I am thankful for our outdoor amenities and happy so many of us routinely enjoy these spaces. In addition to opening our recreation areas during this pandemic, we opened our pool on June 17 with modified procedures. Opening the pool with modified procedures offered access while mitigating the spread of COVID-19. I am thankful so many of our residents visiting the pool wore face coverings and maintained 6 feet physical distancing from individuals not in their immediate family. These actions helped to keep our community healthy. I ran for a position on LMPOA’s Board of Directors 2.5 years ago for two reasons: 1. to participate in this community that I have called home for the past 29 years, and 2. to see what I could learn. I am thrilled I can serve LMPOA and have learned more than I ever imagined. Of course, I feel I could write a book. But, for now, I will share a bit about our Mission Statement because of its relevance to our current situation. LMPOA Mission Statement Lake Meade Property Owners Association, Inc. serves a diverse private lake community that is focused on fostering an environment that preserves and advances a higher quality of life. This Mission Statement, I learned, was written in 2007. I am struck by its significance to our current situation. I have learned that fostering an environment that preserves and advances a higher quality of life is a common desire for residents. It is our diverse ideas for navigating these challenging times that encourage creative problem-solving. This is the work that I find most interesting. President’s Message

The Lake Meader is the bi-monthly publication of LAKE MEADE PROPERTY OWNERS ASSOCIATION, INC.

Living through the COVID-19 pandemic continues to shift our expectations for life’s routines. I am thankful for our outdoor amenities and happy so many of us routinely enjoy these spaces. In addition to opening our recreation areas during this pandemic, we opened our pool on June 17 with modified procedures. Opening the pool with modified procedures offered access while mitigating the spread of COVID-19. I am thankful so many of our residents visiting the pool wore face coverings and maintained 6 feet physical distancing from individuals not in their immediate family. These actions helped to keep our community healthy.

I ran for a position on LMPOA’s Board of Directors 2.5 years ago for two reasons:

1. to participate in this community that I have called home for the past 29 years, and

2. to see what I could learn. I am thrilled I can serve LMPOA and

have learned more than I ever imagined. Of course, I feel I could write a book. But, for now, I will share a bit about our Mission Statement because of its relevance to our current situation.

LMPOA Mission Statement Lake Meade Property Owners Association,

Inc. serves a diverse private lake community that is focused on fostering an environment that preserves and advances a higher quality of life.

This Mission Statement, I learned, was written in 2007. I am struck by its significance to our current situation. I have learned that fostering an environment that preserves and advances a higher quality of life is a common desire for residents. It is our diverse ideas for navigating these challenging times that encourage creative problem-solving. This is the work that I find most interesting.

As we move from summer to fall, we will once again meet new challenges. With our minds focused on using our diverse talents to creatively navigate new situations toward fostering an environment that preserves and advances a higher quality of life, I believe we will remain healthy and grow in new ways, building a stronger community.

Thank you to the Board of Directors of 2007 with the vision to come up with this mission statement. To everyone else, be safe and be well; and if you have time to participate in one of LMPOA’s committees, learning, sharing, and working creatively with fellow members, please consider reaching out to one of our current Board members to see how you can get involved.

Will you serve between now and the holidays to seek candidates to run for the Board? Please talk to current and past board members and let the office know that you will help.

Office Closed TuesdaysSeptember through February of each

year for administrative purposes. We have been closed since mid-March; however, we have continued to serve the members through phone calls and emails as well as arranging for knocks on the staff door.

Starting September 1, 2020 Closed Tuesdays means the LMPOA office is not open to members, contractors, and service providers. Incoming phone calls and emails are not answered. The purpose is for the administrative staff to focus on business matters without interruption one day of the week during the period September 1, 2020 through February 23, 2021.

Plot PlanAll construction projects will require

a plot plan showing ALL current structures on the property; proposed structure(s); and measurements from the property lines. Why? Setbacks are so important as identified in the Deeds and Covenants.

Safety on our roadwaysMini-bikes, tri-sports, go-carts, and

other motor driven conveyances (includes electric motors) such as skateboards, scooters, etc. are permitted on private property only. Not on LMPOA roadways.

Stricker TranspondersAdministrative Staff and the Safety

Traffic Watch (STW) Committee is observing good signs of the transponders working well at the entrance. The Gate/Patrol Supervisor continues to work with a few members where glitches

are still occurring. On March 3, 2020, the STW Committee met and due to miscommunication, there were questions on fining members for using the left lane. Please note that no fines are being levied against members for using the left lane.

We appreciate your patience as LMPOA worked through the problems since February. The Vendor provided us with replacement stickers and continues to work with LMPOA to tweak the system. Thanks to all!

Budget 2020-21 – is underway The committees will be working on the

needs of the community. In November, the line items are reviewed by the Board of Directors with community input in December with a vote no later than January 2021. We do not know when in person meetings will be held, but even through zoom, we can share information and gather input and be a part of the budget process.

Patrol Boat Operators Our operators strived to observe the lake

activities for safety as much as possible with the limited “great” crew. LMPOA offers a free Boaters Safety Course typically on a cold Saturday in January. Check the November Lake Meader for the scheduled date and time. If you like boating and can offer guidance to boaters that may not know the rules for safety, we have an opportunity for you. Please consider being a patrol boat operator next season.

The Lake Meade Office and Maintenance Department will be closed Monday, September 7 to observe Labor Day!

Thank You!To all the members who reported to the office the location

where your watercraft was docked or stored. You made our recordkeeping task an easy one.

Thank You Lake Meade Boat Inspectors!All new power watercraft entering Lake Meade must

be registered with the LMPOA office and inspected for compliance with the Maximum Power Watercraft Length regulation. LMPOA Boat Inspectors are member volunteers who follow the regulations approved by the Board of Directors for Maximum Power Watercraft Length and Determination of Power Watercraft Length. We appreciate our Boat Inspectors who cheerfully meet and greet members with new boats.

Member Cards and Privilege CardsThere is a misconception by many about the LMPOA

member cards and privilege cards. The cards are not issued solely for entry into the swimming pool. The LMPOA Rules and Regulations state “…This card entitles the holder to full use of facilities and also serves as a pre-approved entry authorization…”. Members and their privilege cardholders are to carry the cards with them at all times when using any of the LMPOA amenities, including the lake, docks, community center, swimming pool, recreation areas, etc. At any time, a member or employee may request to see a person’s member or privilege card. Please carry your card with you at all times and be sure to review this information with your privilege cardholders.

Dam Upgrades ProjectThe project is progressing. Schnabel Engineering completed

the geotechnical exploration and has the lab analysis of the core soil and rock samples. Schnabel is submitting to the PA Department of Environmental Protection the information along with preliminary design plans for the auxiliary labyrinth spillway. We will continue to provide updated information to our members as it becomes available.

Marina ImprovementsThe two boat storage buildings located at the marina

recently received a fresh coat of paint.

Swimming PoolThe Lake Meade swimming pool operation was different

during 2020 due to COVID-19. We appreciate our members and privilege cardholders for accepting the changes and enjoying the swimming pool in its modified state this year. One thing that does not change from year to year is that LMPOA is fortunate to have the finest young people apply

to work at the pool. Our lifeguards offer the necessary skills to address emergency situations and practice their skills throughout the pool season. Our lead lifeguards have additional responsibilities for the successful operation of the pool. Each year, as the pool season concludes, I reflect on how fortunate LMPOA is to have such responsible and dedicated employees who provide our members with a nice place to visit for a pleasant experience. THANK YOU Aislinn Bloom, Ella Bloom, Aden Juelich, Hailey Madara, Mya Massey, Dalton Reinert, Tyler Reinert, Jonah Robinson, Kieran Shannon, Ashley Simpson, Tyler Sims, Skyler West, and Matt Wickline.

Recreation AreasDead/dying Ash trees are being professionally removed

from recreation areas. Young trees, obtained through the Adams County Conservation District’s Tree & Shrub Planting program, which is sponsored by the Chesapeake Bay Foundations’ Keystone 10 Million Trees Partnership, will be planted by volunteers.

Committees are Busy!Your committees work diligently to serve you well. Research,

discussion, debate and decisions are part of the norm for our committees. The Roads & Stormwater Management Committee is working with Dominion Engineering for the reconstruction of Mud Run bridge in 2021 and improving stormwater management, the Lake Management Committee is working with Schnabel Engineering for the dam upgrades project to meet DEP regulations, the Recreation & Pool Committee is working on improvements to the Sports Complex and recreation areas and removal of dead/dying Ash trees at recreation areas. The Community Center & Marina Committee worked with Mummert Painting to paint the two boat storage buildings at the marina, and they manage the community center, Registered Organizations, and the business agreements with Mac’s. Communications & Technology is migrating the website to a fresh new format and improving technology operations. The Building Committee approves construction projects, which enhances values in our community. The Finance Committee is at the heart of it all and oversees the finances of LMPOA. Consider joining a committee, or consider running for the Board, and become a part of the success at Lake Meade Property Owners Association.

Please Remember: If your dog relieves himself on LMPOA property, please

clean-up after your dog. It is a violation of LMPOA Rules and Regulations and subject to a fine.

Lake Meaders? Yes, that’s right, whether you’re walking Fido in a recreation area, a COG, on the dam, or down the road, cleaning up after your dog is essential. The walkers after you will be grateful for the clean path. Thank you!

Communications and Technology CommitteeThe Communications and Technology committee has been

hard at work over the last two months. In addition to our upcoming conversion to a VoIP phone system, and our nearly completed new network diagram and disaster recovery plan, we have been planning the migration from our current website on AtHomeNet to Frontsteps. We have enlisted some excellent talent for this work and, in addition to monthly meetings, have been ironing out the details of migration in workshops. Mike Ragan has compiled an excellent project plan. Dottie Yost and Michele Ludy are our guides through the maze of directories and files that are the substance of our current website as well as being our advisors on several levels of decision-making. We will use the Frontsteps structure and model it to fit LMPOA. Functional options will remain the same as we have now while we test the new site. After testing and some time for members to familiarize

themselves with the site, we will consider additional functionality that Frontsteps offers to enhance our site. Training and “cheat sheets” will be made available to all members. The entire process will take months to complete. Your input is always welcome, so email either me or Dottie with your ideas. And remember, you are welcome to attend our monthly meeting, currently being held on Zoom.

Also, we are always looking for photo submissions for the Lake Meader cover. Pictures should include the lake and can be any season as we store them away until the appropriate time of year. Send them to either Dottie Yost or John Ober. A big thank you to Linda Berry for the great aerial photo of the lake on our July/August Lake Meader.

Office Closed Tuesdays – September through February of each year.Closed Tuesdays will begin Tuesday, September 1 through February 23, 2021.

“Always stay alert, keen, and observing” were the words from my Dad who survived combat while riding an Army motorcycle during World War two. Walking about Lake Meade does in fact require a higher level of concentration. Narrow winding roads, and plenty of hills at places, the roads here can be a challenge. Pedestrians have their own concerns at the lake. Walkers, and cycle riders should stay to the side of the road and be as visible as possible. Anyone can purchase a safety vest for under 6 dollars. Keep close to your children while they learn riding skills on bikes. Remember as the day’s become shorter, in order to attract attention of passerby’s, use a portable light while along our roads. Keep your dogs on a short leash, and off the road if possible, to lessen accidents. The committee has had two workshops and addressed several important issues. The intersection at the main gate and McClellan will have a traffic engineer to evaluate aspects of traffic dynamics and help us propose a suitable solution. We revamped the small speed bump in the left lane, and hopefully made a better choice for our motorcyclists. Tree trimming was done throughout the lake, for better visibility. And the new gate system has a much higher success rate than last time I reported. Stay safe!

FIREWORKS AT LAKE MEADE CANCELLED

The COVID-19 Pandemic has disrupted many activities throughout the United States.

The Pandemic has impacted Lake Meade, as well. There are concerns about crowds gathering for

the activities and to watch the fireworks. There are concerns about volunteers’ fundraising efforts for

the fireworks, meeting with individuals, and handling currency and checks as part of the collection.

Due to the concerns, Lake Meade Pyrotechnic Society has cancelled the fireworks planned

for September 5, 2020. Let’s all look forward to 2021.

Need to Know(N2K)

LMPOA has three types of governing documents: Declaration of Covenants that are “attached” permanently to the property as part of the deed, By-Laws that define how LMPOA is organized and governed, and Rules and Regulations that spell out the details of what is permitted within Lake Meade.

LMPOA REGULATIONS: ELECTION SIGNSSIGNAGEa. Election:

Property owners or renters may display election signs on their lot not to exceed 18” x 24” associated with an official Adams County, Pennsylvania ballot. Signs may be posted not more than thirty (30) days before an election. Only one (1) sign per candidate or ballot item may be displayed. Signs are to be removed within one (1) day after a primary or general election or sooner if required by township ordinance .

Need to Know(N2K)

All boats should travel in a counter-clockwise direction on the lake unless in the “no wake” zone. The only other exception would be to retrieve a skier or tuber in the water.

Recreation and Pool Committee

Lake CommitteeThe Lake Committee has been working behind the scenes

as we all endure the COVID pandemic. I have learned that your Lake Committee members are a very dedicated and hard working group of individuals. Thank you very much to all of our volunteers for your dedication to our community.

Like many, Schnabel Engineering, our contracted engineering firm for dam upgrades, was not working at the onset of COVID-19. They have since returned and are now working on preparing a report to provide to the Pennsylvania Department of Environmental Protection and us regarding the health of our spillway. This will help guide us in to the next stage of the process.

We hope you are also getting our EBlast regarding lake water treatments. If you are not, please contact the office to be added to our mailing list. The Committee is very satisfied with the health of our lake and the treatments provided by our vendor.

We hope to be able to meet in person soon. Please keep your eye on the events board and our website for announcements.

The Recreation Pool Committee continues to meet virtually while the Commonwealth is still under COVID-19 restrictions in the Green Phase.

At the July meeting, the committee chose to have a low profile of mulch around the entrance sign as they continue to discuss landscaping choices next spring. The purpose of the low profile mulch was to keep equipment away from the sign and to continue to allow members to enjoy the new sign.

The virtual August meeting included Michael McEntire from Baers’ Signs LLC to share his thoughts regarding the sign design and the placement of lettering on the final image of the new recreation area signs. The existing signs are more than 30 years old and need to be updated. A slightly wider sign was recommended in order to maintain proportional sizing for some of the longer named recreation areas.

The Pennsylvania Keystone 10 Million trees project that is a combined effort of Adams County Conservation District, Watershed Association of Adams County, Chesapeake Bay Foundation, Tree Vitalize, and the Alliance for the Chesapeake Bay was seriously curtailed during the COVID-19 Red and

Yellow Phases. As a result, seedling trees are available, and the Recreation Committee chose to pursue obtaining trees and planting them in the fall to begin to replace the Ash trees that that need to be removed. To date 14 trees have been removed and 36 trees are scheduled to be removed during the months of August and September. Anyone wishing to help with planting the young trees, please contact Barbara Mitchell at [email protected].

The reports by Members who swim at the pool have been very favorable. Members have cheerfully complied with the waivers, and many have complemented the staff for guiding the safety measures required, as they are aware that they could become infected. Their member service and skills for keeping the pool safe for all was top notch. Thank you!

While we remain under varying restrictions in the Green Phase, depending upon whether the cases in Pennsylvania are rising or falling, the committee continues to work on smaller projects, the Sports Complex renovation, and planning for a better next year.

MEETINGS: The 2nd Tuesday of every month at 7:00 PM at the

The Lake Meade Homemakers club is a fun gathering where you can meet new friends and socialize with your neighbors. At every monthly meeting (held on the second Monday of each month from September through May at the Northeast Adams Fire & EMS – Co. 32 Station 2 building on Lake Meade Drive), we start off with a social time and light lunch at 12:30 pm, followed by a business meeting and a program. Topics for our programs vary, and are generated from club members’ suggestions. You are invited to come to any meeting to see if membership might interest you. Dues are a modest $10.00 a year.

UPCOMING EVENTSOur program year traditionally begins with our September

meeting. At the time of the writing of this article, it seems unlikely that we will be able to gather the second Monday of the month due to group size restrictions related to Covid 19. We will have to wait to see how this plays out this fall and winter. When we find that it is safe to get together again, we will notify members of the date and time of the next meeting by email or phone contact.

DANCESEach year we host a fall dance at the Community Center

Communications & Technology Committee

The PA Department of Environmental Protection, Wetlands and Waterways Program (DEP-WWP) requires lake front properties planning shoreline, seawall or dock projects to obtain a general permit from the DEP-WWP office prior to starting the project. These types of projects also require LMPOA Lake Committee review and approval by the LMPOA Building Committee. When the Building Committee approves the project, a Letter of Compliance is issued to the member. Depending on the scope of the project, the property owner may then be required to submit the plans to the township for a building permit and also obtain an Adams County permit.

Property owners considering any type of shoreline, seawall or dock projects should plan well in advance, as the approval process with the various entities will take time to complete.

LMPOA Building Committee: You Need to KnowThe number of applications submitted for Letters of Approval

(LOA) and Letters of Compliance (LOC) continues to be high. That so many members are making improvements to their properties is good news since these improvements increase the desirability of our lake community.

The increased number of LOA and LOC requests, however, has put a strain on our ability to process applications in a timely manner. A good parameter for quantifying this is the percentage of applications that are approved the first time they are submitted. Currently less than 25% of the applications are approved on their first submission, while the other 75% require additional information. In terms of time, applications that are approved on their first submission are typically approved within one week, whereas applications which must be returned for additional information can take as long as three weeks to be approved.

The purpose of this article is to make you aware of this situation and to describe the efforts being initiated to mitigate this problem. These efforts fall into two categories. The first is to provide additional staff support to guide members through

the LOA and LOC application processes and the second is to make the process itself more efficient.

Some changes were made over the past two years, including the reorganization and rewriting of the building regulations and the recently developed plot plan examples and templates. In addition, a number of other changes are being considered, such as, reducing the number of projects requiring a Letter of Approval and implementing an application submission and evaluation schedule. This schedule will be an improvement over the current process of reviewing applications as they are submitted which is inefficient and as a result increases the time required to evaluate an application.

And finally, our goal is to have 75% of the applications approved the first time they are submitted. Achieving this will require changes on the part of everyone involved. Any member who has additional suggestions are encouraged to send them to Dom Santavicca, Building Committee Chair.

The Community Center and Marina Committee continues to have conversations in workshops about opening indoor amenities, even if in modified ways, during the COVID-19 pandemic. Topics have included sanitation costs, the possibility of a service window, etc. The committee has been sharing its ideas and research with the Board of Directors. The Board continues to follow Governor Wolf’s Orders and the Centers for Disease Control Guidelines for updating the LMPOA COVID-19 Plan.

• Dam Upgrades Project Phase II – Part I: Geotechnical exploration has been completed. Results of soils and rock laboratory examination will be forthcoming. This research is essential for supporting the design for the dam upgrades that will be submitted for approval to PA Department of Environmental Protection, Division of Dam Safety.

• Approved waiving the thirty days waiting period for approval for a contract with Affordable Lawn Care & Landscaping LLC, due to previous discussions, and approved a contract with Affordable Lawn Care & Landscaping LLC to remove 14 dying/dead trees and stumps at Walnut Cove from the 2020-21 operating budget.

• The Safety & Traffic Watch Committee is changing is meeting date to the second Tuesday of the month.

• The Safety & Traffic Watch Committee reports an estimated 75% of the new transponders are functioning to expectations.

• On July 20, 2020, the Board of Directors approved for the LMPOA COVID-19 Plan, updated June 15, 2020, to remain in effect without changes at this time. The Plan follows Governor Wolf’s orders for Pennsylvania and use CDC public health guidance for the Green Phase of the Plan for Reopening PA (swimming pool, kayak launches, recreation areas, playgrounds, tennis/pickleball courts, volleyball courts, portable toilets and all other common-owned outdoor amenities within the Lake Meade community.)

• R.H. Mummert will powerwash, remove rust, and apply a two-coat paint application to the swimming pool waterslide as soon as the pool closes for the season.

• No fines are being levied for members entering through the visitors’ lane at the gate.

• A traffic engineer will be hired to study the traffic flow at McClellan Drive exit to Lake Meade Drive.

• A Letter of Compliance was issued for one dock, two decks and two garages. Letters of Approval were issued for three deck repairs, two driveways, one driveway culvert, three driveway overlays, one fence, one parking space, one patio, one play structure, three storage sheds and three walkways. The total number of homes is 1,089.

• The Executive Committee reports nine new members and no new renters for the period May 16, 2020 through July 17, 2020.
