WE,THEUNDERSIGNED,demandanendtotheongoinggenocideofthe
LakotaOyate(People),asovereignIndigenousFirstNationofNorthAmerica(TurtleIsland)whohaveexistedonthecontinentsincetimeimmemorial.
WERECOGNIZEtheLakotaOyate,asrepresentedbytheircustomary
matriarchalsystem,havetheunassailablenaturalrighttotheirsovereign
territory,topoliticalself-determination,andtofreelypursuetheir
economic,social,andculturaldevelopmentwithoutinterference.
WERECOGNIZEtheLakotaarestillinactiveresistancetothecolonial
invasionoftheirsovereignancestralterritorybyEuro-Americansettlers,the
UnitedStatesmilitary,andcorporationsgivenstandingbyU.S.law.
WERECOGNIZEtheLakotaOyatearetraditionallyamatriarchalpeople,led
bytheElderGrandmothers,andthismatriarchalleadershiphasbeenforced
undergroundbypatriarchalsystemsoftheUnitedStatesGovernment.
WERECOGNIZEinthepast,andcontinuingintothepresent,theLakota
Oyatearebeingdeliberatelyinflictedwithconditionsoflifeintendedto
mentallyandphysicallydestroytheirpeopleandpreventthemfrom
preservinganddevelopingtheirsovereignculture.
WERECOGNIZEgenocidalconditionsoflifehavecreatedaminorityoftraditionalandgrassrootsLakotaOyatewhoaretheremaining6000-8000
Lakotalanguagespeakers,cultureholders,andfreedomfighterswithina
majorityofLakotaforcefullyassimilatedintoAmericanlifestyles.
WERECOGNIZEtheaverageageofthesetraditionalLakotalanguage
speakersandcultureholdersis65years:Elders.
WERECOGNIZEthatwhilegenocidalconditionsoflifeexistagainstthe
majorityofLakotapeople,thetraditionalandgrassrootsEldersandOyate
facedisproportionatelevelsofviolence,abuse,neglect,enforcedpoverty,
anddeprivationofbasichumanneedsasretaliationfortheircontinued
resistancetoforcedassimilation,racism,andsystemiccorruption.
WEHOLDACCOUNTABLEthosewhobringaboutthesegenocidalconditions
oflifeonLakotaEldersandOyateincluding:

ThefailedandcorruptUnitedStatestribalgovernmentsystem,representedbytheOglalaSiouxTribeandTribalCouncil(OST),thatwasillegallyimposedbytheIndianReorganizationActof1934withouttheconsentoftheLakotapeople;
PoliciesoftheU.S.stategovernmentsofSouthDakota,NorthDakota,Nebraska,Wyoming,andMontana;
TheunregulatedactionsofU.S.andforeignCorporationsonsovereignLakotaterritoryunceededbyTreatyagreements;
MissionaryChristianchurches,religiousinstitutions,andnon-profitgroupsthatcontinuetospirituallycolonizeLakotalandsandpeople;
Allotherpersons,institutions,andcriminalorganizationsthatarecomplicitinthephysicaldestruction,impoverishment,exploitation,orassimilationoftheLakota
OyatetothecompleteterminationofsovereignLakotalands,culture,andidentity.
WEHOLDACCOUNTABLEtheUnitedNationsandInternationalCriminalCourtforfailing
toupholdandenforcethe1948ConventiononthePreventionandPunishmentoftheCrime
ofGenocide,the1948UniversalDeclarationofHumanRights,the1969ViennaConvention
onTreaties,andthe2007DeclarationontheRightsofIndigenousPeoples.
WEDEMANDANENDtoallpoliciesandpracticesbringingaboutgenocidalconditionsoflifeagainsttheLakotaOyate,andbyconsequence,allIndigenousnationsonTurtleIsland.
WEWILLPRESSUREtheUnitedStatesGovernment,stategovernments,andInternational
governingbodiestomeetwithdelegationsoftraditionalandgrassrootsLakotaElders,to
endgenocidalpoliciesandpractices,andreturnstolenLakotaterritory.
WEWILLSUPPORTthetraditionalandgrassrootsLakotaOyateintherenewaloftheir
customarymatriarchalsystemledbytheGrandmothers.
WEWILLSUPPORTanimmediateendtothesystemsthatabuse,neglectandharmLakotaElders,sotheymaybefreetoshareLakotalanguage,culture,andknowledgewithfuture
generationsoftheirpeople.
WEWILLSTANDBEHINDTHELAKOTAGRANDMOTHERSwithintegrityandperserverance,
intogethernesswiththosecreatingafreeandsovereignfuturefortheLakotaOyate.
