Albert City Library to Host Iowa Humanities Speaker Denny RehderThe Albert City Public Library has received funding from Humanities Iowa, a private, non-profit state affiliate of the National Endowment for the Humanities, to host a presentation called “Grass Between the Rails” by Denny Rehder at 7 p.m. September 26 at the library, located downtown Albert City. A cultural resource for Iowans since 1971, Humanities Iowa offers many cultural and historical programs and grants to Iowa's communities. Denny Rehder is a local historian from Des Moines. His

avocation for nearly fifty years has been music. Now that musical ability is combined with another avocation, Iowa railroad history, to offer a program on this overlooked part of Iowa's past. Rehder has been involved as author, editor,

publisher, photographer or researcher in the publication of seven books on subjects from Iowa history. He is a native of Gladbrook who grew up watching the trains of the Chicago Great Western mainline. “Grass Between

the Rails” celebrates Iowa's railroad heritage with a unique blend of stories and original folk songs about the development of railroads in Iowa. The subjects cover events of national importance such as the race across Iowa to connect with the transcontinental railroad to the West and local history, including the poor service offered

ICA Seeking Young Cattle Producers for Leadership ProgramIn an on-going effort to build future leadership for both the Iowa cattle industry and the Iowa Cattlemen’s Association, ICA is taking applications for the 2020 Young Cattlemen’s Leadership Program. Also, two children’s books were purchased by Greg & Deb Hertz in memory of Jeri Hammer: Santa’s Story & Dr Seuss’s Horse Museum. Our Fall schedule is now in full swing. We start out our week with fun; Tot Time is each Monday morning at 10 a.m. We have monthly visits scheduled with all the L-M Elementary classes, but are still working on a few details with our middle school kids. We’ve had a few changes this year, and are trying to figure out the best way to serve them. We’ll find that new normal soon! If you enjoyed A Man called Ove, you might want to read our Book Club’s choice this month, Britt-Marie Was Here also by Fredrik Backman, Our catalog describes it this way, “Walking away from her loveless marriage and taking a job in a derelict, financially devastated town, sixty-three-year-old Britt-Marie uses her fierce organizational skills to become a local soccer coach to a group of lost children.” Book Club meets at 7 p.m. September 23, so you have lots of time to grab a copy and get it read! We’ve got some fun things on our Fall schedule, so mark these on your calendar and I’ll share more information as they get closer.

New Clover Kids Year BeginsAll children in kindergarten through third grade are welcome and encouraged to join Pocahontas County Clover Kids. Webinar Looks at Integrating Perennials in Marginal Areas of Crop FieldsIowa Learning Farms will host a webinar Sept. 18 at 12 p.m. about the benefits of integrating perennial vegetation into underperforming parts of crop fields. “Ever wonder if something more profitable, productive and environmentally friendly could be grown in the bare spots you see in fields? We did, too! Spoiler alert: perennial plants checked all the boxes,” said Emily Heaton, an associate professor at Iowa State University. Heaton is a plant scientist who is working on sustainable biomass production systems. She will discuss how the use of perennial plants in underperforming parts of fields can have a positive impact on the farm economy, water quality and bioenergy feedstock production. When asked what she hoped webinar participants will take away from their viewing, Heaton said, “Perennial plants are to agriculture what exercise is to human health: a straightforward, consistently effective solution to a multitude of challenges.” Tune into the webinar to learn more about the integration of perennial vegetation into crop fields and the benefits that doing so could have. A Certified Crop Adviser board-approved continuing education unit (CEU) is available for those who are able to watch the live webinar. Yard and Garden: Oak Tree AbnormalitiesTwelve species of oak trees native to Iowa are frequently found in landscapes and timbers across the state. The oak, a symbol of strength, was named the State Tree of Iowa in 1961. Besides being a state symbol, the oak provides shelter, food and nesting cover for a variety of Iowa wildlife. Horticulturists with Iowa State University Extension and Outreach describe and explain some abnormalities that occur in Iowa oaks. Botryosphaeria twig canker is probably responsible for the brown leafy twigs in the red oak. Botryosphaeria twig canker (a fungal disease) impairs the flow of water and nutrients in the branch and eventually girdles the twig, causing it to wilt and die. Dieback usually extends only 4 to 6 inches inward from the branch tips. The dead twigs typically appear in mid to late summer and are scattered throughout the tree. Botryosphaeria twig canker is most commonly seen in red and pin oaks, but also occurs in other oaks. In general, Botryosphaeria twig canker causes minimal damage to otherwise healthy oak trees. Sound

cultural practices, which promote tree health, are the best defense against Botryosphaeria twig canker. The twig pruner and twig girdler are two long-horned beetles that can also cause branch dieback in oaks. Branch tips destroyed by the twig pruner and twig girdler eventually break off and fall from trees. In contrast, the dead twigs produced by Botryosphaeria twig canker remain in the tree through fall. Botryosphaeria twig canker differs from oak wilt in that only the tips of branches are affected. Oak wilt affects whole branches. There are round growths on several leaves on my oak tree. What are they? The round growths are likely oak apple galls. Galls are abnormal growths of plant tissue induced to form by mites, insects or other gallmakers. The gallmaker responsible for oak apple galls is a small wasp. Oak apple galls are green, up to 2 inches in diameter, and are named for their resemblance to small apples. Female wasps inject a gall-inducing chemical into plant tissue along with her eggs. The resulting galls provide protective homes and food for the wasp larvae. The galls eventually become light brown upon the emergence of the adult wasps. Oaks are hosts to numerous types of galls. The galls vary in size, shape and color. They may be found on leaves, leaf petioles, twigs and branches. Wasps, midges and other gallmakers are responsible for the various galls. Fortunately, most galls do not cause serious harm to healthy trees. Galls cannot be “cured”

after they have formed. Preventive insecticide treatments are seldom warranted and usually ineffective. Why are the leaves on my pin oak yellow-green? In Iowa, the foliage of the pin oak (Quercus palustris) often turns a sickly yellow-green. The yellow-green foliage is due to a deficiency of iron. The problem is referred to as iron chlorosis. A close examination of chlorotic leaves reveals that while most of the leaf is yellow-green, the tissue around the major veins is a darker green. Most soils in Iowa contain sufficient amounts of iron. However, in alkaline soils (those with a pH above 7.0), pin oaks are unable to absorb adequate amounts of iron. Chlorotic pin oaks are rather common in Iowa as many soils in the state are slightly alkaline. Correcting an iron chlorosis problem is difficult. Applying additional iron to the soil usually does not help. The soil already contains sufficient amounts of iron. Adding more iron doesn’t overcome the problem. Lowering the soil pH to 6.0 to 6.5 would allow the roots of the pin oak to more readily absorb iron in the soil. Unfortunately, lowering the soil pH is extremely difficult, if not impossible. An injection of an iron-containing compound directly into the trunks of chlorotic trees by professional arborists is often effective. The effects of a trunk injection may last two or three years.

No specific action was taken. Discussion was held on DVR solutions that work with our Digital TV Services now in place. We have tested the DVR boxes used by Long Lines and they are not as user friendly as what we have had in the past. We have also looked into the TiVo solution through the National Cable Television Cooperative (NCTC). The TiVo solution looks to be user friendly, can handle multiple recordings at the same time and has some interesting features available to the DVR user. The Board directed the General Manager to go forward with the TiVo solution through the NCTC. The General Manager reported to the Board that we would not be receiving any quotes for the repairs needed for the following buildings: Tower Site, Truck Shed, Old Generation Plant, Radiator Building and the East Substation/Switchgear Building. The reason for not receiving any quotes was that it is too late in the year and they cannot meet our deadline of December 31, 2019. After some discussion, the Board agreed that we need to get metal on the new walkway between the Truck Shed and Old Generation Plant before the weather creates any problems and to get quotes on this right away. The Board also directed the General Manager to advertise for competitive quotes on doing the other repairs with a deadline of December 31, 2020. Discussion was held on the Electric Rate Study being done by DGR Engineering. DGR provided some initial information for the Board to consider. Since Trustee Main was not present for this meeting, this issue was tabled until the next Board of Trustees meeting. After much discussion, Potter moved to approve the second reading of Ordinance 05-19,

Amendment to Chapter 74 – Golf Carts with the modification of adding the word ‘being.’ Newgard seconded. Roll call vote: Ayes: Potter, Newgard, Christenson. Nays: None. Absent: Jamison and Swanson. Motion carried.

Newgard moved to approve the second reading and waive the third reading of Ordinance 06-19 – Amendments to Chapter 74 – All-Terrain Vehicles & Snowmobiles. Christenson seconded. Roll call vote: Ayes: Potter, Newgard, and Christenson. Nays: None. Absent: Jamison and Swanson. Motion carried. The Code of Ordinances of the City of Laurens, Iowa is amended by editing the fee schedule in line one of section 75.07.04. Line one of Section 75.07.04 shall read: The fee for such permit shall be fifty dollars ($50.00) for the first ATV/UTV. The fee for the second registered ATV/UTV for the same registered household shall be twenty-five dollars ($25.00). The fee for the third and any other ATV/UTV for the same registered after shall be ten dollars. ($10.00). The Code of Ordinances of the City of Laurens, Iowa is amended by adding a 6th section to 75.07. Section 75.07.06 shall read: ATV/UTV courtesy permits for registered and paid users of Laurens Time to Spare Campground will be granted. Registered/paid users of Laurens Time to Spare Campground shall notify City Hall of such use.

The council discussed ordinances regarding recreational vehicles parking. After much discussion, Reed will change language for the council to approve at the next regular council meeting.

Potter moved to adjourn at 5:36 p.m. Christenson seconded. All ayes. Motion carried.
