1. Executive SummaryThe overall objective of the project is to streamlining the design and implementation of the land registration system in the project area in the Dura district. Therefore, the goal is associated with improving the design of the existing system through close work and cooperation with the relevant authorities and the community through; promoting the rights of women and vulnerable groups as well as maximizing the outreach to ensure an effective and transparent a systematic registration and providing improved registration services in the Project area.

Followings are the major activities that have been implemented in the month of May 2016.

The Community Awareness enhancement was significant for this month, since 17 workshops were held in the targeted areas with a total of 463 potential beneficiaries that attended the workshops. Among the participants 307 women attended the awareness workshops. This significant involvement in the awareness sessions by the community member is a result of involving the university students in such activities as an exit strategy tool of the project. Table (2) breakdown the participants.Two training workshops were held to recruit additional students volunteer who interested in land rights.

The coordination with the village committees is going to ensure their enhancement and stress on their role within their communities as well as strengthening their relation with the Settlement Office. On this note the legal advisor of the SFT is working with the village committee on local disputes to ensure solving land property dispute prior the SO intervention.Annex (C) shows the name of participants.

The data field collection from the blocks to help the Settlement Office field workers continue the work survey. The SFT team in cooperation with the SO and their field workers was able to collect data from 22 blocks that are illustrated in table (3).

The legal aid for the women and vulnerable groups is continued to provide legal assistants. 42legal advices were followed up during this month ensuring they met the legal recruitment for submitting claims or/and seeking legal advices on their rights. It is obvious that the SFT is able to maximize the outreach and ensure that the voice for the voiceless people is heard by visiting the Legal Help Desk Office.

As one of the social media for communication and maximizing the outreach, the Radio spots are ongoing and very effective to ensure maximizing the outreach. The SFT team played significant role in making the project visible to the local communities. Radio Spots: In order to maximizing the outreach and ensure a smooth exit strategy for the project, the SFT continued its contract with local media agency (Radio Lamasat) to publish 12 spots daily in different hours. An interview with head of the SO was held ON AIR on 22nd of May with the the SFT team had the opportunity to announce the role of the village committee members to public through the radio and how the public can be referred to them for solving disputes.

Distributing brochures: In order to maximizing the outreach and ensure access for justice for the marginalized beneficiaries. The messages of the project were passed through via field workers, workshops, field visits to the local councils, SFT Office and SO. A total of 500 brochures were distributed.

As another means of visualizing the project and maximizing the outreach, the SFT has distributed leaflets with the localities of the local communities during the workshop awareness, field visits, at the residential areas, Mosques, schools, and Groceries.

The SFT continue distributing the special leaflets about women rights in inheritance during all the awareness workshops and field visits. Besides such leaflets were distributed to at residential areas and groceries. The areas of distribution included; Al Koum/Mourak, Deir Samit, and Beit Awwa.

2. Background

The Land Administration Project II has been implemented since 2012. The Project’s Development Objective istoimprove the design andimplementation of the land registration system in the Project Area, defined as municipalities, villagesand project committees in the Dura district and in anadjacent area of notlessthan 180,000 dunums. Project beneficiarieswouldinclude: (i) owners, includingwomen, in the Project Areatargetedforsystematic land registration (Dura andanadjacent area, representinganestimated 80,000 owners1); (ii) the public using the services of the regional officestargetedforimproved service delivery (Nablus, Jeninandtwoother PLA regional offices); (iii) businesses, lawyersandother private sector interestsrequiring access to land registration information in the Project Areatargetedforsystematic land registrationand in regional offices targetedforimproved service delivery areas; and(iv) PA institutions, includingmunicipalitiesand the Ministry of Finance, whowould benefit from the fiscal impacts of registration.2

The work of the SocialFacilitation Team (SFT) fallsunder Component 1,willprovide resources to the PLA to complete SystematicLand Registration(SLR). LAP II targets to register at least 180,000 dunums of land in the West Bank tobeimplemented in twophases. The SFT is envisionedto support the systematic land registrationprocessthrough public awareness campaignsandfacilitating community participation, includingwomenandvulnerablegroups.

Since 31st of Aug. 2015, The Training and Management Institute “TAMI” was contracted as SFT service provider to continue supporting the systematic registration process. The revised terms of reference of the SFT integrates the public awareness and social facilitation functions, in particular ensuring that the Project reaches and benefits women and vulnerable groups. The SFT composition consists of at least three qualified persons:(1) a legal expert (lawyer),(2) a social expert (preferably a sociologist) and(3) community-based public awareness expert (media specialist). The team is responsible for ensuring the identification of land owners through the deployment of informative persons, target and assist vulnerable groups, and facilitate the dispute resolution mechanism through the Block Committees. The SFT will also support the strengthening of the Grievance and Redressal Mechanism (GRM), ensuring its accessibility especially to women and vulnerable groups. The SFT will also provide independent legal aid to socially and economically vulnerable individuals or those with special needs to submit objections. The SFT will work closely with the Settlement Office as the SFT activities will focus on the sites where systematic registration is taking placeor planned.

3.1. Community Awareness Enhanced

During the month of May 2016, several activities were implemented toward the community awareness. 17 workshops were held in the targeted areas including Al Shoya, Al Koum, Al Mourak, Beit Awa, and Deit Samit by the community facilitator. It is worth mentioning that all of these workshops were conducted by the university students as a mean for exit strategyin the targeted areas as per table (2).

Beit Awa, Al Koum /MourakTwo community meetings were held in Beit Awa, Al Koum /Mourak areas, on May 1st 2016, by the students Amal Al Sweti and Linta Al Rjoub, the first meeting in Beit Awa was attended by 31 people of community representatives. 3.2. Training session for the volunteer students:

Two training workshops were conducted for the volunteer students, one in Al Yasiriya village and another in Al Majd village on 26 May 2016. The first session was attended by 10 students while the second was attended by 14, in order to prepare them to the next stage after the end of the project. During the sessions, the tasks to be performed by them were presented, including community awareness, facilitating access to the land settlement office for marginalized groups, and reaching out to community leaders. These students are expected to enhance the community outreach and advance a bottom-up process of change within their community.

4. MediaThe social media account feed was updated, as well as the project website feed, and a local radio station “Lamsat Radio” is continuing to spot 12 daily radio spots.

Moreover, 500 introductory brochures were disseminated to the local community during the community meetings in Beit Awa, Al Koum/Mourak, and Deir Samit.

5. Data CollectionThis section depicts the accomplishments of data collcetd from the field identifying the landowners, aiming to help the field workers of the settlement office during the stage of demarcation. During the month of May, data was collected from 22 blocks as per table (3):

6. Cases followed up by the legal Advisor

Listed below are the cases handled during the month of May by the legal advisor.

Self-review of the previous cases, to affirm whether the blocks had been opened by the settlement office or not.

The Dora land settlement office was checked with, to check the allegation files in the Abo Qouf, and all stakeholders were contacted regarding the Salman property to give their allegation duly. The settlement officer, Mr. Hassan Basaita was contacted regarding the agreement with the Palestinian Center for Democracy and conflict Resolution. Mr. Basaita has confirmed his inability to sign the agreement, and requested that direct communication is set between us and the committee if the agreement is to be signed.

A field visit to village committee members was conducted in order to address the latest problems referred to them and solutions they reached, urging them to stand by the vulnerable groups and women legal rights maximizing their efforts to solve their disputes.

Communicate with the field workers at Al Yassiriya area and Beit Awwa to overview the latest achievements in the collection of preliminary information on the land owners.

The Lamsat Al Sharq Radio station was contacted to make sure the radio spots were broadcast on time and as per agreement.

Mrs. Maryam Abdullah Salem Musallam to inquire about the objection that she was submitted and the date of her session. The settlement office was contacted in this regard, where Mr. Saher said that objections are considered by date, and that hers is not yet due.

Follow up with Mr. Fahmi Al Rayyan regarding the block located in Beit Awwa area as the agent for the clan of Salem Issa Sharawna. the block has been verified, which is in Khallat Al Foul area - Beit Awwa Block No. 251 which has not yet been demarked.

It is noted that Mr. Fahmi Al Rayyan had attended the session on 03.13.2016 and presented his general agency for the clan of Salem Issa Sharawna duly without specifying the land lots owned by the late accurately. He has been asked to provide an area skim or inference from one who knows the land accurately.

Communicating with Mohamed Meshal to complete the documentation of a lot of land belonging to Mr. Yasser Ahmed Jabarin Masalma in the Mughayyar Valley area in order for it to be surveyed duly. The lot has been identified on aerial maps and the case number was givien to the stelement officer in charge to determine the date of its survey given that the surveyor was working in a different block.

Communicating with the Engineer Yahya to arrange his field visit tot he lot of Mr. Issa Doudin before paying the visit to ensure the beneficiary is on ground before commissioning the surveying

Mr. Adel Ali Khalil Abu Allan attended to validate his claim. The claim has been confirmed and his claime to block 223 was found true and complete.

The case of / Hassan Mohammed Khalil Amr / Beit Al Roush Al Tahta because of a dispute with his brothers he cannot submit a claim, given that the land was sold by his father to his brothers duly and that he does not have any papers to support his claim, additionally, his brothers are preventing the crew from surveying the land area, the engineer in charge of the settlement office was contacted to survey all the land, present the necessary claims for the case according to the law in addition to the referral of the case to the village committee memebrs in order to resolve the dispute tribally, if possible.

Contact the parties in conflict over the land of Salman family problem to ensure their claims to the lots are submitted. Support to his claim with the necessary papers. Was given. Further contact with Mr. Yasser Taha Fayyad, one of the involved people have been contacted but did not submit his claim duly, Mr fayyad attended to the settlement office and was asked to bring the papers the next day so his claim would be made.

Communication in order to provide the information of a land owner with no known address, Mr. Ismail Amro, a neighbor of the land lots was contacted in order to communicate with Mohammed Amr as there was no means of communication to communicate with him and his land being the only lot remaining before closing the block.

Dealing with the case of Mr. Nael Abu Arqoub in Al Shajna valley, due to the exception of his land from registration in spite of the registration of the neighboring lands, the settlement office was contacting and currently waiting to identify the lot of the land clearly and accurately to provide the reason for exception.

Follow up with Mr. Anwar Yusuf Al Raj'i one of the heirs of Khalil Mohammed Al Raj'i who inquired about claims regarding the block 376 Abu Qouf (the problem of Al Salman Commons) and has been directed to the settlement office to make his claims. He submitted his claim on behalf of the clan of Khalil Mohammed Al Raj'i duly at the Settlement office.

Meeting with the Village committee Members of Beit al Roush Al Fouqa and al Tahta to address the problem of Mr. Hassan Mohammed Khalil Amr and a arrive at a tribal solution to the dispute if possible, given the fact that his brothers prevented the field workers from conducting the land surveying unless it has been registered on behalf of the heirs, given that the brothers hold a selling contract from their father, the late Mohammed Khalil Amr thus, they can deprive the heirs of their share under the contract which they have, a meeting between the brothers will be determined in the presence of the Village committee Membersto solve the problem fairly and properly.The issue has been transferred to the Village committee Membersand a meeting between the Village committee Members and Mr. Hassan Omar and his brothers on Saturday, May 14, however they did not reach a final solution, meanwhile, another meeting to settle the problem is to be set.

a memo from the settlement office stating that no information on block 217, Abu Ashra western mountain existed, and thus will be registered for the stateland property if the owner remains unknown. the memo was handled. A neighbor of the land, Msallam Mustafa Abu Sondos where they contacted him and he said that this land plot next to him belongs to a person named Adel Abdul Majid Abu Sondos which sold it to Mr. Raed Ahmed Mohammed Abu Sondos. Mr Msallam said that he works in Israel, and that he will bring the land owner to the office (community facilitation) on Sunday, May 15, to clarify the matter.

Inspection of the names was conducted by the settlement office, and making a field visit to the Kharsa area to reach a territory that belongs to the Hayah Abdul Rahman Al shahati's inheritor to make a claim duly given that case is blind, some potential blocks were reached. these blocks are 300 301 305 which are not open by the settlement office yet.

Paying a field visit to the Village committee Membersto address the problem of Salman family, the fact that there are new claims made by expatriates who were not present at the last meeting in the Dura settlment office, and also to address the problem of Abdul Qader Abdul Rahman Mohammed Ali Issa to learn the latest developments in the tribal solution to this case.

A follow up with Mr. Mohammed Khalil al-Masri from Al Surra, which reported that the land has been registeredfor the inheritants but in reality it was his property, and that the house there is his and he was the one who built it. and that they prevent him from working on it and farming it given that it's registered in their names. When following up with the settlement office it was revealed that the objection period has passed and that the land is now officially registered in the name of the inheritants. the land holds the number 29 of the basin 124.

Contacting Mr. Issa Doudin and reminding him to be present and informing him of the need to submit an objection on the plot number 2 of the block 199 due to it is not being registered in his name, and that the report was not amended. the man stated that he would come the next day on May 17, to the office of social facilitation and will be directed to submit an objection within the legal period.

The attendance of Mr. Ayed Abdul Fattah Hussein Zayed / absentee who reported that he has land plots on which he wishes to file counter claims since his relatives had registered it under their names, Mr Zayed wished to assess the land area and collect information about the land plots which he claims and match them with maps, however, the maps did not match the actual lands. The engineer in charge Mr. Raafat Abu Haltam was contacted, who accompanied him to the field to see the land plots, which he claims and assess them in accordance with the law.

 We had asked him to bring the necessary paperwork and to identify other pieces accurately to submit his claims are duly and law.

A meeting was held with the Village committee Membersto determine the date of the meeting that will be aired on Lamsat Al Sharq Radio station. They initially agreed on Sunday, 22 May 2016, and we will consult the director of Dura settlement office by 18 may 2016.

Mr Yassir Taha Fayyad was asked to be present to submit his claim in Al Mghayyar valley block and bring with him all the required documents.

Communicating with Mr. Ahmad Jibrin Masalma to inquire on whether his land area was surveyed or not. Mr. Masalma said that he engineer in charge Mr. Mohammed Mishal and agreed on survey the land and document it duly on Wednesday, 25 May.

Contact by the case Fatima Abdullah Mutawi’ Amr to inquire about the date of submitting claims. The settlement office was contacted and it was revealed that the block file of her area was yet to be opened by the settlement office.

Documenting the objection of Mr. Issa Doudin in the land plot No.2 in block No. 199, then referring him to the settlement office to submit his objecting in accordance with the law.

The internal memo was responded to by the engineer yasmine regarding the western Abou Ashra block No. 217. Mr. Ra’ed Ibrahim Abu Sondos was reached, and it was revealed that the land does not belong to him, afterwards, Mr. Riziq Abu Sondos was contacted who said he had sold it to Mr.

Khaled Abu Hashem, who was then contacted and said that he sold it to Mr. Baker Tbeish, who was in turn contacted. Mr. Tbeish came to the social facilitation office and was referred to the engineer in charge to follow up with the procedures of registration/claim since the land is not registered in any name and might end up being registered for the stateland property.

Mr. Younis Al Darawish was contacted to reach Mr. Haroun al Amayra and to get his phone number in order to response to Dora’s land settlement department, which claims that the land is not registered for anyone, and unless its owner is present, it will be registered for the treasury. The case is currently under follow up to bring Mr. Haroun Al Amayra the potential land owner.

Mr. Mousa Abu Allan was contacted to infer on a neighboring land plot, to which we were sent by engineer Yasmine who said that she did not know the owner of the land plot No. 140 in block 223, in Karza grassland, and thus it will be registered for the stateland property unless its owner arrives. Mr. Mousa said he would arrive at the social facilitation office to know the place of the land in order to determine the owner accurately.

Mr. Taha Fayyad arrived upon being called the day before and requested to be present with all the necessary documents at the social facilitation office. Mr. Fayyad was directed to the registration clerk Eman to submit his claims duly.

Follow up with the settlement office to know the latest development and feedback regarding the complaint of Sharawi family. The legal researcher in charge of the Nazya Hantash block said that he was about to finish preparing the legal response by next week.

Mr. Khaled Abd El Fattah Hussein Zayed Hureibat/ an absentee in jordan arrived and said that there is inheritance from his uncle, that his wife inherited, and that he has an inheritance case proving that he is an inheritant and that the sons of his uncle’s wife refuse to give him his share and would register the land in their names alone.

Mr. Ayed Abd El Fattah Hussein Zayed Hureibat/ an absentee in Britain, has arrived and also claimed a share in his uncle’s inheritance, since his uncle did not have any children, and asked for a friendly resolution if possible.The cousins were contacted and a tribal session was discussed, the cousins said they would contact us regarding a suitable date for the session.

Ms. Nisreen Nabil Ahmad Makharza was contacted to infer the owner of a land adjacent to hers in block 223.

Mr. Adel Ali Khalil Abu Allan arrived after being contacted to be present at the social facilitation office to infer on a land near him with an unknown owner. Since all the land belonged to one person before being sold, Mr. Adel Ali Khalil Abu Allan was contacted.

Mr. Alaa Majed Hussein Al Shawamra arrived and requested his mother Rasmia Ismail Ibrahim Al Shawamra’s name be enlisted in the preliminary information to be contacted in case the following block files were opened (336, 337, 341, 342). His name was registered in the preliminary information of the block and he was asked to provide all the necessary documents in additon to land area maps if possible.

A meeting was conducted with engineer Abd AL Hadar regarding land No.147, in block 223, which was determined cearly through identified maps and his owner is being searched for.

Mr. Khaled Mahmoud Amr arrived to know the reason behind not sending a letter by the settlment office to the court despite the court having sent an official letter to the settlement office regarding the land plots in the settlment, where he requested an urgent request from the court, then headed to the land settlment director to inquire about the reason they did not send a written letter to the courd despite the court sending one asking whether the lands stated in the urgent request were enlisted on the table of rights or not. The director of the settlement office answered that the lands in question are not for surveying, and they are normal ones, and that he did not know of them. the letter was clarified and dropped, and the director said he would send a letter to the courd in accordance with due procedures.

Search for the information of two cases who were referred through an internal memo by engineer Hussam Al Baw under the case of block 365 in al Anziyah Valley.

Following up with Mr. Na’el Abu Arqoub and inquiring about his land in Al Shajna Valley which was not documented despite the rest of the land to the right of the road being all documented. The land settlement office was contacted again in that regard. Mr. Hassan Basayta said that the land does not fall within the border of the settlement according to the maps followed by the PLA in Ramallah. He stated that the land settlement does not involve in exceptions.
