Warm weather provides us the opportunity to take advantage of the many amenities offered to us in our community. While you are out enjoying the summer and related activities, please also keep safety at the forefront of your mind during this great time of year. If you are out enjoying the lake on a runabout, pontoon, kayak or any other boat, please keep in mind the safety rules required for each of them in Pennsylvania. Summertime Fun & Safety My favorite season at Lake Meade is summer and I’m sure it is for many of you as well. Warm weather provides us the opportunity to take advantage of the many amenities offered to us in our community. While you are out enjoying the summer and related activities, please also keep safety at the forefront of your mind during this great time of year. If you are out enjoying the lake on a runabout, pontoon, kayak or any other boat, please keep in mind the safety rules required for each of them in Pennsylvania. A good resource is from the PA Fish and Boat Commission. Budget 2018-2019The budget process is currently being worked on by the committee. Get involved in the process—attend a committee meeting, talk to your neighbors – help the Board disseminate the financial needs for the community.

• Burn barrels are prohibited.Please focus on the above items as you do yard work. Are you creating an eye-sore for a neighbor? Now is the time to make arrangements to correct areas of concern. Inoperable, unlicensed vehicles need to be in a garage. Does your boat have an unsecured or torn tarp on it? Are you maintaining the grass and vegetation around the house, garage, sidewalks, bushes, trees and driveway?

REMEMBER: Owners shall assure that their lots and homes are kept clean, properly maintained and with the grounds kept in an attractive condition according to the Rules and Regulations.

Walkers – Summer – what a wonderful time to get out and walk! As a reminder - walkers are to FACE traffic. Most of you follow this rule, but we still see some doing the opposite. Facing traffic allows you to see vehicles approaching you and you can step off the roadway to allow more room for the vehicle to pass. This is important when two or three walkers are traveling abreast far out into the lane of travel. Have you experienced encountering three-abreast walkers who won’t go to single file and you have had to come to a complete stop because a vehicle was approaching from the opposite direction? The state law requires walkers to yield to vehicles. A little courtesy from the walkers will go a long way to keep our roadways safer. If you walk in poor visibility conditions (night,

early morning, hazy, etc.), please wear a safety vest (something reflective). It is cheap insurance.

West Nile Virus – Those pesky and/or infectious mosquitoes may cause havoc in our community. Here are some tips to reduce risks;• Dispose of empty cans, ceramic

pots or similar waste-holding containers

• Pour stagnant water out of discarded tires

• Clean clogged roof gutters and drains

• Turn over wheelbarrows and don’t let water stagnate in birdbaths

• Landscape to eliminate standing water on your property

• Periodically walk around your property, dump any standing water

The Lake Meade Office and Maintenance Department will be closed Tuesday, July 4th to observe the holiday!

The Lake Meade Orchestra is busy again this season. We’re planning:

• Outdoor Concert, July 4th, Lake Meade Community Center, 10:00 a.m., (indoors in case of rain)

• Worship Service, July 30th, Paradise Lutheran Church, 3241 Church Rd., Thomasville

• Performance, September 9th, East Berlin Colonial Days, Trinity Lutheran Church

• Performance, September 16th, Sweet Potato Festival, 170 Stony Point Road

Traps are set along the dam. Like most of us, you probably do not like the sound of the word “trap”. For dam owners, traps are a means of preventing burrowing animals at the dam. If burrowing animals are not controlled, eventually this activity will lead to a breach in the dam that will cause catastrophic loss of lives and property. PA Department of Environmental Protection, Division of Dam Safety, has previously stated to us that we must control burrowing animal activity at the dam. As the owner of the dam, LMPOA has a responsibility to ensure the burrowing animals do not compromise the integrity of the dam. LMPOA has three (3) signs posted at the dam to warn people about the traps. Recently, active groundhogs were observed at the dam. We move the traps periodically based on the locations where active groundhogs are observed. The traps may be moved up along the top perimeter of the spillway. The traps may also be moved to the top of the dam and down into the rocks on the face of the dam. People walking (and their pets) should avoid these areas. PETS SHOULD BE KEPT ON A LEASH whenever walking along or near the dam. We have tried various methods of trapping the groundhogs over the years, including box traps, cage traps, and smoke bombs placed inside the animal’s burrowed hole. The traps currently used have proven to be the most effective in controlling groundhog activity. We captured five groundhogs along the dam this year. The traps, while not hidden, may not be readily visible to someone. The downslope of the dam is not an area where we typically set traps – however, if we feel there is a serious need to set a trap along the downslope side, we may do this. We ask all walkers to be mindful that traps are set in various locations at the dam, and to keep their pets on a leash. The traps can be placed year ‘round, if necessary, to prohibit groundhogs from flourishing at the dam. Please remember, LMPOA owns the dam, and LMPOA is responsible to maintain the integrity of the dam.

Proper LMPOA Boat Sticker Watercraft (boats, canoes, kayaks, etc.) must display the green 2017 LMPOA sticker in order to use the lake, dock slips or racks. The Lake Management Committee encourages boat owners to place reflective state registration numbers and lot numbers on their boats. Reflective numbers make it easier for the operators to identify the boats at night.

Lake Treatment A widespread treatment for Hydrilla and Brittle Naiad is scheduled for late July or early August. Specific information

will be posted on the bulletin board and website. It is best to not try to remove the weeds from the lake yourself, but if you do, be sure to remove the entire root otherwise the weed will take root in another location of the lake!

Pool Splash PartyPlan to attend the Pool Splash Party on Saturday, July 15th from 3:00 p.m. to 7:00 p.m. Included in the festivities will be a D.J. playing your favorite summer music and cake for a treat.

2017 Road Project: Lee Cove is scheduled for road reconstruction in August. Also, LMPOA employees will be repairing a number of smaller areas on Lake Meade roads.

Email Addresses, Emergency Phone #’s, Registering Dock Slips Situations arise when it is necessary for the Association to contact our members. For example, lake treatments or road closures in Lake Meade. By using email addresses, we can send e-bulletins to notify residents of this information. Emergency situations may prompt a phone call. Every new boating season, the office maintains a register of the information members provide to us, such as the dock location and slip ID where they have docked their watercraft. This also holds true for the non-power watercraft on racks. The importance of this information comes to the forefront when we are presented with situations such as a boat sinking or breaking away from the dock, or dock damage that forces repairs to the point some boats need to be relocated, etc. We refer to our register to determine whose watercraft is affected and contact them at the phone number the member has provided to us. LMPOA members do a great job of providing all of the above information to the office. Thank you!

Republic Services (Trash Vendor) Information Republic Services will collect yard waste as part of the weekly trash collection which includes one 96 gallon toter plus two 32 gallon bags or cans. Yard waste may be placed in open containers or Kraft paper yard waste bags. Shrubbery, clippings, and branches must be bundled. The bundled branches should not exceed 4 feet in length or 3 inches in diameter. One bundle of yard waste will count as one bag of trash.

BUILDING COMMITTEE NEWS Greetings to all my fellow Lake Meaders! First, I wanted to thank all that supported and voted for me during the recent board election, and for those that I don’t know and who I have yet to meet, I look forward to the opportunity. I am now one of the newest members of your Board and chair of your Building Committee as well as liaison to the Board of your CPAC committee. There has been much activity for the Board, from adopting new Building Regulations to the special meeting with the Lake Meade Fire & Rescue and community members regarding training on Bragg Drive. There have been numerous requests for Letters of Compliance and Letters of Approval, so many that it is hard to keep a count of! Much kudos goes out to our office staff to keep track of all of them! It is a good thing knowing that so many people in our community are of the same mind set, wanting to maintain their homes and improve their property values. This in turn improves each and every one of the Lake Meade members’ property values. In my opinion that is the main function of the Board and committees, to establish and enforce the by-laws and rules. By doing so we protect everyone’s investments and as a byproduct of this we all get to enjoy the beauty and many amenities of our wonderful community here at Lake Meade. As I mentioned earlier, there were some updates to our Building Regulations – Need to Know! PLEASE check in with the office before starting your project. There are some things we discourage and a few we cannot allow. Please see the website or office staff for a copy of the building regulations. The Office is more than happy to help you, give information, or point you in the right direction. Also be aware that you, the property owner, are responsible for obtaining permits, identifying property lines, scheduling required inspections and all work that is completed on your property.

LMPOA, or any of its inspectors, committee members, board members, or admin shall NOT be held responsible for locating lot lines, building locations, structural integrity of buildings, or compliance with the PA uniform construction code. Nothing in the LMPOA regulations are intended to be in conflict with any rule, regulation, code, ordinance, or law of any other regulatory authority. If there were a conflict between any, the more stringent rule will apply. When planning your project, it is very possible you will need a letter from the LMPOA. What your project is will determine which letter you will need. A Letter of Compliance is required to excavate, construct, add to, or replace a residence, addition, garage, boathouse, boat dock, shed (over 200 square feet), chimney, new deck, residential ramp, sea wall, swimming pool, or other structure. A few more things to pay special attention to are grading, ramps, and accessory structures. • Grading, erosion, and drainage

control plans are required for all construction projects. Best management practices (BMPs) shall continue throughout construction. There is a lot of attention lately from local governing bodies to control erosion and runoff. It affects us here greatly because the majority of our runoff ends up in the lake and has a negative effect on the ecosystem we hold in high regard here.

• Are you thinking about building a residential ramp to ease access to your home? Please be aware that you, the property owner, shall submit proof of approval for construction of a residential ramp from the appropriate building regulatory agency. This may be Reading or Latimore Township or their approval agency depending on where your property is located. They will also be responsible for appropriate inspection. Be aware that there are specific construction

requirements for these and must be followed to ensure they are safe to use.

• Garages and accessory structures. The sum of all attached garages, and accessory structures cannot exceed 75% of the roof line perimeter of the residence. In other words, if your attached garage has no living space above it, the square footage of it counts toward the 75% allowed; the same as if it were a detached garage. Only two (2) accessory structures (detached garages, sheds, boathouses, or other structures) are allowed on a property provided the 75% rule is not exceeded.

A Letter of Approval is required to install, replace, or move a/an air conditioning unit, boat lift, culvert pipe, driveway, driveway entry, gazebo, fence, wall, screen heat pump, parking area, patio, pavilion, replacement deck, roof, siding, swale, shed (200 square feet and less) stationary generator, underground irrigation system, and walkway. • Culvert and driveway projects

are attracting particular attention. Every new, upgrade, or change of driveway, culvert, and or swale constructed in the road right-of-way require a letter of approval from LMPOA. All new driveways shall be no wider than 18 feet in width in the road right-of-way and culvert pipes shall be no wider than 20 feet. Circular or multiple driveways from the same property shall be no closer than 20 feet between culverts.

As we enter the summer season, traffic, both pedestrian and vehicle, will increase greatly. I ask you to caution your guests about this fact prior to their visit and emphasize the 25 mph speed limit. The Patrol function is now fully staffed and we are covering more hours. In addition to speed enforcement, this translates into increased checks of the recreation areas where we will be asking for member/resident identifications, fishing licenses from those who are using the lake for that

purpose and assuring that all guests are accompanied by a member or privilege card holder. A reminder that the recreation areas officially close to any gathering of persons at 11:30 p.m. and to our younger residents that both Reading and Latimore townships have a curfew for any person under the age of 18. The curfew hours are from 11:00 p.m. to 5:00 a.m. and police will be notified of violations of these ordinances that occur on LMPOA property. Those of you who fish from the docks should

use caution in casting or retrieving your lures. We have already received reports of damage to boats and boat covers from careless fishing practices. It would be a pity if fishing from the docks was prohibited due to the carelessness of a few individuals. A successful summer season is easily obtainable by simply exhibiting courtesy to your fellow residents, following the rules and ensuring that your guests do the same. Please be safe.

The summer season is upon us and your Safety and Traffic Watch Committee is hard at work! Our work includes reviewing guest logs, speed violations, and incident reports monthly. We have noticed increased police patrols from both of our townships, and we appreciate the time spent in our community. While these patrols have increased we still can not stress enough that you must call 911 if you see something suspicious. A common misconception

is that we provide a security force. LMPOA provides a safety patrol that is trained to observe and report, among other tasks. Calling the Gatehouse may delay a timely response by our law enforcement professionals. We must also take time to keep an eye open for our youngest residents. School is out and we will see an increase in walkers, bikers, joggers and so on. Our roads are very busy, and popular, with everyone. Please share the road and obey the speed

limits. Finally, you will see the “Your Speed Is” sign back very soon. We use the information obtained by this tool to ensure that our Patrol is focusing on the appropriate areas and identify potential areas needing coverage. Information obtained from this machine will be shared at Committee and Board Meetings in the future. We wish you all a safe and enjoyable summer while you vacation at home!

The Board approved the following:

• Approved revisions to the LMPOA Rules and Regulations pertaining to Roads and Stormwater Management

• Approved the 2017-2018 committee members list as presented. • Approved the updated Committee Responsibilities for

2017-2018. This document designates the committee assignments for the Board members and the Executive Committee members.

• Approved the appointment of Steve Rasmussen, President, as co-chair of the Property Line Dispute Ad Hoc Committee.

• Approved a Discount Assessment Agreement for Lot #’s 1360 and 1361.

• Approved the list of all bills paid for April, 2017 totaling $991,188.65 which includes transfers to the Investment Account.

• Approved revisions to the Community Center Use Policy.• Approved the President to sign a Consent Agreement for

stormwater management improvements in the road right-of-way.

• Approved waiving the 30-days waiting period and approved up to $3,500.00 for the purchase of a new Woods mower deck for the New Holland tractor.

• Approved waiving the 30-days waiting period and approved $25,000.00 for the purchase of a Ventrac tractor, equipped with a 32 hp motor, dual all-terrain wheel kit, and 72” mower deck, after a minimum of three quoted prices has been requested from qualified dealers.

Bermudian Springs School District Robotics Team CIsaac Avery, Ashton Bloom and Ryan Miller recently competed and WON in a Robotics team competition in Louisville, KY. They are all students at Bermudian Springs School District. The school district sponsored their program. The Robotics Competition included writing computer programs and building a robot with 3’ claws that could hang on a pole, lift over top of the pole, and toss bags over a fence. LMPOA

President, Steve Rasmussen, presented Isaac, Ashton and Ryan with a Meritorious Achievement Award. LMPOA IS VERY PROUD OF YOU!

Greg Heefner, Lot 639, Assistant Fire Chief, Lake Meade Fire and Rescue, Inc.Greg was present in follow-up to questions asked at the April 20, 2017 Special Board Meeting: 1) Lake Meade Fire and Rescue has decided to withdraw its request for permission to use the abandoned house located at 59 Bragg Drive as a training site; 2) Results of LMF&R Capital Campaign 122 returns out of 1,077 homes were received; LMF&R administrative operating expenses in 2016 amounted to approximately $29,000. LMF&R received donations from LMPOA ($14,000) and from Reading Township to help defray expenses.

A Letter of Compliance was issued for one addition, one garage, one new deck with roof and one roof over existing deck. A Letter of Approval was issued for bay doors replacement, three driveways, two patios, three storage sheds, one deck replacement, one fence, one heat pump placement, two roof replacements, two house siding replacements, one windows replacement, one trellis and two walkways. The total number of homes is 1,077.

The Executive Committee reports ten new members and no new renters for the period March 14, 2017 through May 10, 2017.

Even though Lake Meade is a private gated community, the lake waters are governed by the laws and regulations of the Commonwealth of Pennsylvania. If you can’t do it on the Susquehanna River, you can’t do it here. Those rules are supplemented by LMPOA rules such as no wake before 10:00 am. See full Fish and Boat commission regulations at http://www.fish.state.pa.us/

Boats that are moored on private or rec. area docks should be checked by the owner frequently to be sure that the boat is not holding water, causing them to sink and contaminate the lake.

The PA Department of Environmental Protection, Wetlands and Waterways Program (DEP-WWP) requires lake front properties planning shoreline, seawall or dock projects to first obtain a general permit from the DEP-WWP office prior to starting the project. These types of projects also require LMPOA Lake Committee review and approval by the LMPOA Building Committee. When the Building Committee approves the project, a Letter of Compliance is issued to the member. Depending on the scope of the project, the property owner may then be required to submit the plans to the township for a building permit and also obtain an Adams County permit. Property owners considering any type of shoreline, seawall or dock projects should plan well in advance, as the approval process with the various entities will take time to complete. or more trees in their space assignment. If you wish to be moved after you see your space, we can only move you to an available space on the water wheel end of the strip if we are not sold out.

Ban on Lawn Fertilizer containing PhosphorusIn 2007, the LMPOA Board passed a regulation banning lawn fertilizer with any Phosphorus, to assure that Lake Meade and its citizens have the best possible water. Phosphorus is the biggest and most easily controlled Lake pollutant.

There are exceptions to the ban.1. Applications to new turf or lawns, vegetable and

flower gardens and trees and shrubs.2. Turf/Lawn that soil tests, performed within the past

three years by a qualified soil-testing laboratory, are below the minimal required phosphorus levels for typical lawns. Fertilizer used cannot contain phosphorus exceeding the amount and rate of application recommended in the soil test and evaluation.

The regulation also forbids lawn fertilizer with phosphorus to be left on impervious surfaces, including parking lots, roadways, and sidewalks. Any phosphorus containing fertilizer on those surfaces must immediately be contained and legally applied or placed in an appropriate container.
