Message from the President

Biggest Membership Responsibility In talking to many members, the decision to move to Lake Meade was to take advantage of opportunities that exist behind the “gate.” LMPOA provides us many conveniences, such as enjoying a beautiful lake, swimming in a wonderful pool complex, using recreation areas for activities and living behind that “gate” where specific rules and regulations have been established to preserve the quality of life within our community. I could go on and on regarding the benefits of living at Lake Meade, but decided my first column as your new president is to remind you of the biggest responsibility that comes with your membership — the right to be heard. While it is important to follow the rules as established in our bylaws, deed covenants, rules and regulations, building regulations and other association documents, it is most important to make your opinions known, but in the right place. What does this mean and how does it relate to LMPOA? The Association has great employees who work on behalf of you, but they cannot do it all. LMPOA relies on and is guided through membership volunteers. Those volunteers serve on committees or have been elected to the board of directors, but they aren’t the only ones who can help guide the organization. All members can do this by coming to committee or board meetings to listen to agenda topics and to provide their input on the same. Members stay informed on what

is happening within the community by attending the annual meeting. They read the Lake Meader and emails from the Association to stay current on events. Members even call or email the office staff to ask questions or ask where they can find answers within the Association documents. There is a lot of information available to members to answer questions or concerns that exist regarding our community. As a policy, LMPOA does not use social media sites such as Next Door, Facebook or Twitter to send information or to communicate with its members. Topics discussed on social media sites may contain inaccurate, false and/or slanted information as it relates to your association and issues of related concern. Since LMPOA can only be as good as the members who take an active interest with it, I encourage all members to get involved and be heard. To take that message one step further, I suggest that it be done in a productive, respectful manner and in the right time and place. So please, consider volunteering on a committee, running for the board of directors or showing up for a committee or board meeting so your opinions can be counted.

Appearance (CPAC) – Members should attempt to communicate their concern to the other party. If circumstances prevent this, file a form with the office for confidential reporting. Owners should observe and evaluate their property on a consistent basis – Is grass, vegetation and weeds higher than 7 inches (except in swales)? Is my yard neat with no clutter? Does my property have good curb appeal from all angles?

• Communications and Technology – Signage and Advertisement Regulations have been updated-check website. Committee is in the process of upgrading equipment for the office, patrol vehicle and gatehouse. 2017 Directory is for sale in the Lake Meade Office.

• Community Center and Marina – Rebuilt Community Center Roof (reinforced trusses, new shingles, new control joint and ceiling and new gutters and downspouts). Support Mac’s! They offer convenience for our members.

• Lake Management – Continue to seek innovative ways to deal with the nutrient load that we experience during storm events. Reinforced the anchoring systems at Blue Water

Lee and the Marina. Schnabel Engineering is in the beginning phases of our dam rehabilitation project.

• Recreation and Pool – Entrance Parkway Revitalization Project and rec. area enhancements are slated for 2018.

• Roads – Swales are Lake Meade’s stormwater management system. Here are basic guidelines for the health of the swales and therefore the health of the lake – Let grass grow to 7 inches in the swales or plant native plants to slow and absorb water; install culvert pipes no longer than 20 feet, which allows the vegetation in the swales to slow and filter water; avoid parking in the swales, which compacts the soil and allows motor fluids to drain into the swale.

• Safety & Traffic Watch – Gate & Patrol Uniforms instituted – Reading & Latimore Township Police continue patrolling.

• 50th Anniversary Celebration – Save the date – August 4, 2018.

• Lake Meade Fire and Rescue, Inc – President Dustin Avery provided a thorough explanation on the process to merge Hampton, East Berlin and Lake Meade’s Fire Companies. They meet the fourth Wednesday of each month at 7:00 p.m. at the Lake Meade Fire house.

• Lake Meade Municipal Authority – a separate entity that provides water and sewer services to the Lake

Be proud of your community and become one of the volunteers that helps guide the direction it goes in. You attendance and input at committee meetings is always appreciated.

Road Safety – Lake Meade drivers are doing a better job of adhering to the speed limit; 25 mph on all roads. Thank you. We always need to remember we share our roads with our children walking or riding their bikes. Our residents are walking or jogging. Let’s strive for fun in the sun and zero issues when traveling on our roadways.

Patrol Boat Operators Rule enforcement is a part of a homeowners association. Our employees appreciate members respecting them as they perform their duties and our goal is that our members can say the same for our employees. We work and play together to make Lake Meade a great place to live!

Boating regulations – please become familiar with them. Patrol Boat Operators monitor activities to enhance safety on the lake. Here are a few reminders: • Do travel in a counter clockwise direction and, if pulling a

person or object, you must have a capable spotter.

• Don’t stand or sit on the sides or backs of a fast moving boat, going fast after sunset and in no wake zones, propel non-power boats against traffic outside no wake zones or swim beyond the no-wake buoys.

• Keep PA Boating Handbook on the boat to reference rules and sunset times.

West Niles Virus – Mosquitoes can be infectious, please look at your surroundings to reduce risks.

Thank You to our Members for providing current vehicle registrations, boat registration and insurance when needed for their power boats during annual dues paying time.

Nominating Committee for 2018 Election – Who will help now?It is very important for members to seek leaders to be a Board of Director. Be a part of the Nominating Committee. Throughout the year I hear members comment on what a Board Member should do. Now is the time to get involved. Please call the office and let us know you are interested in serving on the Nominating Committee or interested in being a candidate.

MANAGER’S REPORT CONTINUED

Our own Lake Meade Orchestra is alive and well here at the Lake! Membership includes fifteen musicians with their trusty horns, woodwinds, percussion and bells. Other instruments are welcome to join this fun group that only rehearses twice a month on a Saturday morning at Lake Meade Community Center. The Orchestra participates in several holiday and social events here at our beautiful Lake such as Memorial Day, Veteran’s Day and even floatin’ on the lake on a Sunday afternoon. A special invitation has been extended to the Orchestra for Sunday May 21st, 2017 at 4:00pm to accompany the East Berlin Community Singers. Our own Lake Meader Jane Johnston directs the East Berlin Community Singers for this special concert held at Paradise Lutheran Church in Thomasville.

Steve Spangler has directed and shepherds the Lake Meade Orchestra for several seasons now with his most positive and encouraging attitude and talent. Please join us for this fun concert on May 21st, 2017 and bring a nonperishable food item to donate to our local food bank. Did You Know (DYK)

Each time a property is sold in our Lake Meade “planned” community, the seller presents a “Resale Certificate” to the buyer as required by law. The certificate includes information about LMPOA financial structure and the property being sold, accompanied by copies of LMPOA governing documents and rules. The cost is $100. Learn more details by calling the LMPOA office in advance of a property sale.


REMINDER: 2017 LMPOA Watercraft Stickers must be on ALL watercraft by May 1. As part of the LMPOA Rules and Regulations, fines for non-compliance will be assessed weekly. After you dock your boat at a common dock area, remember to register the slip number with the LMPOA office (259-9625). If you vacate your dock slip or the rack, please inform the office to enable us to maintain up-to-date information. We appreciate your assistance.

Lake Weed & Algae Treatments have been approved by the Board of Directors. Lake weed treatments are subject to the right conditions. Our plan (subject to change) is to do the first weed treatment in June and the second in late July, and algae treatments in May, June, July and August.

Lake Meade Swimming Pool – The 101 days of the summer pool season begin on Saturday, May 27 at 11 a.m. Daily hours 12 p.m. to 8 p.m. (Refer to “New this Year – below). The pool is subject to weather conditions. Call the pool for a recorded message (259-0490).

New this year: Every Saturday and Sunday opening time is 11:00 a.m. The swimming pool will also open at 11:00 on Memorial Day (May 29), July 4th (Tuesday), and Labor Day (Sept. 4). August 21 to September 4 closing time is 7:30 p.m. due to earlier dusk. Plan to attend the Pool Splash Party on Saturday, July 15. Included in the festivities will be a D.J. playing your favorite music and celebration cake for a treat.

the convenience of our members and their privilege card holders and guests when they are accessing the Recreation and Lake Access Area.

7. Dumpsters and trash cans are for use for recreational trash only. Trash is to be picked up before leaving the area, and all personal property is to be removed.

8. Littering, vandalism, loud and abusive language, and disorderly conduct are prohibited at all times.

9. Dogs must be on a leash, and defecation must be cleaned up immediately.

10. Damaged equipment is to be reported to the gatehouse or office.

11. Picnic tables may not be removed from Recreation and Lake Access Areas.

LAKE MEADE COMMON-OWNED GREEN SPACE AREASa. Lake Meade Common-Owned Green Space Areas (“COGS”)

are green spaces that belong to the property owners association, set aside from development and intended for aesthetic separation and limited recreational use.

b. COGS are located throughout the community but have no member parking or road/driveway access.

c. COGS are often located behind member private property with an easement as the only access for mowing, etc.

d. COGS are mowed on a limited basis by contractors for LMPOA.

e. NO personal property (including vehicles, boats, etc.), no structures, plantings or yard waste are permitted to be placed or kept in or on COGS property.

Lake Meade Dam Improvements Project Most readers are probably aware that for the past two years the Lake Committee has been working to respond to concerns raised by the Pennsylvania Department of Environmental Protection [DEP] about the long-term stability of our dam. These concerns center on two aspects of current dam management regulations: the ability of the dam to handle an extraordinarily large rainfall, and our ability to quickly lower the water levels in the lake if necessary. During this time, the Committee has interviewed eight engineering firms from around the country with expertise in managing dam improvements. Our goal has been to find a consulting engineer who would work with your Association on a long-term rehabilitation project. These firms have examined our facilities and records, and have met with the Committee to present their ideas on rehabilitation options. Members should know that all these firms have commented that our dam has been extremely well maintained, and that it currently shows no flaws or deficiencies that would raise immediate concerns. That said, it is more than 50 years old, and today’s design standards are far more stringent than they were in the mid-1960s, when the dam was built. Our challenge is to find a cost-effective way to meet DEP’s concerns and bring the dam as close as possible to current design standards. Last Spring, LMPOA hired Schnabel Engineering, based in West Chester, PA, to conduct a hydrologic and hydraulic analysis of the Lake Meade dam and surrounding watershed. The Committee recommended Schnabel because of their significant experience with dams such as ours, and

their willingness to commit significant staff resources to our project. Schnabel provided their report to the committee in December of last year. The committee reviewed it in detail, and at its February meeting the committee recommended the board accept it. This very preliminary study involved running a series of mathematical models to determine a set of reasonable assumptions that, if approved by DEP, would become the basis for all future design work. Put simply, if we were planning a football game, all this study would tell us is where to put the goal posts. Acceptance of this report is the first of many steps in a very long process. Each could take many months. The committee anticipates completing the entire project in three phases: Phase 1 – Study; Phase 2 – Plans and Specifications; Phase 3 – DEP Permit, Contract, Construction. At this point, there has been no determination of the best engineering solution, the costs, or the time frame for any work to be completed. We will keep members informed as this process evolves, but we do not anticipate any new developments for at least the next six months or so. Of course, members are always welcome at Lake Committee meetings, held the second Thursday of each month at 7pm.

Trash Cans properly stored?We are asking our seasonal residents to please make arrangements for your trash and recycle receptacles to be stored properly after they are emptied by Republic Services, if you have returned home. Empty receptacles sitting out for days creates an untidy scene for everyone.

Roads ProjectThe Roads Committee tries to complete one major road project each year. This year, we are planning to work at Lee Cove. LMPOA maintenance personnel will work on minor road repairs at various locations.

The Lake Meade Homemakers club is a fun gathering where you can meet new friends and socialize with your neighbors. At every monthly meeting (held on the second Monday of each month from September to May at the LM Firehouse), we start off with a social time and lunch at 12:30, followed by a business meeting and program. Our programs vary considerably every month covering a huge variety of topics usually generated from members’ suggestions.

MARCH MEETINGIn March, Kathy Cooper spoke about her cultured pearl jewelry business, explaining the origin and techniques of cultured pearl development. As

part of her presentation, she drew a name from the hat to give away a lovely cultured pearl n e c k l a c e . Hazel Rider was the lucky recipient.

SPRING BANQUETAt our May meeting on Monday, May 8, we will be honoring our 2017 Scholarship winner along with the student’s parents during our Spring banquet. Each year, we award a $1000.00 scholarship which

is based on community service, to a Bermudian senior. We will also be honoring retiring president, Diane Reimert, who has served as our president for the last three years, after having served three years as vice-president. Elections will be held for next year’s officers.

Nearly every property in Lake Meade has a swale in the front yard, which serves as our storm water system. Swales are man-made or natural channels which slow, filter, and absorb stormwater runoff. They hold water during and immediately after a storm but are typically dry at other times. For a long time, buried drainage systems were considered the most effective way to move water in the landscape. But this thinking has changed, landscape architects and engineers now recommend “daylighting” water runoff where possible. Daylighting is keeping water on the surface so that it can be managed, like LMPOA’s open swales. The most beneficial type of daylighted

swales are those planted with vegetation. Vegetation is a major part of Green Infrastructure. Swales planted with grass, flowers, and small shrubs, are a natural solution for our community to use in improving the lake. Planted swales benefit our community reducing pollutants and improving the water quality of runoff, minimizing erosion of swales and roadways by holding the soil in place, and providing an eye-appealing, easily maintained, landscape

especially near driveways, parking lots, and roads. Green Infrastructure practices are frequently referred to as Best Management Practices (BMPs). Here are some actions that every property owner can do. • Clean debris from your swales

(especially after the trash is picked up)

• Address standing water which has been in place for 72 hours or more

• Maintain grass in swales to a height of 7 inches

• Plant native plants (no invasive or exotic plants!)

• Do not apply fertilizers, weed killers (Round Up), or bug killers in your swale. Read labels for proper use.

New LMPOA regulations were passed on March 15, 2017, regarding driveways and swales. The following is a sample of those

regulations. The regulation can be found in the LMPOA regulations as well as the Building Regulations. • Every new, upgrade, or change of a driveway, culvert, and / or swale

constructed within the road right-of-way requires a LMPOA Letter of Approval.

• Roadside swales are in the road right-of-way. The road right-of-way is defined as approximately thirty-five (35) feet from the center of Lake Meade Drive and thirty (30) feet from the center of all other roads.

• All swales must be graded to facilitate water flow, no pooling of water. • The length of new culverts cannot exceed 20 feet • Remove leaves and debris from swales • Do not dump grass cuttings in swales • No parking in swales

Do One Thing To Improve A Swale!

Visualize the roads of Lake Meade bordered by beautiful flowers and grass! Planted swales will not only be beautiful, but they will discourage weeds, improve the soil, and slow water runoff. Native plants have the added benefit of longer, deeper roots, which serve as a sponge to hold and filter the water. Once established, they also require no additional watering or fertilization.

Recommendations for planting swales:• The recommended height of plants

will depend on the depth of the swale.

• Grass should be maintained at 7 inches

• Find the right plants for the wetness of your swale

• Always avoid invasive plants that are not native to PA, and noxious plants such as purple loosestrife which are harmful to natural habitats and ecosystems.

• Do not use fertilizers or weed killers in swales

• Plant colorful flowers for the WOW factor!

Perennial plants (those that return every year) suggested for consistently wet or moist swales.• Bee-Balm • Black-eyed Susan • Cardinal Flower• False Solomon’s Seal• Great blue lobelia• Little Bluestem grass • Pickerel weed• Summer Phlox• Virginia Bluebells • Wild geranium, Cranesbill

Suggested perennial plants for swales that are dry most of the time. • Bee Balm• Black-eyed Susan • Blazing Star• Butterfly Weed• Coneflower• Coreopsis• Goldenrod• Little Bluestem grass• Penstemon• Turtlehead

Nancy Scordo RisoldiBorn April 2, 1917.

Now celebrating her 100th birthday!

Nancy is a native of Tyrone, PA, attended Saint Matthews’ Catholic Church during her early years, and also attended Tyrone Area High School. She is one of eleven children, born to Antonio and Santa Silvester Scordo, immigrants from Sicily. She’s best known for her homemade famous Sicilian Pizza, homemade bread, anise pizzels, colorful Italian cookies and many other Italian dishes.She had once thought about opening her own Italian Restaurant, however, money was very scarce during the war years. Brother, Joe Scordo of Tyrone, PA, and Dominic Scordo of Harrisburg, many nieces, nephews, grandchildren, great grandchildren, great, great grandchildren, friends and her five (5) children, Gene and Peggy Risoldi of Georgia, Sandy and Tom Lucas of East Berlin, PA, Jerry and Pat Risoldi of Flordia, Anthony Risoldi of Florida and Nancy Ann and Frank Ehrhart of Mt. Joy, PA all wish, their loving mother, the best 100th birthday, and honoring her for her deep love as a devoted beautiful mother.

The Board approved the following:

• Approved the survey to members for the Entrance Parkway Revitalization Project.

• Approved an Agreement with the Lake Meade Baseball Boosters for the 2017 youth baseball season for the use of the Lake Meade baseball field and concession building.

• Approved the appointment of Inspectors of Election Pat Biese, Joan Schmoyer and Elaine Becknell.

• Approved 2017-2018 insurance policy package for Worker’s Compensation, and Directors & Officers Liability, Umbrella, Group Accident, General Liability, Property, Auto, Equipment and Crime for the amount not to exceed $60,519.00 from Univest Insurance, Inc., Broker.

• Approved Stambaugh Ness, PC to perform the annual audit for fiscal year ending March 31, 2017 for a cost of $5,500.00 to be paid from the 2017-2018 operating budget.

• Approved the recommended revisions to the Building Regulations.

• Approved the recommended revisions to the Rules and Regulations pertaining to Signs and Advertisements.

• Approved the Management Agreement renewal with Mac’s Marina Services June 1, 2017 through May 31, 2020.

• Approved the treatment of pondweed in June for a cost of $10,920.00 and treatment of Hydrilla and Brittle Naiad for a cost of $22,785.00 to be paid from the 2017-2018 fiscal year operating budget

• Approved waiving the 30-days waiting period and approved the replacement of the low diving board at the Lake Meade swimming pool for a cost of up to $9,000.00, with

installation by Blue Diamond Pool Care, LMPOA’s Preferred Pool Service Provider.

• Approved the revised policy: Procedure for the Selection of Officers of the Board of Directors

• Approved Kaye Stefanick as Inspector of Election, Alternate.

• Approved the maintenance complex bay expansion project for a cost of up to $25,000.00 from the 2017-18 fiscal year capital funds.

• Approved the Social Media Policy and Confidentiality Statement for Board of Directors and Committee Members.

• Approved waiving the 30-days waiting period and approved the replacement of the radiator in the International 12-ton dump truck for a cost up to $2,500.00.

There were no inquiries from the floor.

A Letter of Compliance was issued for two additions, one boathouse, one garage and one seawall. A Letter of Approval was issued for one storage shed, two roof replacements, one siding replacement, one windows replacement and one underground pet fence. The total number of homes issued permits is 1,077.

If you are having a party or gathering at your home, you should submit a party list to the gatehouse so they can admit your guests smoothly. The form is available on the web site, at the gate, or at the office.


We are a garden club focused on education. We utilize Master Gardeners and other qualified presenters to lead our monthly programs. In February Linette Mansberger from the South Mountain Audubon Society gave us a wonderful program about identifying common birds of South Central Pennsylvania and learning how to attract them. Monthly meetings take place at various times and locations depending on the program. For a copy of our annual schedule, contact Barb Mrgich.

PATROL REPORT As Spring signals warmer days we will see a marked increase in bicyclists and pedestrians. Please treat them as you would desire to be treated. In turn, they should follow the applicable rules of the road wherein pedestrians walk facing traffic and bicyclists ride with traffic. The law permits pedestrians to vary from this rule where a shoulder exists but there is no roadway in Lake Meade where we have a berm that meets the definition of a shoulder as defined by the Federal Highway Administration. There are some issues that I wish to clarify this month since they seem to be unusually persistent. The first issue concerns the gate. The workers at the gatehouse can only manually OPEN the gate. All other functions are controlled by a computer program. There is a 3-4 second delay built into the program AFTER a vehicle crosses the magnetic loop that closes the gate. If you follow too closely to that vehicle or fail to wait for the gate to begin its downward

travel before approaching it, the gate will come down on your vehicle. Do not berate the gatehouse worker. It is beyond their control. The bottom line is “exhibit some patience”. The second issue concerns the function of patrol. Even though the issue has been addressed previously some members are under the impression that we are a community-wide ‘security’. This is not the case. Patrol duties are more akin to the functions of a code enforcement officer. Patrol duties are to enforce the regulations of the Association on LMPOA property. This includes, but is not limited to, the roadways and right of way, the recreational areas, the community center/pool complex and any other commonly owned property. If patrol observes a violation of LMPOA regulations on private property it must be from one of the preceding vantage points or from a complainant’s property and we simply report the violation for action by the Association. A patrol member

might approach you out of courtesy to advise you that you may be in violation. It is meant as a courtesy and we are not the final arbiter so please don’t be rude or belligerent. Patrol may ask you for identification and/or proof of residency while you are on LMPOA property simply to determine that there is not a trespassing violation. Any non-member who is not accompanied by a member shall be deemed to be trespassing so please stay with your guests while using the rec areas. Any member who observes an individual or group committing a violation of the crimes code (property damage) or vehicle code (tailgating) must call the police to report it. You may call the gatehouse or patrol for informational purposes but they will not respond to violations of the Laws of the Commonwealth.

The PA Department of Environmental Protection, Wetlands and Waterways Program (DEP-WWP) requires lake front properties planning shoreline, seawall or dock projects to first obtain a general permit from the DEP-WWP office prior to starting the project. These types of projects also require LMPOA Lake Committee review and approval by the LMPOA Building Committee. When the Building Committee approves the project, a Letter of Compliance is issued to the member. Depending on the scope of the project, the property owner may then be required to submit the plans to the township for a building permit and also obtain an Adams County permit. Property owners considering any type of shoreline, seawall or dock projects should plan well in advance, as the approval process with the various entities will take time to complete. REFUSE/COLLECTION/ DISPOSAL/BURNING: In conjunction with Pennsylvania State law and Adams County regulations, no person(s) shall burn or permit to be burned any substances out-of-doors (including leaf and yard waste) on any residential lot or LMPOA recreation area except for cooking and recreational fires confined to a fire ring, fireplace, charcoal or gas grill, or other similar fireproof container. This rule was made effective May 20, 2015.

Renters who wish to be above the crossroad accept the risk of having one or more trees in their space assignment. If you wish to be moved after you see your space, we can only move

you to an available space on the water wheel end of the strip if we are not sold out.
