Lakeside Community Trails and Pathways Plan Trails: The Community Connection

he Community Trails Master Plan will be utilized to develop a system of interconnected regional and

community trails and pathways. These trails and pathways are intended to address an established public need for recreation and transportation, but will also provide health and quality of life benefits associated with hiking, biking, and horseback riding throughout the County’s biologically diverse environments.

Community trails serve a different function than regional trails, which are focused on the provision of long linear distances. Instead, community trails are “local public facilities” in close proximity to residents that provide transportation, recreation, access, infrastructure, linkages and safe routes throughout a community. The Community Trails Master Plan (CTMP) involves both trail development and management on public, semi-public and private lands. The CTMP has established two forms of non-motorized facilities called “Trails” and “Pathways” that provide passive recreational, and alternative modes of transportation.

connections and are an integral part of a functional trail system.

COMMUNITY TRAIL STATEMENT

Goal

Preserve Lakeside’s equestrian heritage and provide a variety of trail experiences to all residents of Lakeside by establishing a network of public riding and hiking trails. The trail network should be physically and functionally integrated with other major transportation facilities.

The Community of Lakeside values and desires to retain the rural characteristics of our Community. The Community Plan Text describes it best: “The desire to maintain a rural type of lifestyle has affected the way in which Lakeside has developed. A considerable amount of small-scale farming still exists in the community and many homes in the residential areas of Lakeside have small horse corrals evidencing a relatively high degree of horse ownership. Maintaining and enhancing the rural imagery of the area would be an important consideration for those wishing to develop in Lakeside.”

Horse keeping and equestrian uses are a vital part of Lakeside’s historical community character and horse keeping is still permitted in most of Lakeside’s residential areas. In fact, many larger parcels in the urbanized core of the community have ongoing horse keeping activity. As urban build-out has occurred in

areas of the City of San Diego, Santee, La Mesa, etc., County residents who desire the experience of horseback riding and horse ownership have either moved to rural areas such as Lakeside, or board their horses at local stables. Mountain biking and hiking opportunities are also found in our system of linear parks and open space areas, which draw County residents to Lakeside. A public trail system is vital to the preservation of equestrian activities in the community. It is important that this public trail system provide interconnections to existing trails and open space areas throughout Lakeside. The community is adjacent to or contains established open space areas: The Sycamore Canyon Open Space Preserve to the north, the El Capitan Open Space Preserve to the east and the Crestridge Ecological Reserve to the south. The Lakeside Archipelago Open Space Preserves are being acquired.

The history of Lakeside as a rural community has left a legacy of horseback riding and hiking. There are three major equestrian groups in Lakeside – Blossom Valley Riders, Lakeside Frontier Riders and the Backcountry Horsemen but not all equestrians belong to these organizations. It would be difficult, if not impossible; to document the absolute number of Lakeside residents that utilize local trails in the community and a determination of this sort would ignore a substantial number of trail users who originate from the Greater San Diego region.

A better indicator of the importance of equestrian activities to the Lakeside Community is gained by evaluation of the economic benefits derived from this recreational amenity. There is a substantial commercial and employment base in the community that is centered on providing support to equestrian activities. Many private breeders and stables do not advertise, but rely on word-of-mouth business. There are over 60 equestrian related business and organizations located in Lakeside (Appendix A).

The history of Lakeside as an equestrian community continues a legacy today of rodeos, horse shows, horseback riding, and other equestrian activities such as roping and polo. Eucalyptus Hills, Blossom Valley, Moreno Valley, El Monte Valley and adjacent areas contain significant equestrian communities and most parcels in the Lakeside Community Plan Area have neighborhood regulations permitting horse keeping.

However, development is rapidly eliminating the opportunity for connectivity between existing trail systems and open space areas where hiking and riding trails are permitted. To implement the Community Plan zoning, to preserve the connectivity of existing trail systems, and to provide new trail recreational opportunities for the residents of Lakeside, required dedication of riding and hiking trails will be applied to certain discretionary permits.

Justification:

The Lakeside Community Planning Area is very large with numerous recreational areas that should be linked by a Pathway and Trail system. Simply to travel from the Sycamore Open Space Preserve to the Crestridge Ecological Preserve is 11 miles as the hawk flies. Add in County Parks such as Stelzer, Oak Oasis, El Monte and Flinn Springs, and the mileage increases. In addition Lakeside is the nexus between the City of Poway, Ramona, Crest and Alpine. Connectivity through this region of East County can be achieved through the proposed Lakeside Trail network.

Lakeside has several concentrations of rural residential development where equestrian activities are prevalent. Creating a network of Pathways and Trails in these areas, both within the neighborhood and to facilities outside the neighborhood, requires increased mileage.

Finally, most of the pathways and trails in the Blossom Valley area are already dedicated to the County of San Diego. These trails, totaling approximately 32 miles, are categorized Priority 1 because of their usage, but should really be regarded as category 3 because there is no acquisition or maintenance cost to the County at the present. Similarly 2.53 miles of trails are already dedicated as part of the East County Square Specific Plan, and several miles are dedicated in the High Meadow Ranch Specific Plan and Greenhills Specific Plans.

THE NEED FOR TRAILS

The community trail needs are based on an equation established by the Trails System Assessment (TSA) in 2001, which identified a minimum baseline level of service for each community by population. The Baseline Level of Service or Trail Need is 0.8 miles of trail per 1,000 people.

The “Trail Need” is the minimum length of trail miles (baseline level of service) for each Community and Subregional Plan Area. The TSA calculations for community trail needs are as follows:

Trail Need = (Community Population /1,000 residents x 0.8 miles of trails)

2000 Trail Need = (2000 population /1,000 residents x 0.8 miles of trails)

2020 Trail Need = (2020 population /1,000 residents x 0.8 miles of trails)

Population statistics from the 2000 U.S. Census were used to determine the current trail needs in Lakeside. Based on the census, the population of the Lakeside Community Plan Area is 72,576 and there is a current need for 58 miles of community trails. In the year 2020, the population is projected to increase to 87,860 and there would be a future need for 71 miles of community trails.

For additional information about the baseline level of service and trail needs, please refer to the discussion under “The

Need for Trails” and Tables NT-1 and NT-2 in the CTMP.

COUNTYWIDE TRAIL GOALS AND POLICIES

The “Countywide Goals and Policies” contained in the CTMP apply to all community and sub-regional plan areas. Community-specific goals and policies are intended to accommodate specific needs and they will be implemented when feasible.

The Lakeside Community Planning Group developed Community Specific Goals and Policies for their community trails plan. The abbreviations are as follows:

SG = Community Specific Goal SP = Community Specific Policy

Goal: SG 1

Encourage the development of a multi-use trail around San Vicente Reservoir through the appropriate jurisdictions and agencies.

Goal: SG 2

Develop a method to:

Improve riding and hiking trails to the extent that they are passable to pedestrians, non-motorized mountain bicycles and equestrians.

Prevent unauthorized motorized use of the trail network by use of appropriate barriers.

Provide safe road crossings with adequate visibility, warning signs, bridges and underpasses, bridges, and underpasses.

Indicate trail locations to the general public by placing durable trail markers at appropriate intervals.

Prevent the use of trails for shooting, hunting, or trapping.

Finance and maintain trails.

Develop enforcement methods to ensure dedicated trails will not be obstructed by landscaping, grading, fences, walls, or road edge structures.

Policy: SP 1

The development of private trail systems and gated communities are discouraged; however, when gated communities are developed, they shall not prohibit public access to trails and pathways identified on the CTMP map.

Policy: SP 2

Road edge trails (pathways) shall be graded to a 10 ft. width off-pavement with a natural or decomposed granite base. When utility easements with above ground facilities overlap with road edge trails, the trail width should be increased to 15 ft.

Where Community-specific goals and policies are not addressed, the “Countywide Goals and Policies” contained in CTMP shall apply.

DESIGN AND CONSTRUCTION GUIDELINES

Countywide trail guidelines in the Community Trails Master Plan (CTMP) apply to all community and sub-regional plan areas. Community-specific guidelines are intended to accommodate specific community needs and they will be implemented when feasible. Where Community specific guidelines are not addressed, the Countywide “Design and Construction Guidelines” contained in the CTMP shall apply.

LAKESIDE COMMUNITY TRAIL IMPLEMENTATION INFORMATION

Information

Trail maintenance by rider organizations is currently ongoing. Trails in Blossom Valley currently are maintained by the Blossom Valley Riders. A newly established group in Eucalyptus Hills, the Eucalyptus Hills Community Horse Owners (EHCHO) has stated their willingness to maintain trails dedicated in their area. The Lakeside Frontier Riders in Moreno Valley have similarly stated a willingness to maintain dedicated trails.

During the Community’s “Western Days” where many San Diego County residents come to the rodeo, it would be possible to set up displays and sell maps of the Community’s Trails and Pathways. Trails could be evaluated and ranked for various uses: hiking, equestrian, and bicycle.

Teen mentoring/projects in conjunction with the Community Recreation Program could develop trail maintenance projects for the children.

Strategies

The Lakeside Community Planning Group developed implementation strategies for their community trails plan. The abbreviation is as follows:

SIS = Community Specific Implementation Strategies

Implementation Strategy: SIS 1

When trail conditions become unsafe due to severe wet conditions, trails may be closed temporarily or until such time that the adverse conditions are remedied. The trail manager will give advance notification, when possible, by contacting affected local trail organizations, newspapers, or by posting the trail, and will consider potential temporary rerouting of the trail.

Implementation Strategy: SIS 2

If site conditions prohibit, or otherwise prevent general conformance with the County Trail Design Guidelines, it will not prohibit or prevent the development of the trail if approved by the County Trail Manager.

Implementation Strategy: SIS 3

The Community prefers trails and pathways that do not have fencing adjacent to them. However,

there may be a need for fencing out of concerns for safety, privacy, resource protection or aesthetic appeal. The need for fencing will be determined on a site-specific basis.

Implementation Strategy: SIS 4

Where feasible, additional right-of-way will be obtained from new development or by acquisition to provide a 15ft. wide parkway. On existing roads or areas where additional right-of-way cannot be obtained, utilities are encouraged to be located on the opposite side of the street from the pathway.

LAKESIDE COMMUNITY TRAILS MAP SUMMARY

As a result of the community trails outreach process for development of the CTMP, the Lakeside Community Planning Group completed several tasks, and prioritized community trails and pathways as well as their special features. Each trail and pathway was labeled and recorded producing a community trails map and index.

Proposed trails shown on trails maps contained in the Community Trail Master Plan depict corridors of general alignments. The term “general alignment” is used to describe the general location of a future trail within a designated corridor so that the specific alignment can be determined during the review and approval process when a discretionary application is submitted for a development permit for land that includes a trail corridor. The designated corridor is approximately one–quarter mile wide. A general alignment is useful because it allows the trail to be located to avoid extreme

topographical conditions, sensitive habit or other site-specific constraints.
