Executive Summary

Overall the exhibit appears to be in good condition although there are some underlying problems. The main problems are glasswork and the condition of the paint finishes on timber, other problems include incorrect internal ceilings, incorrect/ damaged guttering and general damage. I recommend that the recommendations in this report are undertaken and are acted upon to make the exhibit realistic. Below an in you can find depth report into each property within the exhibit. Extreme care should be taken to the possibility of asbestos in the property and its associated risks. You should also consider the impacts of the Equality Act 2010 and 2015 CDM regulations. Please see the appropriate parts of the report for more information.

General information

Instructions

We are acting on the written instructions of the Head of Curator of collections at Salford Councils Art and Culture department received on the 28/09/2015 and to be completed by 18/12/2015.

In accordance with our Conditions of Engagement at this stage I recommend that before any works are undertaken on the exhibit an Asbestos survey is undertaken, this is of paramount importance.

You are reminded of the general limitations of the inspection described in the Standard Conditions of Engagement, a copy of which is reproduced at the back of this report.

The property in question is a large museum exhibit consisting of 16 reconstructed properties ranging from Tudor buildings to newer Victorian ones. The exhibit appears in safe condition with no immediate dangers noted.

The exhibit is serviced by a reconstructed cobbled street with pavements either side. The exhibit is sheltered from the elements and is relatively dark inside.

Nature of Survey

It is my understanding that the nature of this survey is to determine the age of the properties within the exhibit and calculate a golden age date approximately 10 years after the construction of the newest one. I consider this date to be 1905.

In addition to the survey I will also advise you of your duties under the Control of Asbestos regulations 2012 and will advise you of your duties under the equality act 2010. I will also advise you on CDM regulations 2015 and how this will affect the project.

Limitations

Due to the nature of the exhibit naturally there will be some limitations to the survey.

Survey conducted from the street level only. Internal survey only consist of what can be seen through doors and windows. Unable to access any first floor areas or roof spaces. Survey was undertaken in the dim light of the exhibit

I intend to operate an additional colour coding system so that you can identify the exhibits that require the most remedial work. I will also operate a number map so that buildings can be easily identified and referred to.

Building appears to be in good condition although there are some historical inaccuracies. Recommend that recommendations are carried out.

Remedial work.

All window glass should be replaced with Victorian picture glass. Guttering and downpipes should be replaced with cast iron fittings as they were used at the

time rather than the copper fittings. All windows should be stripped to remove any lead paint and then repainted in suitable

paints and colours. I recommend that the buildings windows and doors are repainted in a green or black paint similar to the paint on the buildings already.

The bracket holding the streetlight onto the building appears too ornate and not representative of the time I recommend that the bracket is replaced with a simpler fixture.

Currently the streetlight supported by the building is running a low watt bulb, as street lighting of the time was gas burning I recommend that the bulb be replaces with a flickering bulbs to make the exhibit more realistic.

Glass in the shop front should be replaced with traditional Victorian glass. Currently there is no guttering or downpipes on the property. These should be replaced with

traditional cast iron guttering. Internal door is not hung and leaning against a wall. Door should be rehung. Windows on the first floor are missing glass. Windows should be replaced with the

appropriate glass.

No glass above the door of the property. I recommend that this should be replaced with Victorian bevelled glass used at the time.

Glass in the windows should be replaced to reflect glass quality at the time of the construction.

Windows and doors should be stripped of any lead paint and repainted appropriately. I recommend that the windows and doors are repainted in a rough manner.

Internal ceilings are made of painted plasterboard. I recommend that the ceilings be either plastered or replaced using the traditional lath and plaster finish, perhaps a portion of the ceiling should be exposed to show the construction of a lath and plaster ceiling.

Works should be undertaken to replace the barrier in the doorframe with a glass divider to make the exhibit more inclusive for people with disabilities.

Downpipe on the building is severely damaged. I recommend a replacement with traditional cast iron guttering a material that would have been used at the time.

Glass in the building appears to be too modern. I suggest that the glass is replaced with older bevelled glass used at the time.

Door is in need of repair as panel is cracked and needs painting. Roof soffits are missing. I suggest that they are replaced with an appropriate material to

make the building look more aesthetically pleasing.

External covering of the building is not original I recommend that it be stripped and plastered over to provide a realistic finish then painted.

Doors and windows should be stripped to remove and lead paint, work should be undertaken to re-create a 65 year old finish.

Inside of the building there is only one timber joist supporting the ceiling. This is not representative of construction methods of the time. More joists should be added to make the ceiling authentic.

Building appears to be in fair condition although there are some major historical inaccuracies. Recommend that recommendations are carried out.

Remedial work

Repair and replace first floor windows with Victorian glass. Reinstate stained glass window at the front of the pub with the template glass that is behind

the existing window. NOTE any glass that is replaced below 1 meter needs to be of safety glass standard in accordance with BS EN 126003.

Currently the streetlight supported by the building is running a traditional low watt bulb. I recommend that the bulb is with a flickering bulb to make the exhibit realistic.

The delivery cellar entrance off the street is currently boarded up and not obvious to the public. Works should be undertaken to replace the timber boarding with a cast iron griddle or a timber hatch to show deliveries were made.

Remedial work

The roof appears to be made of what is meant to represent large stone tiles with damaged on the corners. I recommend that this covering is replaced with either a thatched roof or a slate roof. The building may have been renovated several times I believe it is more than likely that at the time of the golden age the building would have had its original roof.

As the building would have been renovated several times it is likely that the frame would have been treated several times. I recommend that the timber frame is repainted with bitumen as it was the original preservative used.

Currently the building has clear glass in the windows. Glass in Tudor to Victorian times would not have been this clear I suggest that the glass is replaced with bevelled glass. If the glass causes restrictions to people viewing the exhibit then door should be open and a glass barrier put in place.

Internal ceiling appear to be made of painted plasterboard. A building of this age having gone through numerous renovations which would probably have had the lath and plaster ceiling removed and joists exposed. I recommend that the pasteboard ceiling is plastered in a rough manner and joists are added to make the exhibit realistic.

As the building is over 200 years old it can be expected that the windows are covered in many layers of paint. I recommend that the windows are stripped to remove any lead paint and then repainted many times to achieve the same finish.

Glass is inaccurate, should be replaced with Victorian glass. Recommend that timber is stripped of all paint and then repainted accordingly. The mock Tudor building situated above should be distressed to make it appear older. Timber frame should be treated with bitumen paint.

Window needs to be stripped of all paint and then repainted accordingly, I recommend between 10-12 coats of paint.

Window colour would most likely be darker, I recommend that it is painted accordingly. Shop window would not have been lit by an electrical light, although we cannot replicate a

gas or candle light a flickering bulb can be added. I recommend that all glass is removed and replaced with Victorian glass. Upstairs paintwork needs to be distressed to make the building look authentic.

Glass panes are too large, timber supports would more than likely have been used to make the panes smaller.

Glass in windows appears too modern, works should be done to replace glass with traditional glass.

Glass above the doorframe is missing, glass should be replaced with appropriate materials. The door knob on the main door is too modern and does not suit the property. Door knob

should be replaced with a more traditional fixture. Work should be undertaken to remove excess layers of paint off windows and doors and

repaint the timber. NOTE caution should be taken when stripping timber to ensure that all lead paint is removed.

As the building is relatively modern work should be undertaken to remove excess layers of paint off timber. Windows and doors should then be repainted. NOTE caution should be taken when stripping timber to ensure that all lead paint is removed.

The door knob on the main door is too modern. Work should be done to replace the door knob with a traditional fixture.

Glass appears to be missing from upstairs windows. Replacements should be made. I recommend that windows and doors are stripped to remove any lead paint. The windows

should then be repainted several times to get the finish right. I suggest that 4-6 coats of paint are applied.

The door reveal of the building is in poor condition. Work should be done to repair the frame.

Door appears to be too small for the frame, work should be done to graft a piece of timber to the top of the door.

Inside the ceiling appears to be made of plasterboard, I recommend that the plasterboard is prepared for plastering and plastered in a Victorian fashion.

Recommend that the windows and doors are stripped of all paint, Doors and windows should be repainted in accordance with age. I recommend at least 10 coats of paint.

Glass must be safety glass compliant as the windows is far too low glass must conform to BS EN 12600.

For an 80 year old building the façade is far too clean. I recommend that the external finish is distressed.

Remedial Work

Blacksmiths appears to be in good condition and historically correct. Wear and tear on the building is representative of 20 years.

Widow behind the blacksmiths appears to be an imitation. I recommend that the windows is either replaced with an authentic windows including glass or the windows is removed.

Remedial work

I recommend that the external finish is distressed as for a 109 year old building it appears too clean.

The lead lined flat roof above the door is too modern for a building of this age. I recommend that a pitched roof be installed using appropriate materials.

Windows and doors should be stripped of paint to ensure that there is no lead paint remains. The windows and doors should be repainted with at least 15 coats of paint ( 1 coat every seven years ). I recommend using the same colour paint that is on the building.

Street

My overall general opinion of the street is that it is relatively accurate although there is some room for improvement.

Gutter griddles should be made of cast iron Some damage to the arch opposite the main entrance. I recommend that this damage is

repaired. The freestanding streetlight needs repainting as it is in poor condition. All street lights should be running flickering bulbs. All streetlight bulbs should be replaced with flickering bulbs to make the exhibit realistic. A smoke machine should be added to the exhibit to represent the smog and smoke that

would represent Victorian times.

Asbestos

As of the 6th April 2012 the Control of Asbestos regulations 2012 state that the 1 “Duty holder” 4(Yourself) has the duty to “manage asbestos in non-domestic properties”. This means that you are legally obliged to assess, record and keep updated plans of asbestos whereabouts within your property in an asbestos register that must be made accessible.

Although I did not notice any potential ACM’s in the exhibit I suspect that there may be many ACM’s in the museum.

As the duty holder you must regularly monitor the condition of any ACM’s or suspected ACM’s (Asbestos Containing Material) this is particularly important if decisions are made to leave the asbestos in place or encapsulate it in a protective material.

Under section 8 of the act a licence must be attained if any work to ACM’s is to be undertaken, a licence can be obtained from the Health and Safety Executive. HSE retains the rights to add any extra conditions to and removal works and has the power to cancel licences at any time.

Under section 10 of the act the employer is charged with giving employees adequate information regarding works that are to be carries out on the property. The employer must also keep a record of any persons that may have been exposed to any potential ACM’s. This is to act as proof in any legal action in the future. Failure to do so may be considered a breach of the act.

Under section 11 of the act the employer assumes responsibility that all employees working with any ACM’s are equipped with the appropriate personal protection and that adequate ventilation is in place to mitigate any risks.

As the exhibit is likely to contain asbestos due to the fact that it was taken down in the 1950s I must insist that a full asbestos survey is undertaken on the exhibit before any work is undertaken this will then give us a clear idea of where asbestos may be in the exhibit once the whereabouts is identified a plan can then be put in place to deal with any risks. Works may include controlled removal, encapsulating of asbestos or leaving the asbestos in situ with close monitoring. I suggest that any works that are done should be carried out by an “ARCR (Asbestos Removal Contractors association)” 5approved contractors to ensure that works are done to a satisfactory level.

I must stress the importance of the Control of Asbestos act 2012 and the implications that it has on you as a duty holder. Above I have listed some of the more important parts of the act that you will require to abide by in the event of any works being done on the exhibit. I recommend that you read and fully understand the Control of Asbestos regulations 2012 6as it likely to influence any works that are done on the exhibit Please find the link below to an easy step by step guide to the act provided by the Health and Safety Executive.

Disability Access Audit Recommendations.

During this part of the report I will be making recommendations on improvements to disability access within the building. These recommendations have come to light through a Disability Access Audit that I undertook on the Museum. During the audit I noticed that there are several access issues that may cause problems for people with mobility disabilities and visual disabilities.

Recommendations.

1. Removal of current wheelchair ramp as it does not conform to regulations. Ramp will need to be replaced with a regulations compliant ramp. Ramp should be constructed in accordance with BS 8300 and part M & L.

2. The main entrance to the buildings should be advertised more to prevent confusion with the identical entrance to the left of the building.

3. Internally ramps for wheelchairs and less abled people should be installed in the exhibit so the curb can be easily accessed off the road.

4. A anti slip covering should be added to the stairs that service the main entrance of the building.

5. Car park pot holes around disabled access route should be filled in to reduce any injury’s on the car park.

6. Stair lifts or an elevator should be added inside of the property. 7. More spaces may need to be added or current spaces adapted, any changes should be in

accordance with BS 8300.7

I recommend that some additional measures are introduced to make the exhibit more enjoyable for everyone.

Pre-recorded voiceover tours are made available for people who may be visually impaired and cannot read the information on the exhibit.

Additional lighting within the exhibit should be installed to aid people with visual disabilities, Lighting should be able to be turned on upon request. Signs should be erected to inform people of this option.

Under the Equality act 20108 providers of goods and services “duty holders” must cater for access up to the delivery of the goods/ service. This applies for all commercial premises and will apply to the museum. As the museum is relatively large and is ran by Salford Council It would likely be deemed in court that it is necessary to make provisions for access to the building as the recommendations would be considered “reasonable”, to do so.

Now that a DAA has been carries out any works that are not undertaken would be frowned upon in court if action were taken against the Salford Museum. Suggested works that were not carried out which then resulted in failures under the equality act and would result in an award to the victim at the museums expense.

I must stress that these recommendations are acted upon to prevent any Potential legal litigation against the museum and to improve the overall experience of visitors to the museum. I recommend that these remedial works stated above are completed when the renovations to the exhibit are done to minimise disruption to the museum in the long term.

CDM regulations 2015

The new CDM regulations of 2015 have made the client more liable for any problems that may occur on site during and after works as the client must appoint a Principle designer and a principle contractor 10set budgets and timescales. Under CDM 2015 your responsibilities continue thought the project and afterwards in the form health and safety and maintenance. Your responsibilities only end once the property has been disposed of.

As the client you are responsible for making sure that designers and contractors that are appointed have the relevant skills, experience and knowledge required for the job and are competent in health and safety. As the client it may be a good idea to get references from previous jobs the contractors may have done.

As the client you are responsible for making sure that reasonable amounts of time and resources are allocated for each part of the project, this will prevent any mistakes being made and works rushed.

You are also responsible for supervising the Contractors and Designers responsibilities and making sure them they are complete. It may be a good idea to appoint a contract administrator to make sure that all of the works and responsibilities are completed correctly.

Other responsibilities include making sure that suitable welfare facilities are provided for the duration of the project. This may mean sacrificing areas inside of the museum and parking spaces outside of the museum to satisfy construction needs, you must also consider providing pre construction information to the contractor and designer containing any health and safety hazards on site and general information & plans about the project.

You must also ensure that the Principle Contractor creates a suitable health and safety file for the site and that it is readily available for anyone to view it.

Above I have listed the main requirements for the client to adder to under CDM 2015, I recommend that you employ a contract administrator to ensure that all requirements of CDM are complete and that the works are carried out correctly.

Standard terms of engagement

1 The service –the surveyor provides only the standard RICS Building Survey Service (‘the service’) described here, unless you and the surveyor agree in writing before the inspection that the surveyor will provide extra services. The surveyor has agreed to perform a Disability Access Audit and will be providing advice on issues relating to the project. Any extra service will require separate terms of engagement to be entered into with the surveyor. Examples of extra services include:

• plan drawing;

• schedules of works;

• re-inspection;

• detailed specific issue reports;

• market valuation and re-instatement cost and

• negotiation.

Outdoor staging areas for contractors will be a big concern for CDM needs, I have noted 2 locations.

Location 1 is relatively large but suffers from being on a bank with poor vehicular access.

Location 2 is relatively small although it does have good access.

I recommend that location 2 is used for parking/ plant for the works and location 1 is used as a storage area + site offices for the duration of the works.

2 The surveyor – the service is to be provided by an AssocRICS, MRICS or FRICS member of the Royal Institution of Chartered Surveyors, who has the skills, knowledge and experience to survey and report on the property.

3 Before the inspection –this period forms an importantpart of the relationship between you and the surveyor. The surveyor will use reasonable endeavours to contact you regarding your particular concerns about the property and explain (where necessary) the extent and/or limitations of the inspection and report. The surveyor also carries out a desk-top study to understand theproperty better.

4 Terms of payment– you agree to pay the surveyor’s fee and any other charges agreed in writing.

5 Cancelling this contract – you are entitled to cancel this contract by giving notice to the surveyor’s office at any time before the day of the inspection. The surveyor does not provide the service (and reports this to you as soon as possible) if, after arriving at the property, the surveyor decides that:

(a) He or she lacks enough specialist knowledge of the method of construction used to build the property; or

(b) It would be in your best interests to have an RICS Home Buyer Report or an RICS Condition Report, rather than the RICS Building Survey.

If you cancel this contract, the surveyor will refund any money you have paid for the service, except for any reasonable expenses. If the surveyor cancels this contract, he or she will explain the reason to you.

6 Liability – the report is provided for your use, and the surveyor cannot accept responsibility if it is used, or relied upon, by anyone else. 12
