Minutes, Feb. 6, 2020by Brandie LopezA county-wide candidate forum was held on February 6th at the Lone Star Community Center in Montgomery, TX. The forum was well-attended by all candidates local, county, and state-wide that will be on the ballot on March 3rd. Each candidate was able to speak freely on important issues surrounding their race.Candidate tables were provided to allow all guests to meet, greet, and pick up correspondence in order  to "get to know" each candidate. Refreshments were provided by Montgomery Area Chamber of Commerce. It was a great night to meet the candidates!

·        Inmate paperwork - HB 918 allowsinmates released from prison to have documents needed to help them find a job such as a resume to show work history both in and out of prison and a practice job interview.·        Late mortgage payments - HB 1885 grants interest and penalties to be waived for homeowners in some cases when the bank holding the mortgage did not pay the tax bill on time.·        Natural disasters and taxes - HB 492 requires voters to approve a constitutional amendment authorizing the legislature to provide a temporary exemption from ad valorem taxation of a portion of the appraised value of certain property damaged by a disaster.·              Nonprofit health groups - HB 1532 addresses certain organizations certified by the Texas Medical Board which accept and process complaints against a health organization for alleged violations.·        Parking permits - HB 1002 specifies to tenants that the landlord provide parking permits that match the permit to the time frame of the lease.·              Protection of tax reductions - HB 1313 provides to indiv iduals who successfully protested their home value should not see their value increased to the previous level the next year, unless appraisers can show strong evidence the increase is merited.·              Sexual harassment at colleges and universities - SB 212 amends the Texas Education Code to require an employee of a public or private, or independent higher education school to report incidents of sexual harassment, sexual assault or dating violence or stalking.·              Small business data - HB 4390 refers to the privacy of personal identifying information and provides the creation of the Texas Privacy Protection Advisory Council.·              Surprise medical bills - SB 1264 protects consumers who have state-regulated health plans from surprise medical bills in certain situations.

Legislativeby Luine HancockNew Texas laws that were passed during the 86th legislative session in 2019 that went into effect January 1, 2020:·        Defense contractor - HB 1607 offers to Federal aerospace defense contractors in Texas the ability to take a deduction or direct manufacturing cost or employee/contractor direct compensation. Others states allowed for both deductions, Texas did not.·        Flood funds - SB 7 moves $1.7 billion from the states rainy day fund to the Texas Water Code, which established 2 new accounts: The Flood Infrastructure Fund and the Texas Infrastructure Resiliency Fund.·        Homeowner tax exemptions - SB 2060 requires that appraisal district officials include a short description of exemptions a person might be eligible to receive when the appraisal notice is sent. Disabled veterans, surviving spouses of disabled veterans, Texans over the age of 65 and those with disabilities are eligible for certain property tax exemptions.

February was a FABULOUS month for our club!

LCARW began the month with an awesome candidate forum featuring Republican candidates for races on the March 3rd Republican Primary Ballot. Close to 200 people attended the forum and heard firsthand from 20 candidates with the assistance of forum moderator Holly Arbuckle and timekeeper Carol Parsons. Thank you to the Montgomery Area Chamber of Commerce for providing refreshments and promoting the event. Such an event could not be possible without the help from our many members who worked behind the scenes to make this event so successful!

Our forum was shared by the Texas Federation of Republican Women on its Facebook page, and by the National Federation of Republican Women in its February 10th Capital Connection newsletter. Be sure to like both Facebook pages, and check to make sure you are receiving information from both of these organizations by adding them to your email address file (TFRW.org and NFRW.org).

The following week, LCARW’s Caring for America committee shared their love by preparing a special Valentine dinner for the Montgomery County Women’s Center. Thank you to all of you who contributed to this effort.

We will close out February by welcoming many brand new members, both active and associate, who joined our club at our Senoritas & Margaritas event. Thank you LCARW Membership Vice President Betty Vernon for a great evening. I am looking forward to getting to know each of these members and getting them involved in our club. Their energy and enthusiasm will be a wonderful boost for our efforts to KEEP TEXAS RED!

“Just what do Republican Women’s clubs do?”

President’s Note:

Recently, a longtime Montgomery County Republican Woman, Alice Melancon was challenged on social media to explain just

what Republican Women’s Clubs do. Alice publicly shared her comments at the quarterly meeting of the Montgomery County

Republican Party Executive Committee which included Precinct Chairs and guests. We asked Alice to share her comments

with us. Below is her reply:

“I am here to answer that question. I know I can’t name everything we do, but this will give you an idea. The first Republican

Women’s Club was started in Montgomery County over 40 years ago and now there are 7 clubs in our county. Imagine 40

years of work for the Republican Party in Montgomery County.

So, what exactly do we do? We work to get Republicans elected. Yes, we block walk, we make phone calls, we register

voters, and we work the polls on Election Day as election judges and clerks. We stand in the parking lot with the candidates

in the General Elections and give them the extra support they need.

We hold monthly meetings and have speakers who discuss the issues facing our country, state, county, and our political

party. We discuss election laws, and volunteer for senatorial and state Republican Party committees. We develop and

implement plans of action to lobby our local, state and national elected officials on important issues.

The Republican Women’s clubs contribute monetarily to our Republican candidates’ campaigns. Republican Primary

candidates are invited to speak and participate in forums sponsored by our clubs and all Republican candidates and elected

officials are welcome at any of our monthly meetings.

We work at our Montgomery County Republican Party headquarters by answering the phone and greeting visitors. And yes,

that was probably a Republican Woman that you saw cleaning the bathrooms at headquarters. We have helped plan

fundraisers for the Montgomery County Republican Party on many occasions. We have also helped the party host many

Lincoln Reagan dinners over the years.

We care for our military by making care packages for those serving overseas and by volunteering at the Veteran’s clinic. We

donate to such worthy causes which support veterans such as Camp Hope and Fisher House.

We all have very active Literacy programs and donate books and dictionaries to local schools and libraries. We provide

scholarships to young women entering college. We are at the local schools teaching about Americanism, holding essay

contests and giving out scholarships. We help form and support High School Republican Groups. Some Republican Women

volunteer by teaching Citizenship classes.

Republican Women’s clubs provide service to our community by assisting the Women’s Shelter, the Rainbow Room, the Food

Bank, the Salvation Army, and other such vital organizations.

So, ladies and gentlemen, you ask “What do Republican Women do for our Party?” The answer is we do more than just meet

for lunch. We work for the party with a smile on our faces and without complaint because we care for our County Party and

our Republican Candidates and elected officials. And all we ask for in return is a little bit of appreciation, respect, and

well over 40,000 hours of their time working to strengthen our Republican Party and helping our community. If we multiplied

The Lake Conroe Area Republican Women (TX) hosted a very successful Candidate Forum on February 6 with close to 175 voters hearing from 20 Republican candidates in 5 contested races. The club provided attendees large sample ballots for notes as well as important dates and locations for early voting and reminders for Precinct Caucuses.

You can be a delegate to the Republican State Convention! What is the Republican State Convention? It’s a place for people who vote in the Republican Primary election to define our shared beliefs and to determine how we will promote them. We do this by creating a platform and by setting rules and electing people to run the party between conventions.

Who can attend the Republican State Convention? Anyone who is a registered voter, who has affiliated with the Republican Party, either by voting in the Party Primary or by taking an oath of affiliation and has been duly elected by the lower level conventions. You can affiliate with the Republican Party by voting in the Republican Primary Election or by taking an oath of affiliation. You can only affiliate with one party during each election year.

What is a delegate? Delegates are grassroots Republicans who participate in the shaping of the Republican Party, its role, and its direction regarding public policy. They volunteer and are chosen by their districts to attend the party’s conventions in each even-numbered year.

Step 1: Precinct Conventions When and where: Your 2020 Precinct Convention will be held sometime after the polls close on Primary Election Day (March 3, 2020) and before the start of the County/Senate District Conventions (March 21, 2020). Please check with your local Republican County Chair for the most up to date information. (See https://www.texasgop.org/county_chairs/)

What to expect: If you are a registered voter and affiliate with the Republican Party, you can participate in this convention. You can introduce and vote on resolutions. Then elect delegates and alternates to the next convention level.

Step 2: County / Senate District Conventions When and where: Your County or SD Convention will be held on March 21, 2020. Your county party sets the location and time.

What to expect: In the days or weeks before the convention, you can visit committee meetings and let them know what issues are important to you. At the convention, you’ll set the rules by which the convention will operate. You will be able to vote on resolutions the committees have worked on. Then you’ll elect delegates and alternates to the state convention level.

Step 3: State Convention When and where: This convention will be held in Houston from May 11th-16th. Committees will meet May 11th-13th. General Session and Caucuses will meet May 14th-16th. Please check www.texasgop.org for convention details.

What to expect: You will be able to testify before the committees on issues you care about, vote on the platform that will state the beliefs of the Party, vote on the rules that will steer the Party, and elect people to run the Party for the next two years.

Why become a delegate to the Republican State Convention? Because you will have an instrumental role in shaping the beliefs of the Party and determining the methods of implementation in public policy.

Committee Volunteer Opportunities

LCARW committees offer many opportunities to get involved and make a positive difference in our community. Our members are dedicated volunteers to the Montgomery County Republican Party and many local, state and national campaigns. From veterans to schools, from education to the many needs of our community, LCARW is there with volunteers and support. Our reach and growth are only possible when you get involved! • Americanism – Enjoy the fun of reading and judge the entertaining essays written by 3rd and 5th graders from

the Montgomery and Willis ISDs. Help in the presentation of this award winning “My American Hero” event.

• Campaign Activities – Collecting and reporting the many hours of volunteering and campaigning LCARW members register and report to the Texas Federation of Republican Women quarterly.

• Caring for America – Nationally recognized by the National Federation of Republican Women for many years, this committee is very active in numerous community service projects in our area. Rewarding and fulfilling are just some of the words used to describe this committee’s efforts!

• Community Engagement – A wonderful way to discover so many groups and organizations in our area. This committee fosters relationships and looks for new ways for LCARW to make our communities better and stronger.

• Hospitality – Making all who attend LCARW meetings and events feel welcome is vital to our club’s growth!

• Legislation – Research and monitor pending legislation at all levels and alert members to action items.

• Literacy – Reading is vital to LCARW members! Volunteers help plan and present our annual Literacy Program. LCARW is dedicated to providing more materials to our area schools and to our community.

• Media Relations – connect with all area media outlets and send alters and articles about LCARW.

• Membership – Help our awesome Membership VP with her efforts to grow our club.

• Membership Directory – prepare and distribute the annual membership directory.

• Scholarships – Rewarding the efforts of area high school students heading off to college holds a special place in the hearts of all LCARW members. This committee carefully and diligently judges scholarship applications of area high school seniors and presents the winners at our annual scholarships luncheon in May.

• Senior Americans – reaching out to our valued senior citizens in the Montgomery and Willis communities is important to LCARW members. Furnishing meals and Christmas gifts are some of the highlights of this committee’s efforts.

• Special Events – Who doesn’t like to plan a party or special event?!

• Ways & Means – Volunteers plan fundraising events to raise funds to support the missions of LCARW.
