10.5 Glen Willow Footbridge Rectification Works REPORT BY THE DIRECTOR OPERATIONS TO 15 NOVEMBER 2017 ORDINARY MEETING GOV400064, cor400047

RECOMMENDATION That Council: 1. receive the report by the Director Operations on the Glen Willow Footbridge

Rectification Works;

2. endorse the fast tracked program of procurement for rectification works of the Glen Willow Footbridge.

Executive summary A previous update in September informed Council that rectification works are required to allow the Glen Willow Footbridge to take crowd loading. The upcoming NRL game in February 2018 has created a situation where the rectification works are recommended to be fast tracked. A plan is progressing to complete rectification works prior to the match. Disclosure of Interest Nil Detailed report At the September Council meeting it was resolved that Council:

1. receive the report by the Director Operations on Update - Glen Willow Pedestrian Bridge;

2. request a further report be brought back to Council when the scope and cost of rectification works are known; and

3. amend the Operational Plan 2017/18 to include $37,500 in Glen Willow Pedestrian Bridge investigation and design rectifications, funded from unrestricted cash.

Since the September report the design work has progressed by consultant bridge designers Pitt & Sherry. It has proven challenging to design a solution which improves the dynamic behaviour and strengthens the bridge at an economical cost.

Also since September the NRL match between St George and South Sydney has been confirmed for 24 February 2018. This leaves very little time to complete the design and undertake rectification works before Councils next major event. A preliminary design has been received from the designers, see attached. The rectification works need to be fast tracked to make the February deadline. Also in an effort to speed up works it is proposed to break the project up into four main components which allows specialist suppliers to concentrate on their area of expertise and also allow activities to run concurrently, hence reducing the timeline. The break up of the project will include;

1. Supply and install pile foundations - by engaging specialist Piling contractors through a request for quotations; 2. Construct pile caps - this work can be undertaken by Council staff ; 3. Supply and install trusses and piers including bracing - this is the largest component of the project and specialist steel fabricators will be engaged through a request for tender;

Although the above process reduces time it introduces other risks such as increased administration and coordination of works, also more players are involved increasing the risk of delays. The cost of rectification works will not be accurately known until the above contract prices are received. However, it should be noted that a fast tracked procurement option will most likely incur a premium cost for contracted works. The tender for the supply and install of trusses and piers will allow for an alternate tender option of not meeting the project timeline (that is, cost to complete over a longer time frame). This will ensure that Council is making an informed decision.

Financial implications Although the preliminary design and scope of works are provided in this report, the costs of the recification works are materially unknown at this time. The most effective method of obtaining an accurate cost for all works is to go to market. An initial budget variation for $150,000 has been included for Councils consideration, in the September Quarterly Budget Review. This provides a broad starting budget for the works that are required. A further report will be brought back to Council in December, if this budget proves to be insufficient. Associated Risks Council is currently managing crowd loading limits on the bridge, and signs have been installed to advise cyclists to dismount to cross the bridge. It is recommended that rectification works proceed as soon as possible to reduce any associated risks to users of the bridge.
