Level of Continuation

Full Continuation: Students will be able to access grade-level and subject-matter content. Instructional support is provided, including assessment and evaluation of work. Measurable student progress is expected.

Ensuring Student Success through Robust Relationships The mission of Langdon Area Schools is to empower individuals to succeed in a changing world. We are currently experiencing great change, and we will meet our mission by adjusting delivery of content while still focusing on the required standards. This will help us to empower every child, every chance, every day. There will be live interactions via teams with students. Students and teachers will also meet individually.

Health and Safety Considerations The District has reviewed the Centers for Disease Control, Department of Health, and state guidelines and created appropriate protocols for cleaning, social distancing, and accommodating for students who are at-risk.

Attendance Procedures

Student Attendance

District Attendance policies will transition during a pandemic/epidemic event. The CDC provided guidance for schools on when to alter attendance policies and/or closure of schools. As a part of the community and district response to any prolonged closure, Langdon Area Schools will suspend policies in relation to attendance. These changes will be made following recommendations by the North Dakota Department of Health in relation to student absences while sick. ND compulsory attendance laws remain in effect during distance learning. We will measure participation and attendance of all students.

PK Weekly synchronous check-ins will occur on an individual basis. The learning packets that we receive back with completed work will be used for attendance as well.

K-12 Attendance shall still be monitored by teachers through student logins in asynchronous learning experiences and participation in synchronous learning experiences. Assignment completion will also be used for attendance. Any absence or disengagement is a cause for concern. Teachers shall contact that student’s guardian to seek input and assist them as needed to ensure student participation and a PowerSchool log entry will be created. Teachers will also enter the absence into PowerSchool.

Administration After two contacts by any teacher, the administrator will contact the family to determine what assistance is needed to help the student attend.

Staff Development

The District has prepared staff to engage in Distance Learning through professional development, collaboration and planning during March 18th – 24th. We focused on the implementation and use of Microsoft Office Teams. An EduTech representative trained the elementary teachers, while the tech team trained the high school teachers and paraprofessionals. The district tech team was made available for small group and individual training as necessary throughout the launch of Opportunity Learning. The staff all shared tips and resources to further the development of their individual online lessons. A teacher “Team” was arranged to allow for additional sharing of tips, tricks and resources.

The District will have staff engage in Distance Learning through professional development. The high school staff will meet weekly at 3:30 on Mondays and 8:00 on Thursdays. The elementary staff will meet Wednesdays at 8:30. These meetings will focus on the continued training in Microsoft Teams and district parameter for Opportunity Learning as outlined in this plan. Other professional development will occur as needed.

The District will create content and use the support offered by EduTech and NESC to provide ongoing teacher support for Distance Learning, including courses for Distance Learning Teaching, Distance Learning and Tech Support, and Virtual PLCs.

Student Development

The district will provide instructional videos on how to access Microsoft Teams and navigate the online learning platform. Students will be given two days to view the videos and complete a sample assignment to familiarize themselves with program. They will be provided contact information for support from district technology experts. Technology help will be available each day during regular school hours and emergency numbers will have been given for those that may need after hours.

A. Social-Emotional/Relationship Considerations

a. Each student in the district will be assigned a teacher that will be the advocate for the student in regard to ensuring efficacy of the student in regard to understanding needed technology and giving needed help to navigate through the various emotions and difficulties the situation causes.

b. Sample advocate letter to families:

Dear _________________________, During our district-wide transfer to 100% distance learning, we want to make sure we continue to hold true to our vision: Empower Every Child, Every Chance, Every Day. Our success at this time is dependent on your child being confident in using the online platform, understanding the requirements of each assignment, and possessing the skills to complete each task. A critical piece to this is ensuring your child is able to connect with a trusted teacher that is available to answer any question and/or make sure your child is sent to a person that can help. Your child will be assigned a teacher that will take a whole-child approach to your child. This teacher will serve as an advocate for your child that will make your child able to navigate through the challenges of using the online platform and successfully complete each task. The advocate will also make sure you child is emotionally ready. If needed, the advocate will provide connections to counseling assistance as deemed necessary. Additionally, your child is able to contact the advocate through Microsoft Teams via video or chat.

Student Access

Student devices will be sent home as requested for grades K-12. On-line grade level and technology support will be available students by our Technology Coordinator, Mrs. Askvig, and Mr. Hetler, Mrs. Rueger, Mrs. Hochhalter, and Mr. Askvig. Teachers will deliver opportunity learning activities to students via Microsoft Team and/or by a packet that will be delivered to students each week. The students will complete work either electronically or on paper to turn in to the teacher. Teachers will be available during contracted hours to support student learning and answer any questions

At Risk Langdon Elementary has been designated School Wide Title I for grades K-6. There are currently two reading interventionists (RI). The RI will provide instruction to students identified as needing intensive interventions (Tier III) in a research evidenced program taught one-on-one or in small group through the Microsoft Office360 Teams platform 3-4 times per week. Tier III students will continue to receive instruction, activities, assignments, and assessments in the Wonders reading series. Accommodations will be made depending on student needs. Students identified as needing strategic interventions (Tier II) will receive focus skill activities from the RI and classroom teacher 2-3 times a week. Students in Tier II will continue to use online programs such as Achieve3000 and Read Live Naturally two times a week. Tier II students will continue to

receive instruction, activities, assignments, and assessments in the Wonders series delivered by the classroom teachers. The interventionists are included in each Microsoft Team in order to collaborate with teachers and monitor student progress. These services will be monitored by the instructional coach. Students who were identified as needing Tier III interventions in Langdon Area High School according to our NDMTSS academic pathways will be served through enrollment in a reading intervention course. This course will continue during times of prolonged closure. The instructional coach will continue to maintain the services of Tier II students using their current intervention programs at least twice a week. These services will be monitored by the secondary principal.

Private School Langdon Area Schools serve St. Alphonsus which is a targeted Title I school. Because of their targeted status, students have been pulled out once a week for twenty minutes for a focus skill reading intervention. The RI will continue to provide these twenty-minute skill activities that follow the earlier developed plan through the online platform chosen by St. Alphonsus principal, Carrie Hope.

Special Education/504 Students receiving special services through an IEP or a 504 plan are unique and require special services in the event of a closure. From a Supplemental Fact Sheet Addressing the Risk of COVID-19 in Schools developed by the US Department of Education, “the Department encourages parents, educators, and administrators to collaborate creatively to continue to meet the needs of students with disabilities. Consider practices such as distance instruction, tele-therapy and tele-intervention, meetings held on digital platforms, online options for data tracking, and documentation. In addition, there are low-tech strategies that can provide for an exchange of curriculum-based resources, instructional packets, projects, and written assignments.”

Homeless Homeless students’ needs and the services provided for them are unique during a closure. Even in the time of a closure, Langdon Area Schools will continue to follow our LASD Homeless Plan and will work with the district’s Homeless Liaison and continue to monitor and communicate with affected families. The program will be modified to appropriately provide instruction for each situation. The student’s advocate will check in with homeless students to ensure their needs are being met. The administrative team is aware that the plan may need to be modified in order to serve the needs of families during these changing times.

Communications and Plans Langdon Area Schools will work in conjunction with Lake Region Special Education to ensure our special education case managers and service providers are meeting (virtually or by phone) to collaborate with parents/guardians on a contingency learning plan for their child. The parents/guardians, case managers, and service providers will collaborate on each IEP goal and determine how best to meet these goals through distance learning. Teams will take into consideration the student’s preferred learning method, ability for independent work, access to adult support, adaptations/ accommodations, assistive technology needs, how progress will be monitored, and where services will take place. Ongoing communication with families throughout the closure will also be delineated. Documentation of the contingency learning plans will be completed and shared with parents on a Prior Written Notice of Special Education Action. These forms will be sent digitally or by mail, if requested, to each family. Further changes to services can be discussed and documented as needed. Learning plans will consider both synchronous online learning (e.g. chat, streaming, video, instant message, web conferencing) or asynchronous online learning with capability for remote communication and assessment (e.g. email or learning management systems that deliver, track and manage classes or projects). Distance learning for special needs students may include virtual learning, web-based sites, online services and telephone contacts. Contingency earning plans could also utilize textbooks, workbooks, worksheets, documents made available on technology devices, online resources and other Internet content. Case managers will be available through virtual meeting hours to be established by each case manager. During this time, case managers will be accessible to support families and students. This may be done through telephone, teleconference or any online platform. IEP meetings will be scheduled through virtual methods as needed. Progress reports will be provided to parents to assist in determining progress with IEP goals. It may be necessary to adjust special education and related services, such as physical therapy, occupational therapy, and speech services, while students are receiving distance/virtual learning. Any changes to services will be reflected in the child’s individualized contingency learning plan. The ability to provide related services will be determined based on school closures, risk assessments, and student needs. While the contingency learning plan is utilized during school closures, the student’s IEP will remain in place and services defined in that document will be resumed once students return to school.

Student Access to Devices and Internet The district will have direct correspondence with all families through Swift K-12 to determine access and needs. The district office will work cooperatively with local internet provider, United Communications, to connect families with the provider. Public service announcements will be placed on local radio and the school district Facebook page. Requests for technology and access will be coordinated by the district. Our district has the infrastructure and professional capacity in place to support eLearning days as an emergency measure that necessitates extended school closure. The school staff will work with individual families to accommodate as needed. If there is a power outage or another issue out of the family’s control, staff will work with the student/parent to make arrangements for an opportunity for the work to be completed. Parents should reach out to the school administration to make these arrangements. The District will partner with Lake Region Special Education Unit to ensure access that accommodates students with accessibility needs.

Ensuring Access

All teachers (elementary, middle, and high school) will be assigned a laptop for use at school and at home. Teachers and specialists will be available for support during contracted hours. The District will survey families to determine the number of households who need internet access and worked with United Communications to ensure access.

Access to All Classes/Courses

The District utilizes all Board approved curriculum and administration will ensure that all distance learning instruction, resources, and supplemental materials are aligned to ND Standards. Langdon Area Schools will be utilizing Office 365 and Microsoft Teams for live and recorded instruction.

Elementary Administration will require weekly lesson plans to reflect District expectations and meet essential learning targets.

Services Assurances to Students with Needs

At-Risk Special Education and 504 PK – 12 students with special needs will have assignments modified or provided based on their IEP goals from their special education teacher or related service provider. Our Lake Region Special Education Unit director has developed a plan with all Case Workers and other service providers to ensure students are receiving the services they need and are required according to their Individualized Educational Plan. Meetings will be held remotely as needed.

Communications and Plans Case managers will connect with guardians of students on an IEP throughout partial or full closures. Notice to Change without an IEP Meeting Following guidance our case managers will be in contact with each IEP student’s guardian to plan for services and accommodations. Plans should be made for continuation of services within a “Services at school” and “Services Online” model to be prepared for both scenario Hosting an IEP Meeting If feasible, the IEP team will review and complete necessary planning for each student with an IEP. If feasible and meeting the accessibility concerns of participants IEP meetings may be conducted virtually. Services at School

The District shall provide services to students based on the needs outlined in each child’s IEP. Educational services and accommodations decisions shall comply with guidance from the DOE and NDDPI. These may include:

• Online learning through (platform being used) • Additional supports provided remotely (phone, email, home visits) • Individual or small group instruction on school property, following guidance by

local health officials. At such time as the safety of student or educators is compromised supports will moved to an online platform.

Services provided through Distance Learning Distance Learning provisions will be offered considering all above preparations.

English Language Learners The district will provide appropriate ELL services as needed to support student education. School Counseling The District will continue to offer school guidance counseling lessons. Additionally, the counselors will adhere to the ASCA virtual learning guidance and ethics, which have been reviewed. We will connect with students individually or in small groups by phone or through Microsoft Teams.

Provisions for instructional support

Standards-Based Education Instruction at Langdon Area Schools is aligned with a guaranteed and viable curriculum. Building-wide initiatives include teaching all approved curricula as designed with fidelity. This is monitored by the administrator, instructional coach, MTSS Team, Instruction Team, and Achievement Team. Teachers will use the ELA and Math ND Priority Standards to guide their lessons. Lessons for other subjects will be guided by priority standards approved by the Langdon Area School District.

Teachers are assessing student learning of priority standards through a variety of methods: synchronous meetings using formative and summative assessments of students, written formative and summative assessments. Assessment results will be recorded in PowerSchool. Assessment results will be monitored by administrator and instructional coach through teacher feedback, Microsoft Teams, and PowerSchool. Weekly collaboration meetings will be held to discuss evidence on teachers’ Teams page. Individual discussions with teachers will ensure intended, implemented, and attained curricula are aligned. Instructional pacing calendars will be established and maintained by teachers through feedback from administration, instructional coach, and feedback from students and parents. Surveys will be given to parents and students via an electronic method and analyzed by administration in order to make appropriate adjustments to the amount of work given to students and the amount of time teachers are delivering content. Students in grades PreK-6 will be provided asynchronous learning components delivered to students via Microsoft Office365 Teams for following areas:

Reading Grammar Writing

Math Science Social Studies

Art Music Physical Education

Students in grades PreK-6 will be provided synchronous learning components through Microsoft Office365 Teams three times a week minimum for the following areas:

• Reading • Math • Student well-being

Students in grades 7-12 will be provided synchronous and asynchronous learning components delivered to students via Microsoft Office365 Teams for all courses.

Assessments Teachers will use the following for assessments

• Distance learning quizzes/tests through the Teams platform and take-home packet that are age and content area appropriate.

• During face to face online instruction teachers will follow student progress using both formative and summative assessment strategies.

• Electronic delivery of assignments through Teams or other online platforms. • Curricula resources and assessments that are available online will be utilized.

• Additional online tools and resources to supplement teacher created materials. (See Resources Lists)

• Regular actionable feedback will be given to students through Teams and PowerSchool.

Grades The District’s grading policy is appropriate for Distance Learning and will utilize it, grading assignments digitally and/or physically. Teachers will utilize PowerSchool as method of communication of student progress.

Academic progress monitoring

• Teachers will continue to hold meetings to monitor student progress. • Teachers will begin meeting in online PLCs provided by (district, REA, other

agency) to discuss and plan for students not making progress. • Teachers will utilize online tools to monitor student progress and adjust through

differentiated instructional formats for students not making progress. • Teachers will provide feedback and opportunities for mastery learning to ensure

progress. • Teachers will continue to scaffold learning through its distance learning platform • Following the North Dakota priority standards, teachers will determine students’

current level of performance, and move them along the continuum towards proficiency.

• Teachers will continue to use best practices in their synchronous and asynchronous components of instruction.

• Any student not making adequate progress will be referred to the MTSS team who will follow the Academic Pathways to determine the appropriate intervention(s).

Student Meals & Feeding The district has determined that we will provide a breakfast and lunch for children age 1-18 through federally funded hot lunch program. We will develop a package for each of the families who request. There will be a package provided on Monday of each week during the school year with the amount of meals reflective of the number of days of school and number of eligible children in each household. We will schedule pick up times between 10:00 AM and 1:00 PM and will utilize the middle school parking lot door for pick up. (Northeast corner of the building) Families will contact the high school office to be placed on the list and schedule a pickup time. Families must sign up by noon the Friday prior to receive the food. If the date is missed or there are issues with pick up, families will call the district office. Families will be asked for a contact number preferably a cell number so communication through text can be used when appropriate. This program is open to all families.

Human Resources Processes, Protocols, and Policies The District has approved an ongoing payment plan with considerations for all certified and classified staff. The District will pay all staff throughout the closure that meet board approved district guidelines. The District will review its policies relating to staff leave and will monitor other policies that may need to be addressed to ensure operations amidst local health requirements or other state and/or federal requirements.
