Constraints: Late release of funds militated against the conduction of the survey in 2016.
The Ministry of Agriculture recently released funds late in the year (2016)for the conduction of the Village Listing Survey.

The project has the additional financing now fully operational in the State. 62 nos rice farmers are receiving
Extension Services from LSADA through fortnight visitations by Extension Agents. Facilitators and Extension
Agents benefitted from training on establishment of farmer field school. The project had procured ten high
capacity motor bikes for Extension Services within the Clusters. The Sawah rice technology transferred to
farmers by Fadama III was adopted by three production groups in Itoikin production Cluster and the technology
is still being promoted so that more farmers can adopt during the next planting season. The Agricultural
Development Authority through the Women-in Agriculture has been sensitizing farmers on nutrition advantage
and 20no PGs were reported to have benefitted from this. The ICT clinic is functional and capacity utilization is
high: the centre is being upgraded with new equipment to meet up with the present day challenges. The ICT
Centre is currently used to extend Agricultural information to farmers and several farmers had been trained on
the use of the ICT. There has been regular weather report broadcast via sms to Rice value chain actors in the
State since July, 2015. The project also supported 2no Monthly Technology Review Meetings (MTRMs), 4no
Fortnight trainings (FNTs) and 1no EAs/Facilitators meetings of the State Agricultural Development Authority.
The project supported the participation of 10no officers from State ADP at the REFILS workshop held at the
IAR&T, Ibadan between 26th and 29th April 2016 and also the Pre-Season training.
NPFS The sum of ₦9,568,000 was disbursed to 5 sites as loans to further enhance their site agricultural activities. The breakdown is as follows: Igbalu/ Gberigbe site- ₦2.5M, Ayobo/Ipaja- ₦2.5M, Ketu/Itoikin- ₦1.5M, Ado/Badore-₦1.5M, Amuwo/Festac- ₦1.568M at the Farmer field day programme held on the 3rd November, 2016. Also, the total number of Farmer Field Schools established till date still stands at 81 with focus on all NPFS sponsored enterprises and active participation of 1825 FFS Student/Farmer beneficiaries in the ratio of 818 males and 1007 females. Conduction of four (4) monitoring visits to the nine sites by the Management to resolve conflicts between Executives of the Apex and members while monitoring and verification visits were also made by facilitators to farmers in the sites to ascertain how effective the loans released to them were utilized. Also, 16Million naira was spent on inputs that were distributed to NPFS farmers as well as other farmer groups in the State. Inputs such as automated weighing scales, movable fish tanks, overhead tanks, wheel barrows, cutlasses, hoes, egg trays, hoses, agro-chemicals and insecticides etc.
H. GENERAL: BRIEF REPORT ON:

Commercial
Agric
The project is expected to wind up on the 31st May, 2017. This was due to the introduction of Women and Youth Empowerment Programme (WYEP). A Total of 72 No Objections was received out of which 67 valued at ₦497.862 million and IDA cost of ₦250.92 million had been implemented under the CIGs/SMEs Business Alliances arrangement. The value chains that were implemented ranges from Rice, Poultry and Aquaculture. Also, physical output totaling 30 items of improved technologies were supported. The project has also secured his Excellency’s approval for 51 beneficiaries under the WYEP Programme at a value of ₦48,082,500.50.

Input Situation The government established functional inputs channels as well as the participation
of private input dealers has brought about positive changes on input situation in the
State.
Fertilizer: The high cost of fertilizer as well as the State not participating in the GES
programme in 2016.
Credit Access to credit from financial institutions is still cumbersome either through high
interest rates on loans or credit coming too late while other financial institutions
does not extend credit to small scale farmers.
Agro-chemical The use of Agro-chemicals has increased slightly in the State though the adoption of
the principles is still low. Adulteration of products is still persistent but efforts are
being put into the complete eradication of this problem.
MTRM/QTRM Situation Report MTRM had been held (3) three times in 2016 with technical messages delivered by
competent resource persons from various research institutes. The review meeting
was anchored by the State’s team leader, Dr. Mrs Oyegbami from IAR&T, Ibadan. In
addition, pre-MTRM which involves field visits to farms with either success stories
or problems areas were usually embarked on in order to be abreast of the challenges
faced by farmers on the farms and discussions on how to proffer solutions at the
MTRM the following day. The attendance by both technical officers as well as
resource persons was excellent although the only constraint noticed in 2016 was in
the area of funding which was attributed to the change in financial funding policies
by the State Government.
Contributions by Local Governments
The Local Government Authorities have not changed in terms of honouring
invitations on capacity building for their officers or attendance of MTRM though
this attitude is critically being looked into by the new Head at the Agricultural desk
of the Ministry.
Constraints: Fund constraints are usually attributed to so many deficiencies on the part of the
Local Government as well as not being carried along by their superiors.
