Re: Fracking
On September 4, 2013, the Lake Balboa Neighborhood Council Board passed the following motion by a vote of 9-0-1.
Whereas, Modem drilling and fracking may be an engineering marvel, it also results in millions of gallons of toxic wastewater and thousands of tons of solid waste for each new well; and
Whereas, Fracking causes serious air pollution problems and creates serious short term and long term risks to drinking water resources.
Therefore, be it resolved that the Lake Balboa Neighborhood Council has voted oppose all fracking in California.
Please take the wi shes of the residents as expressed though the Neighborhood Council into account with regard to the current council files (CF# 13-1152, 131152-SI) and the eventual ordinance on this subject.
Sincerely,
Cynthia WeicheltPresident, Lake Balboa Neighborhood Council

Re: Support for Fracking, Acidizing, and Gravel Packing Motion
Dear Councilmen Bonin and Koretz:
I am writing on behalf of the Westchester-Playa Democratic Club to express our unwavering support for proposed changes to the City of Los Angeles's zoning code in order to enact a moratorium on oil and gas “well stimulation” activities, also known as fracking, acidization, gravel packing, and wasteful water disposal.
The potential negative impacts to our already precarious water quality, the population s general health, and regional economy from the side effects of hydraulic fracking, acidization, and gravel packing are clear. We also believe that the utilization of these “well stimulation” activities only increases our reliance on fossil fuels, thus increasing already dangerous levels of greenhouse gases in our atmosphere.
Furthermore, there is an increasing correlation between the introduction of hydraulic fracking and increased earthquake activity in other areas of the United States. Considering our region’s already high propensity for seismic activity, we find your proposed moratorium a prudent and wise policy action until these uncertainties can be clarified.

To Whom it May Concern:
The South Robertson Neighborhoods Council is writing to support passage of theKoretz/Bonin Fracking Motion calling for a moratorium on the practice of extracting oiland natural gas through the processes of hydraulic fracturing (“fracking”), acidizingand gravel packing.
Hydraulic fracturing ( fracking”) is an oil and natural gas extraction process thatinvolves the very highly pressurized injection of hydraulic fracturing fluids containinga mixture of water, sand and unreported amounts of unknown chemicals intounderground geologic formations in order to fracture the rock, thereby increasingflows of oil or gas from a well. Extraction processes called “acidizing” and “gravelpacking involve similar techniques.
These practices threaten to contaminate drinking water supplies, cost taxpayers inLos Angeles hundreds of millions of dollars, release dangerous greenhouse gasesinto the atmosphere and can potentially cause earthquakes.
We agree that the City Attorney, with the assistance of the Planning and otherrelevant departments prepare an ordinance to prohibit all activity associated withthese processes until the City Council is assured that they are safe and inDoug Fitzsimmons
