It is with great sadness I must report the passing of LDCA Past President Terry Huber. Terry departed this life on July 17 after a long illness. He was a friend and neighbor who devoted many selfless acts volunteering for the benefit of our community including countless hours as our LDCA President for several years ending in 2010. He was instrumental in restoring our lake as an “oasis of calm” and the centerpiece of our community. Examples of successful projects during his tenure included: bio-dredging, adding fountains and bubblers to the lake, stocking the lake with fish and restoring the lake path with pavers. He will be sorely missed. Since Terry retired as an Air Force Colonel, a funeral mass will be held at the Old Post Chapel at Ft Myer and burial with full military honors will be held at Arlington National Cemetery on a date to be determined. Please Don’t Feed the Animals. There are some very good reasons why it is a bad idea to feed the wildlife in the area. For the good of all our neighbors, and the animals themselves, please review the article on this subject in our May newsletter and remember why experts on this subject are saying “Don’t feed the wildlife.” Communications Committee Chair. After many years of service to our community, Bill Hollyer has decided to retire as Web Master and Chairman of our Communications Committee. He will remain available to help our new chairman in the transition and has already started the process. Please join me in thanking Bill for his years of service to our community. Thanks Bill! Hello again neighbors.

It is with great sadness I must report the passing of LDCA Past President Terry Huber. Terry departed this life on July 17 after a long illness. He was a friend and neighbor who devoted many selfless acts volunteering for the benefit of our community including countless hours as our LDCA President for several years ending in 2010. He was instrumental in restoring our lake as an “oasis of calm” and the centerpiece of our community. Examples of successful projects during his tenure included: bio-dredging, adding fountains and bubblers to the lake, stocking the lake with fish and restoring the lake path with pavers. He will be sorely missed. Since Terry retired as an Air Force Colonel, a funeral mass will be held at the Old Post Chapel at Ft Myer and burial with full military honors will be held at Arlington National Cemetery on a date to be determined.

Please Don’t Feed the Animals. There are some very good reasons why it is a bad idea to feed the wildlife in the area. Communications Committee Chair. After many years of service to our community, Bill Hollyer has decided to retire as Web Master and Chairman of our Communications Committee. New Street Light Update. The new street light at the intersection of Lake Cove Court and Captains Cove Court is now fully operational and the black-out panels have been installed as directed by the Board. Dominion Energy installed this new additional street light to address safety and security issues in that area.

Lake Update. The Lake Committee has identified some failing support beams along the wood chip path. Lookout for repair work in that area to be completed in the weeks ahead.

National Night Out and Ice Cream Social Event. Come on out to our first “National Night Out and Ice Cream Social Event” on August 1st from 7-9 PM at the tennis courts. The event is a community-building campaign that promotes police-community partnerships, safety and security awareness and neighborhood camaraderie to make our neighborhoods safer, more caring places to live. The Fairfax County Police and Fairfax County Fire & Rescue Departments will be there to give us information about crime prevention and emergency preparedness. Social and Recreational Committee Chair Regina Greenblatt has also arranged for the Kingstowne Fire Department to bring a fire engine for the kids and they will talk about fire prevention. See you there!

Please remember to check our website occasionally, especially the resident’s section, at www.lakedevereux.com for news about our events and answers to common questions like “What do I do if a street light is burned out?” or “What do I do if I see someone who walks their dog(s) in our neighborhood and allows their dog to defecate on someone else’s property without cleaning up after the dog?” or “What do I do if I see a fox in the neighborhood?”

Get involved. I encourage you to stay informed and get involved. We can use your help. Please feel free to contact any member of the Board or a committee chair you see listed in this newsletter if you are interested in getting involved. If you have a specific proposal, let us know - we'd like to hear from you.

For planning purposes, we have booked the Helen Wilson Room of the Franconia Government Center, 6121 Franconia Road, Alexandria, for our 2017 General Membership Meetings. The remaining planned meeting dates are Tuesday, August 15 and Wednesday, November 29, 2017, both at 7:30 PM.

Treasurer’s Report by Diane Stewart

As I prepare my report for the newsletter, I am pleased to report that 96% of our homeowners have paid their 2017 assessment or are on an approved payment plan and continue to make timely payments. This is consistent with the 2016 collection of annual assessments. The timely payments of your annual assessment greatly assists the Board in getting projects completed.

Following the steps outlined for Collections under the LDCA Policy on Maintenance Assessments, outstanding accounts were mailed a second statement on May 1st and, if needed, a third statement on July 1st. Accounts that were not paid within 10 days of the reminder statements continue to accrue interest until payment is received by the Association. In accordance with statute a one-time late fee of 5% was posted on 17 accounts with assessments overdue by 60 days, which for 2017 assessments was June 1st. The late fee is also applied if you’re paying your dues in installments and are more than 60 days late on an installment payment. The late fee is in addition to interest that accrues from the original due date to the date the LDCA receives payment. Please remember if you are paying your assessment in installments, we do not send out reminder statements.

Final statements on any remaining outstanding accounts will be mailed on or about September 1, 2017. If payment is not received within 10 days, the Association will turn the account over to legal counsel to initiate filing of a Memorandum of Lien and/or legal action. Of the 11 accounts currently owing the 2017 annual assessment, the 4 accounts with prior year balances due have previously been turned over to our lawyers. Notice of intent to file liens for the 2017 assessment has been sent to these 4 homeowners; and concurrently we are pursuing lawsuits against the homeowners. This allows us to pursue collection from the individual through means such as wage garnishment rather than a lien on the actual property.

Shortly after the August meeting, the Board will begin the process of developing a 2018 operating budget. If you have community projects or issues you would like the Board to consider as part of the budget development, now is the time to share that information with the Board either at the August General Meeting or with an individual Board member.

Roads, Sidewalks & Curbs Committee by Jon Kaskin Private Road Renovation Update

We just received a draft Request for Proposals for submission to local pavement contractors to renovate our town-house private roads. Our contract engineer has recommended significant amount of concrete work to replace curbs and sidewalks as part of the project. The areas to be renovated have been marked by white arrows (curbs) and white dots (sidewalks). To keep costs down, curbs are being replaced only to support proper drainage for the pavement. Those with minor cracks and spalls will not be repaired/replaced. Similarly, sidewalks are only being replaced for safety purposes or if they are heavily damaged. The engineer has recommended the roadways that experience heavy traffic (trash trucks) be milled down to the base and repaved with two layers of asphalt. Parking lots and light traffic areas are recommended for less intense renovation. The RFP includes replacement of the speed bumps with humps and for the LDCA to fund up to 3-foot-wide asphalt driveway transitions for the asphalt driveways that drain directly onto the pavement to ensure proper drainage. We also have included a provision that will allow homeowners to negotiate with the contractor to replace their driveways at the LDCA negotiated unit price. We expect to receive bids over the next couple of months and, and after award, will schedule the first phase of the work this fall, with remaining work to be completed next year. Every homeowner involved will be given advanced notification prior to project initiation to allow negotiation with the contractor to replace private driveways and to ensure vehicle parking is adjusted to support the effort. This is the largest project that LDCA has ever conducted and we welcome anyone interested in helping to ensure its success. National Night Out Ice Cream Social by Regina

Join us on National Night Out for an Ice Cream Social on Tuesday, August 1st from 7:00 - 9:00 pm at the Tennis Court Parking Lot. Bring your lawn chairs and join us as we get to know our neighbors, learn about crime prevention and emergency preparedness from the Fairfax County Police and Fairfax County Fire & Rescue Department. Come hop aboard the Kingstowne Station 37 fire engine and meet your delegate to the Virginia General Assembly, Paul Krizek! Help us get out there to develop community partnerships. Together we can make connections and create a greater community!

Litter – It just isn’t natural By Bettina Camcigil

The Community recently purchased three “Do Not Feed the Wildlife” signs which I installed on existing stakes around the lake. If you have not had the chance to see them, this is what they look like:

If you see someone throwing food waste into and around the lake area, please point them to these signs and remind them that local wildlife specialists advise against feeding wildlife for many reasons, among them the fact that feeding human food to wildlife can be harmful and potentially fatal for them. Also, we do not want to attract unwanted pests to our community or have problems with excessive goose defecation on the lake path.

Recently there have been problems observed both around the lake and in other parts of our community with food waste, fishing line, plastic bottles and other types of litter strewn around. Please do your part to keep our community clean and safe. Do not litter (this includes food waste!), and if you see someone littering and feel comfortable approaching them, please remind them that littering is illegal. (Section 33.1-346 of the Code of Virginia makes littering or dumping trash a Class 1 misdemeanor, punishable by up to 12 months in jail and/or a fine of up to $2,500.)

If you observe someone littering in the community and do not feel safe approaching them, there are ways to report a litterer in the County. The group Clean Fairfax recommends reporting it to the Fairfax County Code Enforcement which is the entity in charge of looking into dumping, illegal littering, overflowing trash cans, etc. (Reports can be made at: http://www.fairfaxcounty.gov/fido/complaints/comp_detail.aspx?catid=16&probcode=5). If after you have contacted the office of Code Compliance and your County Supervisor, you do not get any assistance, then email [email protected] and they will see if they can help in some way.

The Commonwealth of Virginia has a litter awareness campaign whose theme is “Litter – It just isn’t natural”.

The key messages for the statewide litter prevention campaign are:

Litter isn’t natural. It’s an illegal, preventable environmental problem in Virginia that hurts innocent people and wildlife.

• Litter is a safety hazard. It is a breeding ground for fire and disease. Ingesting litter causes injury or death to thousands of pets, wild and farm animals.

• Litter is a breeding ground for rats and disease-causing bacteria.

• Litter causes injury and accidents to people, especially on our highways, beaches, waterways, and recreational areas.

Litter won’t go away unless each of us takes responsibility to not litter.

• Litterbugs are everywhere. Even the best intentioned of us litter – mainly because we don’t think about it, or believe someone else will pick it up for us.

Some things each of us can do: • Set an example for others by not littering. • Carry a litter bag in your car. • Cover and secure any vehicle carrying a load. • At recreation areas, leave the area clean for the

next person. • Securely cover trash containers. • Recognize that cigarette butts are a dangerous,

toxic form of pollution taking up to 12 years to break down.

Think about who you are hurting when you litter, and then don’t do it.

Nominations/Volunteer Opportunities by Teresa Brooks

Are you new to the community or have you been here awhile and have never served in a volunteer position? Do you ask why things are the way they are in the community? Meet your neighbors and find out more about the Community by getting involved. The community needs you as the HOA is managed entirely by volunteers. Please consider serving on one of the committees or as a Board member.

I am the Chair of this year's Nominating Committee for the LDCA Fall Board elections. Serving with me on this Committee are Ned Hogan and Lon Pribble. This November the Vice-President position (a two-year term) and two at-large delegate positions (three-year terms) are up for election. If you are interested in serving in any of these positions, please contact me at [email protected] or any of my Committee Members.

The Lake d'Evereux Community consists of 137 detached homes and 144 town homes. Currently, the Board and various Committees are largely staffed by volunteers from the town homes. We are especially interested in recruiting more participation from the detached homes – but will certainly be happy to also have new volunteers from the town homes. Please

contact us or any Committee Chair if you are interested in getting involved.

Maintaining a volunteer-managed HOA saves you the homeowner significant money each year, as annual costs for a professional management company can cost $50,000. Serving on a committee or as a Board member does not generally require a large time commitment. Many volunteers work full-time and have family/other commitments. The Board meets monthly. The committees meet as needed to handle issues as they arise. It's a great way to get to know your neighbors and learn about the community. Please consider volunteering.

Common Area Maintenance by Brooke George Hello Neighbors!

Lake d'Evereux's Spring Clean Up was held on May 20th and was a great success! We had 15 individuals come out to clean and make Lake d'Evereux beautiful. Community members cleared trash and limbs from

all common areas. Several bushes were trimmed around the walking paths and common areas. A big thank you goes out to Marlys Norby for taking to the water in a raft and pulling trash out of the lake, totaling three trash bags worth. New visitor parking signs were also put up in the parking areas of Lake Cove Dr. and Lake Cove Ct. We had a few new faces show up from the community, which was wonderful to meet all of you. Thank you to everyone who came out, especially our veteran cleaners who come to every community clean up. We couldn’t do it without you. We look forward to another community clean up in the Fall, most likely late September. Please look for more information on our social media outlets.

General Membership Meeting Minutes Lake d’Evereux Community Association (LDCA) May 16, 2017 ATTENDEES: Pat Geary (President); Diane Stewart (Treasurer); Jon Kaskin; Dave Wegner; Steve Stephens; Laura Stevenson; Ned Hogan (Secretary)

AGENDA Mr. Geary called the meeting to order at 7:31 pm. He presented the agenda for review, and when no changes were suggested, the agenda was approved as submitted.

APPROVAL OF THE PREVIOUS MINUTES Mr. Geary presented the minutes from the February 21, 2017 General Membership Meeting for review and approval. When no changes were suggested, the minutes were approved.

TREASURER’S REPORT Ms. Stewart then reported that 244 households have paid their 2017 annual dues (87%) and 14 others (5%) approved payment plans.

That leaves 23 accounts (8%) in arrears, including all four owners who did not pay in 2016. Demand letters have been sent by our lawyers to these 4 owners for 2017 dues.

UNFINISHED BUSINESS 1. Geese Issues at the Lake – This seems to have relieved

itself. Both John Michaels and Bettina Camcigil have kept a watch, but we do not have as many geese at the lake as we did in the late winter.

2. Spring Yard Sale – Since it rained on Saturday, May 13, the Annual Yard Sale has been postponed to Saturday, May 27. Some community members set up on the 13th anyway because the rain stopped earlier than anticipated

3. Semi-Annual Clean-Up Day – set for Saturday, May 20, beginning at 8:30 at the tennis courts.

4. New Street Light – has been installed, but is not operational because the “black out” panels have not been installed. This should be completed in the next two weeks.

5. Police Patrol Agreement – Mr. Geary has signed an agreement with the Fairfax County Police to encourage the police to patrol the private roads within the community. They have been doing so, including towing at least one vehicle that with expired out-of-state plates and no local inspection stickers.

COMMITTEE REPORTS Architectural Control Committee – Mr. Wegner reported that there have been two new EAA forms submitted. Both were approved.

Common Area Maintenance –Mr. Geary presented a written report from Ms. George that stated: • Blade Runners is doing a great job. She will

continue to work with Blade Runners to address any concerns.

• The Spring Community Clean-Up Day will be May 20, 2017, beginning at 8:30 am at the Tennis Courts.

• There have been reports of some dead trees/limbs that overhang the path along Huntley Meadows. Ms. Stewart will work with Ms. George to determine whether these are common area issues or whether homeowners will be advised to take action.

Communications – Mr. Geary reported that two residents have come forward to offer support for the website and other communications work.

Lake Committee – Mr. Geary presented a written report from Ms. Camcigil stating Tim O’Brien will lay wood chips on the portion of the lake path that is not pavers.

Social and Recreational Committee – Mr. Geary presented a written report from Ms. Greenblatt stating the LDCA is officially registered for National Night Out (August 1) and plans are moving forward. The committee will also host an Ice Cream Social on a date to be determined. Ms. Greenblatt has secured a sponsor for this event

Roads, Sidewalks and Curbs Ad Hoc Committee – Mr. Kaskin reported that the private roads have been marked with places where test excavations will be done as part of the planning for the repaving and other work to be done.

Tennis Court Renovation Ad Hoc Committee – Mr. Geary reported that the committee will meet with the Board at the June meeting. The Board agreed that the date of that meeting would be Tuesday, June 13. Ms. Stevenson reported on some of the research she had done on the fence.

1. Website – As mentioned above we need assistance on the website. Two residents have come forward. We will be working to make use of their talents.

2. Neighborhood Watch Committee Chair Vacancy-- The community is seeking a volunteer to coordinate this committee since John Dean has asked to step down after several years of service. Someone mentioned there have been two new car break-ins in our neighborhood.
