1. INTRODUCTION
1.1 SCOPE
This volume of the message dictionary details the non-transparent messages handled by the AlcatelBSS over the A interface.As for this release both GSM phase 1 and phase 2 formats are supported, this document shows bothmessage formats where applicable.
2. GENERAL PRESENTATION
2.1 PRELIMINARIES
Each message is described in the same way :
- A general overview,- A general description, with a byte per byte description- A detailed description of all the Information Elements,
The messages dictionary includes also in this part :
- A summary of all the messages described in the dictionary,
- A cross reference of all the Information Elements. This allows to find all the messages inwhich one Information Element appears.
2.2 MESSAGES PRESENTATION
2.2.1 The general overview
It is the first page for each message. It includes :
NAME :The name of the message.
INTERFACE :The list of three Interfaces. Under each interface name, the two following fields giveinformation, if relevant.
CHANNEL/USAGE :According to the involved interface, it is the radio channel definition or the fact that themessage is transparent or not for the BTS.When the box is empty, the message is not used on this interface.
3GPP-REF. :According to the involved interface, it gives the reference to a 3GPP TS.
FUNCTION :It is the description of the function of the message. This is extracted from the 3GPP TSs.
DIRECTION :
It is the direction of the message from one entity of the BSS or MSC to another one.

INFORMATION ELEMENT LIST :It is the list of all the Information Element. For each Information Element the followinginformation is given :
- Mandatory (M..) or Optional (O..),- Fixed (..F) or Variable length (..V),- Some short comments.
- The length in bytes,
IMPLEMENTATION MAXIMUM LENGTH :It is the total of all used information elements, mandatory or optional. When the length is fixedfor all parameters, a unique value is given. When not, a range is given ("minimum length" -"maximum length").
FOLLOWING EVENT :It is the description of following events (for specific procedure) for the normal and abnormalcases.
TIMER :It is the name of the Timers (started or stopped) associated with the message.
SPECIFICATION DOC. REF. :It is the reference of relevant ALCATEL document.
2.2.2 The general description
The General Description is an overview of the message as it is sent over the variousinterfaces. The message is described byte per byte.
2.2.3 The information element description
For each Information Element :
TYPE :This field is used to give the Mandatory or Optional information.
DEFINITION :It is an extract of 3GPP TS giving the usage of the Information Element.
BIT DESCRIPTION :It is a bit description of the element with all the needed information, including the subparameter definition.
SUB-PARAMETER DEFINITION :It is a description (if needed) of all the sub parameters defined in the bit description.
PARAMETER ORIGIN - ACTION ON PARAMETER :It is a description of the action to be performed when receiving or transmitting the message.
