Protocols
General Information
The Office of Extended Learning Vision: The Office of Extended Learning’s MISSION is to supplement and extend Laconia School District’s
engagement of students in partnerships within the community to provide individualized learning
experiences through varied pathways, to develop curious, confident lifelong learners who will be active
participants in their community.
Statement of Purpose:
The purpose of this document is to provide each staff member with clearly defined employment protocols.
Personnel protocols are based on mutual respect and trust. Each position is equally
valuable and essential to the well-being of students.
Each staff member is to be provided a copy of these protocols at the time of employment and
whenever they are revised.
This document shall be regularly updated to reflect program, district, state and/or federal policy
changes.
Any situation not dealt with in this document will be handled by the appropriate administrator.
All Office of Extended Learning staff members, are first and foremost, expected to follow
Laconia School District and their school site policies and procedures as well as those listed
here. (For further information, see SAU 30 office.)
Employment
General Procedure:
The Office of Extended Learning Program Director, or designee, is responsible for employing
professional and supportive staff in accordance with staffing requirement and policies and
procedures of SAU #30, subject to the approval of the Superintendent or designee.
Employee Rights:
The Laconia School District is an Equal Opportunity Employer and will faithfully comply with all
federal, state and local laws. This includes labor relations and employee rights as outlined in this manual
and related district publications.
NON-DISCRIMINATION POLICY
The Laconia School District does not discriminate in their educational programs, activities, or employment practices
on the basis of race, color, national origin, age, gender, handicap, or disability in compliance with the provisions of
Title VI of the Civil Rights Act of 1964, the Age Discrimination Act of 1967, Title IX of the education Amendments of
1972, and the Americans with Disabilities Act (ADA) of 1990.

Amendments of 1972 and 34 C.F.R. Part 106 or Section of the Rehabilitation Act of 1973 may contact Terri Forsten,

Employment Per Session:
No person shall hold a job over which a member of her/his immediate family
exercises supervisory authority.
All staff (with the exception of some student workers), will have a criminal record
check done at the SAU 30 office prior to employment.
Terminations:
Resignation: Two weeks prior notice is requested.
Non-renewal: The Program Director reserves the right to non-renew any contract at the end
of the contract period.
Dismissal: Employees who are separated from employment by management action because
of misconduct or failure to maintain appropriate work performance standards, are considered
to be dismissed.
Written warnings will be issued in consultation with the Program Director or the designee and shall
describe the nature of the offense or deficiency, the method or methods of corrective action, the
amount of time allowed for corrective action to occur, and the probable action to be taken if the
offense is repeated or the deficiency persists. The warning shall state the employee’s right to request
review of the action by the Office of Extended Learning Program Director or Superintendent.
Performance Evaluation:
Each staff member will meet with the Program Director (or designee) at the
beginning of their employment and at least once prior to the end of each school year.
Evaluations will be based on job descriptions, knowledge of best practices in youth
development and high quality programming, quality of work, interest, dependability,
initiative, growth, attendance, and effective collaboration with staff, students, and school
personnel. A review of the evaluation will be done between the staff member and the
Program Director (or designee) twice per year.
Salary Administration
Pay Rate Determination:
Pay Rates are determined by Laconia School District and Office of Extended Learning grants. Planning
time is included in the determined pay rate. Please see addendum.
Employee Benefits
Compensation:
Laconia School District carries Worker’s Compensation for all employees. An
injury, occurring to a staff member of Office of Extended Learning while performing duty,
must be reported through an injury report, on file at your school. Any workman’s
compensation claim needs to be filed within 24 hours.
Extended Leave:
Employees who need extended leave must request such in writing. They may be rehired at their same
position if a position is available at such time as the employee is ready to return to work.
Employee Relations, Procedures, and Responsibilities
Confidentiality:
All information about the students and families we serve is considered strictly confidential. Failure to
comply is grounds for dismissal.
Working Hours:
The Program Director, Assistant Director and/or Site Coordinators design work schedules for
employees to fit the hours of operation and program schedules.

Time Sheets and Pay Periods:
Pay periods are bi-weekly (please see attached time sheet example.) Staff members are expected to sign
in daily on an attendance sheet and individual timesheets kept by the Site Coordinator. Checks are
delivered to employees at their site or mailed depending on individual preference. Direct deposit is also
available. Contact Louann Breen for direct deposit paperwork.
Absence:
It is recognized that emergencies and illness will occur that will make giving an appropriate notice
impossible. It is expected that employees will notify the Site Coordinator as soon as possible. It is also
expected that the employee will do her/his best to find a substitute before calling the Site Coordinator.
If on-site staff cannot cover the absence of an employee, the Site Coordinator may be required to
substitute. If that situation isn’t possible, the Program Director should be contacted by the Site
Coordinator or designee. Employees are only paid for hours worked.
Tardiness:
It is the responsibility of each employee to be present at the work site at the regularly scheduled time. If
you are going to be late, please let the Site Coordinator know in advance. Excessive tardiness could be
cause for dismissal.
Dress Code:
Office of Extended Learning staff are expected to dress and present themselves in a clean, safe and
appropriate manner, recognizing that they serve as role models for our students and staff. If a supervisor
wishes to question staff regarding dress code, this will be handled privately and discreetly. Staff must
follow the dress code for their school. Site Coordinators can inform staff of site dress code expectations.
Cell Phone Usage:
The use of personal cell phones during work hours is prohibited, with the exception of Site
Coordinators and in case of emergency.
Eating Meals/Snacks:
In order to promote healthy food choices and fairness, staff should not bring meals or snacks from
outside to eat while working directly with students. Enjoying food items with the students served on
special occasions (i.e. parties and celebrations, etc.) is acceptable.

Visitors:
Visitors are not allowed to the program unless approved in advance by Program Director or designee.
Cancellations:
If school is cancelled, all Office of Extended Learning programs will also be cancelled. Staff members
are not compensated for cancelled program hours. If school will be released early due to inclement
weather, the Superintendent will announce the cancellations typically by 1:00pm. Listen for
cancellations on local radio stations or call the SAU after 1:00pm for verification. If school is released
early, Office of Extended Learning programs are also cancelled. If afterschool programs, including
Office of Extended Learning, are cancelled, the district One Call system will be utilized and staff will
be notified by Site Coordinators.
Office of Extended Learning Team Meetings:
All Office of Extended Learning staff are expected to attend scheduled meetings at their work site and
training sessions. Site Coordinators are also expected to attend biweekly team meetings with the
Program Director and Assistant Director; share the participation of 21st CCLC Site Coordinator
meetings; and any other special meetings/events requested by their site Principal, Assistant
Superintendent, and/or Superintendent.
Professional Development:
Opportunities for in-service trainings will be available to Office of Extended Learning staff. If trainings
are scheduled during program hours without children, all staff members are expected to attend.
Trainings may also be offered during early release days. Employees will be compensated for training
hours. Contracted staff are required to attend without extra compensation. Non-mandatory trainings
will be offered. Employees may have the training costs covered. This will be decided at the time of the
request. For non-mandatory trainings, time will not be compensated. Site Coordinators will develop a
professional development plan with short and long term goals and will work with site staff to develop
training goals.
Facilities Management:
Office of Extended Learning staff are responsible for leaving space used in any building in the
same or better condition as it was found. Children are encouraged to participate in site clean-up tasks
as a group, with the understanding that everyone benefits from a clean and comfortable space. Program
staff should notify the Program Director in the case of equipment or supplies that are in need of
maintenance or replacement.
Purchasing of Supplies:
When supplies are needed for Office of Extended Learning activities, staff should submit their requests
to the Site Coordinator who will forward the request to the Program Directors for purchasing. Please
submit the supply requests at least two weeks in advance. Any purchase over $50 needs prior approval
from the Program Director via Budget Request Form.
Reimbursement for Mileage:
Staff will be reimbursed for mileage at .58 cents per mile only for out-of-district work related activities.
Any mileage used due to running errands or attending meetings within Laconia city limits is not
reimbursed.

Responsibility for Students:
Only the following individuals are approved to interact with students while they are in attendance at
Office of Extended Learning:
Office of Extended Learning staff and substitutes approved by both the Program Director
and
School Principal; school staff; invited parents/guardians; and approved community
volunteers.
All volunteers must be approved by the Office of Extended Learning Program Director
and/or building Principal and complete a criminal background check prior to interacting
with students.
Job Descriptions and Compensation:
Job descriptions will be provided to employees at the time of hire and/or the initial staff
meeting. Position titles include: Program Director, Associate Director, Site Coordinator, Lead
Staff, Staff Assistant, Club Advisor and Community Partner.
Concerns:
In the event an employee has a concern involving working conditions, this should be discussed with
the immediate supervisor who will attempt to resolve the situation. If the concern remains
unresolved, it should be discussed with the Program Director who will make every attempt to
resolve the situation. If the employee continues to be dissatisfied, or if the employee has been
dismissed or suspended and is not satisfied, an appeal may be made in writing to the Superintendent
of SAU 30. Within two weeks of receipt of the written concern, the Superintendent will respond in
writing.
Safety Issues:
Report any incidences of injury immediately to the Site Coordinator. An incident report will be given
to you to fill out, forwarded to the principal and will be kept on file in case further action is necessary.
Please refer to your site’s procedures for more detail regarding accident and injury.
Please be attentive to which children have specific requirements regarding who is
allowed to pick them up. If there are any questions, please check with the Site Coordinator.
Please also be attentive to which children walk and those who are picked up. No child is to
walk without prior parental permission.
Please be aware of limitations as to physical contact with the children. Staff is expected
to refrain from any contact which may be in any way considered inappropriate.
Sexual Harassment:
Office of Extended Learning follows the Laconia School District policy, which may be found on file at
any site in the school office or at the Office of Extended Learning office, or on the Laconia School
District website, www.laconiaschools.org.

Reporting of Child Abuse and/or Neglect:
Office of Extended Learning follows the Laconia School District policy on the reporting of suspected
child abuse and/or neglect. If you suspect a case of child abuse and/or neglect, discuss it immediately
with your immediate supervisor.
