1. The particulars of the organisation, functions and duties

L D College of Engineering (LDCE) is Government Engineering College in Ahmedabad and comes

under Directorate of Technical Education, Education Department, Government of Gujarat.

LDCE offers Under Graduate and Post Graduate Courses in various conventional and

contemporary branches of Engineering & Technology and Master’s in Computer Application.

LDCE is approved by AICTE, New Delhi and is affiliated to Gujarat Technological University,

Ahmedabad.

L D College of Engineering was conceptualized in the year 1948 with the dignified endeavours

to provide the par-excellence engineering education to all the inquisitive students of the state in

particular and India in general. The land for the construction of Engineering College was

bestowed upon by the then renowned philanthropist Sheth Shri Lalbhai Dalpatbhai.

The academic commune of LDCE spreads in 59.25 acres of land with the built up area of

around 96,000 sq mt. These comprise of separate building blocks for various branches of

engineering. The campus includes Adequate Hostel Facilities with basic amenities. The

exclusive residential facilities are created for Principal, Rector, Wardens and Class-IV staff in

well spaced blocks.

Other facilities for all the academic and allied stakeholders are:

Primary Duties of LDCE

The primary duties of any academic organization is to give the best academic framework

likewise LDCE has been aspiring to plan, develop, execute and monitor technical education

programme as per the need of the society in particular and country as a whole so as to create the

skilled human resources.

development opportunities for students, teachers, industries, other professional associations and

Principal Cl.- I : As the Head of office, all administrative and financial powers are

delegated by Govt. of Gujarat

All the academic and allied responsibilities of Academic Administration

are also shouldered upon

Financial: As per the GFR, contingency rules delegation of financial power laid by

Govt.of Gujarat.

1. Purchase as per the procedure; powers are delegated by Government of Gujarat vide

financial power (delegation) rules-1998 as per the Manual of Office Procedure for

purchase of stores by the Government Department, Industries & Mines Department,

Government of Gujarat.

2. Administrative Officer:- To assist in all administrative duties, to control different

organizational coordination mechanism as per instruction from the Head office.

3. Accounts Officer: To manage all financial matters of payment & receipt as per the rules

and regulations of government as Drawing and Disbursing Officer.

4. Store Officer: To carry purchase of material and equipment as per the requirements and

indent from the various departments and other units of the college and take work from

subordinate staff for effective execution of the assigned task.

5. Librarian :

o To acquire and collect books, manuscripts, Journals and other reading materials

and organize them

o To collect all kinds of E-Resources which may be useful for teaching and research

o To provide reading materials for use

o To adopt new techniques of classification and cataloguing, makes bibliographies

and checklists and provides reference service to readers.

o To make available resources to students & teaching as well as non teaching community

o With the help of heads of the department of various subjects, a library should

coordinate its library activities which are related to teaching and curriculum

programmes of a university

o To arrange study material on specific regions in the form of area studies

6. Student Section In charge: Managing student record and carry, liaison with university in

academic and other student related activities with the team of staff of student section.

7. Rector: Following are some of the key responsibilities of Rector

● Overall administration of all the hostels

● To maintain the coordination of wardens of various hostels for smooth running of

day to day routine work

● To take steps and measures for overall efficient hostel administrations and welfare

● Maintaining database of students

● Making the policy for allotment of hostels to students

● To ensure discipline in the hostels

● Implementation of decisions taken by the Institute authorities Communicate with

the parents/guardians of the inmates as and when needed

● Facilitate the admitted students at the times of illness and activities in the hostel.

8. Professor: Managing the respective academic program as well as look for the

development of culture of Research and Consultancy in coordination with other teachers

of the department.

9. Associate Professor & Assistant Professor: To carry out the academics and all allied

duties assigned by the competent authorities.

10. Instructional Staff: To maintain laboratory and assist in performing experiments.

3 The procedure followed in decision making process including channels supervision

and accountability

● Establishment comprising of Administrative officer, Accounts officer, Store officer

follow the rules of Government of Gujarat for service, finance and disciplinary power

delegated.

4 The norms set for the discharge of its functions.

Norms are framed by Government of Gujarat and Directorate of Technical Education for

administration and academic matter and are being strictly followed in tune with affiliating

Gujarat Technological University. The rules and regulations and guidelines of AICTE are also to

be closely followed.
