulación automática relacionado con la Estación y capacitará a los funcionarios y secretarios asignados a la Estación de conformidad con las disposiciones del Código Electoral de Texas.

ARTÍCULO 5: La boleta oficial deberá confeccionarse de conformidad con las disposiciones del Código Electoral de Texas, y sus modificaciones, de manera de permitir que los votantes voten “A FAVOR” o “EN CONTRA” de la propuesta mencionada anteriormente, que deberá aparecer en la boleta, básicamente en los siguientes términos:

“LA EMISIÓN DE BONOS PARA EDIFICIOS ESCOLARES DEL DISTRITO ESCOLAR INDEPENDIENTE LA FERIA QUE NO EXCEDAN DE USD 14.000.000 DESTINADOS AL DISEÑO, CONSTRUCCIÓN, RENOVACIÓN, MEJORA, ADQUISICIÓN, DEMOLICIÓN Y EQUIPAMIENTO DE INSTALACIONES ESCOLARES Y A LA COMPRA DE LOS PREDIOS NECESARIOS PARA LAS INSTALACIONES ESCOLARES, DANDO PRIORIDAD A LAS MEJORAS EN TECNOLOGÍA Y SEGURIDAD EN TODO EL ÁMBITO DEL DISTRITO, Y LA RECAUDACIÓN DE UN IMPUESTO PARA EL PAGO CORRESPONDIENTE.”

ARTÍCULO 6: Se les permitirá a todos los electores habilitados residentes del Distrito votar en la Elección, y el Día de la Elección dichos electores votarán en el centro electoral designado. La Elección se celebrará y llevará a cabo de conformidad con las disposiciones del Código Electoral de Texas, y sus modificaciones, con excepción de las modificaciones introducidas por las disposiciones del Código de Educación de Texas, y sus modificaciones, y según lo requiera la ley. En la medida que la ley así lo

requiera, todos los materiales y procedimientos electorales relativos a la Elección se imprimirán en idioma inglés y español.

ARTÍCULO 7: Una copia fiel de esta Resolución servirá como debida notificación de la Elección. Esta notificación, con su correspondiente traducción al español, deberá publicarse al menos una vez en un periódico de circulación masiva en el Distrito, publicación que deberá aparecer no más de 30 días y no menos de 10 días antes del Día de la Elección. Además, esta notificación, con su correspondiente traducción al español, se exhibirá (i) en la cartelera de avisos que se utiliza para publicar notificaciones de las reuniones de Consejo, con una anticipación mínima de 21 días respecto del Día de la Elección, (ii) en tres sitios públicos dentro de los límites del Distrito, con una anticipación mínima de 21 días respecto del Día de la Elección, y (iii) en un sitio destacado en cada centro electoral el Día de la Elección y durante la votación anticipada. Además, el Distrito deberá mantener exhibida dicha notificación en forma destacada en su sitio de Internet durante los 21 días previos al Día de la Elección.

ARTÍCULO 8: Según lo requerido en el artículo 3.009(b), párrafos (5) y (7) a (9) del Código Electoral de Texas, y de conformidad con dicha disposición, el Distrito tenía, al inicio de su ejercicio económico el 1 de septiembre de 2015, un monto total de capital de deuda impositiva ilimitada pendiente de pago equivalente a USD 27,060,000 y deuda impositiva limitada equivalente a USD 3.000.549; el monto acumulado de intereses adeudados sobre las obligaciones de deuda ilimitada del Distrito, a sus respectivos vencimientos, totalizaban un monto de USD 13.342.865 y los intereses adeudados sobre las obligaciones de deuda limitada del Distrito, a sus respectivos vencimientos, totalizaban un monto de USD 922.566; y el Distrito aplicó (1) una tasa impositiva ad valorem ilimitada sobre los servicios de deuda por sus obligaciones pendientes de pago, de USD 0,1291 por cada USD100 de valuación imponible determinada; y (2) una tasa impositiva por mantenimiento y funcionamiento de USD 1,170 por cada USD 100 de valuación imponible determinada. El Distrito calcula una tasa impositiva ad valoremilimitada sobre servicio de deuda de USD 0,0714 por cada USD100 de valuación imponible determinada si los bonos que constituyen el objeto de la Elección se aprueban y emiten (considerando los bonos en circulación del Distrito y los bonos que constituyen el objeto de esta Elección, pero excluyendo autorizaciones futuras de bonos del Distrito). Los bonos que constituyen el objeto de esta Elección vencerán en series o de otra forma a lo largo de una cantidad especificada de años (que no habrán de superar los 40 años desde su fecha), según lo establecido en la ley aplicable de Texas, si bien el Distrito estima que, en virtud de las condiciones actuales del mercado de bonos, dichos bonos se amortizarán en un plazo de 30 años desde su fecha de emisión respectiva. La tasa impositiva y el plazo de amortización mencionados anteriormente constituyen meras estimaciones, provistas a fin de cumplir con la legislación de Texas, y no constituyen un tope para las tasas impositivas ad valorem del Distrito o el período de amortización de los bonos que constituyen el objeto de esta Elección.

ARTÍCULO 9: El Consejo autoriza al Presidente, al Consejo Directivo, al Superintendente de Escuelas, o los mandatarios respectivos de cualquiera de ellos, para negociar y celebrar uno o más acuerdos de elección conjunta, contratos de servicios electorales, y/o convenios o contratos similares con el Condado, actuando en la persona y por medio del Administrador, y cualquier Participante en caso de querer o deber hacerlo para cumplir con la ley aplicable, conforme a lo permitido y establecido en las disposiciones del Código Electoral de Texas, y sus modificaciones. Además, el Consejo autoriza al Presidente, al Consejo Directivo, al Superintendente de Escuelas o a los mandatarios respectivos de cualquiera de ellos, a realizar las modificaciones técnicas a esta Resolución que sean necesarias para cumplir con la leyes federales o del Estado de Texas aplicables o para llevar a cabo el propósito del Consejo, según se expone en la presente.

ARTÍCULO 10: Los considerandos incluidos en el preámbulo de la presente se declaran por este medio ciertos, y quedan por la presente incorporados a esta Resolución a todo efecto, adoptándose como parte del criterio y las conclusiones del Consejo.

ARTÍCULO 11: Todas las órdenes y resoluciones, o partes de ellas, que sean contradictorias o incongruentes con cualquier disposición de esta Resolución, quedan derogadas mediante la presente en la medida de dicha contradicción, y las disposiciones de esta Resolución tendrán y mantendrán vigencia respecto de las cuestiones establecidas en la presente.

ARTÍCULO 12: Esta Resolución deberá interpretarse y ejecutarse de conformidad con las leyes del Estado de Texas y de los Estados Unidos de América.

ARTÍCULO 13: Se considera, determina y declara oficialmente que la reunión en la cual se adopta esta Resolución fue abierta al público, y se notificó públicamente el horario, lugar y orden del día de asuntos públicos a considerarse en dicha reunión, inclusive esta Resolución, todo ello de conformidad con lo requerido por el Capítulo 551, y sus modificaciones, del Código de Gobierno de Texas.

ARTÍCULO 14: En el supuesto que cualquier disposición de esta Resolución o su aplicación a cualquier persona o circunstancia se considere inválida, el resto de esta Resolución y la aplicación de dicha disposición a otras personas y circunstancias serán, no obstante, válidas, y mediante la presente el Consejo declara que esta Resolución se habría emitido excluyendo dicha disposición inválida.

ARTÍCULO 15: Esta Resolución entrará en vigencia luego de su aprobación final, y así se ordena.

POR LO TANTO, QUEDAN USTEDES notificados de todos los asuntos y hechos enunciados en la Notificación de Elección precedente.
