More mobility and exchanges, … 20 'European Universities' by 2024, … reinforce language learning, … reach the mutual recognition of HE, school leaving diplomas at secondary education level

The Council asks to examine possible measures addressing the need for an inclusive, lifelong-learning-based and innovation-driven approach to education and training

January package New measures to boost key competences and digital skills, as well as the European dimension of education

1. A Council Recommendation on Key Competences for Lifelong Learning: > improve the development of key competences of people of all ages throughout their lives and to provide guidance to Member States on how to achieve this objective.

2. A Digital Education Action Plan: > how to help people, educational institutions and education systems better adapt to life and work in an age of rapid digital change

3. Council Recommendation on common values, inclusive education and the European dimension of teaching: > help young people understand the importance of and adhere to common values. Strengthen social cohesion, inclusive education and to promote quality education for all pupils as well as the European dimension of teaching.

Increased focus on social issues (Social Pillar)

Main focus in past CSRs : ESL, tertiary attainment Main focus in new CSRs : access, inequalities, basic skills, esp. for vulnerable and under-represented groups. Other challenges addressed in CSRs : low investment; slow structural reforms; teachers; quality and labour market relevance of VET and HE education; ECEC.
